day an dereindeer had antlers. a bay area police officer who's supposed to be enforcing the law allegedly caught breaking the law. why this is not the first time he's been in hot water. a local college gearing up to cancel as much as a third of its classes. a new law that's causing the cutback. close but not out of the woods just yet. we'll take you live to washington as the government shutdown still looms. the overnight developments. and commuters are being met by a pocket of dense fog throughout the bay area. right now our crews are checking out all of those problem spots. "today in the bay" continues right now. thanks for joining us on this thursday morning as we kind of wipe the fog away from our eyes, even if we can't wipe it from the roadways. >> that fog is causing problems for commuters. let's get to the culprit of it, the weather there. meteorologist kari hall has been tracking it. is it going to stick around? >> it's going to stick around

for a another couple hours and then clear up around the bay area. as you head out, we're seeing some fog in areas that don't always see it. here's a look at dublin where we're seeing patches of fog. visibility getting worse there. san jose, 101, everyone is driving there just fine but you may hit a pocket of fog that makes it hard to see. visibility in san jose now at about three-quarters of a mile and worse as you head down towards south county and also in the tri-valley. we'll have more on this. heads up for the south bay fog. >> like you said, we don't always report the south bay fog. our photographer, ian, is heading south. there are the lights for downtown. you see the glow. anywhere south of 280 our road weather index registers that fog. we'll show you what we mean on our maps. that's the yellow we show right here. patches for 87 and 85. the rest of the bay moves smoothly. back to you. now to a story getting a lot of attention on social media this morning.

after this san francisco bank was robbed. a police officer who got away with thousands of dollars in cash. >> "today in the bay's" thom jensen is live in outer sunset. how did they catch this officer? >> reporter: good morning. it was crazy how they got him. even years before 44-year-old rain daugherty, that san francisco police officer walked into the east west bank here in the sunset district, they had their eyes on him because he was linked to a 2015 racist text scandal involving nine officers in the department. according to a criminal complaint filed just yesterday, daughterry displayed a note to a teller here at the bank demanding money in $50 and $100 bill denominations. then that internal affairs investigators were able to identify him, in part, because he was wearing a shirt and shoes identical to those he wore in their own surveillance of

daugherty over the past couple of years. he allegedly got away with more than $9,000 in this bank robbery. a bank teller also allegedly identified daugherty from a police lineup, according to a press release, released by sfpd last night. daugh daugherty, who was already on suspension because of that racist text scandal lost an appeal last month. now he's in jail for robbing this bank, allegedly. he'll appear in court tomorrow. in san francisco, thom jensen, "today in the bay." >> are that's for the update. now 6:03. a live look at capitol hill where the house is expected to vote on a short-term spending bill approved by the senate late yesterday. it keeps the government funded through february. what is missing is the $5 billion that president trump demanded for his border wall. "today in the bay's" tracie potts is live on capitol hill with what's next and how the president's responding.

>> reporter: and if the president will sign it. good morning, everyone. the compromise we expect to see in the house today they'll debate it, may even vote on it today, does avoid a shutdown tomorrow. midnight is the dead lynn. the big question is, will president trump sign off without that wall money? the senate controlled by republicans will not pay for donald trump's border wall. not now. >> the ayes do have it. the motion agreed to. >> reporter: instead they agreed to keep the government running through february 8th with now new money. >> we can make sure we don't end the year the way we began it, with another government shutdown. >> reporter: now it's up to the other side. the house is expected to get it on the president's desk before tomorrow's deadline, but with no wall money, will he sign it? >> my understanding is he has accepted the reality of that. >> reporter: the breakthrough came after president trump backed off his demand for $5 billion for the wall. >> this is not an immigration any longer. it's clearly a national security

issue. the president is right. >> reporter: but when congress comes back in january, democrats will be in charge of the house. they say this ends any chance of building that wall. >> they cannot do it on their own. and the house and senate will not approve awall from reprogrammed funds or anything else. it won't happen. >> reporter: president trump isn't giving up. tweeting, one way or another, we will win on the wall. tracie potts, nbc news, washington. the man charged with killing this young woman at a b.a.r.t. station is due back in court. this is john lee cowell. he's accused of stabbing 18-year-old nia wilson to death at the macarthur b.a.r.t. station last july. her sister was also stabbed but survived. he has not entered a plea and prosecutors recently said they're still trying to decide whether or not to seek the death penalty. today marks 50 years since

the start of a notorious criminal case that captivated the bay area. the search for the zodiac killer. on december 20, 1968 two teenagers on their first date were shot and killed. letters sent to bay area newspapers came later. police eventually tied at least seven victims to the zodiac killer. a group planned to visit the original crime scene, threats were made so they canceled the tour all together. new this morning, two tech companies are not responding to attorney's allegations laid out to the mercury news by a recently fired h 1b visa holder. they tell the mercury the man was from india and worked for an indian company with a u.s. subcy dairy. they say he was forced to make payments and pay his own salary and threatened to be deported for not complying. he worked as a contractor for several u.s. companies over three years before being fired in the spring and told to return to india. that suit claims he's now

suffering from mental anguish. the suit is also seeking compensation for financial losses. this afternoon dozens of people are planning to protest outside an i.c.e. detention center in morgan hill. the rapid response network is behind this rally and they say they're upset over i.c.e.'s attempts to deny migrants due process. they say migrants were forced to wait five hours in i.c.e. vehicles without access to counsel. also new this morning, it was just yesterday san francisco supervisors passed a measure to make city college free. but now we're hearing city college is gearing up to cancel classes. administrators say they may have to cut as many as a third of their classes in order to maintain their operating budget. they say the cuts will happen over the next seven years. right now we want to take a look out at some pictures live. this is sfo. a foggy morning there.

you know, today is expected to be a very busy day. in fact, it's predicted to be the worst travel day for the holiday season. and massive storms on the east coast aren't making this any easier for travelers. hundreds of flights are expected to be delayed or even canceled. experts say that if you have not booked your tickets yet, which i don't understand why, they say fly out on christmas day for the cheapest tickets out there. kari, we were talking about this earlier. sometimes you have a whole row to yourself when you fly out on a holiday day. >> looking at that picture at sfo, it will be a question of if you can fly out. now you can see tesla. you can see the fog in the distance there just over the horizon. we're also dealing with low visibility in san jose. that's 101. if you're headed out the door, it will be a bit chilly, heading up to 61 degrees today. around couupertino we'll see

temperatures in the low 50s. 60 degrees and partly cloudy by the middle of the day. after the fog clears out it will be a nice afternoon with comfortable air. as we head over to mike, you've been tracking the fog and how it looks for your drive. >> that's right, kari. with fog ranger out there, that's ethan in the van. we're looking at the fog. it doesn't look spectacular but he's traveling south on 87. you can see the opposite direction's traffic going northbound the commute direction and can't see anything else. no lights, no signs, no indication of where you are. that's why even if the fog doesn't directly affect the car in front of you, you still have to be careful of using those indicators because your context is gone in many places. we're looking at the rest of the tri-valley in the east bay. it's a light flow of traffic. dense fog floats around the maze. disabled vehicle clears at the toll plaza and we're still looking at a little build toward golden gate fields. coming up next on "today in the bay," your vacation on the high seas doesn't have to begin in southern california anymore. we'll show you why cruise ships

their shirt sleeves. altria group is the company that makes cigarettes, like marlboro, making a big investment in the e-cigarette company juul, making it worth about $38 billion and makes the two stanford students who invented it multibillionaires. the market will be watching washington today. the senate last night voted to pass a continuing resolution to keep the government open until february, averting the third shutdown of the year. the house still has to pass it and the president about an hour ago hinting he will not sign it. lost in the news on the senate vote on government funding is notice congressional vote. this is a bill passed by both the house and the senate that will fund american research in quantum computing. this is the lab at berkeley. one of my favorite stories about quantum computing is a reporter said to the prime minister of

oh. >> funny. we'll start out our morning here, a lot of people like us meeting that fog as they head out the door. >> it made me almost miss my turn driving in. and i've taken the same route every day. you can't see the signs in parts of the bay area, especially the south bay. some areas where we're not used to seeing fog. let's head over to dublin. visibility low there on 580 but everyone seems to be making it okay. hopefully you do the same. it's a little higher in san francisco, so at least the visibility is clearer there. as we go around the bay area, it's been kind of drifting by in patches. so, in san francisco, visibility is at 4 miles. 6 miles in napa. san carlos, zero. you can't see that far ahead of your headlights. as you check out the seven-day forecast at the bottom of the screen, you'll see we have changes on the way. as we take a look at oakland as well, visibility cut down to a tebt tenth of a mile. take it easy. as you're headed out to school

in pleasanton, it's in the mid-40s. later on today, once all this clears out, would elget the sun peeking out. styling your hair, forget about it. pull it back this a ponytail and go. it's going to get curly once it hits the fog and humidity and the misty continues out there this morning. temperatures heading into the upper 50s and low 60s. overall a nice day. we'll start to see some rain moving into the north bay with this system that's approaching moving in from the pacific. then there's another one right behind that. that will be moving in on sunday. let's time it out going hour by hour. we start to see some scattered showers moving in. much of it is across the north bay. look at the timeline. at about 8:30 to 9:30 this evening we see the rain moving through the north bay with some spotty light showers. if you have the nbc bay area app, you'll be able to track it as well and even get alerts as the rain approaches your location. as it moves into san francisco and the peninsula, just falls apart. i don't think we'll see much of that rain in the east bay or the

south bay. then we'll see everything clearing out by tomorrow. first day of winter tomorrow. it's going to be dry. also on saturday we're looking at dry conditions. and then that second storm system moves in on sunday. starts at about 6:00 on sunday evening for the north bay. the rest of the bay area sees it throughout the day off and on on christmas eve. of course, we'll be tracking the king tides. what is king tides? that's a gravitational pull of the moon that causes extra high and low tides. that can also mean coastal flooding for spots like ocean beach. some spots that normally get flooding with high tides. king tides will see it on saturday and sunday. then we'll see some unsettled weather off and on through early next week. mike, it's foggy driving through san jose. >> it is. let's see how exactly foggy it is on 87 where ethan is. he's flipped around northbound from 85. the southern end of highway 87

traveling north. you see those signs coming up where the freeway transitions. that's where we're seeing more slowing on the right side. the fog isn't so much a factor here. look at your map. it will be a factor in portions as you're coming up through the area. that road weather index showing that's what you're dealing with for san jose. that's unusual for that particular part. over here we know about fog patches through the tri-valley. we also know it's typically crowded but it's light right now for 680 and for 880. northbound 680 mission approaching the auto mall, there's a crash that may be blocking your fast lane. not too foggy in the area. use extra caution. that's unexpectedly slow in towards the knoll. dublin, the low clouds hovering around and the light traffic flow for westbound 580. those headlights are in your commute direction. this is your commute direction slowing towards that bank of fog on the san mateo bridge and the peninsula. back to you. >> thank you, mike. coming up next on "today in the bay," nbc bay area responds. >> buying a refurbished gift might not be as bad of an idea

mall parkway because of the crash in the center divide. everything else lighter than usual. highway 4, no problem through concord. would he see road weather index compresses it. you do see the fog on the peninsula just north of willow. back to you. ylondon's gatwick airport shut down as airport officials investigate reports of drones flying near the airfield. thousands of passengers being told to hold tight while investigators figure out who is flying the drones. police say they do not want to shoot down the drones because of the risk from stray bullets. authorities do not believe the incident is terror related. passengers, as you can imagine, they're frustrated. >> there was a drone and plane couldn't land. >> gatwick first closed for

those drone sightings while the investigation is under way. here in north america there was an incident last week into possible drones slamming into a 737 landsing in tijuana. a young mother granted a travel waiver. bob redell is live in oakland where the mother and child will be back together for what will surely be a painful reunion. >> reporter: it took several months to get this exemption from president trump's travel ban, but this young mother from yemen is finally here in the united states, here in oakland at ucsf children's hospital to see her terminally ill child. this was the scene at sfo as the mother arrived at the airport.

she chose not to speak but instead let her husband do the talking. >> this is a difficult time for our family. but we are blessed to be together. i ask you to respect our privacy as we go see our son again. >> a dying 2-year-old boy has suffered for the last two months without his mother by his side. for no apparent reason. >> reporter: her husband, ali hassan is a u.s. citizen from stockton. he's been trying to get his wife a u.s. visa since last year to be with their 2-year-old son, abdullah, who is at the children's hospital with a rare brain disorder with only days to live, according to doctors. his mother is a citizen of yemen, one of the countries banned in president trump's travel ban. a travel waiver was granted on

tuesday after much publicity worldwide. bob redell, "today in the bay." >> thank you. 6:34 right now. across from the -- crossing the golden gate bridge could soon cost you $10. all of this will be determined by the bridge district today when it meets to discuss toll hikes. necessity s they say an increase is needed to make an unexpected $75 million deficit. under the proposal fast track drivers would see the least increase. if approved, we could see the rate hike starting in july of next year. a follow-up to a deadly crash last week in san jose. this morning the chp is now saying a drunk driver caused it. we are now learning that that young man who died is 18-year-old fernandez from watsonville. family and friends started an online fund-raiser to cover his funeral costs. the chp says that he was pulled over on the side of that

shoulder of 101 when a drunk driver plowed into his car. the driver of the other car is in custody. 6:35 right now. concord police believe a home intruder bent on stealing another man's pot grow paid for that crime with his life. the shooting happened tuesday night in the backyard of a home on phoenix street north of clayton road. investigators say the homeowner awoke to the sound of his door bell ringing. then he heard someone kicking in the back door and breaking a window. that's when the homeowner fires. police did not arrest that homeowner. a story still being talked about across the west coast. a mysterious light across the sky last night. it had a lot of people questioning, what was it? >> a lot of folks thought maybe it was a rocket, maybe a strange cloud formation but now we have a scientific explanation. sign is scientists say this was a meteor. it was seen in the bay area and

the central valley. leaving behind an odd trail. >> initially after that meteor occurred it was a straight tail in the sky and then we had a wind pick up that created this looping effect. >> scientists say meet others travel into the earth's atmosphere at 45,000 miles an hour which was the bright light. >> meteorologists -- kari gets to talk about the sky and jeff talks about the meteor. this is earth. emeryville. east shore freeway. you barely see the brake lights headed to the berkeley curve. i put the camera at the building's corner so you can see it. there you see that road weather index indicating where the fog will be the thickest. you get to notice the traffic is not the thickest so that green stands out. green all over the bay. the worst slowing is highway 4

coming through concord out of pittsburg and bay point. we see patches of fog through the south bay. ethan, our photographer is our driver as well in fog ranger, traveling south on 87, the northbound commute coming through the fog at times into downtown. there you go. this morning we've been talking about it, that fog as it's still sticking around in the bay area. >> i think it will clear out for the weekend as we start to see a couple more weather systems moving in. that could also mean rain for you. saturday is looking dry. as we check out the forecast, we'll see a mix of sun and clouds. overall, a really nice day for going shopping, heading out of town, getting your family into town or getting your house ready for christmas. on sunday, that's when the showers return. we'll mostly see it moving in from north to south starting in the afternoon. and it will be in the mid-50s for those highs. if you want to go ice skating in union square and san francisco, on saturday it will be a nice day with those high temperatures reaching into the mid-50s.

cooling down to the low 50s. if you're going to the sierra, if you can get there saturday or sunday, you'll have some dry weather and most likely clearer road conditions. the snow starts to come down late sunday night and will continue through christmas eve. that will be a great place to spend the holidays if you can. if you're going up to lake shasta, friday and saturday it looking good. by sunday, most likely during the morning we'll start to see some of the rain moving in there. in the tri-valley, some showers on friday, going shopping on saturday is looking good. sunday, once again during the afternoon, it's going to start to rain again. that will continue through christmas eve. we will see some waves of rain coming in. today we could see some rain in the north bay. i'll have more on that and what to expect coming up in three minutes. >> thanks, kari. coming up next on "today in the bay," new this morning, a new video for you. a fire breaking out at a home in the east bay leaving a family homeless during the holidays. what the investigation is revealing and a look at the damage left behind. the president surprises

we'll see it staying with us through about 9:00. then after that, willow glen clears out. a mix of sun and clouds and not a bad afternoon. we'll get a look at what to expect on this last day of fall. that's coming up in less than five minutes. we timed it here well. our fog ranger ethan is driving south with all the headlights going north. from time to time you'll see a lot of glow and sometimes those headlights almost disappear. patchy dense fog traveling north. 6:43 right now. and a very tough start for the holidays for a bay area family. this is a new story this morning. an early morning fire ripped through this home in newark. officials say it started in the kitchen. it happened on beutke drive flew august schilling elementary school. firefighters battled that blaze around 2:30 this morning. we hear there are four people who live in that home. they're all okay. but their home is now a total loss. power is restored to

thousands of pg&e customers who were left in the dark after the camp fire in butte county. the utility says power lines are up and running again for about 10,000 residents in paradise and the surrounding area that lost electricity during the state's deadliest wildfire six weeks ago. pg&e told regulators a high voltage power line malfunctioned. the utility company is working to restore natural gas service to a lot of customers there. the threat of a teacher strike is looming in the second largest school district in the country. this is video of recent protests. the union representing 33,000 teachers in the los angeles unified school district have given a january 10th deadline to settle a long-running contract dispute. the school district has reportedly offered a 6% salary increase. if no deal is made, this could be the district's first strike in nearly 30 years. outgoing governor jerry brown predicts his successor will have spending problems.

he says gavin newsom may have a hard time keeping fellow democrats in check during his first year in office. now, he says that it will be difficult for newsom to balance pleasing same-party lawmakers and still be viable as a political leader. governor brown leaves in january after eight years in office. a go fund me account is helping president trump's border wall. it was set up four days ago and already has $3 million pledged. a purple heart recipient created this account. he says the goal is to raise more than $1 billion for the wall. so far more than 40,000 people have contributed. the senate has voted to keep the government open for now. >> with no money for that wall, though, scott. >> that's right. no money for the wall. really no solution other than stopping the government from shutting down for the third time this year. it was a continuing resolution passed last night. the house still has to approve

it. the president still has to sign it. and early this morning he tweeted he wouldn't sign anything. so, this countdown stays up. >> we have won against isis. we've beaten them and we have beaten them badly. we've taken back the land. now it's time for our troops to come back home. >> in the meantime, the president surprising everyone, including his own generals by announcing on twitter the u.s. withdrawing its troops from syria. he did it in that white house-produced video that you just saw. some of the president's closest allies, like lindsey graham, have been appalled by this. "the washington post" says the chairman of the joint chiefs of staff didn't even know it was going to happen. mr. trump is getting big pushback on this. now, as coincidence would have it, russian president putin held his press conference. it's a spectacle. he takes questions from regular

citizens. it goes on for hours. really fascinating. but here's the detail. in this press conference, mr. putin was quite positive about the withdrawal of american troops. donald's right, he said, russian troops, of course, are going to stay. this morning the president tweeted this, take a closer look at this. russia, iran, syria, many not happy about the u.s. leaving despite what the fake news says because now they'll have to fight isis and others who they hate without us. i'm building the most powerful military in the world. iffist hits us, they're doomed. there are all kinds of things in this statement. first of all, it's not fake news. we know russia's happy because putin just said he was. syria is happy because they're not on our side in the fight. and the idea that syria and iran and russia will be on their own fighting isis is weird since the president just told us isis had been defeated. obviously, lots going on in syria and less than 48 hours until a third government shutdown. we'll watch it on twitter.

call ahead. it's the busiest travel day of the year. trying to drive across the san mateo bridge, the sign says heavy fog on bridge, reduce speed. you need to do that, but i think with all the cars slowing, you can't go that fast anyway. the seven-day forecast is up at the bottom of the screen. we can see visibility at san carlo airport down to zero. all this measured in miles. san martin also some really dense fog. dense fog advisory for all these areas shaded in gray. that includes san jose, mountain view, up towards oakland where visibility down to about a quarter of a mile. so, as you make your way out the door, maybe going to the warm springs b.a.r.t. station in fremo fremont, we'll still see the fog through 8:00. then some cool temperatures into the upper 50s throughout the day as the sun breaks out. at least we can see here for now in downtown san jose. at times that fog just rolls in. it's best to just throw on a hat and go. with all this fog, the mist and

the drizzle, you won't be able to do anything with your hair. also a sweater to keep you warm. as we check out our high temperatures, though, for today, it will be a nice afternoon as we reach into the upper 50s. we're watching this storm system moving in. that will bring us some rain for parts of the north bay. it does continue to weaken. not all the bay area will see the rain. and then there's another one right behind that. we can see the clouds. that will move in on sunday. that's going to bring in some more measurable rain. as we time out the rain for you, santa rosa, we'll see that shortly after that evening commute. 6:30 for this evening. we'll start to see that rain moving in. as it moves just south of san francisco, it just kind of falls apart. once again, not all of us will see the rain. for the first day of winter tomorrow, it's looking pretty good. partly cloudy, dry on saturday as well. by sunday afternoon if you're planning to go shopping, maybe hitting some stores open 24 hours, there's going to be some rain coming down also on christmas eve. i'm watching that forecast for raiders fans.

in the bay-- welcome back. before you head out the door, here are the top stories here on "today in the bay." >> it may sound like a plot from a movie, but this is real. police officer there tied to a notorious department scandal is now accused of robbing a bank. officer rain daughterty is linked to a text scandal that came to light in 2015. last month he went into a city in the sunset district demanding money from the teller. they say he got away with $9,000. police cracked the case in part because they say he wore the same clothing they observed as he was in other surveillance they were looking at.

he's already on leave because of the texting scandal. he's now due in court tomorrow. in just a few hours the man charged with killing this young woman at a b.a.r.t. station is due back in court. john cowell is accused of stabbing nia at the b.a.r.t. station. cowell has not yet entered a plea in this case and prosecutors recently told us they haven't decided yet whether to seek the death penalty. 6:57 now. it was just yesterday san francisco supervisors passed a measure to make city college fry free but now we're hearing san francisco city college is gearing up to cut back on classes. administrators say they may need to cut as many as a third of classes to maintain their operating budget. they say the cuts will happen over the next seven years. the camp fire displaced many cats and dogs from their homes but now some are getting a new home. last night 11 cats and dogs arrived at san diego humane

society. the team spent sten ten days rescuing those pets and many were treated for burns and wounds. the newly arrived animals will undergo medical checks and then they will be put up for adoption. >> i want that guy. we're taking you now to some live pictures from sfo where it is expected to be a busy day. you can't even see anything in this shot here. now, it's actually predicted today will be the worst travel day of the holiday season. not because of the fog but massive storms on the east coast as well. hundreds of flights are expected to be delayed or canceled. experts say if you have not purchased your ticket just yet, which is a surprise there, fly out on christmas day for the cheapest ticket. you step outside the fog may be there to meet you, depending on where are you. maybe not in santa clara but definitely san francisco. looking at santana row and you can't see far. this is video taking earlier at san jose airport. that's a freeway shot as well.
