something like this. people really don't realize it takes years and it all comes together in a matter of days. the military in charge here in washington telling us they had 4,000 people involved. laura? >> it should be spectacular as well. what a wonderful tribute. i'm sure that is planned for today. tracie, thank you very much. there are several changes because of the funeral. today is a national day of mourning. you will nod receive any mail, post offices are closed. they may do some package deliveries. stock market is shut down today. most federal offices as well. some banks and courts will also be closed as well. make sure you check ahead. new this morning, it is a new day in downtown san jose. that is because about 12:30 this morning, the city council voted to approve a land sale to google that paves the path for a massive campus downtown. how all of this went down, who got what they wanted and who was left out, kris? >> reporter: hi there, marcus. clearly, the city and google are pleased with this deal. they've been working on it for months now, perhaps even years. they got what they wanted. there were a lot of folks who were speaking in public comments who were talking about the impact this would have on their city and their quality of life. take a look at this video. some protesters, eight of them, were arrested. some of them had chained themselves to their chairs and had to be taken away in cuffs. there were folks talking about how this would impact their city and they're talking about the impact on housing prices and employment as well. though other people saying this is a good thing for san jose. >> jobs for a bunch of people. that's not going to happen for minorities. >> it's something that san jose

has been wanting for decades. for google to choose a transit-rich area to build out and especially right next to our downtown, it's going to be transformational. >> reporter: the google development could create 20,000 to 25,000 jobs. a and the construction jobs as well. the campus is to have housing and retail and hotel space and in contrast to apple's headquarters in cupertino that are kind of walled off from the rest of the city, this campus is meant to be open and accessible to the people of san jose. the mayor told us 25% of the housing would be affordable and rent restricted. a lot of other details still have to be worked out, including a community benefits package and also a downtown sea that could generate fund for be construction. that is coming down the road. we posted the story on

here in mountain view. it's going to start in the phoenix metro area starting this morning. you might have seen the autonomous minivans driving around the mountain view area during test runs the past several years. the driverless vehicles, they use sensors and software to navigate the roads and avoid obstacles like other vehicles and pedestrians. in this video handed out by waymo, you can see how the new service will work in arizona. users will call for a waymo, using an app. very much like uber or lyft. agree to the price. whammo, there's your waymo, in theory. the service is only available to just over 400 people. those who have been part of the early rider program since april of last year. the company also says that there will be a driver in the car at first as this program rolls out. they're just doing that to supervise the vehicles. waymo says its autonomous cars which have been in testing in the real world since 2014 have driven 10 million miles on

roads, 7 billion miles in simulations. still, when nbc bay area spoke to people recently, a number of people were uncertain, even about the new driverless technology. waymo 1 plans to expand its service. not clear when it will come to the bay area. reporting live in mountain view, bob redell, "today in the bay." >> he'll be waiting for it, bob. >> yes, we will fl. let's check the forecast right now. hopefully people not waiting out there because of the rain. >> it's here and it's trickling out of the area. but still bringing with it plenty of moisture. we're going to keep the rain and the showers through the end of the mid-morning and then into the early evening it will start to clear out. here's a quick look at the microclimate highs. temperatures will be in the 50s. 53 degrees for livermore. 56 for concord. 54 through napa. the coast, low to mid-50s. as far as the bay area skies, we'll keep that scattered rain

nasdaq much worse off when you look at it from percentages. now, these ups and downs are largely artificial driven by president trump's insistence earlier this week that he had made a deal with china when he really hadn't. nothing on paper anyway. the two countries didn't even agree on what they agreed on. so a rally on monday turned into a selloff, especially after a series of tweets from trump including this one that starts, i am a tariff man. it goes on to say we are right now taking in billions of tariffs. make america rich again. what he's not telling you or possibly doesn't understand himself is i don't know why he bragged about this. when america collects billions in tariffs, we're collecting them from the receiver. when we put tariffs on foreign goods, those tariffs are collected from americans. the billions that he's talking about right now are paid by americans. not by chinese. >> the new trade cease-fire, in

the case with kim jong-un, they walked away with entirely different understandings and that was on paper. the trade deal is not the only thing bothering wall street. we're seeing a flattening between the interest on short-term and long-term bonds. we talked about this yesterday. it could be worse. but it's enough to put traders on edge. as the flattening of the yield curve is usually a associated with an upcoming recession. now, it takes a while and not everything is a sign of an upcoming recession. the fact that we're this many years into a 7 to 9-year cycle. we'll continue to watch this. >> the tariffs, that gets passed on to the consumer. >> absolutely. when a chinese product comes into america, you're paying the tariff. >> they pay a tariff, though and then it's handed down to us. >> when a ship comes into los angeles, somebody in los angeles is paying that tariff.

not in beijing. >> a lot of bay area companies as well. thanks a lot. a follow-up this morning. styrofoam -- >> no more styrofoam there. going the way of the plastic bags. supervisors unanimously approved a styrofoam ban for all unincorporated areas, most cities have similar bans. merchants have a six-month grace period to get rid of their existing supplies. find a way to take home that food. >> waking up to wet roads out there. >> yeah. but the rain is start to go diminish. the scattered showers getting lighter and lighter. we're still, of course, tracking those 50s in the forecast. so, so far right now, you can see mobile doppler radar, not as active as it was at 4:30. still seeing a couple of showers moving through petaluma. the fairfield area as well. in through concord right now. we saw this line of showers push

through san francisco. that's that rain that you were seeing on the bay bridge when mike was showing the cameras. it might push more in towards oakland and hayward. oakla oakland, get ready for that. santa cruz getting some showers. driving through highway 17. that's a tough commute especially when it's raining. slow it down out there. we know it gets pretty dark and foggy. we're not seeing a lot of fog this morning. san jose's temperature trend, even though not a lot on the radar in the south bay, we'll keep the possibility of on and off showers. a lot of moisture off to the coast. that's going to bring in the chance for that. by 10:00 a.m., you'll notice we'll keep the cloudy skies. we'll get breaks in the sunshine. the skies will clear and then it will seem like it dries out into the evening hours. as for concord as well, we're ex pecksi pekting to see the cloudy skies. higher totals expected for the santa cruz mountains. not a huge rainmaker out of this

system. the hour by hour wind speeds, i want to showcase that. it's still gust any santa rosa. if i take you through the afternoon, you notice it's going to be pretty breezy to windy. it will die down into the evening hours. through the early morning and the mid afternoon, pecks ekt 15 to 20 mile per hour winds. drying out. tomorrow and friday, we'll catch a break on saturday. on sunday, into the evening hours, another system that swoops in and not only is it going to bring more rain, it's going to drop our temperatures down as well. that rain is expected to carry over into monday. monday is probably going to be our heaviest rain and the heaviest commute. about 55 degrees. into tuesday, we see the system clear out. so far right now, we officially welcome the rainy season without a doubt. how are the roads, mike? >> sometimes wet in patches. your radar shows more activity. vianey says watch out oakland. all the water is crossing over to 880.

right now the roadways look smooth. in fact, as we pull out the radar, that blob coming towards oakland. the south bay was hit early. santa clara doing just fine. north 101 shows that build just a bit. gradual build at 6:20 in the morning. we have slowing for the upper east shore into san pap lblo. looks like the vehicles made it out of the roadway without major issues or slowing. contra costa county has wet roads or slower conditions. let's show you how we're timing out. as you get out of antioch towards lafayette, and the walnut creek interchange, we have an hour and seven minutes. i can save you -- not i. our partners at waze is save you time. they can cut you through and past highway 4 and 680. they'll help you out whenever, wherever you're driving. back to you. >> thanks, mike.

in the morning. there was a physical confrontation with a man and officers used lethal force. we don't know yet if the suspect was armed. we have a crew headed to the scene to bring you more information as soon as we get it. more breaking news this time in fremont. >> there's been a deadly shoot and right now pete tur at owes has the details. -- surraatos has the details. pete? >> reporter: good morning to you, marcus. the coroner's van arrived in the past ten minutes or so here on chaucer drive off of paseo pablo drive. fremont police, suvs still on the scene. now the information is still very limited at this point. we can report that this was a double shooting in this residential neighborhood of fremont. we know that one person is dead and they're treating this as a homicide scene. i want to show you video from earlier this morning. i want to show you at 12:00 a.m. is what we're told. the rain was coming down.

you see there's a car on the front lawn. we know this is connected to the shooting. how it is connected, we're not quite sure yet. we're hoping to get more information on it. you see there's a tarp on top of that car. so at this moment, we don't know the cause of the shooting or if they have a suspect in custody. guys back out here live to the scene of a double shooting. we can report, though, that this is a third homicide in fremont this year. we're hoping to get an update from police at some point this morning. we're live here in fremont, pete suratos for "today in the bay." >> pete, thanks for that update there. at 6:33, there's a small sense of relief for butte county wildfire victims. that's because the massive list of people unaccounted for has been reduced to a handful of names. when it comes to the deaths, there have been 85 confirmed from last month's firestorm. you probably remember in the days after the fire, the number of people missing at times rose above 1,000. but authorities say as of

yesterday, just 11 names are now left on that list. also new details, santa clara county appears to be one step closer to saying bon voyage to its -- one of its commuter airports there. supervisors yesterday agreed to refuse new federal funding for reed hill view airport there. that would have required keeping the airport open for at least another 20 years. as it stands, the airport is currently locked in to operate for the next 12 years when its current federal grants expire. the county will explore alternative uses for that land and upgrade facility at the commuter airport in san martin. it's 6:34 right now. new this morning, b.a.r.t. launching a new smartphone app to help riders catch their flights. you can purchase tickets in advance. the app will help you calculate the fares based on the length of your trip. if you buy the tickets on the app, you'll be discounted 25%.

live pictures of the capitol now where the motorcade will leave with that casket that has been there for two days now. people, even this morning, within the last hour are still filing by to pay their respects. now the focus will come here to the national cathedral. inside the cathedral we're seeing people start to gather. those people will soon include members of the bush family, four living former presidents and president trump and mrs. trump. a part of the ceremony. he's not speaking. but former president george w. bush is going to be speaking about his father as well. president trump did tweet this morning that he was looking forward to spending time with the bush family. of course, he did that yesterday as well in a private meeting with the bushes. but he tweeted this morning that he's looking forward to spending time with them. on what's a very solemn occasion

you can see moisture off to the coast. again, another system is trickling in this weekend. let me go over the timeline. coast bay and inland for saturday, temperatures in the 50s and a couple of 60s on map for inland areas. it will be kind of a culmination of sun and clouds. so it won't be completely sunny in all spots but as the increase of cloud cover rolls in as we head towards sunday, this is when we get another system that rolls in. the system is looking to move in pretty late on sunday night. that's why it put evening rain through here. what the system is going to do, drop down some of the inland temperatures back into the 50s. we'll see an increase in temperatures in towards thursday and friday as we begin to warm up. then the temperatures will once again drop towards sunday night. that's just something that you have to plan for if you're going to be out late for sunday night. back to you. >> good to know. 6:39 right now. coming up next, local stories. including the fate of a proposed catholic high school in morgan hill. what may be decided. why the plan could have a prayer

toddler lost her life taken far too soon. a 3-year-old of brentwood died monday night. she was struck by a car. it happened in the parking lot at summersville town center mall near highway 4. the driver is said to be cooperating in the investigation. police do not believe drugs or alcohol played a role. new details for you on a story we've been following for months here. >> santa clara county agency will consider whether to construct a catholic high school. morgan hill, preserving open space. san jose's catholic diocese owns the land and wants to build the school. the city of morgan hill has been annexed -- had to be annexed in order to have the city services. now it's up to santa clara county there, local agency formation commission. >> we're offering a one to one mitigation for every acreage of

famously tight-lipped. we know that flynn has been a big help because of court documents released by the special prosecutor in which he says trump's former general has been fully cooperating with the investigation and should not have to go to prison. >> to remind you flynn was a general, an early trump supporter and became national security adviser and had secret contacts with the hush shans. some of them may have -- russians. some of them may have been on the order of trump's son, jared kushner. the point is flynn lied about the russian meetings to the fbi. flynn worked for president obama for a while. obama fired him in 2014. president obama warned president-elect trump not to hire michael flynn. months later, sally yates warned president trump flynn was lying about those russian contacts. we're also expecting to find out more about trump's former campaign manager, paul manafort in jail but awaiting sentencing. the special counsel says

manafort lied to them as well even after agreeing to cooperate. we don't know what about but according to them he lied. vladimir putin just said that russia would withdraw from a key nuclear arms treaty if america withdrew from it. it covers a class of nuclear weapons. there's a lot of finger pointing here. our secretary of state says we're going to withdraw unless russia lives up to its promises. >> in light of these facts, the united states declared it found russia in material breach of the treaty and will suspend our obligations as a remedy effective in 60 days unless russia returns to full and verifiable compliance. >> what's going on? it's america's opinion that russia violated the int treaty. that's why we want out. russia has been stationing missiles in europe for quite some time now that are capable of carrying nuclear warheads. we'll continue to follow this. we'll obviously be covering the funeral of george h.w. bush as well.

we'll be doing that on television and we'll be following along on twitter as well. >> thanks, scott. right now, a look ahead at the traffic and weather. the rain is kind of moving out of the area? >> trickling down. radar less active. we've had plenty of moisture that moved in overnight. some has a decent amount of heavier pockets. right now, though, our radar is picking up slowing and clearing in terms of the rain. a live look in san francisco. you can see we've got some areas we're still seeing sheen on the roads, including in downtown san jose. that's because we're getting the occasional pockets of rain that drizzle down and it lingers and goes away. this is what satellite and radar is picking up right now. pockets moving through the peninsula. rain pushing through santa cruz as well. if i zoom this out and take this to our storm ranger. it's on top of san bruno mountain. it is picking up rain through fairfield as well. not as heavy through san jose. you can see we've taken a

breakthrough there. let's look at the hour by hour outlook. by 9:30, moisture will be pushing through san francisco as well as far northern areas. in through santa cruz and we'll get an occasional pocket of rain through 12:30. notice some areas of showers in through san jose. we've got moisture pushing up from the south. that's why we're keeping this period of on and off again rain at least through the afternoon. if you notice by 5:30, the a majority of the moisture trickles out completely and we get a lot of cloud cover that lingers. by thursday morning, by tomorrow, it will be moved out of area. what's going to be left behind is a much drier day for thursday and as we head in towards friday as well. as far as the temperatures go for inland areas, we're going to stick to the 50s through tomorrow. we warm up a little bit into friday and saturday. we keep the dry conditions for the first half of your weekend. but as we head in towards sunday, this is where another change is anticipated. that's because we're monitoring another system. this system right now, the timing seems to move in late

sunday into early monday morning. that's what we're going to keep an eye out for. it could be a decent rainmaker, especially for the north bay and coastal mountains. let's get a check of the roads with mike. >> vianey, that rain has the leftovers. the water on the roadway. we're looking at the radar. the scan vianey is talking about, that red laine showing yu sta storm ranger. moving through daly city as well. we'll watch for the continued wet roadways. but we pull that layer off and pull it in with the traffic syste systems. we're showing damp roadways where it's highlighted in green. south bay commute is just starting right now. no major problems. a slower drive across the bridge. i'm tracking this for haz-mat situations. not a lot of slowing. more slowing towards san pablo. still the crash on the shoulder.

"today in the bay." we begin with breaking news in napa and word of a deadly police shooting. you're looking at the first pictures into our newsroom from the scene. this is near lincoln. officers responded to some sort of domestic dispute about 2:00 in the morning. they say a man got into a confrontation with the officers, which then forced them to open fire. we don't know yet if that man was armed. breaking news in fremont where we're following developments in an overnight deadly double shooting. police say that one person was shot and killed. a second person is hurt. this is video from newton court and chaucer drive east of paseo padre parkway. details are limited. from the video, it appears the victim was shot inside the car. we have a crew there. we'll bring you more information as soon as we get it. now to coverage of today's state funeral for president george h.w. bush. only the 34th in the history of the nation's capitol to be buried. we'll take a look at the

national cathedral in washington, d.c. where dignitaries have been gathering for quite some time. the funeral starts at 8:00 this morning. we'll start our live coverage, nbc news live coverage. the funeral. at 4:45 in the afternoon, the president will be taken to texas where he will lie in repose there. they will have a private family funeral tomorrow in texas. a victory for google and its search to bring a massive new development to the south bay. here's pay live look in san jose just now. council members unanimously passed a deal. it paves the way for google's transit area. it may eventually bring 25,000 jobs. it was following hours of public testimony earlier in the day. >> they're promising jobs for a

bunch of people. that's not going to happen for minority. >> it's something that san jose has been wanting for decades. for google to choose a transit-rich area to build out and especially next to the downtown, it's going to be transformational. >> here's a map of the area. all the parcels set between santa clara and san carlos streets. google as scooped up another surrounding properties there in that area. 6:58 right now. new this morning, two people injured after a car slammed into a utility pole in the south bay. happened at 3:00 in the morning on capital expressway and snell in san jose. firefighters say both people in the car had serious injuries. no word on what may have caused the crash. we believe all lanes -- i would assume, they're reopened. it happened so early this morning. if you live in phoenix, arizona, you can use an app to order a self-driving car from waymo. the car is supposed to take you to your destination with

driverless technology. for now, an operator will be on hand just in case. we don't know when the service called waymo 1 will roll into the bay area. waymo is owned by google's parent company alphabet. another quick check of weather and traffic together. what about the forecast? >> expect to the see the scattered chance of showers through the early morning into the afternoon as well. temperatures in the upper 50s for san francisco and the inland area. we dry out for tomorrow and friday before another system moves in on sunday. all right. sounds good. what about that morning commute? >> it's calm. very good right now. wet roadways. be careful. they're starting to calm down as vianey talked about. the san mateo bridge, it's running smoothly. palo alto, you can see damp roadways and the clouds above. there may be issues around the bay but not a lot of traffic so far. >>let hope it stays smooth. that's what's happening "today in the bay." nbc news coverage for the
