few minutes, and mike, it may be tough through the maze. >> you know, i'm looking at a combination, though, kari, of our live cameras and speed sensors. the live camera in emeryville shows the berkeley curve moves through smoothly so the headlights come off of 24, 580 flowing toward the bay bridge and off the 880. this visual shows us a smooth drive but the map shows slower off of 24, past a crash, which i could not locate any of our cameras but chp and the sensors show there's activity going on there, slowing folks coming out of the caldecott, you're fine until you get to highway 13 and prepare to tap the brakes. in the area north of there, san pablo, we've been tracking this, san pablo flows for interstate west 80, typical for the more than commute. san pablo avenue closed between 23rd and broadway. there's a police investigation going on. pete suratos is out there, in just a second i'll hand it off to the anchors. the rest of the bay shows a light drive and a subtle build for san jose, an easier start to your tuesday commute.

back to san pablo, guys, back to you. >> that's right, the breaking news we're following there this morning. we want to take you live. >> pete suratos is standing by. pete, tell us the latest. >> reporter: good morning to you, scott and laura. we're standing here on san pablo avenue where the fatal car accident took place, not too far from contra costa college. we're in this college center area is where it's called. san pablo avenue between laurie lane and 23rd street. you see the scene of this fatal car accident. the new details we get from chp is this was the result of a fatal pursuit crash, so a contra costa county sheriff's deputy was chasing someone before the crash. we do see at least from our vantage point there's a yellow tarp that's on top of the car. of course, we are able to confirm that this was a fatal crash. we do know it happened roughly around 12:00 a.m. but it's up in the air as far as exactly what led to this pursuit or how many people were involved in this fatal crash, that's really going to cause some traffic issues along san pablo avenue all morning long.

we're going to show you the scene here, that is the scene of that fatal car accident. we know the area will be shut down for several hours here on san pablo avenue between 23rd street to broadway. of course, keep an eye on that, have another update in the next half hour. we're live in san pablo, pete suratos for "today in the bay." >> pete, we will check back with you, thank you. it is 6:02. as our investigative unit has reported, government leaders tried to make sure california's emergency alert systems are efficient and helpful. happening today, members of the state assembly will meet close to santa barbara to discuss emergency alerts. the hearing will discuss lessons learned from recent fires as well as figure out ways to improve the system. 6:02 right now. painstaking process it seems to get more difficult by the hour for butte county search teams looking for human remains. the number of confirmed dead from the camp fire is now 88. the number of miss something 203. as notes accumulate on message

sanchez is there where they're taking the calls and will join us in minutes. it's a great chance for to you do something and we know where the money is going, northern and southern california fire victims to help them really try to rebuild their lives. >> so important this morning. phone lines open now. a major traffic problem in the south bay could get some relief if a land swap deal is approved today. >> nbc bay area's sharon katsuda is live in san jose to show us what is in the works. >> good morning, laura and scott. the san jose city council will discuss this area on branham lane. when there is heavy traffic, there's two lanes that go down to one lane and back to two lanes. here is a map of the project area on branham lane, there's a safeway and mcdonald's nearby. the idea is for san jose to do a land swap with the county to expand a stretch of roadway along branham lane at snell avenue. the county in exchange would get about 1 acres near hellier avenue. because of the congestion, drivers have seen major

accidents, including fatalities. drivers in this area are in favor of the idea of widening this area. >> there's only one lane, so sometimes people they hit each other. >> it took me about 20 minutes. >> reporter: wow. >> it's like a mile. >> reporter: city leaders say they've worked on the idea for several years, and today, there will be a public hearing on the plan, and that takes place at 2:00 at san jose city hall. reporting live in san jose, i'm sharon katsuda, "today in the bay." >> thanks so much, sharon. in a few hours, a man charged with killing a woman at a b.a.r.t. station returns to court. john lee cowell accused of stabbing an 18-year-old nia wilson to death. wilson's sister was also stabbed but survived. investigators say the stabbing happened on a platform at the macarthur b.a.r.t. station in july. cowell has not yet entered a plea in that case. happening today, concord leaders will look toward tweaking a program launched 18 months ago to settle housing

rental disputes. the residential rent review program includes a series of coordinated steps to mediate disputes. each of the two dozen or so cases reviewed have all been successfully resolved. councilmembers will hear public comment and perhaps make some kind of recommendations at 6:00 tonight. christmas just weeks away, so who haes be's been naughty a? we're asking those questions, not santa, and wallwallethub ou with the least and most sinful cities. fremont is among the top ten least sinful cities in the u.s. the bay area city ranks tenth on the list. number one south burlington, vermont, number two, pearl city, hawaii, number three, columbia, maryland. the top sinful cities. i think you guessed number one. >> vegas, baby! >> yeah! number two, l.a., number three, new york. san francisco, surprisingly,

26th. in order to rank the cities, wallethub looked at violent crimes, excessive drinking to adult entertainment establishments. >> it's a combination. combination. yeah, leaving your heart in san francisco. let's move on to the forecast, shall we? freshen things up with some rain around here. >> we'll freshen things up today. right now at 6:07, we are seeing it starting to make its way into ukiah right now, and it's going to take its time before it makes it into the rest of the bay area, but we are ready for another round of that rain to move in. we're tracking it with storm ranger, our mobile doppler radar as it sits on san bruno mountain. it's going to give us a live view of the rain, as it moves in. as we get a closering l look, w seeing showers north of ukiah. driving up north 101, be mindful it's starting to get slick as

the rain makes its way in. time frame 1:30 in the afternoon, in the afternoon, san francisco, oakland and moving through the north bay. the south bay may not see that rain until about the time for the evening commute, which is going to slow you down even more. so we'll talk more about that in just a few minutes and, mike, you're getting some better news for the bay. >> it's weird at 6:08 in the morning. we typically see a big build. it's a slower build, after thanksgiving toward the end of the year, we tend to see the morning commutes build more gradually and then the afternoon and evenings cross-town traffic a lot more of an issue. south bay no major problems, a build for hayward, 680 through pleasanton and a blob of fog near the tri valley. upper east shore still just 20 minutes getting down through berkeley and in toward the maze and the maze itself off of 24, big recovery over the last ten minutes. that earlier crash has cleared from the maze, and no major problems. now we have a delay but it's for the capitol corridor train

in time for lunch. we are seeing our next storm system moving in, bringing some rain to the north. now we'll track it live on storm ranger coming up in less than five minutes. a look at the san mateo bridge shows you a pleasant drive. you've got company but everything is moving, just a little bit of a tap of the brake lights. we'll talk about where things are for this tuesday. >> good morning, i'm frank holland with your cnbc world headquarters headlines. we'll start off on wall street. the markets are going to try and add to yesterday's big gains. yesterday the markets rallied, beaten down tech stocks rebounded from steep losses and shares of gm jumped after the automaker announced it would shut several factories and cut thousands of jobs. the dow rising more than 300 points for its best day in more than two weeks. on today's watch list, reports on home prices and consumer confidence. your next iphone could come with a hefty price tag. president trump telling the "wall street journal" he expects

to move ahead with the next round of tariffs on products imported from china, that could include a 10% tariff on iphones, laptops and other consumer electronics, which the president says consumers can handle. apple's products are currently exempt from u.s. tariffs, although the iphone is assembled in china, many parts do come from the u.s. it's unclear whether apple would shoulder the extra cost or pass them along to consumers. today is giving tuesday. last year, the promotion raised more than $300 million for charity. if you're looking for a tax break for making a donation, look into the changes that resulted for the new tax law passed last year. the american enterprise institute expects charitable giving to drop by 17 billion. about 80% of that decline may be driven by an increase in the number of taxpayers who will now claim the standard deduction which is now $12,000 for single filers. those are your cnbc business headlines. scott and laura, back over to you. >> thank you, frank. we still want to you give. >> we know there's a lot of people that give, especially

their cars. the united way of northern california set up the camp fire relief fund to help with financial donations. i have sydid sidney griffin her. people want to bring doughnuts and water. why is money critical? >> it is critical because it allows us to impact those basic needs, and to provide immediate relief to those folks who are starting their path to recovery. >> right, because you are talking about getting folks out of the shelters, into transitional housing, and into permanent housing. some have lost their paychecks? >> yes, absolutely. it provides that short-term relief, where they're able to take care of some of those basic needs that will allow them to move towards recovery and support. >> and the united way does a really good job of maximizing the impact of your dollars, so you and i spend $1, we spend $1, the united way spends $1 and you multiply that. >> today is giving tuesday, so

more rain is coming to the bay area. >> we'll have several rounds of rain moving in, as we go into the rest of the week and the best tools to track and storm ranger, mobile doppler radar, the only one you'll see here in the bay area, and the scan that you'll see is live, when you watch the other stations, about two to five minutes behind our scan, which could make all the difference, if you're getting ready to head out the door. as we track it live, right now, we see the rain approaching ukiah. still most of the bay area is all dry right now, and we can see even some really intense downpours starting to make its way in, so as it approaches 101, and areas around ukiah and farther to the north, those roads will start to get wet this morning. but if you're farther to the south, in spots like the tri valley and livermore, we're not going to see that rain until about 11:00. so you'll get the kids to school. they will need the rain gear as they're getting out of school, and they may be held inside for rece recess. as we start to see that rain approaching right at about 1:00 to 2:00 this afternoon, to san

francisco, oakland, and then starting to move into the triva val lley and the south bay the evening commute lighter showers that will be spotty as we go into tonight. little bit of a break there, and we'll see a round of some heavier rain moving in late tomorrow night. here we are wednesday 8:00, and we have a pretty good coverage of rain here on the radar, with some pockets of some really heavy rain, and that's when we get the brunt of this storm late wednesday night into early thursday morning, with some gusty winds as well, and still rain throughout the day on thursday. so during this time, we're looking at several waves of rain, the first one moving through, only brings about a quarter to half an inch of rain across the bay area, and then in total, we're looking at over an inch of rain with some higher amounts farther to the north. and while we get rain, the sierra gets snow and we're looking at the potential of getting over two feet of snow for our higher elevations. our seven-day forecast looks

pretty good with a couple of days of a break there on friday, as well as sunday. monday also looking dry, but other than that, we're going to be tracking some rain. as we head over to mike, you're starting with what's happening at the bay bridge. >> i want to show folks, kari, the bay bridge toll plaza has the backup filled in for all lanes now. part of this is because traffic was held up, 580 at 80, the maze there, an earlier crash. everything cleared, all three of the vehicles cleared and we have the metering lights on in the backup here. overall, we're seeing a lighter volume because that's what we tend to see after thanksgiving, and we do see that for contra costa county, concord and walnut creek there. the upper east shore freeway mild slowing, just under 25 minutes from highway 4 to the maze and the backup at the toll plaza, remember that folks tend to hit the road at 7:00 instead of 6:00 the last few weeks of the year. you might get a break there as well. watch this afternoon and evening, kari is talking about the rain coming in, so expect a lot slower traffic around the bay. little slowing for hayward, the san mateo, and dumbarton bridges

educate young people about 6:24 on your tuesday morning. san francisco leaders are launching a new campaign to educate people about marge marriage's potential dangers. the public health department rolling out what it calls its truth or nah campaign. it encourages young people to ask the right questions and be informed when it comes to pot. among the major messages, pot can be just as damaging to your lungs as cigarettes. the recent district survey found one in five high school students have used pot over the past 30 days. nbc bay area responds to a fran family that's been battling a life insurance company. >> they asked consumer investigator chris chmura for help getting $100,000. >> good morning, we met peter

good news, that green up there is the rain that we're tracking. live look at our satellite and radar, rain here, snow in the higher elevations of the sierra. good news for us. good morning, thanks for joining us. i'm laura garcia. >> happy tuesday. i'm scott mcgrew. this is the first of a couple of systems that will bring up much-needed rain. our storm ranger tracking it all and so, too, is kari hall. >> storm ranger is a great tool because it gives us a live view and high definition view of the rain as it starts to move in. we are getting some of the wet weather moving into ukiah and also up around the burn scar areas and near the camp fire. as we watch this, we're seeing yellows and reds here, indicating heavy rain with rainfall rate 0.3 of an inch of rain per hour. if it rained for an hour, that's how much rain they would measure there. 101 getting we ht from hopland

farther north and extending toward point arena. we should see that moving into san francisco and also off toward the east. i'll be tracking this and look ahead to the weekend. mike, you are tracking two issues for the east bay. >> one of them has the big marker in san pablo, the active police investigation and pete suratos is out there. i'll let him handle all of that. it affects san pablo avenue and not the east shore freeway, a lighter volume around the bay keeps us moving better than we expect expect except for east 24, counter traffic rate. an earlier crash has to be moved from the center divide. we'll track that of course, any slowing we have to watch for that. hayward a little, predictable through there and looking at the south which is just starting the northbound push, but that big news in san pablo, i hand it

right back to you guys. >> let's jump back there and take you there live to breaking news we've been following all morning on "today in the bay." >> pete suratos is standing by live covering it for us. tell us the latest, pete. >> reporter: yes, good morning to you, scott and laura. look, we're standing on san pablo avenue between laurie lane and 23rd street. the area is shut down as a result of what we're learning was a fatal pursuit crash, that's the new information we're getting from chp, and according to chp, it was callwho was calt assist, a contra costa county sheriff's deputy was chasing someone before the crash. you are looking at video of the car involved, there was a yellow tarp put on top of that car, when we just arrived here, roughly at around 5:00 a.m. as far as the details, the crash happened roughly around 12:00 a.m. not information as far as what led to this pursuit and how many people were involved. let's take you back out here live, the car involved in this

accident, several investigators on the scene, but this area on san pablo avenue will be shut down for the next several hours. we're live in san pablo, pete suratos for "today in the bay." >> thanks for following the latest, pete. we have sad news coming out of overseas, getting word three u.s. servicemembers have been killed in afghanistan. the department of defense says it happened when an explosive went off today in a city southwest of kabul. an american contractor was also hurt in that blast. a bay area man sentenced to 26 years for the planned torture and murder of a classmate could go free soon, and has prosecutors challenging state law. jay williams is set to appear before a judge this morning. williams was 15 when he was sentenced for the planned torture and killing of his high school classmate in san jose. a brand new california law blocks most 14 and 15-year-olds from being tried as adults. it takes effect at the 1st of the year, but still applies to

williams, who could be a free man next june. prosecutors are challenging that. it is 6:33. happening today, in just a few hours, some parents in redwood city will protest potential school closures. they plan to meet at hawes elementary school this morning, and then walk to the redwood city school contradistrict offi. they're upset about the proposed plan to close four schools and merge programs due to budget cuts. among the schools impacted, hawes elementary, orion alternative elementary, fair oaks elementary and the spanish emergence school. school board trustees are set to discuss that plan tomorrow night. a team of alameda county firefighters back in the bay area, after spending days helping in the camp fire zone in butte county. it includes a trained search and rescue dog. they spent a little over a week, including the thanksgiving holiday, fighting flames and searching for the missing. meanwhile, the list of

unaccounted people stands at 203. >> it's just unbelievable, and the death toll now 88. search teams are going through various parts of paradise searching for remains. the sheriff's office says there is a possibility some may never be found. messages from loved ones looking for the missing are still posted on boards at shelters like this one in chico. the massive wildfire destroyed nearly 14,000 homes. it was fully contained over the weekend, after igniting more than two weeks ago. speaking of the fire, we take you live out to our call center we have set up, as people arrive for the morning. we started at 6:00 this morning, raising money for the fire victims in participation with the united way, and as they say, those phone lines are open. you can call 1-833-nbc-kntv, or go online as well, and you can text "buttefire," all one word,

to 91999, and we'll send you a link with different options on how much you want to donate. you can also text "uwvc" 41444. all right, folks, while we are giving this giving tuesday, we're giving a nice break to a lot of the driving. we are seeing a lighter commute, it will kick in about 7:00, right after the end of our show, but we have a new crash reported west 80 around appian way. mild slowing there, everything off to the shoulder and the bay bridge toll plaza metering lights are on. this is what pete suratos was talking about, san pablo avenue, a major roadway through san pablo itself and sometimes an alternate for folks to the east shore freeway is not an alternate between broadway and 23rd. that continued investigation after that pursuit ended in someone dying there on the scene. the investigation likely can continue through about 10:00 a.m., so avoid that portion of san pablo area.

>> reporter: about 3 hub troops previously deployed to texas and arizona have now been moved to california. the white house is defending the use of tear gas at the southern border. president trump and rallies in mississippi saying the caravan should turn around and is causing lots of problems in this area. meanwhile, u.s. officials say that the tear gas that was fired during the sunday incident was at a group of mostly adult males, but it did hit some women and children, and we spoke with one woman who had to grab her kids and run away from the tear gas. she says she wasn't trying to cross into the u.s. illegally, but merely apply for asylum. meanwhile, tijuana's mayor is calling this a humanitarian crisis. u.s. authorities are only processing less than 100 asylum applications a day. the question, how long will this

backlog last? guys, back to you. >> gabe, thank you. a follow-up for you on an oakland woman deported to mexico last year. she's now a step closer to being reunited with her four bay area children. maria mendoza sanchez entered the just illegally 20 years ago and she eventually was deported. her children are between the ages of 13 and 24. yesterday she was at the u.s. embassy in mexico city where she says the state department agreed to give her an h1b visa. >> i was very happy, honestly. you cannot imagine how much i miss my kids. it's been very difficult. >> maria is say nurse in the highland hospital's oncology department. she has to hope immigration officials allow a waiver for her h1b special skill visa. if that happens, it is possible she could be home in time for christmas. 6:44, new details this

not expected. >> like a piggyback ride. >> maybe there was a language barrier. >> must have been something. >> all right. rain coming our way to the bay area. >> we're tracking another wave of rain here. we'll see it busy over the next few days, the reason why we gassed up storm ranger. we have it ready to track the storms coming in and nbc bay area is the only station with a tool like this. it's a mobile doppler radar that we can move around the bay area, and so we're scanning and giving us a live view and when you watch the other stations their scans are two to five minutes behind what we're showing right here, so as we watch the rain moving in, it is going to start to give us some soaking downpours as we go throughout the rest of the day, as it approaches ukiah right now, and this is what storm ranger is scanning. we see reds and yellows there showing the rain, getting quite heavy in some spots. we've seen rainfall rates coming down at about 0.3 of an inch of rain per hour, so if it rained

for an hour in the same spot, that's how much rain we could measure around these areas. it's also going to make those roads wet if you're going anywhere anothnorth of hopland n the next few minutes. we start out this morning with this amazing sunrise over the south bay, as you look out the window and get dressed this morning, it is chilly, as you get ready to head out the door. you don't want to forget your rain gear, even though the rain won't get to the south bay until later on this afternoon. we'll see the rain moving into much of the north bay, san francisco and oakland by early afternoon, and it will be scattered, a few pockets of heavy rain will be possible, and then later on tonight, this activity starts to taper off for most of us. we'll get another round of rain moving in. look at the time, wednesday 8:30 in the evening, and the rain will be pretty much widespread, with some pockets of some heavier rain by early thursday morning, and thursday still looking pretty soggy for most of the day, and some gusty winds, some things we'll have to watch

as the rain continues to pour. so the rain we'll see between now and later tonight will only bring us about a quarter to half an inch of rain. the next round in total we're looking at about over an inch of rain for all of our microclimates and if you're making plans to go to the sierra, right now in squaw valley it's 38 degrees, as the rain approaches and it will change over to snow about possibly producing over two feet of snow over the next several days, so a lot to watch here, as we make plans, maybe here or beyond. as we head over to mike, south bay is it looking good? >> it looks great, kari. talking about the view, you showed that from your closet, so that means that i'm standing outside the window of your closet. is that weird? let's just move on, a little weird. looking here, a nice view and kari told us the red sky in the morning is the warning and told us also about the rain. i warned you also about getting closer to 7:00. we'll see volume start to build on cue for san jose. now 'til the end of the year we'll see that later commute,

welcome back on this tuesday morning. before you head out the door, here are your top stories on "today in the bay." >> breaking news we're following this morning, a live look in san pablo on san pablo avenue near 23rd street, not far from contra costa college. the road is closed there, as police investigate a deadly crash. the chp says it happened during a chase. officers say a contra costa county deputy was involved in that chase. the crash happened about midnight. don't yet know what led up to it or the number of people involved in the crash. the street is expected to be closed for at least the next few hours. in just a few hours, a man charged with killing a woman at a b.a.r.t. station returns to court.

john lee cowell accused of standing 18-year-old nia wilson to death. wilson's sister was also stabbed but survived. investigators say the stabbing happened on a platform at the macarthur b.a.r.t. station in july. cowell has not yet entered a plea in that case. 6:54. you might be getting some relief on south bay roads. land swap is in the works today involving a very popular roadway. live look at branham lane, where the san jose city council is planning to study a plan to help increase traffic safety. the area is known as a major bottleneck, where the lanes go from two lanes down to one lane and back to two lanes. the idea is for san jose to do a land swap with the county to expand the stretch of roadway along branham lane at snell avenue. because of the congestion, drivers have seen some major accidents there. new this morning, your next iphone could come with a hefty price tag. president trump tells the "wall street journal" he expects to move ahead with the next round of tariffs on products imported from china. that includes a 10% tariff on iphones, laptops and other consumer electronics. however, it is unclear whether apple would shoulder the extra
