in the new year tomorrow night. a look at how san francisco will be celebrating. all looks calm out there but your plans are about to be affected by the weather. the news starts right now. thank you for joining us. we are on with a special edition of nbc bay area news because of sunday night football. it's windy out right now. when that clears, the temperatures are set to plunge. we hear what we can expect as we round out the year. >> we're tracking two things opinion first another wind advisory getting started at midnight. we'll see gusts on the higher hill tops getting close to 60 miles an hour. like the last episode of gusty north winds approaching sunrise tomorrow and the north bay or the east bay you'll see the wind speeds picking up. it's a bit different this time around is how cold the air that is involved that will be sweeping on in. this will have a big impact on new year's eve plans. we'll be seeing winds

approaching midnight and the hills of 20 to 30 miles an hour. you factor in the air temperatures at the time which will be in the upper 30s to upper 40s around the bay area and you get a wind chill index as we ring in the mu year which makes things feel more like the 20s and 30s. around parts of the bay area with the wind speeds are the strongest. we're tracking the wind and those cold temperatures and patchy frost. likely as we head toward the middle part of the week. we'll have a closer look at the forecast hour by hour. >> thank you. a great way to find out how cold it is, download our nbc bay area app. it's one swipe away from being in the know. this time tomorrow night a lot of people in the bay area will be out celebrating the new year. if history is our guide, tens of thousands will head to the popular fireworks show at midnight. we have details about the

preparations and the best way to get there and back home safely. also important, roz. >> reporter: it's very important. despite the weather and the temperatures this will likely still be a hot spot tomorrow night. the sidewalk and the streets packed. you might want to leave your car at home. i got to tell you we talked to a lot of people who super bowl they wi -- people who say they will be staying in. >> reporter: our survey is hardly scientific but here is what we found. a few folks planning a big night out on the town. >> sparkly, dinner, clubbing. going to bed at 12:01. >> reporter: others planning on taking this football. >> oregon versus michigan state. >> reporter: by far most folks told us they are planning a quiet night at home with family. >> thank god for the places that we got this year.

>> i'm less about the consumerism and more about the connectedness. >> reporter: this family from indiana will venture out to watch the fireworks display. they will have plenty of company. the fireworks bring out roughly 200,000 revelers. they will sit out on the bay near pier 14. signs are already up warning there's no parking along that stretch and the barricades will go up soon. here is a few suggestions on how to get around new year's eve. san francisco muni rail is offering free rides from 8:00 p.m. monday until 5:00 a.m. tuesday. caltrain will offer free rides after 8:00 p.m. on monday. the last train will leave san francisco after 2:00 a.m. certain bart trains will not stop at west oakland because of the expected crowds.

lastly aaa will provide free rides home and the tipsy tow service. we're told that the san francisco police department has a safety and security plan in place. the details of which they plan to release early tomorrow morning. i'm roz plater. police say a driver crashed a stolen car into a fire hydrant. you see it there. that was at the corner of turk and jones street. the droiver ran but was caught and arrested. a pedestrian was trapped under the car but only suffered mouin injuries. a follow up to that violent attack in police have arrested melton earl of oakland. the attack was caught on camera. the victim remains in the hospital with life threat ping

injuries. he's facing several felony charges including attempted murder, robbery and assault with a develop. kelly wads recently employed by glide memorial church as a 90-day temporary worker. tonight he's reacting to his arrest. a statement reads our thoughts and loving prayers are with the victim and his family. we wish that melton finds the help, hope and inner strength to cultivate the better nature we all have within us. an alarming wake up call for one family early this morning. neighbors heard small explosions and saw flames spreading from the homes gas plemeter. it starts a fire that spread to the gas meter and to the house. neighbors pounded on the door and every one got out safely but as you can see the fire nearly destroyed the home. firefighters say it was a difficult fire to control right away. >> gas meter is blowing the whole time and feeding the fire.

that's what took us a few minutes to get the gas meter shut off. >> there's heavy damage to the garage, roof and attic. nine people were in the home. every one is okay. their two cats also made it out. pg&e could face murder charges if it's found criminally liable for any of the state's recent wildfires. that's according to the court filings. the brief was filed friday from federal court. it comes after a judge ordered the utility giant to determine whether it played a role in the campfire in butte county. 88 people died as a result of that fire. two fema trailers set up for campfire victims were stolen from redding on friday. tonight police have made two arrests. investigators found two people with the help of police

helicopters. we're going to get back to that story in a moment. for the fourth year in a row either alabama or clemson will win the national championship in football. they will bring their rivalry to the bay area to decide this year's champ. the game will be played january 7th. nbc bay area gives us a preview of the big game and all the events leading up to it. >> reporter: this will be the third time alabama has taken on clemson in the title game. not only does that mean a great game here but also several days filled with fun for families. they're back. after clemson in the cotton bowl and alabama dominated the oklahoma sooners in the orange bowl, it's the title game number three between the crimson tide

gifts, stickers to decorate the billboard. we'll give you a shout out. show your support. >> reporter: most of the events begin this friday, january 4th. kick off is one week from tomorrow here at levi stadium. >> cold temperatures for those billboard campers. college football national championship will be decided a week from tomorrow, another bowl game will take place tomorrow. kickoff is scheduled for noon. a different countdown stretches on with the government closed for the nineth straight day. some are now warning if the blame game doesn't end, neither will the shutdown. at the white house we're hearing new talk of optimism on the part of the president, there's been no action. nbc white house correspondent reports. >> reporter: on shutdown, day nine, a new signal from the west

wing. >> the wall has become a metaphor for border security. >> reporter: trump ally and south carolina republican senator lindsey graham said he spent two hours strike that apologi strategizing with the president. >> i think he's receptive to making a deal if it achieves his goal of securing the border. >> reporter: he claims president trump is open minded to a compromise that would extend work permits and temporary legal status to qualified undocumented immigrants in exchange for billions to build border barriers that mr. trump calls a wall. today's private meeting comes as the president spent a fourth straight day with no public event. active on twitter. the president blasting democrats who left town and are not concerned about the safety and security of americans. >> what donald trump and the republicans want to do is waste $5 billion in taxpayer money on an ineffective boarder wall

before sunrise tomorrow in the east bay and san francisco looking very nice. clear skies. winds up to 24 miles an hour. currently 52 degrees and right now we're seeing 40s and 50s outside. lit it will be considerably cooler. actually carries all the way through new year's day around 10:00 a.m. we'll see the wind advisory for the higher hill tops. could see gusts of 60 miles an hour. for the morning, we have 30s s d 40s outside. afternoon tremperatures will be quite cold as well. a very chilly north wind throughout the day. that's going to keep temperatures down. look how quickly the numbers drop. bundle up. cooling quickly right after 5:00. as you're about to see parts of the bay area you'll see temperatures in the 30s and 40s with gusty winds. this is what the wind looks like

throughout the day. blustery all day long which takes us up to midnight. the feels like temperature on your skin in the east bay will be 20s and 30s. that's how it feels outside to ring in the new year. it's cold. as we go from midnight to new year's day morning, look at these numbers. patchy frost in the east bay valley. we have a wind advisory ongoing through tuesday morning. if we get enough wind temperatures may not drop quite as much. by wednesday morning we'll see another chilly morning as this dry pattern holds. a little less wind around wednesday and thursday. what's going to get some of the cold air to leave will be the return of some storm systems. look at that. seven day forecast. by the time we get to next weekend, may begin to see some changes. loos looks like the high could bring storms on the way back. we have the national championship game at levi

we look at many of the headlines that made stories in 2018. >> didn't expect that reaction but that's okay. >> reporter: it's been year of the unexpected. unpredictable and in some cases unbearable. winds. water and flames cut a devastating path across the country in 2018. mudslides and fires out west. dozens were killed in the deadliest wildfire in california history. >> extreme is not even the right adjective to use. it's an understatement. >> reporter: a volcanic explosion on hawaii's big island fueled rivers of lava that flowed for months. in missouri summer storm sank a duck boat. 17 tourists drowned in the accident. deadly hurricanes ripped across the southeast. >> this is something that we have not seen before.

>> reporter: florence stalling, flooding the carolinas. michael surging to category 4. the strongest hurricane to hit the panhandle. a storm of controversy continued to build in washington from president trump's meeting with north korean president and russian leader vladimir putin to trade battles with long standing u.s. allies. another ally, saudi arabia and the crown prince accused of ordering the murder of jamal khashoggi. president trump accused of turning a blind eye. the political fight at home was over congress. the democratic partygrabbing control of the house. more than 100 women, a record number, win congressional seats. along the border, strict immigration enforcement separated families under the white house before mounting pressure reversed the policy. there was an emotional showdown

over the supreme court justice, brett kavanaugh. the administration celebrated his confirmation and what the white house called other important wins including a restructured nafta trade deal. a strong market and economy and unemployment numbers reaching 50 year lows. washington did set aside a partisan bickering to say heartfelt and emotional good-bye to george h.w. bush. the world cheered the olympic spirit and competition in south korea but the biggest sports victory came far from the playing field. trapped in a cave for more than a week with flood waters rising, 12 players and the coach of a youth soccer team in thailand pulled to safety. kids were pulled into the streets of the nation's capitol and cities across the country mourning friends lost and demanding change. >> it's time for victims to be the change that we need to see. >> reporter: as gunfire, again,

ripped through schools across the country. 17 killed in parkland, florida. ten murdered at a high school in santa fe, texas. shots rang out on more than dtw dozen campuses and inside a synagogue from 11 worshippers were killed. 12 were gunned down during college night in thousands oaks, california and five people were shot and killed while working at a community newspaper in merchandise. >> we love them. >> reporter: a family refusing to be cast as victims. the metoo movement saw once beloved super star convict eed sexual assault. while an actress took on a new historic role. american meghan markle marrying prince harry. the couple announcing that the duchess is expecting. jay gray, nbc news.

including nights and weekends. so you can do more of what you love. my name is tito, and i'm a tech ops manager at comcast. we're working to make things simple, easy and awesome. officer shot and killed oscar grant. this happened at the fruitvale this week it will have been ten years since a bart police officer shot and killed oscar grant. this happened at the fruitvale station in 2009. some are asking what has changed. we have a look at how the community plans to honor grant's life and why they are calling for more police accountability. >> on tuesday, oscar grant's mother and the oscar grant foundation will hold a vigil at

the fruitvale bart station where he died. the station that are hoping will renamed grant station. on new year's day 2009, bart police pulled oscar grant off the train for fighting with another passenger. a short time later bart officer shot grant in the back killing him. 22-year-old grant was unarmed. he was charged with murder and testified he thought he grabbed his taser but used his gun. in 2010, a jury convicted the officer of involuntary manslaughter and he was sentenced to two years behind bars. with credit for time served he was released in about seven months. reverend moore, president of the naacp silicon valley says the shooting touched off a national conversation about racism and police violence. he says so much more needs to be done. >> we still must break the

policies of hero cop and come back to being guardians and protectors of community. not quick to shoot. >> reverend moore says he supports renaming the station grant station to remind people that a life was lost. others are also working to have a mural put up to honor grant's life. >> thank you. our other top story tonight, the weather. we're under a weather alert. we're tracking strong wind and temperatures are set to drop right before new year's eve celebrations. rob is following it all with wardrobe suggestions. >> big coats, winter coats, ski jackets. we have a wind advisory to start things off. that carries through tuesday. we'll be seeing the highest gusts confined to the hills.

all around the bay area tomorrow you'll notice the breezy conditions which will set the stage for a very chilly new year's eve. look at the wind speed. couple that with the air temperatures which will be of the upper 30s to upper 40s. you combine wind speed and temperature outside. you get this thing known as a wind chill index or a feels like temperature your skin as your beside t body tries to stay warm. feels like the upper 20s to mid-30s for most of the bay area as we ring in new year. it's unusual to see things this cold or having any kind of wind chill factor. that's in the forecast tomorrow. use some precaution. patchy frost becomes likely in the valleys for the next couple of mornings. we're tracking that and the return of rain in your seven-day forecast. i'll look at that in 15 minutes. the new year means a new chief of staff for president trump and john kelly leaves the

white house this week. he's opening up about what he did and did not do for the president over the past 18 months and why the best measure of his success doesn't come from the policies he's pushed but the ones he's prevented. here is jeff bennett. >> reporter: john kelly talking can didly about his rocky tenure as chief of staff. general kelly says president trump long promised southern border wall is not what he has portrayed. to be honest it's not a call general kelly admits. he blames former attorney general jeff sessions for the policy separating undocumented immigrants from their children. kelly said the move took him by surprise. it was one of the many controversies he weathered during his 17 months in the white house. something he called a bone crushing hard job. >> the last thing i wanted to do is walk away from one of the great honors of my life being the secretary of homeland security. i did something wrong and got

punished me, i guess. >> reporter: hired to instill order in a free willing west wing, he was dogged by constant rumors of his firing. >> i'm not quitting today. i just talked to the president, i don't think i'm being fired today. >> reporter: the retired marine general says while mr. trump often pressed the boundaries of his legal authority, the president never ordered him to do anything illegal. kelly argues his legacy is best measured by what the president did not do such as pulling u.s. forces out of south korea or withdrawing from nato. the white house didn't comment on the interview. when asked why he stayed on the job, kelly told the paper, military people don't walk away. a crucial police tip stopped an armed man on his way to a texas church today. it started around 7:00 a.m. police got a tip from the man wearing tactical clothing.

he had a loaded firearm and he was wearing a surgical mask. he said he was on his way to fulfill a prophesprophesy. >> whatever that guy was going through, i feel bad for him. i hope ghets the gets the help needs. >> police arrested the man for being a felon in possession of a firearm. a man is in jail after placing explosives in and around a catholic church in michigan. witnesses say he entered the ch church early this morning, broke a chair leg and used it to attack a church employee. police found multiple jumbo fire crackers inside and outside the building. police don't know his motive. another violent attack in san francisco's troubled tenderloin district. this all happened just after 11:00 this morning.

police say the victim survived but is in critical condition. the suspect fled the scene but officers caught up and made an arrest. a grieving family is asking for public help after losing a loved one in police shooting. a small group gathered in san jose to sell food and take donations to pay for jennifer vasquez funeral expenses. officers say she was driving a stolen car and fled from police after a traffic stop. she crashed into a fence. police say she tried to ram officers with her car which prompted them to open fire killing the 24-year-old. >> i want to go ahead and thank everybody who helped and donated to our family so we can actually get stuff done. >> a passenger suffered non-life threatening wounds. the officers involved in the

shooting are on paid administrative leave. a man and his dog were trapped in the mud in san francisco with no help in sight. they were stuck in a pit of thick mud that was above waist level. this is right next to sfo. firefighters had to use a small boat to save them. they were able to rescue the man and came back and tracked down the dog. it's unclear why the two were out there. two hotel employees are out of a job a week after kicking out an african-american guest. this happened last saturday at a double tree hotel in portland. the guest said he was in the hotel lobby talking to his mom when he was confronted by a security officer. the exchange went viral. the officer who is now being called hotel earl asked the man if he was a guest. after he said yes, the security guard asked another employee to call the police. the two employees were placed on leave and first but the double tree announced the men have been fired saying the actions of the

employees were inconsistent with our standards and values. california is taking action against offshore oil drilling in the new year. in 2019 a new state law will prohibit the state lands commission from approving or renewing leases from the construction of pipelines in docks that could be used to increase the production of oil and natural gas in federal waters. this is california's push back on the trump administration's decision to lift a ban on new oil drilling off the coast. some other notable new laws around the country in utah, lawmakers are implementing the strictest dui law in the u.s. in that state drivers will be considered legally drunk if their blood alcohol level is 050 or higher. a woman weighing 120 pounds would reach the about a little more than one 12 ounce beer. for a man, two beers would make

high temperatures in most places will only be in the mid-50s. the story for the hill top above 1,000 feet. the wind advisory at midnight through 10:00 a.m. tuesday. it will be an all day event tomorrow. throughout tomorrow night into the first half of new year's day. strongest wind gust on the higher hills of the north bay. morning temperatures, 30s and 40s. afternoon highs not feeling that warm. it will be sunny but quite windy and cold. most of the bay area will see highs in the mid-50s. if you average that out through the day you'll be spending most of the day in the upper 40s the low 50s. it will briefly touch the mid-50s. notice the areas here in orange in the north and east bay hills. as we head towards midnight almost all places may be except for the santa clara valley, we'll still be dealing with gusty winds.

the feels like temperature on your skin will feel more like the low 30s, maybe some upper 20s and a few spots. it will be quite cold. even san francisco and the inner bay, you'll want to bundle up no matter where you are. the feels like temperature with the wind and the air temperature will be pretty cold and as we head towards sunrise on new year's day you still have the chilly temperatures. any places we see wind sheltered valleys for tuesday will likely have frosty conditions and this pattern that's responsible, high pressure that's keeping the storms away. kn north winds, the storms miss us to the east. then we'll begin to see changes by thursday and friday. notice how the pattern now begins to bring chances of rain coming back to the picture. if you don't like the cold or wind, deal with the cold part. it will help bring up the overnight temperatures and introduce chances of seeing rain
