bay area seeing it into the evening commute. it could be quite heavy at times. i'll continue to track this and we'll talk about totals, how much to expect coming up in a few minutes. mike, the backup is building in the east bay? it is but i'm watching for the effects and warning folks about the slicker roadways. over here, we do see the backup building. it's tuesday, slow drive now. berkeley curve and also coming out of the maze right there. that's the build approaching the bay bridge, which had an early backup because of an early morning crash in san francisco, which cleared and rippled back to the east bay. it's not been the same since 5:00 this morning. the build from berkeley in towards emeryville. behind me, highway 4 is showing a little slowing in towards concord. no problems for walnut creek. in fact, not really a problem for the rest of the bay, a little slowing for the tri valley in the south bay. back to you. thanks so much, mike. we continue our coverage of

past two plus years. we're live in san francisco with the details. >> reporter: good morning to you. as far as the solution that they're talking about it costs roughly about $100 million to fix the problems we've seen over the past couple of years at the millennium towers. in that report, it says it would take roughly about a year and a half to fix the problem. here's more information from that article. homeowners are planning to submit a proposal later today to the department of building inspection in the city of san francisco. in that proposal they want to shore up that 58 story san francisco building, drilling more than 50 miles to bedrock. the purpose is to relieve the stress of soils that have caused it to settle. the goal by homeowners is to get a review by a panel of experts and start work on this in either late winter or early spring. our investigative unit has done a number of stories, you can see

that coverage on our website at nbcbayarea.com. >> i'm sure that's good news to the ears and wallets of those who live there in the tower. thanks. it's 6:06 right now. a follow-up to an unusual dui arrest on the peninsula that made news coast to coast. we covered the story as it developed here on "today in the bay." chp officers last friday had to stop a tesla they believed was on autopilot on ohio 101 with the driver seemingly asleep at the wheel. investigators have not been able to confirm the autopilot feature was engaged. scanner traffic indicates they briefly considered using spike strips to stop the car. the plan never materialized. >> redwood city unit is behind a vehicle that's in autopilot. it's a tesla that returns clear. >> we're going to go ahead and 1022. it looks like they were able to stop the vehicle. >> one officer ended up using

his patrol car to get in front of the tesla to slow it down seven miles south from where they first tried to pull the car over. they are now trying to devise a response plan for similar situations in the future. tonight, state and federal agencies plan to give updates on recovery efforts following the deadly camp fire. two different community meetings are being held in orville and paradise. the fire burned more than 153,000 acres last month and destroyed 14,000 homes. 11 people remain unaccounted for. and through dna analysis, the death toll has been revised from 88 down to 85. later this week, more neighborhoods should reopen to evacuees. a santa clara county firefighters union group and rock bottom brewery are joining forces to help fire victims. this morning they'll work together to brew a batch of resilience bute county pride.

100% of proceeds will be donated to the camp fire relief fund. san francisco airport leaders plan to get feedback on their plan to change rules critics say target taxi drivers. in october the commission approved a new free speech rule, in part it limits the area where taxi drivers can hand out leaflets and gather signatures from the rank and file. board members cited safety concerns in making the changes. taxi drivers are asking the commission to rescind the new rule and they're still considering legal action. right now at 6:08 we're going to see some of the clouds rolling by as we start out this morning. here's a live look outside in san francisco. heading over to martinez, it's going to be cloudy throughout the morning. cool start with upper 40s throughout 9:00 and 10:00, is and then we'll see the rain developing into the afternoon. now we're keeping it dry as you get ready to head out the door. we're talk about the timing coming up.

top corporate leadership. >> now, to their credit, the ceo of twitter, jack dorsey and the number two at facebook, sheryl sandberg did show up. here's something worrying people on wall street. the yield curve is flattening. i know you haven't had your second cup of coffee, but let's go through it. when you lend the government money, the longer you lend the government money, the more money you expect in return. if you invest in a three year note, you don't expect much interest. a 30 year note you want more interest. this totally makes sense, right? all right. when the yield curve flattens, you're not making that much more money on a long investment than a short one. why do we care about this? it's often a sign that recession is possible. as for the gene editing, the chinese scientist who claims he edited the genes in two embryos is missing and some presume he's been arrested by chinese authorities. he horrified fellow gene researchers with this claim.

his technology, developed here in northern california, lets you edit genes. never been used on babies before. the babies were born healthy as far as we know. but there are dozens of ethical problems here. he presented this in hong kong last week, we saw some video of him. scientists could pick out the mistakes he had made in all of this. just one of the concerns in all of this. >> they don't know where he is? >> they don't, but the chinese government is not real transparent about who they've arrested and who they haven't. >> true. 6:15. new this morning, stanford, taking a step towards running on 100% renewable injury by the year 2021. the university says it's launching a second solar generating plant outside of fresno which will be up and running in three years. stanford has a plant in southern california. how does the intelligent work? stanford says there weren't bow a direct line to the campus, instead it's going to inject clean energy into the state's

menor menorah, it's going to be raining right about 5:00. it's going to be cool, only 52 degrees. as we take a look at storm ranger, our mobile doppler radar, showing that we don't have anything going on now. we'll start to see the rain moving into the peninsula and then moving through the santa cruz mountains at about 1:00. by 2:00 to 3:00, we're seeing it move into the east bay and then gradually making its way into the north bay. a lot of the rain working its way from south to north with some breezy winds throughout the evening and then into the start of the day tomorrow. still some waves of rain moving through, and then it will get out of here by tomorrow afternoon. we're looking at getting anywhere from .25 to .50 of rain, maybe higher for our hills in the north bay as well, the santa cruz mountains. make sure you're following me on social media, on twitter and

n nbc bay area responds to a man who paid too much for a phone plan. >> he e-mailed our team for help. >> good morning. wireless plan problems are by far the most common complaint we receive in the consumer investigative center. in this case, a man tells us he signed up for a promotional deal with t mobile two years ago. he expected to pay $120 a month. he says he was paying anywhere from $140 to $200 a month. after 20 months he expected he had paid $600 more than he should. he complained to t mobile and then he turned to us. the carrier got in touch with him and agreed to a refund of $668.07. in a statement t mobile told us we believe the issue has been

killed behind the wheel of a parked car. they made that discovery on canal street. witnesses told police a man ran from the scene after shots were fired. the search briefly prompted a lockdown, but officers never located the shooter. the man who died has not been identified. this is the first homicide in san rafael in july, before that the city went without a homicide since 2011. in a few hours, contra costa county will decide whether to ban styrofoam food containers. now surprise this is happening, but what's prompting it now? >> reporter: if you look at the 19 cities and towns here in the county, ten of them, including walnut creek, have already enacted some sort of ban on styrofoam. a few hours from now, what the county will be considering is a ban on just styrofoam food and

beverage containers effective only in unincorporated parts of contra costa and county run departments. businesses would be given a six month grace period to use up their existing supply of containers. the containers they use to replace the styrofoam would have to be recycleable. styrofoam is not biodegradable. styrene is a possible human carcinogen. and the production of styrofoam contributes to the hole in the ozone layer. the california restaurant association, they oppose this proposed ban. according to the richmond standard, they argue that styrofoam containers keep food fresh and safe for eating and that switching to other containers would eat into the

restaura restaurants' profit margins. san francisco and over 100 other cities state-wide have already enacted some sort of ban on styrofoam. reporting live here in walnut creek, "today in the bay." thanks so much. 6:33. today is a day that could begin the transformation of downtown san jose. san jose city council will vote to sell google $111 million worth of land for a massive development downtown. as we've reported, homeless and housing advocates worry about an impact just as sizable. kris sanchez joins us with more on what's a pivotal day. this has been in the headlines for some time. >> reporter: it's been in the headlines for some time and it's item 4.1 on the agenda. we expect there's going to be a lot of public comment here at the city council meeting. the council is expecting that as well. but if what's happened before in terms of survey and public letters that were submitted to

the city council, if that is any indication, this does seem to have quite a bit of support. yesterday, though, the housing advocacy group began a three day fast, urging the city to consider setting aside money for the homeless and also for permanent tent encampments. >> a city which turns its back on those people to chase after the big google dollars, it's just wrong. >> google being one of the bigger cities -- bigger companies in the world, i think they'll bring value to san jose. >> reporter: the mayor said that through the google partnership, 25% of any new housing would be affordable and rent restricted. a new downtown fee and a benefits package would provide millions more for affordable housing. he's talking about the fact that google has not gotten any

subsidies for this land purchase. i did post a link to the city documents if you want to see those for yourselves. we have a link to this story and our back story in case you want to get up to date before the council votes today. >> all right. we'll continue to follow that one. 6:35 for you right now. in contra costa county two teens are behind bars in connection to a homicide. this happened friday in north richmond on 4th street and silver avenue. a 60-year-old was shot and killed. investigators say he apparently went to north richmond for a drug transaction and was shot after a fight with one of the suspects. both teens are being held in juvenile hall on charges that include murder, robbery and participating in a gain. san francisco is looking to do away with off side parking requirements. for years, developers were required to provide a certain amount of parking.

the board of supervisors is set to vote on that today. members claim it will reduce congestion and force people to use public transit. remembering a former leader of the free world, the life of former president george h.w. bush. president bush passed away friday night at the age of 94. thousands are expected at the u.s. capitol to pay their respects. >> leaders are reflecting on president bush's life and legacy. his body went up the capitol steps one last time yesterday. his body, ushered in yesterday with a 21 gun salute. a former navy aviator, bush launched the first gulf war. president bush died surrounded by family and friends, like former secretary of state james baker and his wife, susan. the president and mrs. trump paid their respects last night. they will attend tomorrow's state funeral at the national cathedral. wednesday is being declared a

national day of mourning for the war hero turned statesman and world leader. due to the national day of mourning, mail will not be delivered tomorrow. and in a rare move, the u.s. stock exchange will be closed. meanwhile, president bush's faithful service dog, sully, is staying by his pal's side. he will be at the capitol later today. he escorted president bush's body to joint base andrews in maryland. before that, sully laid by mr. bush's flag draped coffin in texas. look at this image here. it went viral online. the 2-year-old labrador was matched with mr. bush this past summer, shortly after the passing of barbara bush. a presidential historian had this to say. >> i think what we'll remember is that the former president took his leave of the world in the company of a faithful dog who will now go on as his master did and continue to serve. >> and how he will serve, sully

we'll see a chance of rain for the end of the weekend, but saturday is looking beautiful as we take a look at our seven-day forecast. we're going to see the rain moving in today, and then tapering off tomorrow. thursday, friday looking good. saturday is the best day by far. it will be warmer with some sunshine. we're also going to see that in san francisco. then by the end of the weekend, by sunday afternoon, we'll see another round of showers developing. so where are you going? maybe to heavenly where we'll see the temperatures reaching into the upper 30s and lower 40s. if you're going to paro robles it will be in the low 60s. a few more clouds by the end of the weekend. if you're planning to head to the beach, santa cruz, will be comfortable with some low 60s and a little bit cooler by sunday with some upper 50s. make sure you're following me on social media @karihallweather.

moving smoothly. there is a reported crash along that westbound commute. we'll track that coming up. it's 6:44 right now. one of this morning's top stories, a solution for the leaning troubled tower in san francisco. and problems have certainly plagued this sinking skyscraper for the past two years, but now there's a possible answer. here's a live look at the tower itself this morning. happening today, owners will actually get a chance to submit a permit application to try to shore up that building. the plan includes drilling 52 new piles to give the building p more support. the fix could cost close to $100 million. you can read more coverage on

our website, nbcbayarea.com. new for you this morning, antioch police are investigating a tragic accident in a mall parking lot. a driver struck ask killnd kill 3-year-old girl. police say that that driver was not impaired and so far no charges have been filed. happening today, a vote that may decide the future of an airport. there will be a vote on whether or not to accept grant money for re reid-hillview airport. if supervisors decide not to accept the faa's money it would enable the board in the future to look at closing the airport. the earliest the closure would happen would be in the year 2030. an investigation is underway after a migrant family seeking asylum was turned away at the

u.s./mexico border in san diego. last month, a vooideo captured e family which was part of the migrant caravan being denied at the point of entry. a customs agent tells nbc news that the border was at capacity. immigration lawyers are claiming officers broke international law. >> the law is clear, if you show up at the border, you must take the applicant and process them for asylum. >> in a statement, cbp said, quote, no one is being denied the opportunity to make a claim of credible fear or seek asylum. officers allow more people into our facilities for processing once space becomes available or other factors allow for additional parties to arrive. end quote. president trump will attend tomorrow's memorial service for president george herbert walker bush. >> the bush family specifically invited the president? >> they did. you may recall the mccain family

candle lighting of that 25 foot menorah in san francisco, it will be raining going into the evening in the low 50s. bundle up as well. checking it out on storm ranger, giving us a clean sweep this morning, meaning no rain as of yet. as we look at what's happening with that storm spinning close to our coast, we'll start to see some of that rain moving in later this morning. as we go hour by hour, tracking it out on the timing, at 1:30 we could start to see waves of rain moving in and it could get heavier as we go through the day. still rounds of rain, here we are, 2:30 in the morning still seeing rain rolling through. a lot of this will start to taper off throughout the day on wednesday. by thursday we're all dry, but during the time with off and on rain we're looking at the potential of getting anywhere from .25 to .50 of rain for most

of our microclimate. another system is moving in late on sunday into early monday morning. san francisco stays cool as well with some low 50s over the next few days. heading over to mike, you have another crash to report? i do. overall the volume of traffic for a tuesday is looking good as we expect. after thanksgiving, a lighter morning commute, but the south bay is starting to taper. a crash is reported on the san mateo bridge on the hayward side just past the toll plaza. i haven't been able to spot it with a live camera but we do see a lot of slowing. we do see general slowing along that flat section. i don't have any other details to where exactly the crash is. there's the slower drive we're talking about. getting there will be an issue as well from other portions of the east bay. as we take a look at our drive

county that's not the case yet. there will be a vote today. new this morning, los altos police are reporting car break ins that happened overnight friday. most of the crimes happened near mountain view high school. police say in all of the cases, the suspect targeted unlocked vehicles to steal items inside. officers are reminding you to lock your cars, take your keys and garage openers out of your vehicles and be sure to take out the personal belongs so they're not tempting to thieves. the state has seen a historic drop in arrest, according to a new report by the public policy institute of california. the rate dropped nearly 60% since 1989. we dug deeply through those reports overnight, and african-americans remain three times more likely to be arrested than whites. the report claims that blacked

were arrested at least eight times nmore frequently than whites. all new this morning, we're hearing from a 26-year-old california man. he has a new face thanks to a 25 hour face transplant surgery. >> cameron underwood is talking for the first time about this. two years ago he accidently shot himself in the face. his prognosis wasn't good, but thanks to an organ donor, doctors were able to replace his upper and lower jaw, much of his mouth and teeth, as well as his nose and cheeks. he says he has hope again. >> when you look in the mirror, what do you see and how do you feel? >> i feel new. i feel, you know, i see my whole life in front of me. i got put together again like humpty dumpty. >> right now he's back at home with his family and he hopes to go back to work as a welder very
