live look outside in san francisco, as we start out with temperatures will in the mid-40s. look at the 30s there in the north bay, only 36 degrees in santa rosa, and 39 in livermore. the morning commute will be nice and chilly in antioch. we'll walk out the door to temperatures at 41 degrees. heading up to 51 at noon and a nice afternoon headed your way. we'll talk about our microclimates and your weekend plans, as well as the forecast coming up. mike, you're tracking the traffic flow. >> i am, but i'm tracking my clicker, because it looks very much like yours but we have separate ones and ient' catch yo -- won't catch your cold, i hope. getting into san francisco, a beautiful view from emeryville. you can see the streaming lights up or down the inline/decline. look at that. the flow across the bay is fine. the backup is at the bay bridge toll plaza, and that's about the only backup we're seeing on your morning commute. smooth, smooth flow, very top of the screen, catch that little bit of red, that slowing for west 37 around mayor island. one issue getting away from the

bay bridge, there was an earlier disabled vehicle at the 580/24 interchange, getting away from the maze and toward orinda and the caldecott tunnel. no problems and a smooth drive for the rest of the bay. >> thank you very much, mike. happening today, we expect new insight in the russia probe. blayne alexander has reaction from president trump overnight, a lot to say on twitter of course. blayne? >> yes, kris, good morning to you. reaction just within the past hour. president trump will likely be watching that as well and he has a lot to say about the russia investigation this morning. we're going to show you his tweets that he sent out, a now six-part tweet, the latest tweet

within the last 20 minutes. essentially sharply criticizing the russia investigation as well as mueller's team and special counsel robert mueller himself. that the president would criticize the russia investigation certainly nothing new, but what's changed over the past few days or so is the tone, the very specific and almost personal way that he goes after mueller and tries to undermine the credibility of the team and the investigation itself. those filings that we're expecting to look at, let's look at those briefly. paul manafort, we know he was the president's campaign chairman in 2016. in the recent days, mueller's team says they want to scrap a plea deal that they have with manafort because they say manafort was lying to investigators. we're expecting much of this will likely be redacted oare blacked out but we're hoping to get insight into ma in a fort's alleged behavior that led to the end of that plea deal. michael cohen, the president's long time fixer, his attorney,

the man who said he'd take a bullet for president trump. he made it very clear he is cooperating with special counsel robert mueller and we expect in this sentencing memo to learn more about what he has told mueller over the course of several hours worth of interviews. >> it's always so critical to have that information go public so people can decide for themselves whatever they believe. thank you very much, blayne. >> 6:04. also developing, president trump will nominate a former tv news anchor as u.n. ambassador later this morning. heather nauert, currently the spokeswoman for the state department, will be getting a big promotion. before joining the trump administration last year, she was an anchor for fox news. nauert has little experience in government or foreign policy. wreaking news at the white house, it appears john kelly's ten tour as chief of staff is on life support. multiple sources are telling nbc news that kelly will step down from his position in a matter of days, and there's apparently

already a list of candidates to replace him, that includes the current chief of staff, vice president mike pence, nick ayers. kelly's time as chief of staff has been marred by controversy and just last month, nbc was the first to report clashes with first lady melania trump. we'll continue to follow those details for you. also, developing right now, one-time san francisco giant is one of two baseball players who were killed in a car crash in venezuela. infielder jose castillo played for the giants back in 2008, and that was his last season in the majors. the other player who died is luis val buena, who played for the l.a. angels last season and played a total of 11 years in the big leagues. the two were playing in a venezuelan winter ball team at the time. authorities say their car struck a rock late last night and went off the road. new details about a hit-and-run crash in richmond that killed a 1-year-old. sylvia welch is facing dui and

manslaughter charges, and due in court this morning. court documents say she was also driving on a suspended or revoked license. the crash happened last month at cutting boulevard. the 1-year-old died at the hospital. just in to our newsroom, new video showing the aftermath of a fiery crash overnight. this happened this morning on southbound highway 17. this is near highway 9 connector and los gatos. we're told that that car veered off the road, hitting a pole own a tree. the driver got out of the car just before it caught fire. officers told our crew on the scene that that driver had been drinking and wasn't hurt. 6:06 right now. the there's a big fight brewing over who to replace the old vallco mall with. this morning, people against the new housing project this morning are celebrating a small victory. small ricket isvictory for opponents, there's quite a battle ahead. the group is better cupertino. they gathered roughly about 5,000 signatures in opposition to the vallco mall project which would bring in roughly about 3,000 homes, nearly 200 hotel rooms and plenty of office space to that valco mall site. supporters say it will help with the bay area housing shortage that we are seeing around the area but opponents believe it will cause traffic issues and stretch city resources in cupertino thin. the project may proceed anyways, thanks to a state law that would fast track housing construction. the vote could happen as soon as next year or they may hold off until the general election in 2020. reporting live, pete suratos for "today in the bay."

50-year low and wall street is reacting positively to the report, just about 16 minutes before the opening bell. all this comes after a stunning reversal in the markets yesterday. the dow had been down as much as 785 points on fears about a possible ramping up of the trade tensions between the u.s. and china. stocks stemmed those losses on reports indicating the fed may take the foot off the gas pedal when it comes to hiking interest rates. fiat chrysler reportedly plans to add a second plant in detroit in 2020 to build the jeep grand cherokee. the move could potentially add hundreds of jobs. news of the new jeep factory comes as general motors ceo mary barra was on capitol hill this week, meeting with lawmakers who were pretty angry at the company's decision to close five north american plants and cut up to 15,000 jobs due to a weak demand for passenger cars. social media news. facebook assessing a new feature to let merchants show off their wares in live videos. they can notify people who

trees. he says he has enough supply, but higher labor costs are driving up prices. >> i did notice they were more expensive this year. a new rehab program is working to help kids with video game addictions. >> your kids may be like millions of others, might be glued to their screens playing fortnite night after night. half my kids class is playing and they're not teenagers yet. 24% of parents say they're worried about a video game addiction. joe fryer takes us inside a rehab program. >> we can't avoid gaming. we've been compared a lot to detox programs for say alcohol. you can go to alcohol treatment and never touch it again your whole life. you could live that way.

>> some kids are playing upwards of four hours per day. you can watch the full interview coming up on the "today" show, right after "today in the bay." i want to hear what they say about pulling the plug, not going to rehab, just pulling the plug. >> a lot of parents say we used to go outside and play, have a good time. and the weather this weekend is going to be great for that. >> it's going to be nice. make sure you spend some time outside, especially today, sunshine tomorrow and the clouds move in. we're starting out with cool temperatures this morning, as you get ready to start out your friday. here is a look at our numbers around the bay area. we have some mid-30s. fairfield the coolest at 35 degrees. it's 39 in livermore, and in san francisco 46 degrees, as you head out. we're starting to see a little bit of light in the sky, as we take a look at this live shot from palo alto, and 101, where our temperatures will be at about 45 degrees. we'll go from 45 in the morning to 56, so the warmup will be very slow, and will only reach

into the upper 50s there. as we head down to the south bay, we're looking at a high in coupertino reaching 62 degrees. that's warmer than normal. 62 will also be the high in danville and peninsula. up to 60 in san mateo. san francisco up to 58 on the embarcadero and the north bay reaching 62 in santa rosa. so as you're styling your hair this morning, it's a muggy start, but we've overall had a good hair day as the humidity drops and looking at all clear conditions, as we check out radar, and our storm ranger, and then looking at the wider view, where there are some clouds that are starting to move in, and that will arrive by tomorrow. the rain won't get here until sunday evening. this won't be a strong system but it will bring us our next round of rain. into this afternoon, we're keeping it mostly clear and here we are at tomorrow afternoon at 5:00, and it's mostly cloudy out there, and going into sunday, staying cloudy, but the rain

approaching from the north and moving into the south by about 11:00 to 12:00, and this may make monday morning's commute wet and slick as you get ready to start out the new work week. temperatures for the weekend, low 60s inland. 60 degrees on sunday and next week mostly upper 50s for the highs, which is once again normal, and san francisco looking at some upper 50s over the next few days. heading over to mike, you've been tracking the roads. any issues out there now? >> you know what? trying to find something to report that is not a smooth drive and that's great news for folks who are driving. we don't have much problem or even any slowing. there's the tri valley, a little bit for the east bay, getting toward the san mateo bridge, slowing for west 92, that's typical as far as the pattern. for a friday this is looking light. north 280 there is it he brie reported, a disabled vehicle, not specific north 280. it hasn't been a concern because the last five minutes haven't shown slowing through the area for our sensors.

last check, 351 people signed the change.org petition. currently 25 cities across the state have a ban on leaf blowers due to their excessive noise. the petitioners say the devices are dangerous because they cause pollution. it's not clear if the walnut creek city council will take up the issue. >> 6:24 right now. a call to action from san jose state university students. a call to action from san jose state students, which is where university activists have set up camp to address student homelessness. this is video showing them setting up last night. a recent report found that more than 13% of san jose state students were homeless at some point over the past year, which is the highest rate for any university in the cal state system. organizers are asking to work with school leaders to try to come up with a workable solution. two consumer teams, one group helping in english and the other in spanish. >> consumer investigator chris chmura is looking at some of the money they helped recently get

christmas in the park. >> there are so many holiday festivities going on and it's going to be a nice and sunny day. here is a live look outside at emeryville as you get ready to head out the door. notice it will be chilly out there, and we are mostly seeing some 30s and 40s heading out the door. let's get out the door in martinez, as you head out for school, it's about 41 degrees, walking to school. 56 as the last school bell rings later today, and you're walking home, but we are looking at overall a very pleasant day before we track some rain. i'll have more on that coming up and mike, you're tracking a traffic break in oakland. >> a gap in the traffic, southbound side just retoerstor where you see traffic bunched up so much. temporary slowdown south past the coliseum. there was a disabled vehicle around high street. we have the backup at the bay bridge toll plaza because the metering lights are on. no problems getting through the area. contra costa county a little slowing headed south 680 through

walnut creek but that's about it for the area. b is we see slowing northbound 280, there's debris or a stall around saratoga. it's in the middle lanes. it's starting to recover. i think they conducted a traffic break to clear that as well. the rest of the bay, you are getting a break. we'll talk about the san mateo bridge coming up. back to you. >> thanks, mike. breaking news to tell you about in contra costa county. police investigation is under way after a person was found dead in a san pablo neighborhood. these are live pictures overhead from nbc bay area sky ranger, this is happening near mountainville metalvin elementary school there, and we're told the person was struck by a vehicle. the age of that victim has not been released. it's not clear yet if that driver of that vehicle is talking to police. we have a ground crew headed to san pablo to get more information for you. we'll bring that to you as soon as we get that as well as here

on "today in the bay" as well as on social media platforms. >> i don't like hearing when it's near an elementary school but thankfully way too early, i hope. either way, it's bad. government workers in the south bay area enjoying a perk a lot of us indulge with maybe going to i afancy hotel or restaurant. we're talking about valet parking. >> bob redell is outside santa clara government building. why are they able to do this? >> why? >> reporter: with two major construction projects about to start, traffic is about to get much worse. so last week, the county started offering free valet parking not only to its employees but to the public in anticipation of this extra traffic congestion. also to save people the 20 minutes or so it sometimes takes to find a parking spot.

according to "the mercury news" it will cost taxpayers $4.5 million over the next four years, which is cheaper than running a shuttle service or building a new parking lot. the valet service will use the county-owned garage across from the jail and a surface lot where the employees currently park. valet attendant will be much more efficient at parking cars, because of their experience. they can park them straighter, tighter, allowing more vehicles in the same amount of space. those construction projects i mentioned they begin in february. they will be including a new jail project, which is acrossed t -- across the street and demolition of the old city hall. reporting here live in san jose, bob redell, "today in the bay." comedian kevin hart is dropping out as the host of the academy awards there. this comes after hart comes under fire for homophobic tweets

may push back the much-needed retrofit for anderson reservoir near morgan hill. there was a time when the dam's $500 million seismic retrofit would have started by now, but at one point, work was supposed to begin in 2018. now, it then got pushed back to 2020. now, the gilroy dispatch reports work might not get under way until 2022. the reservoir is limited to 52% capacity. federal agents arrested a north bay man accused of a scheme targeting people with high student loan debt. debt. he was arrested by fbi agents at sfo as he tried to leave the country, brandon freyer. this is his web page, he's from sonoma county and the ceo of several loan companies. his companies collected advance fees from victims promising loan forgiveness assistance that was not as advertised. here he is now.

he then funneled some of the money to family members. oakland's first fridays return tonight. organizers promise the free community festival will be more secure. you'll probably remember a number of people were hurt in a shooting that took place several blocks away from that event in hours after it was over. that caused organizers to cancel the november event to try to find a way to make the the first fridays events safer. among those changes tonight, a local outreach group will work with police and security until 2:00 a.m. to help keep those streets secure. that's long after the festival is over. i got to confess right now, this triggers something, when people ask when is first fridays, i get really irritated, because it's the first friday, we're having it. >> the first one. >> we'll check the name again. we're checking toward the south, the south portion just south of the bay, this is san jose, where northbound 280 shows slowing. the debris not cleared from the chp report.

square, it will be a nice night, 56 degrees, mostly clear skies. make sure you're drinking your hot chocolate or bundled up. it will be a little bit on the couple side. tomorrow, we start out with clouds moving in and the clouds hiding the sun throughout the day with our highs reaching into the low 60s. the coastal areas will reach up to 59, and then by sunday, rain moves in late in the evening, but we will see mostly cloudy skies throughout the day, and highs near 60 for the inland valleys. tomorrow, santacon when all of the santas fall in and out of the pubs, and they are all over san francisco, starting though at union square park at noon and san francisco, for a good cause. it will be in the upper 50s in the middle of the afternoon, and then if you're planning to go out of town, maybe going to squaw valley, it's going to be a nice weekend for it. we have some fresh snow on the ground, and the roads should be clear. we are not going to see any snow falling throughout this weekend.

woman, former tv news anchor as u.n. ambassador later this morning. heather nauert, currently the spokeswoman for the state department, is getting that big promotion. before joining the trump administration last year, she was an anchor for fox news. nauert has little experience in government or foreign policy. 6:45, and new for you this morning, two cars crashed into a san jose apartment overnight. this hit different sides of the building. it happened just after 1:00 this morning on meridian avenue in the willow glen neighborhood. no two-people were hurt. man living in the side apartment building says that crash was so loud, it woke him up. >> officer are investigating this as a possible dui crash. a new withist that may undermine new development plans for vallco mall in cupertino.

owe p-- in a short term the new threat will not likely slow down construction in part because a new state law designed to fast track housing development means there's little local control. city leaders approved a plan to turn this site into thousands of homes, a hotel and office space. a surprising new report out this morning shows that c-sections, caesarian section births are on the rise worldwide according to a recent article in "the lancet." >> the rate tripled since 1990, and the u.s. is one of the leaders in that number. "today in the bay's" kira klapper is here with more. >> marcus and kris, good morning to you. the rate of c-section delivery increased from just 6% to 21% but here in the u.s., the number is at 32%. some women have no choice but to have a c-section for medical reason, but some opt for c-section because they fear the

pain of childbirth or want to plan their delivery. one doctor we spoke with says those women should look at the risks, urging that c-sections should only be used when labor endangers the life of the other or the baby. >> it's a major surgery, at risk of anesthesia, complications from the wound, so infection and infection of the lining of the uterus. >> that's the u.s. there is a new study out of france at the same time, in that another doctor mentions that surgical deliveries can also lead to delays in breast feeding and mother/baby bonding, as well as an increased risk of asthma and obesity for babies. so it's good to know the numbers there, but like we discussed, it's a personal choice every woman has to make, any family has to make, but about an hour ago, you were saying it's good to know the science and numbers so they can help you make a better informed decision. >> we were both born of c-sections. >> you were?

jose, if you're going out there for the afternoon. it's going to be a nice day with some sunshine, but also very cool, so grab a coat and long sleeves. we'll keep you comfortable the rest of the day. as we get out the door for school this morning, in the south bay, looking at our start at 44 degrees as you are walking to school and at recess, they need to put the jackets back on. it will be 56 degrees and watching reaching into the low 60s today with our high, reaching up to 62. 64 in morgan hill and 63 in napa, so a really nice day. looking at storm ranger, mobile doppler radar not showing any rain. by tomorrow, clouds move in. sunday the rain arrives. let's time it out, going hour by hour, we're at 5:00 today, and it's still clear across the bay area. but we will wake up to some clouds and see more clouds moving in, into the afternoon, but still, no rain, and then by sunday, we start to see the showers moving in from north to

south, starting out in the north bay, right around 11:00 to 12:00 and we wake up on monday morning to some rain that may linger throughout the day. so scattered showers between sunday and monday, and then after that, we're dry again, and also cool, with highs in the upper 50s. looking at mostly some upper 50s in san francisco as well, but your weekend plans are looking good, and dry. mike, you're tracking a crash on the san mateo bridge. >> everything was fine throughout the commute for the shows but then we had the crash reported westbound 92, for a period of time, as kris talked about, it looked like the picture was frozen, all traffic stopped. i see it moving better over the last five minutes. i've seen a number of tow trucks travel through the scene without flashing lights. chp has no more detail. they're clearing that crash from the report without giving us resolution toward what happened or what may have happened. i'm going to say that it may have been a false report, as you travel across the bridge, but because of that, the traffic was slow for at least a little bit,

jose students this morning, that's where university activists plan to set up a camp to address student homelessness. this is video showing them setting up last night. recent report found that more than 13% of san jose state students were homeless at some point over the past five years, for the past year, i should say. that's the highest rate for any university in cal state system. organizers are asking to work with the school leaders to try to come up with a workable solution. government workers in the south bay are enjoying a perk you normally see at fancy hotels or restaurants, free valet parking. last week they offered the county and public free valet parking to acleaveiate traffic and save people about 20 minutes at times to find a spot. with two major construction projects to start nearby, trsk ac is expected to get a lot worse.
