"early today" starts right now. >> happy friday. i'm frances rivera. >> i'm phillip mena. california still recovering from those wildfires, and now hit with a powerful storm that triggered flash flooding and mudslides. the heavy rain turned some city streets into rivers. one southern california resident saying it is raining so hard, even the trash cans are trying to get out of town. >> a southwest plane landing during the downpour at a burbank airport slid off the runway coming to a grinding halt in an area designated to stop a run away aircraft. fortunately the 117 people on board made it through the rough landing without any injuries. so let's get right over to nbc meteorologist bill karins track it all from coast to coast. bill, good morning. >> good morning. millions of americans will deal with the storm the next few days. some people will deal with rain, some people deal with snow, some

will deal with ice and some will get all three. we'll start with the rainfall. developing in texas, when you get to the pink and red, that's up to 4 to 5 inches of rain. this is where we'll have a chance of moderate risk of flash flooding. isolated totals to 10 inches. moon jae-in t imagine the problems that could cause later today. the snow side of the storm, a little bit in areas of north texas tonight, a little in the ozarks north of little rock. guys, the region from north carolina to charlottesvillot ch mountains, california could be the bull's eye for the snow. >> looking at the map -- >> one focused spot. >> all right, bill, thank you. we have some major developments in the mueller investigations. we expected to, former fbi director james comey is slated to testify before the house judiciary committee. the closed door session will focus on the fbi's decision making leading up to election day 2016. comey agreed to testify in private after a brief legal battle in exchange, the committee will release a transcript within 24 hours with

comey, in turn, able to make all or part of it public. developments in the mueller probe as well. former trump campaign advisor george papadopoulos expected to be released from prison today. he served a two-week sentence after pleading guilty to lying in the russia investigation. court filings expected in the case of michael cohen and paul manafort. here to help us break it down is blayne alexander in washington. blayne, good morning. >> reporter: phillip, good morning to you. we are looking for three court filings today that should shed some light on what degree president trump's former associates have or have not been cooperating with special counsel robert mueller. so let's first talk about paul manafort. of course, he served as president trump's campaign chairman back during the 2016 campaign. now, this will be interesting because you will remember that it was only days ago that mueller's team wanted to yank the plea agreement they had with manafort because they say that he has been lying to

investigators. so we know that there will likely be some redacted areas in these documents coming out or blacked out areas. but we expect we could learn more about manafort's alleged behavior and why mueller's team wants to end that plea agreement. so let's also talk about michael cohen. we are expecting to see sentencing guidelines for him as well. he's the president's one-time confidant, former attorney, the man who once said he would take a bullet for president trump. well, he's signalling he has been cooperating with mueller. today in those filings we expect to find out to what extent. and the final thing, phillip, we do know president trump's attorneys have resumed communication with special counsel robert mueller's team after those written answers were submitted. phillip? >> quite a busy friday to look forward to. blayne, thank you. >> in just a few hours, president trump is expected to announce his nomination for our new ambassador to the united nations. multiple sources tell nbc news he will choose state department spokeswoman heather nauert. nauert has been at the state department since april of last year. her first government position.

before then, she was a news correspondent and anchor at -- on fox and friends. well, nauert has no diplomatic experience. a senior state department official called nauert a good choice on behalf of the american people. she would replace ambassador nikki haley who is resigning at the end of the year. >> it is a race to find five service members in the pacific ocean. this after two u.s. marine planes collided mid-air yesterday. at least one marine was killed. a second was rescued and is recovering at the hospital. a massive search and rescue operation is underway with the japanese coast guard, the u.s. military and submarine crews all scouring those waters for any survivors. nbc's sarah harman has the latest from london. sarah, good morning. >> reporter: phillip, good morning. it's been almost 40 hours since the crash happened. and even though we are all hoping for a miracle for these five missing marines, the chances of pulling survivors out of the water is growing slimmer

by the hour. i reached out to the marines and they told me this morning this is still very much a search and rescue mission. they didn't want to say whether they'd found either of the two planes, citing their ongoing investigation. and, guys, we still don't know a lot about what exactly happened. the marines say this crash occurred during a routine training exercise and involved a combat jet called an fa-18 hornet and refueling aircraft, the k c-130. it's the latest in a string of accidents involving the u.s. military in asia. last month there was another crash involving a hornet in the sea of japan. guys, it's always tragic when u.s. military personnel lose their lives, but especially when it's part of a training exercise. the mayor of iwakuni, the city in southern japan where the planes took off from and where the u.s. has a huge air base, is now calling on the u.s. military to suspend all flights until the cause of this deadly accident is determined. phillip, frances? >> everybody over here praying

for a miracle really. sarah, thank you. >> investors dropping in for another roller coaster day on wall street after thursday's wild ride. the dow plummeted nearly 800 points and then somehow clawed its way back nearly breaking even for the day. the index finishing about 80 points in the red. the nasdaq made it back into positive territory. nbc's tom costello takes a closer look at what's moving markets. tom, good morning. >> reporter: frances, good morning. all eyes this morning are on wall street's futures after that incredible action yesterday on wall street. one of the biggest rebounds in recent history, and now we're set for today. day two of wild volatility on wall street as trade tensions with china spooked investors. reaction to the arrest in canada of meng wanzhou, cfo of a telecom giant. the us in the midst of a trade war truce. >> more trade tensions with china and growing fears of a slowing u.s. economy.

>> reporter: at its worst, the dow jones industrials were down 784 points. then a stunning rebound. the market coming back 700 points to close down just 79. the whiplash weighing on americans' 401(k)s, pension funds and savings plan. >> if you look at it every day you're going to be really crazy. need a therapist and maybe some alcohol. >> i think we have to be careful going too far down the tariff road and going too much with tariffs. >> reporter: but market pros urge investors not to panic, insisting the u.s. economy remains strong. >> unless you're in it professionally as i am, trying to get in and out of the market is a fool's game. >> reporter: amid the volatility, a keen focus on a simmering trade dispute between the world's two biggest economies. this morning investors will be looking very closely at the most recent payroll data. as always, they are looking for that goldilocks economy, not too hot -- in other words, no sign of overheating and inflation --

not too cold, no signs of a slow down. finding that sweet spot is always the key. frances? >> all right, tom, thank you. >> one of the biggest market movers was arrested, the top of a chinese corporate executive. it happened in canada. the drama surrounding huawei meng sparked a sell off. janice, this has serious implications for the us and china when it comes to trade negotiations. >> reporter: good morning, phillip. certainly. the arrest of meng has struck a nerve here. the china daily or global times editorial, rather, was calling it a despicable move. they are saying it was just an attempt to thwart a competitor. china has labeled this a human rights violation. there are no details on the charges against meng. there is a publication ban and that came at her request. but this company huawei has long

been on the radar of u.s. investigators and they are reportedly looking into possible violations of sanctions against iran. now, meng will appear at a bail hearing in vancouver today. canadian prime minister justin trudeau said his government had no involvement in this. this was the police acting on a request from the united states. and it happened on december 1st, just as president trump and xi jinping were sitting down to that dinner at the g20. it's unclear how much each side knew about the arrest, but they didn't appear to let it interfere with their negotiations. however, this is coming at a critical juncture for relations between the u.s. and china, with less than 90 days to negotiate a trade deal. phillip? >> all right, janice. thank you so much. >> breaking overnight, kevin hart sending shock waves throughout hollywood. the comedian announced just hours ago he is stepping down as host of the 2019 oscars. that's less than two days after accepting the gig. the move came after an avalanche of controversy over some homophobic tweets he made about a decade ago.

lgbt groups like glad reached out to the academy upset over the tweets. now these tweets resurfaced just shortly after his announcement as host on tuesday. early thursday, harte released aid video on instagram saying he got a call from the academy asking him to apologize and refused to do so. but hours later on twitter, he changed his tune, tweeting this. i have made the choice to step down from hosting this year's oscars. this is because i do not want to be a distraction on a night that should be celebrated by so many amazing talented artists. i sin certificate searly apologize to the lgbtq community for my insensitive words from the past. the academy has yet to respond aefrmt meteorologist bill karins joins us with snow and ice. >> oklahoma city is looking like less snow possibly more ice, maybe a little snow on the tail of this for little rock. this is the bull's eye of the storm.
