through a quick look at the timeline. the in rain will reach into the coast at 11:00 this morning. we have a couple of overnight closures? flashing lights, heading southbound towards university. you see folks exiting at the southbound off ramp. that's a pretty good stretch if you don't have to get on the freeway before university, maybe get it on after. traffic is flowing fine south of here and everything moves nicely north of there. the speed is not a problem because traffic is going slowly through the area. folks are exiting the freeway without the a lot of braking. we are seeing slowing over there, oakland maybe for just another few minutes as we have

construction work around 23rd. back to you. thanks, mike. now to our top story, honoring the life of former president george bush. happening today, thousands are expected at the u.s. capitol to pay their respects as his body lies in state in the rotunda. >> leaders are reflecting on his life and legacy. his body was ushered in yesterday with a 21 gun salute. a former navy aviator, bush launched the first gulf war, he died surrounded by family and friends. president and mrs. trump paying their respects last night. they will attend tomorrow's state funeral at the nation cathedral. wednesday is being declared a national day of mourning for the world leader. vice president pence says he'll always remember bush's character.

>> all his years in public service were characterized by kindness, modesty and patriotism. he was so modest that he never wrote an autobiography. >> due to the national day of mourning, mail will not be delivered tomorrow. in a rare move, the u.s. stock exchange will be closed. president bush's remains will return to texas after the service for a private funeral. bush's faithful service dog, sully, continues to be by his pal's side. he escorted his body to joint base andrews in maryland. before that, sully laid by bush's flag draped casket. he was masked to president bush in may. >> i think that what we'll remember is that the former president took his leave of the

world in the company of a faithful dog who will now go on as his master did, and continue to serve. >> sully will now have a new service mission serving wounded military service members. authorities are asking for your help in solving an apparent homicide. san rafael officers found a man shot and killed by the wheel of a parked car. they made the discovery on canal street. witnesses told police that a man from that scene was running after those shots were fired. the search prompted a lockdown but officers never located the shooter. san francisco police are looking for a woman who escaped police custody on sunday. it happened as the woman was being medically evaluated following a domestic disturbance. she took off before officers

could act on her warrant. police say the woman is not considered a threat. a riot broke out last year when milo yiannopoulos was scheduled to speak. the effect of that night is still being felt on campus. >> a lawsuit is claiming that the university discriminated against speakers like him has been settled. >> i think it makes everything more transparent. >> reporter: traernsparency is what the berkeley republicans say they wanted. they felt their group was treated unfairly when they tried to bring conservative speakers to campus last year. >> they're no longer placing time and place restrictions on events we want to have. that's a huge win for us. >> reporter: when milo

yiannopoulos was scheduled to speak, violence broke out and the event was canceled because of security concerns. that prompted other speakers to cancel as well. ultimately, the berkeley college republicans and the young americas foundation sued the school, claiming its free speech was violated. >> things we wanted, we achieved. we got rid of the security fees that were arbitrarily imposed. >> there have been claims made by the plaintiffs that we were imposing security fees on speakers. we have never done that. >> reporter: uc berkeley denied any discrimination took place. under the terms of the settlement, the school will pay the young america's foundation $70,000 in attorney's fees and will change its events policy. >> these changes will have no impact on how we will continue to support the right and ability of our student organization to bring speakers of their choice to this university. >> this isn't just a win for berkeley college republicans or a conservative group on campus,

good morning, i'm frank holland here at cnbc, here are today's top business headlines. washington looks set to give up some of yesterday's gains as it appears the lift from the trade truce between the u.s. and china is now fading. the dow closed up more than 250 points, but that was well off the highs of the day. as it had been up nearly 450 points after president trump and president xi agreed to a 90 day cease fire in the trade war that's weighed heavily on the markets this year. some traders say there are many more questions to answer on the trade front. aphas launched a dedicated online store for military members, veterans and their immediate families. eligible shoppers will get a 10%

good tuesday morning to you. here's a live look at the golden gate bridge. we'll have a look at the traffic in just a bit. how would you like to receive a surprise visit from batman? that's exactly what happened to a special 7-year-old boy in indiana. he'd been battling brain cancer for more than a year. batman pulled up in his bat mobile and spent time with christian daughtry. ♪ bat mobile lost a wheel >> i love that. christian said he felt amazing after hanging out with the dark knight. he had to be the coolest kid in

school. >> look at that car. to ride around in that car is pretty cool in itself. >> very cool, i love when make a wish, they can do things like that. it's amazing. >> right? very cool. today, the rain is coming back? >> it will be coming back. it's not with us right now, so you may forget the umbrella. do not do that. as we start out this morning, it's in the 40s and low 50s, a cool start to the day once again. as we start out we will see the clouds rolling in. cupertino will be at 49 at 8:00. those temperatures make it into the mid to upper 50s today. there we should start to see the rain coming down at about 1:00 to 2:00 this afternoon. as you get a look out the window, it's a day for a warm jacket and you need to grab that before you head out. keep it in the back seat of the car. look at storm ranger, our mobile doppler radar showing no rain just yet.

we will start to see a lot of this rain reaching its way inland as we go into the afternoon. here is still the center of the storm well offshore. we can see all the clouds being drawn up into this system. snowing in the sierra with some scattered snowshowers there. we'll start to see scattered rain here before noon and for the peninsula as well as the sou south bay. it will have a bigger impact on your evening community rather than the morning commute. later on this evening, the rain, still heavy at times as the winds pick up, and we'll see it coming in waves even into early tomorrow morning. tomorrow afternoon the system will have moved on. during that time we're looking at pretty decent rainfall totals here. we have the possibility of getting anywhere from a quarter to a half, maybe more for parts of the north bay as we'll see the system moving in. as far as the winds, our winds will pick up from the south

mostly from 2:00 this afternoon our winds will be higher for the coast and parts of the south bay. it will start to peak later on this evening. we may see some of those wind gusts from 30 to possibly 40 miles per hour. then after we check out the sierra, looking beautiful this morning. our temperatures there is in the upper 20s. it's already cold enough to snow. this will bring in light snowfall totals, not looking at a heavy dumping of it. we'll see just enough to make the roads slick, about two to four inches of snow. for the end of the week we'll be in the low 60s. as it clears out, it warms up. saturday looking really nice and then another round of rain moving in between late sunday and early monday morning. we'll talk more about the timing of the rain, and you have a crash on the bay bridge? the bay bridge toll plaza

over towards san francisco. at the fremont off ramp we have a slow moving vehicle. harrison, similar areas. the rest of the bays is a smooth drive. tiny bit of snowing right there, but we had a tri valley rain that shows up on our road weather index. make sure you bring that umbrella and make sure the windshield wipers are ready to go. southbound clear 101 is clear. meanwhile, getting out towards the speeds in the north bay. travel times look great with no delays coming down toward the golden gate bridge. former first lady michelle obama took some by surprise on her book tour. some are asking if she leaned in too far? >> she's speaking candidly by work/life balance by taking a

far the most common complaint we receive in the consumer investigative center . in this case, he claimed he signed up with a plan for t mobile. he expected to pay $120 a month for his service. but when he checked his bank account he says he was paying anywhere from $140 to $200 a month. an 20 months he expected he had paid $600 more than he should. he complained to t mobile who offered $160. we asked t mobile what happened and they agreed to a refund of $668.07. t mobile told us we believe the issue has been resolved. if you're tempted by a phone special this holiday season, get it in writing then hold onto their promises just in case. got problems with your phones or

welcome to tuesday morning. let's take a peek outside. are you coming and going? nice clear look at ssu this morning. rain in the works once again. kari has the details. good morning to you and thank you for joining us on this tuesday morning. >> let's get a look at that weather today. >> anytime we have some rain, you start to see those delays out of sfo so that's something we'll have to watch. as of now everything's looking nice and clear on our mobile doppler radar. as we head towards noon we'll start to see the rain getting closer to the coast, moving into the santa cruz mountains and parts of the north bay. some of the heavier rain arrives toward the afternoon. going to have a big impact and a slowdown on that evening commute as we will see some more

widespread rain heading towards the 4:00 to 5:00 hour and then later on tonight. we'll talk about how much rain we can expect coming up in a few minutes. mike, you have a closer look at the bay bridge backup? we told you about the crash, that the car was slowly making its way off the harrison off ramp there in san francisco. and we saw all this stack up here, the red lights, bralights across the bridge. from treasure island towards san francisco, traffic is flowing smoothly and we're starting to see it recover. it's rippling back. that first car goes, but it takes a while before your car gets to go and you tap the steering wheel or mumble something or other. we'll have some folks mumbling right here over oakland towards the city. that's only the delay. we zoom out and the rest is construction. it's clearing, guys, back to you. t
