a li and good tuesday morning to you. december 18th. wow! december 18th. >> oh, stop it. i have so many things to do. you're stressing me out. >> christmas is a week away. live look outside in oakland. lot of people already on the road. going to get to that in just a bit. and thanks so much for starting your morning here with us on "today in the bay." i'm marcus washington. >> and i'm laura garcia. let's get a look at that forecast for today. clear skies at least. >> clear skies for now. we'll see a few more clouds moving in. there will be a chance of rain in the north bay today but looking at dublin, everything is looking great on 580 if you're getting ready to head out. there will be patches of fog there. over toward martinez, we'll be in the mid-40s, starting out today, and some low 60s by noon. it will be another nice afternoon, but i am tracking the rain possible for a far northern cities in the north bay. i'll talk more about that in just a few minutes. heading over to vianey, you've been tracking the commute and it

looks like everything still looks all green. >> it does. it's been a fairly calm morning throughout the bay area. in fact, look at this overall look at the bay area. green in our speed sensors means we don't have any delays, except if you're driving in from tracy along 205 into 580. then you're going to catch that typical morning slow there. but no traffic accidents reported in that area. quick look at your east bay drive times, westbound 580 from 238 to the bay bridge you're looking at about 15 minutes. northbound 80 from 238 to the bay bridge about 13 piminutes. traffic is building on the bay bridge, so time to head out now. i'll send it back to you. >> thank you very much. breaking news this tuesday morning, police looking for a driver of a corvette that led officers on a chase. it ended in a crash, shutting down lanes of 101 for a bit. >> "today in the bay's" bob redell is in san jose. what can you tell us about all of this? >> reporter: marcus and laura, that crash happened here behind me southbound 101 past holiday

road, which we're standing on right now and ended with a collusion. remarkably no one was hurt. this is where the chase started a little before 3:00 this morning. chp, they found a driver of a red corvette that was speeding and swerving northbound 280. they tried to pull this person over. they refused. they led the chp officer on a chase down southbound 101. they didn't get very far. when they got to tully road, they had this collision here and as you can see in this video with the driver of a white pickup truck that unfortunately became involved in this. when t collided. the driver of the red corvette took off on foot. chp did try to find this person, but no luck so far, and as we mentioned, no one was hurt. the driver of the white pickup truck, even though their truck had to be towed away, they are physically okay, and again, chp still trying to find the driver of this red corvette that refused to pull over, because they were driving erratically, i

go's is the best way to put it, and of course, leading chp officers on this chase. by the way, 101 southbound at tully was shut down around 3:30 this morning. as you can see, you had a reverse commute, where you see the brake lights are going with the speed of, the flow of traffic right now. reporting live in san jose, bob redell "today in the bay." >> thank you, bob. happening today, michael flynn faces a sentencing hearing. theormer national fbi about his communications with russia. >> "today in the bay's" tracie potts is live on capitol hill with more on how much time behind bars he could face. tracie? >> maybe none, marcus and laura, because the government says he's been so helpful, he's been cooperating with the russia investigation, providing what they call a substantial amount of information that they're recommending no jail time for general flynn, after he lied to the fbi about what he discussed with the russian ambassador. this is a meeting that happened

during the trump transition in those weeks before the inauguration, when flynn was working with the campaign, with the transition, sat down with the russian ambassador, and first told the fbi that they did not talk about sanctions, that the u.s. had just placed on russia. turns out, he later admitted he did, and lying to the vice president about that is what got him fired, but lying to the fbi is what got him in federal court today, facing sentencing, but again, the government says since then, he's been extremely helpful, providing information in this russia investigation. so they are recommending that the federal judge go light on him. that hearing getting started in about three hours. >> tracie, what about the president, what's he saying about flynn's sentencing itself? >> he just tweeted about an hour and a half saying good luck to general flynn. he goes on to say that it will be interesting to see what he has to say, that there's been a

lot of pressure on him about russian collusion, and that there's no collusion, as we've heard the president say repeatedly. keep in mind, general flynn was not only part of the trump administration, but he was part of the transition team, and part, he was an adviser to the president during the campaign, someone who was on the inside, someone who was said at the time to be in the inner circle close to president trump, someone who would know whether or not there was any collusion going on with russia. >> very interesting to see how it all comes out. thank you, tracie potts, from washington there. back here in the bay area, the battle is widespread among thousands of victims from last year's north bay firestorms. allegations by homeowners that the insurance company left them vastly uninsured. lawsuit found in its own study 97% of affected homeowners were underinsured. since the fire 14 months ago, legal claims against several insurers have been set in motion. attorneys for one set of policyholders plan to announce

their lawsuit later this morning in rose. in general, attorneys say insurers are preventing fire victims from starting to rebuild their lives. many are calling it a sliver of hope here, in the battle to solve california's homeless crisis. the latest federal count finds california's homeless population fell slightly over the past year, just under 130,000. that drop of about 1500 from the previous year, and also marks the largest d wis anywhere in the u.s. nationally, the numbers of homeless stayed about the same. and happening today, the san jose city council may take a big gamble on two tiny home communities as part of the city's plan to house the homeless. "today in the bay's" kris sanchez is live in one of those proposed sites. kris? >> reporter: hi there, marcus. we're here across from san jose flea market on maybury road and one of the vta lots is a staging area right now. it could be the home of one of

those tiny home communities going forth, after the city council vote today. now, the city's been working on a five-year a bridge to get people off the streets while they await permanent housing. the city is poised to spend $2.1 million on each of two sites, which will have 40 emergency sleeping cabins built by habitat for humanity. these are not sheds. these are actual little cabins. i mentioned this site on mayberry road. the other is a caltrans construction site at the intersection of highways 101 and 680 near san philippe avenue. these are intended to get homeowners transition into more permanent housing. the city has to change the ordinance related to housing and declare an emergency with regar. that will be discussed today. there are a lot of questions that folks have in relation to this topic. i'm going to tweet out a link to

some tha you could read up ahead of the vote today. in san jose, kris sanchez, "today in the bay." >> thanks for the latest, kris. it is 5:08 right now. developing overnight, a man is robbed at an atm in concord and the suspect is still on the run. it happened last night outside the wells fargo in the oak grove plaza shopping center, just before 8:00. police say the suspect had a gun, and pistol-whipped the victim. he got away with the deposit bag which contained an unknown amount of cash. sonoma county leaders reportedly meet behind closed doors to discuss a lawsuit surrounding what was once a high-profile deputy shooting. in 2013 andy lopez was shot. they determined he was holding a replica bb gun. deputies thought it was real. the u.s. supreme court recently allowed the suit to proceed. according to "the press democrat" it is possible supervisors are debating a settlement, but no one is tipping their hand. 08

big waves are still putting on quite the show. you can see from nbc bay area sky ranger, at the best show seen from a safe distance here. some people checking out those waves from the parking lot at nick's restaurant in rockaway beach, this was last night, when they got soaked. others ran for cover just in time. >> i saw it coming. i knew to run. >> people from all over the area are coming to pacifica or half moon bay to watch all the surfing or whatever, the waves, and it's just crazy. >> luckily, no one was inside the lighthouse hotel banquet room yesterday when those waves crashed through the window there. that room is yellow tagged and that walkway around there is roped off, as you could see right there, that tape. waves also ripped off part of the hotel's facade. >> the waves are dangerous and will continue today. as we take a live looinan jose, here. seeing a few clouds moving by and looking at christmas in the park, the beautiful tree lit up right there downtown.

well, the new cashier-less amazon store opening up in the bay area. a pair of senate reports points the finger at silicon valley, saying it dragged its feet in the russia investigation. plus ahead at 5:25 this morning, the major dam seismologists are connecting to a set of small earthquakes in northern california.

head out on the roads right now, looking at 101 in san jose. heading over toward santa clara, it will be in the mid-40s. cool start, but a beautiful afternoon on the way, with sunshine. we'll get a look a microclimates coming up in less than five minutes. and a live look right now at the san mateo bridge. we've managed to go all morning with pretty good conditions out on the roads. i'll have the exclusive look at what your drive times are looking like, throughout the tri valley, where we are seeing some slowing, coming up. and a very happy tuesday to aveour h io find much good news. the markets on their way to the worst yearly performance since the housing crisis. the s&p 500, really the best measure of the markets, on its worst month since the great depression. the other enormous silicon valley story is the pair of reports just released by congress that dive more deeply into how the russians use facebook, twitter and other services during the presidential

campaign. ira, by the way, is international research agency, the russian propaganda outfit funded by the kremlin. the senate intelligence committee asked for the reports written by researchers at oxford and columbia universitys, and released them to the public last night. it's hard to say we learned a lot new, but it's yet more strong proof that messages like these came from russians. some urged people not to vote. many urged them to vote for trump, and others further exacerbated the cultural divides, particularly racial divides. among the takeaways, russians not only sent out just pro-trump or anti-clinton messages, there was a concerted effort to get him elected and once elected, a surge of anti-mueller ads and posts trying to end that investigation. instagram played a much bigger role than we first realized, and there was a big effort on facebook to keep african-americans from voting.

the ncaacp calling for a week-long boycott of facebook for its role in all of this. researchers say silicon valley companies dragged their feet, not helping the senate investigators, not helping the report's authors commissioned by the senate. the report particularly points out google's youtube as especially unhelpful. we of course saw a silicon valley executives questioned on the hill, and they certainly acted as if they were ready to help, but that help was less than forthcoming, according to these reports. incomplete data, disorganized data, sometimes no data at all. this leaves us with one of three possible logical conclusions. silicon valley didn't take the senate seriously is one. they took them seriously but were incompetent is another, or they had something to hide. it's got to be one of those three. >> right. right. >> so there you go. >> we'll be watching and waiting. thanks, scott. 5:16 for you right now. happening today, another amazon go store is opening in the bay

area. it will be on post street in san francisco. instead of standing in the lines and paying a cashier, through the store after they've scanned, after you have scanned that amazon at the front of the store. another go store opened in october on california and battery in san francisco. if you are shopping online, amazon's holiday free shipping promotion is ending today. the company says orders will arrive in time for christmas. it's been a perk previously reserved just for amazon prime members. new this morning, one north carolina woman's christmas spirit moves her to decorate her home with more than 100 christmas trees. jamie and her husband rob start decorating every year on october 1st. every room in her house has a different theme, from in a activity scenes to charlie brown christmas. she's got it all. now, where she packs it and stores it, who knows? >> that was my next question. how long did it take to take all of that down?

into parts of the north bay, but it looks like it stays farther to the north, and most of us will only just see a few clouds moving in, so it is a muggy morning as you're styling we ii hair, a good day for a ponytail or expected to stay frizzy. humidity at 93% and our highs today headed up to 58 in oakland and in san francisco, as well as santa rosa. half moon bay 58 degrees and some low 60s for parts of the south bay. i want to track that rain for you, going hour by hour into the afternoon. we see the spotty rain moving through that could move into santa rosa, and then for the north bay, we're seeing some more rounds of rain moving into ukiah. so if you go north of santa rosa, that's where our highest rain chances will be, and it still continues into tonight. they could get some decent rainfall totals. most of those areas are looking at the potential of getting about a tenth of an inch of rain, but once again, the rest of the bay area stays try toddr with this ral o looks to move i

north bay, and then more widespread chance of some showers moving in on sunday into monday. yes, christmas eve is looking wet, and i no he a lknow a lot are watching for the raiders game on christmas eve. it looks like at this point we'll be tracking some showers, but of course, i'll keep you up to date on all of that. headed over to vianey, you have a look at the commute and we've seen some patches of fog, but it doesn't look to affect the roads too much. >> chp did issue a bit of their own fog advisory. the chp issues fog advisories when they catch any areas of low visibility. i have noticed some, but as far as the traffic and the commute goes, no accidents at this time. we have a smooth commute. couple of fender benders in the east bay cleared out, just in time for that building traffic this morning, with the exception of tracy, if you're driving in from tracy, this is typical for the morning hours, so we're not seeing any accidents reported out of that area. i want to take you through your drive times.

oroville dam spillway .. to a welcome back, everyone. it's 5:24 right now. seismologists are reportedly linking gushi water from the oroville dam spillway to a small set of earthquakes. you'll recall the spillway became damaged during heavy storms nearly two years ago. thousands of people nearby had to be evacuated. "the chronicle" reports two tremors days after the spillway failed happened from the deluge of water leaking from the spillway. each tremor had a magnitude of about 1.0. remember the plan to clean

up the garbage patch in the pacific ocean? over the summer, an ocean cleanup team launched a mission to collect tons of plastic debris floating between california and hawaii. in recent weeks the cleanup effort hit a snag, because the device so far is not working as expected. the group's leaders say they are working on a fix there. their goal is to have most of the patch eliminated in 20 or so years. more political leaders are putting pressure on the north bay school district to change its name. opponents are organizing a petition drive to rename the dixie school district in north san rafael. they believe it has ties to the confederacy area racism and the congressman jared huffman, has now sent a letter to trustees reading in part "whatever revisitist nostalgia some may attach to these symbols, they

are rooted in racism and deeply offensive to some people." those who support the current name are asking the district not to cave to outside political pressure. maybe a new weekend activity for you and your family. palo alto leaders reportedly signed off on a new bike bridge that will cross highway 101 along the popular adobe creek trail. "the palo alto weekly" reports leaders yesterday signed off on that plan expected to go out next month and the bridge is expected to be completed b year 2020. this afternoon, the oakland raiders will be giving back. the team is hosting a holiday luncheon for veterans to show gratitude for their service. defense tackle jonathan hankins will help serve over 100 meals there. the raiders are teaming up with a group for today's event. the san jose earthquake star needs two more goals to become the goal scoring leader but he did something more important, he held a three-day camp to benefit

northbound 280. they refused to pull over. the reason why they're trying to pull over is because they were speeding and swerving. they led the officer on a chase down southbound 101. they didn't get very far. as you can see in this video, the red corvette collided with the driver of a white pickup truck. that pickup truck was damaged so much, they couldn't drive away. that's why they are having it towed away. remarkably, in spite of the fact there was a chase and a collision, no one was hurt. the driver of the red corvette did flee on foot according to chp. they tried to find this person, but so far, no luck, but again, the driver of the white pickup truck and the officers, they're okay. just want to know where is the driver of that red corvette. reporting live here in san jose, bob redell "today in the bay." one in ten buildings across california sits in the high risk fire zones, that adds up to more than a million strukz. the "l.a. times" crunched the numbers based on maps drawn by the cdf, and spotlighting the most vulnerable areas.

the new findings come in the wake of california's most destructive fire season on record. in paradise alone, 86 people died. there are still three people unaccounted for. and nurses concerned about santa clara county's takeover of two south bay hospitals are organizing a rally today. the county is taking over o'connor hospital in san jose and st. louise regional hospital in gilroy, that also includes the dupaul hospital. they were owned by variety health, until the county stepped in to save the facilities. today's supervisor's meeting. tasers are supposed to be they're rallying ahead of safer for suspects and law enforcement, but now three deaths are prompting the san mateo county board of supervisors to take a close look at the less lethal devices. sharon katsuda joins us live in redwood city to tell us how the board is responding. >> reporter: good morning, laura and marcus. i just spoke to the district

attorney headed into the office this morning, and he tells me that he is still waiting on the coroner's autopsy report, which should shed more light on the case. meantime today, the board of supervisors will decide whether to form a committee to investigate those cases. the latest case occurred last october, when deputies responded and used a taser on shenad shenadu okobi. a deputy stopped him walking in and out of traffic. the department says okobi assaulted the deputy which led to the taser use on okobi. the family said okobi was walking on theewre will discuss today whether to form a committee to investigate the cases involving deputies are trained with using these tasers and want to see how the tasers are used in cases responding to people with mental

illness. reporting live in redwood city, i'm sharon katsuda, "today in the bay." >> thanks so much, sharon. 5:36. also happening today, a proposal aimed at helping students go to college for free in san francisco is up for a vote. city board of supervisors is holding a special meeting to decide whether to add the city college fund to next november's ballot. voters would then decide whether to require the city to subsidize the cost of tuition at the city college of san francisco. the program is currently on a pilot program set to expire next year. now to a warning for parents and teens on the use of ecigarettes. the fda say teens addicting to vaping is becoming a problem. giant spike in the number of hing, it finds many may not realize they're almost certainly inhaling highly discussing the dangers of nicotine. the surgeon general is ecigarette use among teens. >> we have an epidemic rise in use of a potentially, or of a

definitely young people, why we're focusing so much attention on the issue. >> the fda will hold a public hearing in january on potential products to help teens kick their use of ecigarettes and other tobacco products. and recently, san francisco vaping company juul labs came under investigation by the massachusetts attorney general for targeting minors. the fda recently asked juul to provide any documents about its product, marketing and research into the health. the company said it is committed to preventing underage use of ming. he bay area'ssies airport. of course, behind sfo. sjc expects to ser previous record set before 9/11. it also tops oakland's airport annual passenger totals by half a million. sjc plans to recognize one lucky
