parts of the south bay, so it's going to be a soggy morning commute forer especially, once again, south of san francisco. stronger storm will be moving in tonight producing high winds, high wind watch in effect with up to 25-foot waves along the coast, and we also have a flood watch issued for burn scar areas. i'll talk more about all of this coming up. mike, you heard about a freeway closure? >> kari, it's coming toward the golden gate bridge. this shot as we took the camera, we now see cars headed south again. there's a period of three to five minutes when i saw absolutely no traffic on the bridge itself. you see the wet roadways in the mist and air and drizzle going to be a factor out of the north bay, and a crash was reported southbound 101 at spencer, south of the robin williams tunnel ch said all lanes are blocked. the last few seconds have shown us travel southbound across the golden gate bridge. we'll get more updates from chp

year involving a contra costa county sheriff's deputy. >> reporter: watch the top right of the screen, flashing lights and a second or so the gold lexus rolls over and over. the 29-year-old driver narayan sanwal pronounced deaded athe scen -- at the scene. >> oh my gosh. >> reporter: that's sanwal's next door neighbor that learned he was killed in a chase that topped more than 100 miles per hour, according to the contra costa county sheriff's department. >> very sad. you don't expect that to happen to someone this close by, in your own neighborhood. >> reporter: the sheriff's department says the deputy ended the pursuit and 12 seconds later came across the wrecked lexus. in surveillance video it appears the chase ends almost immediately before the crash with the deputy close behind. we investigated, and this is the 235th pursuit the department has been involved in since last

year. five people have died this year alone, including sanwal, and two little girls back in january. >> scary, because it's a neighborhood. you're right where we have our kids. it's just really unfortunate. >> very unfortunate. it is 4:34 right now. we're just learning about a violent attack in san francisco that led to an arrest. late last night san francisco police tweeted about two homeless people being attacked with a machete as they slept in the tenderloin. police so far have not described the injuries to the victims, but they say the officers did arrest a suspect last night a few blocks away, and they located the machete. s in funding wildfire disaster relief efforts. new plan will help build new apartments destroyed in the massive fire storm but they blasted fema estimates on unmet housing recovery costs. fema allocated about $40

million. one city consultant put the tab at $96 million. the consultant says in some cases fema put a value of zero damage for those homes that were completely destroyed. the family of a teenager who drowned at a contra costa high school is filing a lawsuit. back in may, ben curry was found unresponsive during swim class at the san ramon valley high school swim pool. he was taken to the hospital, where he died. surveillance shows curry's teacher standing on a diving board just 15 feet away, looking at his cell phone, not noticing the teenager slip underwater. the family is suing both the school district and the teacher. earlier this month, the district apologized for ben's death. happening today, the debate over a potential school closures in redwood city heats up. the school board trustees are set to vote on a plan to close four schools and merge programs due to budget cuts. tonight is a public meeting several parents and teachers there are expected to weigh in.

yesterday, parents and students held a walkout. nbc bay area was there and many told us they're upset. among the schools that could be closed are hawes elementary school, orion alternative elementary school, fair oaks elementary school and the spanish immersion school. if you're considering buying a home for the first time, a new program in santa clara county is aimed at helping you make that purchase. it's expected to help 250 households with downpayment sta assistance over the next five years. the program is at 6:00 at the county government center in san jose. 4:36 for you right now. san francisco will light up for the holidays, as the illuminate sf festival kicks off. this is the sixth year for that festival, it showcases 37 eco-friendly light and art installations throughout the city, located in 17 different

good morning. i'm frank holland at cnbc global headquarters. here are today's top business headlines. wall street looks like it will open modestly higher this morning. yesterday really a choppy session, although the markets managed to post gains, following comments by white house economic adviser, larry kudlow, that is sparking some hope that the u.s. and china can reach a deal on trade. however, earlier this week, president trump said it's highly unlikely the u.s. will delay raising tariffs on chinese goods to 25%. back to the markets, the dow rising 108 points, while the nasdaq closed up a fraction. on today's watchlist reports on new home sales, third quarter gdp and a speech this afternoon by fed chair jay powell. days after the gm news, bmw says the automaker is considering whether to open a second factory in the u.s. that would produce engines and transmissions.

>> chick-fil-a. eat chicken. >> we're waking up and getting ready to head out the door, don't forget the umbrella. we'll see waves of showers moving through and a lot of the rain we're tracking on storm ranger, that's our mobile doppler radar parked on san bruno mountain is mostly san francisco, over toward the east bay and on southward, where we're seeing the rain concentrated this morning and some of the heavier downpours now moving in. e yellows and the reds here, mostly over the hills, but also moving toward discovery bay and brentwood, and some light showers moving out of antioch, and the tri valley looking pretty wet. we are going to see some of the heavier rain shifting into south san jose and headed down 101. los gatos has the heavy downpour that moved toward south san jose and santa teresa area, and it's also going to be pouring if you're headed up north from morgan hill. here is a look at what's on the way, so we have another storm system moving in on thursday. this one will dip off towards

the pacific northwest and bring us some rain on saturday and there will be another storm system moving a little bit more parts of san francisco,'re goig over toward the east bay, and down theou getting ready for a stronger storm system that will be set to move in heading into late tonight and throughout the day tomorrow. here we are at 2:00 tomorrow morning, and we're going to see some heavy waves of rain, and that rain will pretty much be off and on throughout the day tomorrow, and then finally ending on friday, before we get some more rain on saturday. then for the sierra, this is going to possibly bring up to two feet of snow in some of our higher elevations. gusty winds picking up tomorrow. we'll have to watch out for the potential of some downed trees and some flooding on some of the streets. headed into friday, partly cloudy and mostly cloudy, and rain on saturday morning. mike, what is happening in the north bay? >> kari, you showed the rain

activity moving south and we have wet roadways but not that effetharhows what's over the roadways and the road weather index shows the conditions. there won't be exceptionally wet coio the reason i mentioned slick roadways is this crash sou we see speeds recover but it was a single car crash froderstand. car went off thehillside. that will be a factor. sli slick roadway conditions could result in spinouts, i'm not saying that's what happened, but our weather data translates into the road conditions data. just note that anywhere south of san francisco and over in the east bay south of oakland we're looking nice, but with wet roads. you see the water kicking up for folks on 101. make sure the windshield wipers are in good condition and thes

winning journalist jose vargas says the undocumented immigrants are coming from countries around the world and the focus is unfair to the people of mexico and central america. >> we're missing like undocumented filipinos, koreans, vietnamese. we're missing entire like, you know, entire groups of people. >> reporter: vargas' family brought him from the philippines to mountain view when he was 12. he didn't know he was not documented until he tried to get a driver's license. in conversation about his new book "damerica,"h bay area's raj mathai, the former "washington post" reporter says americans need to broaden the conversation. >> with all the undocumented workers that make sure the restaurants are taken care of, to all the undocumented students in uc berkeley and san francisco state, have we put them in one place and said okay, what do we do? >> it goes back to your original statement, initial statement, who are we? >> reporter: vargas says the answer may help guide immigration reform. jean elle, "nbc bay area news."

>> 4:51. new this morning, california is failing to meet its climate change goals, according to a new report by the california air resources board. it found carbon emissions per capita from vehicle travel in the state were increasing, despite a decade's old law that required reenlg unigions to pla housing growth. 13 california counties have yet to register for the new presidential cell phone alert system but all are outside of the bay area. here is a map showing you the 13 counties. fema is saying each must still register in order to notify residents if there's some kind of imminent disaster, but this does not mean that the residents will not be alerted, that's because any county can ask for a registered neighborhood county to send out that warning or even a state agency. it is 4:52 right now. new this morning, california's right to die law is being upheld by a state appeals court. it's been in effect since june of 2016 and allows a dying adult

man in hawaii is suing the state after he suffered a heart attack during january's false missile scare. the hawaii emergency management system employee mistakenly sent e sent 38 minutes later it was a false alarm. the man's doctor said he never had a heart condition before the incident. more news for you right after the break.
