political education, and human rights defense. we're following up tonight on that breaking news from last night at 11:00. the 49ers have released line backer ruben foster just hours after police arrested him at a florida hotel. foster is facing domestic violence charges and it's not the first time. nbc bay area kristy smith has reaction to the team's decision today. >> reporter: 24-year-old ruben foster appeared in the florida courtroom early sunday morning. hours before the 49ers were supposed to take the field in tampa. >> i'm requesting you be released on on domestic violenc charges as he walked out of jail. police were called to a tampa hotel where the 49ers were staying. they say a 28-year-old woman said foster slapped her and pushed a phone out of her hand.

the gm didn't comment on what occurred but the team set clear ex expectations for foster who had trouble in the past. >> we need to protect the team. like said, nobody is bigger than the team. and as el assistanted talented felt it was the best decision to make. >> reporter: in february the same woman said foster struck her and recanted claiming she made it up to ruin her career. foster faced drugs and weapons charge which resulted in a two-game suspension. now nbc bay area learned of an incident involving the two just last month. santa clara police say they involved between a verbal dispute between the woman and foster at his home. 49ers fans were excited with the future about his team and they're wondering what could have been. >> everyone deserves a second chance. we all do, but now he already had a second chance. >> it's absolutely the way it should be. congratulations to the 49ers to

release him. if he could go through some program to better himself and be a better man, good for him. >> reporter: in santa clara, kristy smith, nbc bay area news. more details now on the racing incident involving foster in the bay area. police tell us it happened back on october 12th. it was a friday night just days before a big monday night match up in green bay. and just months after domestic violence charges were dropped against foster. police say there were no signs of injury on the woman but there was a loud argument that caused neighbors to call 9-1-1. the woman was apparently upset at something she found on fosten the 49ers who stood by him throughout his run ins with the law that was richard sherman. he showed up in april showing his support. sherman said deep down inside moster is a good guy. he said foster had a rough childhood and it played a role

nbc bay area is live in paradise tonight with a look how volunteers are working around the clock to help the victims and their pets. >> reporter: i'm here at the s left standing s used to be a are the brick columns. over here you can see this burned out vehicle. the tires on it melted. just beyond that, you can see a fountain. earlier today search and rescue crews continue to look for human remains and today volunteers logged hundreds of miles trying to see pets left behind. there's enough food here to feed a zoo full of animals. that's what the volunteers with the north valley animal disaster group are doing. they received more than 600 calls for help feeding pets behind. >> we have sheep, llama, pigs, cows, horses, miniatures,

donkeys. >> we followed the volunteers as they drove to the home of 93-year-old margaret newsome. she was rescued by a garbage truck driver. she can't back in to feed her cats. this cat perked up when he saw the food. volunteer debby mueller is helping coordinate the effort focussed on the animals even though debby's home in paradise burned and her two cats are missing. >> you don't expect to leave your house and have it burn down in a matter of hours. >> debby has been helping feed the pets in the fire zone for more than a week. volunteers rescued these two cats and hope to connect them with tir owners.

russia and ukraine after a clash at sea. ukraine claims russia opened fire on and seized three ukrainian vessels wounding crew members. the incident happened today in the waters off crimea. the ukrainian tug boy weboat we sailing through a strait. russia recently opened a bridge sp span the strait. the authorities gave advanced notice to the russians. the united nations scheduled an emergency security council meeting for tomorrow morning. elon musk opens up how his car company almost collapsed. he said his company was bleeding money like crazy as it worked through the model three production rach up in the spring and summer. he revealed it almost died before meeting those model three production molds. musk, who also founded spacex, said there's a 70% chance he'll personally use a spacex rocket to fly to mars even though

there's a good chance he could die. keep in mind, his company has yet to launch to a manned space flight. speaking of mars, happening tomorrow, nasa is set to make the first mars landing in six years. tomorrow's landing kicks off a two-year mission for a craft called "insight." it's tasked with studying the evolution of terrestrial planets. they'll study the deep interior of the red planet. let's talk about the deep interior of the sierra now. let's check out the footage captured by the patrol. a bear walks into their office and takes a sniff around and leaves. it sounds like the beginning of a joke but it's not. you could see it on the surveillance video here. the bear opens the door easily. stands on the back legs. you can see an officer chasing it out. no one hurt. not the cops. not the bear. nobody. the officers will probably lock the door next time.

drifting from the east as we head toward tomorrow morning. inland valley 30s to low 40s. a chilly start closer to 50 around san francisco and oakland for the morning. we'll see highs tomorrow under increasing high clouds. mid to upper 60s around san jose. look at santa cruz close to 70. so the hour-by-hour trend tomorrow. you notice the clouds see the rainoves bd quickly. so the first storm rain quarters around a t around san jose. north bay may seen more than a half inch of rain. the main event of the week is wednesday night and thursday. look at the area of low pressure here and instead of what typically happens this is going to strengthen and head for northern california. because of that, we'll look at the potential for strong winds as the low strengthens off the north. you can see the wind speeds by midnight wednesday to thursday could be 30 to 40 miles per hour.

today. this is ground footage taken at glen cove in vallejo. firefighters said he was walking at the shoreline when he slipped earlier today this is ground footage taken. firefighters say the fisherman was walking at the shoreline when he slipped and fell and hurt himself. he was so far out a rescue team was forced to use a helicopter. you can see him there. he's being lifted to safety. he was taken to a local hospital. he's undergoing treatment tonight. no word on his conditions. cyber monday a few hours away. some experts are predicting a record-breaking day. >> yeah.

stories tonight. tensions at the border in tijuana are mountiny closed the crossing today. the group stormed the wall this morning hoping to apply for asylum. they broke through a police line, crossed under a bridge and went through a river filled with raw sewage to be turned back by tear gas. the scene could play out again. many are frustrated by living in carps and rumors they'll be forced to wait in mexico while applying for asylum.

on the other side of the er border saying it feels like they're living in a war zone. another arrest for ruben foster proved to be the final straw for the 49ers. the team cut ties with the troubled line backer hours after he was arrested last night at the team hotel in tampa. foster is charged with domestic violence after he allegedly slapped a woman's phone out of her hand and pushed her and slapped her. this is the same woman who accused foster of domestic violence earlier this year before saying she made the story up. kyle shanahan said enough is

them. we learned more about a dead deadly accident that killed a woman and injured an officer. authorities identified the woman as 72-year-old laura lee pino. early yesterday morning two officers were investigating a spin out at the 101. that is when her car slammed into a cruiser. one of the officers managed to jump out of the way and just in the knick of the time. the officer was treated and released from the hospital. the roads likely a factor. >> and blizzard conditions are causing problems for travelers after the holiday. hundreds of flights cancelled or delayed because of the midwest storm. heavy snow is expected to fall tonight and a blizzard warning has been issued for several counties across illinois through tomorrow. in san francisco much calmer conditions. that's a live look at sfo.

lake tahoe but wednesday and thursday colder air comes in. currently in san francisco offsl the east bay valleys to see if have to watch the north bay and patchy fog develops inland. it sweeps from east to west by tomorrow morning. 30s and 40s for the indiland valley. we'll have mid to upper 60s around san jose. low 60s for san francisco and oakland. a clear start to the morning and here come the high clouds. yeah. mid-morning tuesday for the north bay and the system itself will weaken as it crosses through the south bay and moves through fairly quickly. so the rainfall totals through 11:00 tuesday. you'll see about a quarter inch for south bay. san francisco and north bay could see amounts of another half inch of rain. the one that warrants your attention this is what happens wednesday afternoon through thursday. it's a surface low developing our coast. instead of thearcurv off the pa

northwest. because it's forming off the coast, it could have quite a bit more wind and the potential for a brief round of heavier rain. that's across the coast wednesday night and thursday. here is one of the weather models looking at potential wind speeds. you can see the purple on the map. 30 to 40 miles per hour winds. on top of that, we could see 1 to 2 inches of rain. likely weather alert for thursday and friday. now the third storm for the weekend looks like that will aim a little bit farther to the north here on saturday. the north bay may see rain on saturday. it could drop a little bit furthero there as we get into sunday. right now things might fall apart a little bit. the weekend forecast still being adjusted. we've left a chance of rain in there. not as heavy as previously thought. we might see high pressure trying to build in. and the adjusted look at the ten-day rainfall outlook and a lot of other numbers courtesy of the midweek storm.
