with her friend jenna bush hager and her sister barbara. for now, sending it back to you. >> thank you. another major story this morning. we're talking about the weather. the temperatures are plunging coast to coast. and al's got his eye on a powerful storm system that's set to impact a large swath of this country. hey, al. good morning. >> good morning, hoda. this is the second time in two weeks we've had a coast to coast storm. this one system way off the california coast going to already be bringing rain in. we're talking about burn scar flood risk from santa barbara all the way down to san diego. now we've got this system pushing in as we get through friday. we've got colder than average air coming in. friday torrential rain over texas. saturday it pushes into the gulf with heavy rain, more snow from missouri all the way back to oklahoma city. by sunday it's along the southeastern and mid-atlantic coast.

bringing heavy rain. possibility of snoep into the appalachians depending on the track of this system. here's the impacts we see. snowy, icy travel from lubbock into arkansas and parts of missouri. the carolinas could see a significant snowstorm this weekend with heavy snow from london all the way into charlotte. depending on the track, washington might be in play in this as well. we'll continue to track it, but in the meantime, we've got also a risk of severe thunderstorms down through texas, san antonio, and heavy rain from texas all the way into the mid-atlantic states. guys? >> all right, al. i know you'll keep your eye on that. we're going to turn back to d.c. and savannah. >> much of the business here in washington is being postponed this week as the nation honors president bush. but with a deadline looming, there's word of a possible deal to avoid the next government shutdown. nbc's chief white house correspondent hallie jackson has the latest on that. good morning. >> reporter: hey.

good morning to you. you're right. it looks like lawmakers are buying themselves two more weeks to avoid a partial government shutdown. multiple house leadership sources tell nbc news there is an agreement because of the services to remember president bush to push what was friday's deadline to the friday before christmas. i'm told the president is open to that. the idea being lawmakers might feel pressure to get home for the holidays and might be able to break that stalemate over border wall money. but it's not clear what kind of compromise democrats and republicans will be able to find on that. the president wants $5 billion for his wall. congress has allocated $1.6 billion. democrats are pointing the finger at president trump with chuck schumer saying the government shouldn't close because of what he calls a trump temper tantrum. but mitch mcconnell seems more optimistic telling a "wall street journal" panel overnight he doesn't think it'll get to the point of a shutdown. keep in mind, if it does happen later this month, it is a partial shutdown. but it would affect the department of homeland security and the interior department

which keechs national parks and monuments open. >> but a lot of people might be wondering they remember back to the campaign the president saying mexico is going to pay for this wall. why is it congress is fighting over how much funding, $5 billion the president wants for his wall, if mexico was supposed to pay for it? >> reporter: because mexico is not going to pay for it is the bottom line answer. the president said since the summer mexico will be paying for this ultimately. but that is simply not the case. there's a new mexican president now that's been inaugurated. mexico has repeatedly reiterated it's not ponying up the money for the wall. that's up to the taxpayers to do it for the president. >> hallie jackson at the white house for us, thank you. also this morning, the mystery surrounding the death of a top u.s. admiral overseeing naval forces in the middle east is deepening. kelly cobiella joining us with the latest on that story. good morning. >> reporter: good morning, hoda. navy investigators are now

looking into this. along with the government in bahrain. a lot of unanswered questions. how did the u.s. navy's top admiral in the middle east die and why? this morning the u.s. navy is searching for answers after 58-year-old vice admiral scott sterny was found dead at his residence in bahrain. >> he was a decorated naval warrior. he was a devoted husband and father. and he was a good friend to all of us. >> reporter: his death an apparent suicide is under investigation, but no other details have been released. >> at this time, no foul play is suspected. >> reporter: the highly decorated three star admiral who commanded the navy's critical fifth fleet since may, a demanding job overseeing u.s. warships in the middle east helping to strike against isis and the taliban. also keeping iran in check and protecting u.s. shipping routes in dangerous waters. >> really rough seas.

it's really hard work. >> reporter: his distinguished career began after the chicago native graduated from notre dame joining the navy in 1982. he received top gun training to fly f-18 super hornets making more than a thousand aircraft carrier landings. his death now sounding a new alarm on mental health treatment in the military. >> there's a great stigma. particularly if a senior officer is going to seek medical help. so it's a personal tragedy for the navy and for his family. >> reporter: friends, family, and colleagues mourning the sudden passing of this high ranking warrior. and sterny was married with two sons. one of them reportedly in the navy. family and colleagues said to be devastated by his death. a private memorial is being planned on the naval base in bahrain. hoda? >> all right, kelly cobiella. thank you. craig joins the table with another story we're following. >> some major developments this morning in the story we've been

watching closely here. french prime minister edward philippe suspending the fuel tax that sent paris into chaos last weekend. people were hurt and arrested during their worst urban riot in years. the fuel tax will be suspended for several months. now back to savannah in washington. >> thank you. meantime, nasa and the russian space agency are celebrating the successful launch of a manned mission to the space station. this just two months after a close call on another rocket. that mission had to abort just moments after takeoff. tom costello's got the story this morning. >> reporter: good morning. this time three astronauts successfully blasted off in that russian rocket without incident. a lot of people were very nervous watching this launch. it was just in october that we had that malfunction on the russian rocket. that caused an abort on the edge

of space. an american and a russian astronaut falling back to earth, parachuting back to earth. thankfully they survived. >> and liftoff. >> reporter: turns out the second time was the charm for an aborted mission headed for the international space station. nasa's ann mcclain along with astronauts from canada and russia docking monday at 2:40 p.m. while the station was flying over the southern coast of yemen. >> being united with the expedition 57 crew. >> reporter: they were the first crew sent to the station since a launch was aborted in october after the booster rocket failed to separate properly. >> it didn't go quite right. it seems to be a little bit of an understatement. >> reporter: an american and russian were luckily to be alive after the rocket failed just two minutes into flight. the spaceship going into automatic abort. the astronauts endured heavy g's plunging back to earth.

i spoke to nick caig after that flight. >> the first two minutes were great. everything was nominal. it was after the first staging when the booster started to separate inside. it went from normal to something was wrong pretty quick. >> reporter: with october's rocket failure on the minds of ma, nasa now breathing a sigh of relief after a flawless launch monday. the new team will spend more than six months doing research and experiments in biology, earth science, physical sciences, and technology. russian investigators have now traced the october rocket booster failure to a bad sensor which signalled the rocket to separate. the new astronauts will replace the crew on the station who had been there since june. and american nick caig will get his second chance to go back into space in february. >> all right. exciting stuff, tom. thank you. now we send it back to new york. >> all right. thank you. a new warning this morning for the millions of dog owners in

we're back, now, at 7:30, tuesday morning, the 4th of december, 2018. that is the scene on capitol hill this morning, as americans are lining up all night to pay their respects to former president george h.w. bush, lying in state at the u.s. capitol until tomorrow morning. we're going to have more from washington just ahead. but now, we'll send it back to you guys in new york. >> savannah, thank you. we're going to start this half hour with a check of today's other headlines. there's word of a possible deal to avoid another possible shutdown. the house and senate plan to vote this week to push friday's deadline back two weeks.

if it passes, it will keep the government open until december 21st. president trump was set to meet with government leaders to talk about government funding. they have delayed the talks until next week because of the death and upcoming funeral of president bush. a small plane crashed into a building in florida. you can see the plane skid across the pavement. it slams into a building and bursts into flames. the building houses a therapy center for kids with autism. thankfully nobody was hurt in that crash. but two people in the plane were killed. the cause of the crash is still under investigation. an elderly man is recovered this morning after being attacked by an alligator at a retirement community in florida. officials say the gator bit the 85-year-old man on the foot. shortly after the attack, trappers pulled the animal out of a pond and hauled it away. they found one of the man's shoes still in the gator's mouth. the man was rushed to the hospital. he is expected to be okay.

also this morning, there's a troubling twist in the mysterious disappearance of a florida woman who vanished during a birthday trip to costa reek is ri rica. >> reporter: it is a mystery as we speak. costa rican authorities say they found a body under the ground at the airbnb. her father and brother have flown to costa rica to search for her. they hope to find her alive. >> welcome me for my birthday. >> reporter: this morning, her family is desperate to find her. it's been a week since they last heard from her. >> we believe she has been kidnapped. >> reporter: she and her sister-in-law, april burton, jetted down to costa rica, for a quick girls' getaway, to celebrate carla's birthday. >> second day. hot springs. >> reporter: the pair documenting their adventures, relaxing in robes, exploring my

mopeds, taking in the sights. april flew home on tuesday. but carla planned to stay one more day and return to miami wednesday on her birthday. she checked into an airbnb just outside the capital of san jose. that night, texting with friends, saying, it was raining hard and the lights had gone out. writing, super sketchy. it's the last time they heard from her, which her brother says raised red flags. >> she is a person who is always into social media. very communicative. this is why this is so strange. >> reporter: in what could be a tragic turn, on monday, costa rican investigators found a body outside the airbnb unit she was renting. authorities say it was the body of a woman but they can't say if it's carla until there's an autopsy. authorities also found what they believe could be blood in the room where she was staying.

her family, in disbelief, but not giving up hope. >> we heard that a body was found. however, we stay optimistic that it's not my sister. we haven't got any confirmation from the authorities. >> so, morgan, is the airbnb cooperating with authorities on this investigation? >> well, the attorney that's representing that property says they are cooperating with the investigation thoroughly. they hope when all of the facts are known, that perpetrator will be brought to justice. meanwhile, the owners have temporarily closed that airbnb for vacation rentals. >> thank you so much. let's switch gears on this tuesday morning and get a check of the forecast. how are we looking? >> we're looking at cold weather from coast-to-coast. a widespread chill. temperatures that are anywhere from 5 to 15 degrees below average.

country, on top of plunging temperatures. al has this one covered. hey, al. >> good morning. we're looking at wet weather making its way into parts of california, where we'll see 1 to 3 inches of rain over the next several days. this storm moves into texas. cold air moving in from the north. warm, moist air from the south. we have snow stretching into oklahoma. heavy rain and freezing rain over texas. saturday, the system moves into the east, over the gulf, bringing snow from oklahoma into missouri. we're looking at wet weather making its way through the southeast. and along the mid-atlantic coast, look for snow making its way through the appalachians. we are going to look through wintry weather from texas into parts of missouri. the carolinas could see significant snow out of there. over the weekend, washington isn't out of the woods in this system, either. and then, we're looking for severe weather throughout much of texas on friday. we have the possibility of tornadoes. heavy rain will be stretching from texas all the way into the mid-atlantic and the gulf coast,

casket. >> that's such a powerful image. savannah, you have more on their bond. and a lot of folks asking, what's next for sully? >> so many people are taken with sully. he was assigned to president bush in june. while their time was short, sully quickly became a beloved part of the family. few things compare to the loyalty of a dog. the unconditional love, tenderness and companionship is second to none. george w.h. bush had sully, his service dog of six months, was faithful until the very end, laying beside bush's casket in this touching photo seen by millions. >> sully was just sitting at rest and performing, really, the last service, by keeping president bush company on that last night in houston. >> reporter: sully and the former president, together, shared a life of service. bush, a former navy pilot, who was shot down over the pacific in 1944. and sully, a service dog with america's vet dogs, which places dogs with veterans.

and he was trained to retrieve dropped items, which is helpful when you're a wheelchair user. >> shake. >> reporter: the training camp is on new york's long island. dogs are trained and placed with veterans free of charge. sully will return there for the holidays. and then, he will go to walter reed where he will help veterans and active personnel with their injuries. as much as our family is going to miss this dog, we're comforted to know that he'll bring the same comfort to his new home, walter reed, that he brought to 41. >> we're happy that sully will continue a life of service and continue to make a difference in people's live. >> reporter: two lives, intertwined, with a common thread, a commitment to service. a lot of people are wondering about sully and what will happen to him. now you know. he is going to make a visit and pay his respects at the capitol rotunda. at some point, we're expecting
