heavy rain falling across parts of the bay area... the south bay taking the brunt of it right right now at 5:00, tracking the storm. heavy rain falling across the bay area and the south bay taking the brunt of that right now. here is a look at the radar powered by bay area storm ranger. >> our photographer shot this video a few minutes ago in san jose with the rain coming down in the last hour. this rain, just the beginning. another storm is on its way. we've got live team coverage for you on this now wednesday morning. thanks so much for starting your day with us. i'm laura garcia. >> and i'm marcus washington. mike is going to have a look at your commute in just a bit but what's going to cause a lot of problems for that commute, the rain falling down right now, kari. >> it's making the roads slick around the bay area. we'll see this off and on throughout the day, as we loop storm ranger and look at the past three hours, we can see the rain moving in onshore, with a focus mainly south of san francisco, and then as we get a closer look, we can see still some spotty showers for the north bay, but some of the heavier rain moving into parts

of contra costa county, and then also down to the south county, where we're seeing some of the heavier rain moving through morgan hill, and really heavy rain about to approach gilroy, so i'll be tracking all of this for you. we'll talk about how much rain we're going to see over the next couple of days, that's coming up in just a few minutes, and mike, for drivers, some wet roadways are the story. >> even if it's not actively raining where you are, look at our dublin camera, the slick roadways, the water, the little light puddling there, slicker conditions, and that could mean for spinouts, we've seen a few reported including the one tracking in the north bay, coming southbound 101 at spencer. the green highlighting, that's our weather data translated to traffic conditions, so even though the radar is active over here and in the south bay, all of this portion of the bay, in fact the entire bay as far as the roadways are concerned have been wet overnight, and that will be a factor. little fog creeping in from time to time. we see it at the golden gate bridge and farther north, so

that will be a fact yoor where see the yellow highlighting. oakland well-lit and a clear shot. back to you. >> thanks, mike. this morning, we have live team coverage as we track this storm, as well as the next one heading our way. all of our crews are on every angle of this story, fanned out across the bay area. right now, we want to take you to the south just now. >> "today in the bay's" kris sanchez is live in morgan hill. how was your drive down there this morning? >> reporter: the drive wasn't too bad. it was raining in san jose where we started our day and we are getting a heavier rain here in morgan hill, where we are this morning, and i'll tell you, don't do what i did and wait until the last minute to get your rain gear ready, because if you leave something behind, you might get a little wet. i lost my hat this morning. the sandbags, though, are ready so clearly the santa clara valley water district a little more prepared than i am this morning. this is the station here at the el toro fire station in morgan hill, but we are also at the

blossom hill station in san jose last week. that one is well-stocked. los gatos told us they were going to be getting their sandbags out and ready to go as well, that was last week. now, i will tweet out the locations for the sandbag locations in case you need one. it doesn't take a lot of water to do a lot of damage to your home, so if you have a home that's in a low-lying area you'll know where you need to put the sandbags, primarily up against the garage door, where a lot of water seeps in. we talked to folks last week when we got the first round of rain, it was so pleasant, right before the holidays, it cleared out all the smoke that was choking our air, and folks were happy today. we'll see how they feel about that, we're talking to folks this morning as well. there are some problem spots in san francisco and in the north bay, where flood barriers are going up and also where crews are clearing out storm drains to make sure they minimize the amount of flooding there. that is good advice for the rest of us as well. make sure that you clear out

your gutters before the major rain comes later on tonight, and also make sure your windshield wipers aren't dry rotted. we had so many months of dry weather, that it's possible you haven't used your windshield wipers up until this point and you don't want to find out once you're on the freeway that they are not working well thuenough. not a big repair, just a $10 stop at your nearest auto parts store. we'll keep tracking the rain for you here and let you know how soggy we get in the south bay this morning. in morgan hill, kris sanchez, "today in the bay." >> kris, try to stay dry out there. you caught a lot of sandbags behind you. we have to brace for the next storm. >> right, that's starting to move in tonight, into the day tomorrow. looks like tomorrow we're going to see some wet weather moving in. so here is a look at the time line for the rain today, and we're going to see some pretty widespread showers for much of the south bay, the peninsula, over toward the east bay, and then we'll take a little bit of a break, so that's your time to try to clear out your storm

"today in the bay's" tracie potts is in washington breaking all of this down for us. >> that shutdown threat is forcing all kinds of back room negotiations here between democrats and republicans. some democratic votes are needed, and what they want is to protect that russia investigation. it's unclear if the senate will vote today on protecting robert mueller's job. >> we have a lot of things to do to try to finish up this year without taking votes on things that are completely irrelevant. >> reporter: outgoing arizona senator jeff flake is threatening to block president trump's judicial nominees if there's no vote to protect the russia investigation.

the "new york times" reports that while former trump campaign chair paul manafort was cooperating with the government, his lawyer was breachi inbriefi trump's attorneys. >> manafort is clearly gambling. he faces virtually life in prison without a pardon. >> reporter: the government wants to revoke manafort's plea deal for lying to the fbi. manafort denies that, plus -- >> i will have which clove wiki. >> reporter: he denies meeting with wikileaks before they released the emails. congress is at odds over money of the border wall. >> $5 million he's trying to compromise that but we need that to secure the border. >> if there's any shut yb dodows on president trump's back. >> reporter: and on thousands of government workers who could lose paychecks just before the holidays. there just is not a lot of time to work all of this out. we are now nine days away from

the budget shutdown deadline. back to you. >> thank you very much, tracie. it is 5:07 right now. federal judges demanding pg&e explain any role it may have had in the camp fire. that judge is overseeing pg&e's probation in connection with the deadly san bruno pipeline explosion in 2010. i the cause of the camp fire is still under investigation. the number of missing dropped significantly from 203 to 158. the number of dead still stands at 88. the massive wildfire destroyed nearly 14,000 homes. it was fully contained over the weekend, after igniting more than two weeks ago. this morning, antioch police say they have a vandalism suspect in custody who allegedly painted hateful symbols. . is 24-year-old lawrence phipps. detectives searched his home, his clothing matched the suspect's as seen in surveillance photos.

here is the vandalism. he is accused of defacing more than 20 buildings, including a church where he painted swastikas. in june, voters approved the new right to counsel program as part of proposition "f." it ensures legal representation for those evicted. nearly $6 million is secured to launch that program. it's supposed to ramp up immediately and be fully in place by next july. 5:09 right now. happening today, a plan to bring traffic relief to the peninsula. san mateo county is taking steps toward bringing the express lanes to a 14-mile stretch of highway 101. under the $514 million proposal, carpool lanes would be added in both directions from whipple avenue to interstate 380 in san bruno. public meeting is tonight at 6:00. right now at 5:09, we are

seeing some wet roads across the bay area. still some light rain coming down in fremont with our live camera looking at 880. it's going to be chilly out there today, as you need the rain gear and the umbrella, the rain boots, we are only going to see those temperatures mostly in the upper 50s, briefly hitting 60 degrees. here is a look at storm ranger, our mobile doppler radar, parked on san bruno mountain, giving us a view of the rain as it moves in. here is what to expect throughout the morning, some of the rain moving through, but there will be a stronger storm moving in tonight, and that's the reason why a high wind watch will be issued for tomorrow, that could produce some high waves, and also the burn scar areas, we'll have to watch out for flooding and mudslides there. i'll have more on that in a few minutes. mike, you're getting a look at the wet roads. >> mostly green for the sensors, which is good, and green because of that rain that kari showed you, green on her radar, green on my roadway conditions. wet everywhere the highlighting

smoothly in line there, headed up onto the hill, in the distance, but we'll track the conditions. slicker roadways, be careful out there. a very happy wednesday to you. it was a really strange day on the markets yesterday. the president said he didn't think china talks would progress, but then his economic adviser said the opposite. apple fell after president trump hinted mortar i haves will coming. we'll get to that mess of facebook in a minute. the president threatened to end subsidies for electric cars and plug-in hybrids as a way of punishing general motors for closing plants. the government gives $7,500 tax breaks to car buyer force the first 200,000 cars sold by a car company. the president wants to get rid of it, but the president's aides were left guessing what he meant specifically. >> we are going to be looking at certain subsidies regarding electric cars and others, whether they should apply or not. i can't say anything final about that, but we're looking into it.

again, that reflects the president's own disappointment regarding these actions. >> i don't know there's a specific time line, as he said, he's looking into what those options might look like. other news, house prices continue to rise. the latest numbers from case shiller show prices in san francisco rose more than 9% from this time last year. facebook continues to suffer as it deals with news it knew about russian interference far earlier than it led on, after admitting it hired a pr firm to attack its clients as well -- critic critics, rather. in england lawmakers and regulators from nine different countries grilled this man, a representative from faust book, about the company's misdeeds. the panel wanted to talk to mark zuckerberg, but he didn't show, and the committee was not shy about its disappointment tweeting out "nine countries, 24 official representatives, 447 million people represented. one question, where is mark

>> on the phone right now. >> no, you've already done that. been there, done that, couple kids. >> yep, you know, and we're starting out with a kind of weather makes you want to cuddle up. >> yes, hello, mr. hall. >> yes, it's raining. it's really nice to be seeing that rain moving in. here is a look at storm ranger. our mobile doppler radar and nbc bay area is the only station with a mobile radar truck, and the scan is live. as you watch the other stations, their scan is two to five minutes behind hours. we're seeing a lot of rain moving in and we'll see more where that came from with mostly a focus for areas south of san francisco, that means the east bay, the peninsula and the south bay starting out with some rain this morning. those roads are wet and may be slick, so allow extra time to get to work this morning. as we look at a lot of green here, and a little bit of reds in the mix, showing where some of the heavier rain is focused, as we look at what's happening for the peninsula, anywhere

south of san mateo, you're seeing some rain over toward palo alto as well. for the east bay, some rain coming down in the tri valley. we are going to see more waves of rain like this throughout the day, and much of the morning is going to be wet. but there will be a break between late morning and early afternoon, and we're getting ready for a stronger storm system that will be here starting out late tonight. here we are at 2:30 in the morning, and some heavy rain is moving through. during this time, we're looking at the potential of getting about a half of an inch of rain for the north bay, some of the heavier rain this go round will be anywhere from the east bay down to the south bay, where we could measure over an inch and a half, and several storm systems are on the way, so we have the stronger storm system between tomorrow -- tonight and thursday, and then there will be a quick moving one moving in on saturday. by wednesday, we have a third storm system moving in, so it does stay pretty active, as we go throughout the next several days. and then with tomorrow, our gusty winds will pick up, and we're watching out for the

potential of winds gusting over 50 miles per hour. i'll have more on what to expect for the weekend coming up, and mike, you were saying that some of the sensors or the conditions are the biggest factors. >> that's right, the roadway conditions. kari's weather system takes the data, and we share the data that translates to the roadway conditions. the mid section the san mateo area across toward the hayward side is where you're seeing that rain activity, traveling there as well as south, where we see the green, the wettest roadways. the green sensors blend in, the sensors are lit up nicely, you're close to speed but maybe lower it for the conditions through the area. little fog through the north bay as well. highway 37 no problems. the crash a little more slowing around spencer, southbound 101. i think the tow trucks have finally arrived. still just one lane reported blocked. coming over from the east bay, the richmond side of the richmond-san rafael bridge, you see the slick roadways shall the sheen there, so be careful. no delays reported but sometimes

hard in some spots, especially in the south bay. take a look at this radar right now. nbc bay area storm ranger bringing us an exclusive accurate look at what's actually happening out there. better than any other. it's 5:31 right now. good morning to you and thanks so much for joining us. i'm laura garcia. >> and i'm marcus washington. let's head over to meteorologist kari hall tracking the storm we're experiencing. >> most of the rain is south of san francisco. we've seen these scattered showers moving through the east bay, the peninsula, as well as the south bay. we are seeing a lot of the moisture though shifting farther to the south, at times your morning commute will be wet. as we look at storm ranger, our mobile doppler radar seeing some of the heavier rain moving into the peninsula as well as the south bay, where we're seeing a little bit of red there showing up on the map. beware of that as you get ready to head out. the peninsula, from san mateo down north to palo alto, 101 or 280 is going to be wet as you head out the door. we'll be tracking this and

talking about the weekend coming up. mike, you need to slow down. >> you do. the metering lights are turned on at the bay bridge. we have the backup here now, on days like today, even though from thanksgiving until the end of the year we see a lighter overall morning commute, we are seeing more cars today because of the conditions. folks tend to drive during the rainy season so we're seeing that. the roadways are slick. contra costa county not seeing any problems. the backup you just saw at the toll plaza. there's my opinionor slowing through sausalito, and wet conditions all over the bay including the altamont pass w west 580 traditional slowing and also the green sensors that blend in. that means the drive is all right. slow down for those conditions. back to you. we continue our team coverage as we track that storm. we positioned all of our crews across the bay. let's start in the south. >> we sent "today in the bay's"

kris sanchez to where some of the heaviest rain was headed, that's morgan hill. how is it looking out there right now, kris? >> reporter: we're getting a little bit of a break right now, getting what kari hall and rob mayeda like to call the hair spray rain. it's very fine, kind of blowing around at this point, but it was raining as we were leaving the parking lot in san jose, and as we made our way down here to morgan hill, where we are this morning. in san francisco, the storm preps are aggressive. they're putting up storm bare areas inment so of the low-lying areas known for flooding. it is a tricky spot in the mission district. kari hall and the weather team have been forecasting heavy rain for that spot today and tomorrow. public utilities crews are also going out with giant vacuum trucks to suck out the storm drains and make sure that they are clear for when that water comes through. it can just kind of dissipate. here in the south bay, the sandbag stations are stocked for folks who need to divert rainwater. it doesn't take a lot of water

to get into your house to do a lot of damage. talking about a little bit of water making a lot of mold in some of the low-lying spots. if you have a garage door, that's where you want to position some of those storm, the sandbags, if you need to get them. and again, it doesn't take a lot of water to create that ponding situation on the roadways that mike inouye has been talking about. we saw some wet roadways on our way down here. we were on highway 101, also 87, as we made our way to morgan hill. make sure you mind your speed. remember that the speed limit is only for perfect conditions. these are not perfect conditions, and we know some of our friends and neighbors don't drive as well in the rain, so you'll want to watch out for folks who are having trouble in the rain as well, so do watch your speed, and make sure your windshield wipers are working so you can see what's happening in front of byou. at 6:00, we'll talk more about the sandbags behind me, and where you can get them. i'll tweet that information out also in case you need to run out

the door. in morgan hill, kris sanchez, "today in the bay." >> all right, thank you, kris. >> it pays to be prepared. we continue our team coverage now. let's head to the coast. >> "today in the bay's" pete suratos is live in pacifica with a warning for us this morning. pete? >> reporter: good morning to you, laura and marcus. they have the surf advisory in place because they're expecting big waves along the coastline here in the bay area. i want to show you where we're standing in pacifica, you can see the waves crashing. they have crashing all morning long. whoa! you see it right there, hitting the bottom of the pier, in some cases heading over the rail. the national weather service put that advisory in place through friday morning along the north bay to the peninsula, along the coastline. they're expecting anywhere from 18 to 24-foot waves. in some areas it may exceed 25 feet. now of course, there's going to be rip currents in the area as well as possible local beach erosion as a result of the waves. it's important to never turn your back on the ocean.

police so far have not described the injuries to the victims, but they say the officers did arrest a suspect last night a few blocks away, and they located the machete. a crash killed a 29-year-old suspect and closed san pablo yesterday for hours. last night, we spoke with people who live near the suspect, and are in shock. >> very sad. you don't expect that to happen to someone this close by, in your own neighborhood. >> the sheriff's department yesterday morning says the deputy ended the pursuit and 12 seconds later came across the car. in surveillance video it appears the chase ends almost immediately before the crash with the deputy close behind. the suspect was going more than 100 miles per hour. in santa rosa, leaders accuse fema of drastically shortchanging the city in helping funds for the wildfires rebuilding efforts. "the press democrat" reporting

councilmembers accepted a new disaster relief plan. it will provide millions of dollars to help build new apartments destroyed in that massive firestorm, but they also blasted fema, the estimates on unmet housing recovery costs. fema allocated about $40 million. one city consultant put the tab at $96 million. the consultant said in some cases fema put a value of zero damage for homes that were complete lly destroyed. the family of a teenager who drowned at a contra costa high school is filing a lawsuit. back in may, ben curry was found unresponsive during swim class at the san ramon valley high school swimming pool. he was taken to the hospital, where he died. that lawsuit says surveillance shows curry's teacher standing on a diving board just 15 feet away, looking at his cell phone, not noticing the teenager slip underwater. the family is suing both the school district and the teacher. earlier this month, the district apologized for ben's death. happening today, the debate

over potential school closures in redwood city heats up. the school board trustees are set to vote on a plan to close four schools and merge programs due to budget cuts. tonight is a public meeting. several parents and teachers there are expected to weigh in. yesterday, parents and students held a walkout. nbc bay area was there and many told us they're upset. among the schools that could be closed are hawes elementary school, orion alternative elementary school, fair oaks elementary school and the spanish immersion school. if you're considering buying a home for the first time, a new program in santa clara county is aimed at helping you make that purchase. it's called empower home buyers scc, and is expected to help 250 households with downpayment assistance over the next five years. you can learn more about how to apply for the program at a meeting tonight at 6:00 at the county government center in san jose.

ready to head out the door, roads are wet, and where we're not seeing the rain, we've got patchy fog. storm ranger tracking it all, as we head down to the south bay, with light rain in san jose, and that continues up and down 101 in the south bay. here is a live look out there and our temperatures stay cool today. you need the rain gear and something warm to wear. we'll talk about what's ahead, as a stronger storm system comes in, in less than five minutes. >> we're looking at the richmond side of the richmond-san rafael bridge. cars backing up in the hov and fast track lanes and smack dab in the middle there's a puddle and slick roads. we're watching all of this, but 580 moves smoothly across that span. new for you this morning, california is failing to meet its climate change goals, that's according to a new report by the california air resources board. it found that carbon emissions per capita from vehicle travel in the state were increasing, despite the law that plans for housing growth. quarter to 6:00 right now.

13 california counties have yet to register for the new presidential cell phone alert system, but all of them are outside the bay area. here is a map showing the 13 counties. fema says each must still register in order to notify residents if there's some kind of imminent disaster. any county can ask a registered neighboring county to send out the warnings or even the state agency. new this morning, california's right to die law is being upheld by a state appeals court. it's been in effect since june of 2016 and allows a dying adult patient to take a lethal drug a doctor prescribed. before that, two doctors must have determined the patient would die within six months and was mentally competent to choose death. a superior court judge had halted enforcement of that law in may, ruling state lawmakers had illegally considered and passed that legislation.

>> thank you. as a woman, thank you. we've got some rain this morning, as you get ready to head out, and we're really happy to see it, but this may slow you down, as you get ready to head out the door. here is a look at storm ranger, our mobile doppler radar, i'm putting it in motion so you can see where that rain is coming from and where it's headed. we are mostly seeing this rain focussed from san francisco on southward, and that is what we can expect as we go throughout the rest of the morning. here is the red scan there, the mobile doppler radar parked on san bruno mountain, as we go to the peninsula. i want to show you the level of detail we're seeing reason the rain because of storm ranger. you can see a lot of bright reds and yellows there indicating some heavy rain moving through redwood terrace and also just south of bortolo valley reaching toward the los altos area. we can take down to street

level, where we can see the heaviest rain is coming down on burns chalk fire road, so just some of the features we have with storm ranger. as we go throughout the day, let's take it hour by hour, as we see some of the heavier rain move through the east bay and south bay, and into early afternoon. there will be some breaks but we are bracing for heavier rain and gusty winds that will be here later on tonight and continuing throughout most of the day on thursday, before it ends on friday. during this time, we're looking at the possibility of over an inch of rain for the santa cruz mountains, and also for the south county. much of the bay area looking at about a half to three-quarters of an inch, so here's what to expect today. rain mostly south of san francisco, a stronger storm tonight with the high wind watch in effect for thursday, and for the coastal yau aal areas, wave 25 feet and some of our burn scar areas we'll watch out for flooding potential. we'll have more details on that coming up, and mike, you are

people on board. it happened last month. data from one of the black boxes indicates the pilots were in a losing fight with the plane's computer, desperate to keep that plane in the air. investigators are looking into whether faulty sensors forced the safety system to push the plane down toward the ocean. a solution has been reached over parking at the popular hiking mission peak. the issue was between people living nearby and the park's decision to build a new parking structure at the mission boulevard entrance. residents feared construction plus all of the visitors will lead to more crowding. the "east bay times" reports the park will ask visitors to park at the structure near the college there. construction of the new 300-space structure is expected to be finished in the year 2020. new this morning, norwegian air moving out of oakland airport and into san francisco international. the airline which offers cheap flights to london will start operating out of sfo in march.
