cleared. we have that closure for 101 at embarcadero that just cleared the caltrans toll booth. the rest of the bay on that map moves smoothly except for the circle, there's a crash westbound 580, as you are approaching the maze, a quick traffic break scheduled and we should be clearing, that's why they're slowing there. we'll zoom toward san pablo where i can tell you that san pablo avenue is closed between 23rd and broadway, and it's all i know. maybe five or six hours, there's police activity, that's all we have but we have pete suratos arrived on scene and pete, like i said, we're not getting a lot of detail. >> reporter: yes, good morning to you, mike. not getting much detail, but we are standing on san pablo avenue, you see the tape is up, as it shut down as a result of what we're being told is a major traffic collision. could you see it down here, we don't want to zoom in too close because we're trying to get more information, but i do want to point out we saw a yellow tarp being put over at least one of the cars from the distance, where we're standing from right

our criminal justice system, where he is only look the at one side and not the other." >> special counsel robert mueller's team says paul manafort lied to investigators breaking a plea deal. attorneys for manafort, who was president trump's former campaign chairman says he believes he provided truthful information. "today in the bay's" tracie potts is live on capitol hill this morning for us. tracie, prosecutors are alleging manafort lied on a variety of subjects. what's next? >> right, well, what's next is finding out what they think he lied about. that was not detailed in court yesterday. the justice department says in subsequent filings, they will detail what they think he lied about. what they're telling a judge is that he had a plea deal he was supposed to be working with the russia investigation and tell what, if anything, he knows, if anything about ties between russia and the trump campaign, all of this stemming from charges that had nothing to do with the campaign or his work

with president trump at all. it had to do with what he did a decade earlier, tax fraud and other charges he was convicted of, others he pleaded to, to get this deal. he's 69 years old. his attorneys are trying to keep him out of jail at least for a long them, but now, if he lied after making that deal, robert mueller's team may bring the hammer down, at least ask a judge to, when it comes to sentencing. both sides agreed to go forward with the sentencing, and we wait to see specifics on what the special counsel believes he lied about. again, his attorney is saying in a statement that, to the best of his knowledge, he told the truth. laura? >> tracie potts reporting live in washington, thank you. it is 5:03 right now. painstaking process that seems to get more difficult by the hour for butte county search teams looking for human remains. the number of confirmed dead from the camp fire now at 88,

"butte fire" to 91999 or text "uwvc" to 41444. our investigative unit has reported the government leaders are trying to make sure california's emergency alert system actually gets that job done. happening today, members of the state assembly will meet near santa barbara to discuss those emergency alerts. the hearing will look at lessons learned from recent fires as well as try to figure out ways to improve that system. you might be getting some relief on south bay roads. land swap is in the work today and involves a very popular roadway. >> "today in the bay's" sharon katsuda is live in san jose to show us what's taken place. good morning. >> reporter: good morning, laura and scott. well, this is the area you're talking about, the san jose city council will be deciding whether to expand this area and this is known as a major bottleneck, where two lanes to g down to one lane and back to two lanes. here is a map of the project area on branham lane, there's a safeway and mcdonald's nearby.

the idea is for san jose to do a land swap with the county to expand a stretch of roadway along branham lane at snell avenue. because of the congestion, drivers have seen major accidents, including fatalities. drivers in this area are in favor of the idea of widening this area. >> there's only one lane, so sometimes people they hit each other. >> it took me about 20 minutes. >> reporter: wow. >> it's like a mile. >> reporter: city leaders say they've worked on the idea for several years, and today, there will be a public hearing on the plan, and that takes place at 2:00 at san jose city hall. reporting live in san jose, i'm sharon katsuda, "today in the bay." in a few hours, a man charged with killing a woman at a b.a.r.t. station returns to court. john lee cowell accused of standing 18-year-old nia wilson to death. wilson's sister was also stabbed but survived. the stabbing happened on a platform at the macarthur b.a.r.t. station in july.

cowell has not yet entered a plea in that case. happening today, concord leaders will look toward tweaking a program launched 18 months ago to settle housing rental disputes. the residential rent review program includes a series of coordinated steps to mediate disputes. each of the two dozen or so cases reviewed have all been successfully resolved. councilmembers will hear public comment and perhaps make some kind of recommendations at 6:00 tonight. new this morning, san diego says flooding is only going to get worse and the county blames climate change. rising sea levels threatening imperial beach, seacoast street, just steps from the shore is one of the most flood-prone streets. if a big storm hits, it could go underwater. a city assessment says in a few decades, rising seas and coastal flooding will impact 30% to 40% of the city. everyone agrees something has to be done but exactly what, everyone has to figure out. >> potentially you could

mitigate it with sea walls, but if it continues at the rate, eight feet, imperial beach is in a lot of trouble and managed retreat means there's going to be a lot of houses underwater and abandoned. >> the city is expecting little to no state or federal assistance with any sort of future projects. right out now at 5:08, we'r approaching rain moving into ukiah. it will make its way to the south and the rest of the bay area, seeing it later on this morning. we powered up our storm ranger, our mobile doppler radar, that's the red scan we're seeing coming off of san bruno mountain and it's going to give us very live and detailed view of what's happening as this rain moves in. we will start to see it approaching san francisco, covering much of the north bay, right at lunch time today, and starting to make its way into oakland and parts of the east bay, and then still raining over some of those same areas right at about 3:00 this afternoon.

only some spotty showers for san jose coming in lawsuter this afternoon and in time for the evening commute. it looks wet but starts to taper off later on tonight. we'll take a closer look at this time line in just a few minutes, and also talk about sierra snow in the next microclimate forecast. right now, mike getting us out the door. any issues now? >> we have a couple crashes, kari, a couple i told but, south of the san mateo bridge is just fine, but closure 101 has been cleared through the peninsula. crash east 80 off the fifth off-ramp, seventh, somewhere around there, still some police activity because they have to do paperwork. i circled the slower drive and the traffic break they had to clear a crash at the maze approaching the bay bridge. sounds like everything's going according to schedule but you do have recovery now, a few more folks in a little group getting toward the bay bridge toll plaza, and i point to another toll plaza that the richmond to san rafael toll plaza, where a crash or some debris was

we'll see if that traffic sorts itself out. good morning, i'm frank holland at cnbc global headquarters. here are today's top business headlines. wall street will tree to add to yesterday's big gains. the markets rallied at beaten down tech stocks rebounded from steep losses last week and shares of gm jumped after the automaker announced it would shut several factories and cut thousands of jobs. the dow rising more than 300 points for its best day in more than two weeks. on today's watch list, reports on home prices and consumer confidence. your next iphone could come with a hefty price tag. president trump telling the "wall street journal" he expects to move ahead with the next round of tariffs on products imported from china. that could include a 10% tariff on iphones, laptops, and other consumer electronics, which the president says consumers can handle. apple's products are currently exempt from u.s. tariffs, although the iphone is assembled in china, many parts come from the u.s. it's unclear whether apple would shoulder the extra cost or pass

adult entertainment establishments. >> ah-ha. 5:16. world records are just like apps, there's one for almost everything. take, for example, the number of people lighting glow sticks simultaneo simultaneously. apparently there's a record of that and the makers of this new video claim it was broken over the weekend in bogota, colombia, 4,394 participants. organizers wanted to raise aw e awareness about women's right on the u.n. international day, to the elimination of violence against women. here is a crazy story that may convince to you keep closer tabs on your social media. so this started with an atm spitting out hundred dollar bills instead of tens. it happened sunday night in houston. one of the first people to notice it posted it on social media, and that's when large crowds started arriving. police and deputies eventually broke up the line. one customer says the excitement went on, though, for more than two hours. >> i was amazed i think people

>> not going to be raining money today. >> no, not at all. in fact, i think this is kind of like raining money. we're going to see some rain moving in. we're tracking it with storm ranger. our mobile doppler radar, this is the only station where you'll find a live scan of the radar, with our mobile doppler radar, and it's also scanning closer to the ground, so it's not missing out on any of the rain drops that can be missed when you're scanning up higher and we're seeing the rain approaching ukiah, with some yellows and reds there, indicating some heavier rain. we'll see that making its way off toward the east and eventually moving to the south, as we go into the rest of the morning and early afternoon. here is a look at when to expect the rain in the north bay from santa rosa to napa, over toward solano county, where you'll see the rain right at about noon and starting to move into san francisco at lunch time, and then the rest of it kind of breaks up. we're going to see the scattered showers moving through by early

afternoon, into the peninsula, as well as the east bay. still not raining in san jose yet, and then we'll see it moving in for a short while during the evening hours, but that could also impact your evening commute and getting ready to head home. the rain tapers off overnight. still some light, spotty showers possible, and then we'll get ready for the next round of rain that will be here for tomorrow evening. this looks heavier and could be a little bit more targeted for areas especially in the south bay. we'll see the heavy bouts of rain continuing off and on throughout the day on thursday. this could also come along with some gusty winds, and then we'll see it gradually ending by friday. here is a look at how much rain we could see. the first round doesn't bring that much, about a quarter to half an inch and in total, we're looking at over an inch of rain for much of our microclimates and as we head over to the sierra, we'll see several rounds of snow there, even into the weekend, so the snowfall totals may reach over two feet for some of our higher elevations.

we are also going to keep this active weather pattern with the second round of rain moving in on thursday, and then another round of rain on saturday, and we could also still be tracking some rain for next week, as we open it up and still see that there will be some systems moving in by next tuesday into wednesday. so our seven-day forecast shows a fairly active pattern with times of rain off and on through about thursday, and then friday is looking dry. saturday is wet again, and then we dry out again on sunday. i'll be tracking all of that for you in rainfall totals, and mike, you were tracking a stall in san jose? >> one vehicle stalled out, bottom of the screen right here, southbound 87, just as you get to 85. it sounds like everything's cleared the transition, but it just came in, so i wanted to give that a shout out. really that's the only thing going on. south bay is a smooth drive, i should say only thing south of the san mateo bridge. north we have an earlier traffic break which was called for westbound 580, now we saw a lot

welcome back. one final u.s. senate race for 2018 is set to be decided today by voters in mississippi. this has been a heated battle between acting senator republican cindy hyde smith versus former democratic cabinet member and congressman mike espy. the two are in a runoff to finish senator thad cochran's term. hyde smith backtracked after she was caught on tape saying she'd attend a public hanging. she said she was joking. president trump attended two rallies for her in mississippi last night. one central valley congressional race is not only still undecided, it's becoming a serious roller coaster. days ago, the ap declared republican incumbent david valledejo the winner over democrat t.j. cox. yesterday ap retracted that call because after the latest count,

cox has now pulled ahead by 438 votes. thousands of ballots must still be counted. this is the nation's last contested congressional race. san francisco health leaders are launching a new campaign to educate young people about marijuana's potential dangers. the public health department rolling out what it calls truth or nah campaign. it encourages young people to ask the right questions and be informed when it comes to pot. among the major messages, pot can be just as damaging to your lungs as cigarettes. the recent district survey found one in five high school students have used pot over the past 30 days. happening tonight, oakland native lynnea moorer is lasting another week on "the voice." here she was last night. ♪ quite the accompaniment there. moorer is in the top 11. fans know she was initially

san pablo avenue is closed between 23rd and broadway. we didn't have a lot of detail but there's a police investigation going on. pete suratos is out there. pete, i think you have a little more detail now. >> reporter: yes, good morning to you, mike. we're learning this crash was, indeed, fatal on san pablo avenue. we're standing at san pablo avenue and laurie lane. this is closed, but i want to show you from our vantage point a car flipped on its head, the yellow tarp way down there, that's why we get confirmation from chp that this was, indeed, a fatal crash. now, they're saying it was a fatal pursuit crash involving a contra costa county sheriff's deputy, apparently chasing someone in this area. we do know the crash happened roughly around 12:00 a.m. we don't know exactly what led to this pursuit or how many people are involved in this crash that we're looking at. taking you back out here live to the scene, you can see where that crash took place, but we expect this area to be shut down

for several hours along san pablo avenue between 23rd street and broadway. we'll keep an eye on things and provide an update for you in the next half hour. we're live here in san pablo, pete suratos for "today in the bay." >> thank you for the latest there, pete. we have some breaking news, sad news, indeed, coming from overseas, getting word three u.s. servicemembers are dead, killed in afghanistan. the department of defense says it happened when an explosive went off today in a city southwest of kabul. an american contractor also hurt in that blast. also a team of alameda county firefighters back in the bay area after spending days helping in the amplifier zone in butte county. it includes a trained search and rescue dog. they spent a little over a week, including the thanksgiving holiday, fighting flames and searching for the missing. in the meantime, the list of unaccounted people stands at 203.

and murder of a classmate could go free soon, and has prosecutors challenging state law. jay williams is set to appear before a judge this morning. williams was 15 when he was sentenced for the planned torture and killing of his high school classmate. a brand new california law blocks most 14 and 15-year-olds from being tried as adults. it takes effect at the 1st of the year, but still applies to williams, who could be a free man next june. prosecutors are challenging that. palo alto police searching for a man wanted for robbery. officers just released this sketch. take a look, they say this man along with two others attacked and robbed another man walking on a bike path near downtown palo alto friday night. one of the attackers knocked the victim to the ground, repeatedly punched him in the face. the suspects also stole the victim's iphone and ear pods and took off. also on the peninsula, more police patrol in hillsborough this morning because of a rash of home burglaries over thanksgiving weekend.

investigators say in most cases, the homes did not have security alarms and the burglars broke through a rear sliding glass door or window. >> it's 5:36. happening today, in a few hours, parents in redwood city will protest potential school closure. they plan to meet at hawes elementary school this morning, and then walk to the redwood school district office. they're upset about the proposed plan to close four schools and merge programs due to budget cuts. among the schools impacted, hawes elementary, orion alternative elementary, fair oaks elementary and the spanish emergence school. school board trustees are expected to discuss that plan tomorrow night. remember all that drama surrounding the warriors and the worst losing streak in four years? it's time to forget about that. >> good times are back, right? the dubs last night showed orlando who is boss. the magic at one point led by 18

but kevin couradurant dropped ah 40 points including a critical three-pointer late in the game. klay thompson had 28. warriors beat orlando 116-110, that is their third straight game. and i watched the game 'til the end. now i'm tired. but i'm happy. over here, looking at a nice, smooth drive. folks waking up this morning, as we expect, after thanksgiving, the commute eases in the morning a little bit later, and then we'll see more traffic middle of the day. evenings will be tough through the end of the year. folks tend to do cross-town traffic. over here the maze, we're jammed up toward 24 and all the cars packed up, that's the density that you'll feel as you're traveling past adeline and the maze off 24, it's crowded from an earlier crash which leaves a lot of slowing in the area. as we dozoom out, the rest of t bay area shows much better spacing for the cars.

fog shows up on the sensors, the weather index in dublin, and you do see the camera shows a little fog, but it does show the taillights moving smoothly. disabled vehicle reported but traffic is flowing, withcy great stuff. some green stuff headed our way. >> a lot of it. several days of off and son rain and a lot of people watching saturday's forecast, because of the sanford/cal game. >> yes. >> yeah, it looks like it's going to be raining again. >> oh. >> but here's a look at storm ranger. our mobile doppler radar, and we are going to see some rounds of showers moving through, starts out with that. so looking at some rain off and on, as we go into today, and then some of the heavier downpours between wednesday night and thursday. as we look ahead to the weekend, saturday looks like it will be pretty wet throughout much of the day, but then drying out on sunday. so if you have plans to head to heavenly, if you can get there by thursday, you're going to be caught in the downpours of snow that are going to continue throughout much of the weekend.

we saw on sunday. nbc's gabe gutierrez is in mexico and has more. >> reporter: we're tracking the latest developments in the border battle. thousands of migrants are here at that mick january shift shelter in tijuana, mexico, and federal agents surrounded this area, trying to keep the peace after several hundred migrants rushed the u.s./mexico border on sunday, and were met with tear gas from u.s. authorities. the government says it was firing mostly on adult males, but it hit several women and children as well. one of those migrants told us that she wasn't trying to enter the u.s. illegally but instead trying to reach the border in order to apply for asylum. "when i see that photo, i just want to cry" she says. the tijuana mayor is calling this a humanitarian crisis and looks luke a backlog with no end in sight. we'll have the latest on this developing story coming up on "today." at 5:44 this morning, a

follow-up for you now on an oakland woman deported to mexico last year. she's now a step closer to being reunited with her four bay area children. maria mendoza sanchez could be home for christmas. her children are between the ages of 13 and 24. yesterday she was at the u.s. embassy in mexico city where she says the state department agreed to give her an h1b visa. >> i was very happy, honestly. you cannot imagine how much i miss my kids. it's been very difficult. >> maria say nurse at highland opt's oncology department. she must now hope immigration officials allow a waiver for her h1b visa. if that happens, it is possible she could be home in time for christmas. quarter to 6:00 right now. former vice president is in the bay area. we told you about his speaking series yesterday. we're talking about joe biden,

>> you catch the words on the bottom, "the proper way to land." yeah, strapped in. all right, take you to the air today? >> right, yeah, i don't think it's going to be a good day for that. we have some rain moving in and we powered up our storm ranger mobile doppler radar. this is the thing that's really exclusive to nbc bay area. it's a mobile doppler radar, yeah, a radar on top of a truck, and it gives us a live scan of the rain as it falls from the sky. it's also lower in the atmosphere, and so as it comes through, it's picking up on every single raindrop that's falling, and we can zoom on down to the street level. this makes all the difference, because with the live scan, you're watching the other stations, they're about two to five minutes behind us, and that makes a big difference if you're getting ready to head out the door. we are getting a look at the rain, as it approaches the north bay. here is a look at ukiah, as that rain starts to move in. lot of greens here. we're also seeing some yellows

and reds, which indicate some heavier rain, and this is going to make its way down to ukiah within the next 30 to 40 minutes, while the rest of the bay area still dry right now, and this is a live look at christmas in the park in downtown san jose. as you're getting dressed this morning, you do need the rain jacket and the umbrella. it's a cool start and later on today, we'll start to see much of the bay area getting in on that rain. as we track t we'll see showers passing through and the off and on rain here through the afternoon. there will be a stronger storm system moving in for tomorrow that could also bring about some gusty winds and rain that will continue throughout most of the day on thursday. during this time frame, looking at the potential of over an inch of rain with two systems moving through the bay area thursday, but friday, at this point, is looking nice and dry, and we will have a third system moving in on saturday that will bring us some scattered showers throughout the day, and sunday

we're drying out again. this is starting to be a very active weather pattern, with san francisco seeing the temperatures in the upper 50s, some gusty winds, and i think thursday especially earlier in the day, that will be the time frame we really have to watch out for those gusty winds and the heavy rain. heading over to mike, you are tracking a traffic break. >> and kari, i think we just missed the height of that traffic break. now we're in recovery, north 101 headed up toward willow, where there was construction overnight. it didn't have a full closure but they had to have a traffic break while they swung some equipment around the area, trying to keep everybody safe and traffic flowing, already back at the speed limit here. the sensors really didn't kick off for slowing there but willow and university are slow with more traffic, between the dumbarton bridge, that's 84, and highway 101 over here, that's the area with facebook and amazon and all those other companies there over in the east -- sorry, the peninsula side, coming over from the east bay. smooth flow of traffic across the dumbarton and san mateo bridges. we see that build over there for

rutherford winery in napa county lose its license to distribute wine or do retail business in oregon. it's called copper canellc, the winery accused of putting misleading labels on the wines, to make it appear they were produced in oregon. owner drew wagner says the copper cane labels clearly state the grapes are grown in oregon, but the wines are made in california. it is 5:56. follow-up for you now. union leaders in ohio say they'll keep trying to get general motors to build a new product in a plant set to close. the facility in lewistown one of several gm said yesterday may close. the union president for the autoworkers had this to say. >> i felt like somebody kicked me in the stomach. we need to convince general motors to grow jobs here in the mahoney valley, protect manufacturing jobs in ohio, and to make sure that american cars are made here in america. >> gm's restructuring plans including cutting up to 14,000

jobs. new this morning, google making another big property purchase in the bay area, this time near its silicon vad valle headquarters. spending $1 billion on a large office park in mountain view. as "the mercury news" reports, google had been leasing the 12 buildings that make up that technology park. in the last two years they spent almost $3 billion on properties in mountain view, sunnyvale and san jose. they also signed a lease for a massive space in downtown san francisco. outside the bay, goingle is spending over $2 billion to buy new york city's chelsea market. yesterday an elderly woman went into cardiac arrest on an alaska airlines flight, from seattle to hawaii, forcing an emergency landing at sfo. flight attendants jumped into action, along with a retired firefighter and a cardiac nurse on board, who used a defibrillator to help stabilize the woman until the plane

"today in the bay" continues right now. we say continues, because we've been on air since 4:30. are you just waking up? good morning, and thanks for joining us. i'm laura garcia. >> i'm just waking up and i'm scott mcgrew. marcus is off, he's sleeping. kari is on the radar, making sure we're okay in the rain. >> we're going to see that rain moving through, moving from north to south as we go throughout the day. it's starting still well north of the bay area, and making its way here, as we go into the rest of your tuesday. we're starting to see some of the showers moving into ukiah right now, and storm ranger, our mobile doppler radar, is on it right now. we'll be watching that scan throughout the day. as we go hour by hour, much of the parts of the north bay as well as san francisco sees that rain right around lunch time, or shortly thereafter, and scattered showers into the evening commute for the east bay, the south bay, as well as the peninsula. this round tapers off, but there will be more rain right behind that later on tonight, so we'll

talk more about that in just a few minutes, and mike, it may be tough through the maze. >> you know, i'm looking at a combination, though, kari, of our live cameras and speed sensors. the live camera in emeryville shows the berkeley curve moves through smoothly so the headlights come off of 24, 580 flowing toward the bay bridge and off the 880. this visual shows us a smooth drive but the map shows slower off of 24, past a crash, which i could not locate any of our cameras but chp and the sensors show there's activity going on there, slowing folks coming out of the caldecott, you're fine until you get to highway 13 and prepare to tap the brakes. in the area north of there, san pablo, we've been tracking this, san pablo flows for interstate west 80, typical for the more than commute. san pablo avenue closed between 23rd and broadway. there's a police investigation going on. pete suratos is out there, in just a second i'll hand it off to the anchors. the rest of the bay shows a light drive and a subtle build for san jose, an easst
