weather alert. it's monday, december 31st. we begin with the microclimate weather alert. taking a live look outside at the golden gate bridge this morning, that's a pretty picture, but some potentially dangerous weather conditions to warn you about. to hit the bay area. strong winds will affect most of the bay area, along with the wind, temperatures are expected to plunge as people head out to celebrate the new year, last day of the year here, last monday, too. good morning to you. thanks for joining us. i'm laura garcia. >> i'm scott mcgrew. marcus washington getting the new year off to an early start, he's off this morning, as is kari but we have vianey double dipping. >> we have traffic and weather, i've got you covered.

so far we're under a microclimate weather alert and here is the reason why. wind advisory is in effect for the hills above 1,000 feet and solano county. the gusts are expected to be upwards of 60 plus miles per hour, hills sustained winds of 25 to 35 miles per hour and that's also going to play a role in the windchill factor. as you head out the door, it's 42 degrees for santa rosa, 45 for san francisco, 44 for san jose, and 40 degrees for mountain view, but when the windchill factor plays a role in it, that makes our temperatures feel much colder and we'll continue to see the winds kick up and gust up throughout the day, so definitely going to be something that i'll keep you updated, as all day long it kicks up in terms of the winds. let's get a check of the tra sk. you're wondering, what are the roads looking like? they're light, considering a lot of folks haven't returned to work since the holidays. the map is green, which means we have no major slowing anywhere and a live look at the golden

gate bridge, again, with ten gets windy, those bridges get impacted out there so keep both hands on the wheel and keep it steady. bundle uhm as you head out the door. tonight people in the bay area will be celebrating the new year and if history is our guide, tens of thousands will head to the embarcadero for the fireworks show. >> we have the best way to get there and get back home safely. >> reporter: our survey is hardly scientific, but here is what we found. few folks planning a big night out on the town this new year's eve. >> sparkly, dinner, clubbin'. and then going to bed at 12:01. >> reporter: others planning on taking in a little football. >> college football, bowl game in santa clara, oregon versus michigan state. >> reporter: but by far, most folks told us, they're planning a quiet night at home with family. >> thank god for all the places we got this year through him and

just trying to enjoy time together. >> i'm less and less about the consumerism of this whole season and more and more about the connectedness. >> reporter: this family recently here from india will venture out to watch the fireworks display along the embarcadero. and they will have plenty of company. the fireworks bring out roughly it 200,000 revelers. the barges will sit just south of the ifferry building. signs are up warning there's no parking along that stretch from mission street to fulsome, and the barricades will go up soon. here is a few suggestions how to get around. san francisco muni rail is offering free rides from 8:00 p.m. monday until 5:00 p.m. tuesday. caltrain offering free rides after 8:00 p.m. monday. the last train will leave san francisco at 2:00 a.m. b.a.r.t. will extend service until 3:00 a.m., but note that certain b.a.r.t. trains will not

stop at embarcadero, montgomery and west oakland because of the expected crowds and lastly, aaa will provide free rides home in its tipsy tow service. i'm roz plater, "nbc bay area news." in new york city, the confetti is loaded and the iconic new year's eve ball is ready to drop as new york city counts down for the times square celebration, police are ramping up security. nypd says this will be the first year they use drones. >> it's going to be one of the most well-policed, best-protected events at one of the safest venues in the entire world. >> police are expected to protect up to 1 million people as they ring in the new year. "nbc nightly news" lester holt is one of them. luckily, temperatures are supposed to be one of the warmest on record. as the clock runs out on 2018, the government remains closed for the tenth straight day. this weekend, trump ally and south carolina republican senator lindsey graham spent two

hours strategizing with the president. graham claimed president trump is open-minded to a compromise that would extend work permits and temporary legal status to qualified undocumented immigrants, in exchange for billions to build a border wall, a deal democrats offered earlier this year. >> he was in a very good mood and i think he's receptive to making a deal if it achieves his goals are securing our border. >> on twitter, the president wrote "democrats who left town and are not concerned about the safety and security of americans." points reyes national seashore in marin, the park itself is open, visitor centers are closed, restroom facilities limited. park something limited because some of the lots are closed and the lighthouse itself is closed. that's due to construction work, separate from the federal shutdown closures. some locations are also off

limits to campers. new details pg&e could face murder charges if it's found criminally liable for any of the state's recent wildfires. the brief was filed friday in federal court. it comes after a judge ordered the utility company to determine whether it played a role in the camp fire in butte county. 88 people died as a result of that fire. concord may become the latest bay area city to adopt rent control. councilmembers will debate new protections for tenants, it's likely they'll create a special committee, assigned the job of coming up with possible limits on rate hikes. san francisco transportation leaders reportedly scaling back plans to limit taxi cabs at sfo. the idea began as a way to help struggling cab drivers who paid the most money but it backfired. as a compromise, the ban will apply to one-third of the overall number of medallion

holders. those who purchased their medalones will receive priority for pickups at sfo. the plan takes effect in february. the raider season is now over. we wait to find out where the team will play next season. could it be at&t park or san diego or how about london? good morning, i'm kate rogers at krn global headquarters. here are today's top business headlines. wall street pointed to open higher on this final trading day of the year. investors may be cheering some progress on the trade front after president trump tweeted this weekend he spoke with china's leader and talks on a possible teal are moving along. the dow breaking a three-week losing streak. however, the dow, nasdaq and s&p 500 are set for their worst december since the great depression, and their worst annual performance since 2008.

amazon plans to build and expand whole foods stores across the country. the "wall street journal" reports the push would put more customers within range of amazon's two-hour delivery service prime now. some stores could be 45,000 square feet, slightly bigger than the average whole foods. the chain is using the extra space to accommodate amazon delivery and pickup for online orders. roughly half of americans make new year's resolutions and many are related to finances, but less than 10% achieve their goals when it comes to money management. wallet hub has a list of the top financial resolutions you should consider in 2009. sign up for credit monitoring. second, pay bills after getting your paycheck, third, repay 20% of your credit card debt, fourth, use different credit cards for everyday purchases and debt and fifth, add one month's pay to your emergency rainy day fund. scott and laura, back over to you. >> thanks a lot, kate. coming up on "today in the bay," we're in a microclimate weather alert.

next to two of them. we have a live picture of san francisco, where most people are sleeping in. >> that's about right. well, check out this frozen race in china, they call it the dragon boat race, it's the first of its kind in that area. here's how it works. three teams from russia and 14 from china competed on a 100-meter-long ice track. teams raced on boats shaped like dragons and used ice as paddles. keep in mind, all of this happening in bone-chilling cold. witnesses say the event helps to lighten the mood during the long winter there. it's going to be not that cold, but it's going to be cold. cold by california standards. >> definitely, paired with some wind, it will bring in the windchill factor that will deep our temperatures down into the 30s. your new year's eve will consist of a coat and jacket. >> and someone you like >> that's a good one, too. we have the wind advisory in place, which is why we're under a microclimate weather alert. we want you to be on alert in

terms of the gustiness. 44 degrees in napa, 46 in oakland. 44 degrees in morgan hill, but this is what we are talking about, so we've got that weather alert, for hills above a thousand feet, for all of the highlighted areas, we're talking about sustained winds upwards of 35 miles per hour, possible gusts upwards of 60 miles per hour, which is why we have issued the microclimate weather alert. i want to take you through this hour by hour outlook. here's what you can expect. right around 5:00 a.m., the winds will begin to kick up, especially in the north bay, but look at the time line fast forwarded 10:00 a.m. winds kicking up through the south bay and peninsula and dinnertime tonight the winds begin to gust, san francisco sustained winds 25 plus, san jose 26 and midnight hour through tuesday morning, the winds remain upwards of 30 plus miles per hour for some higher elevations. as far as your temperatures go for today, we're talking upper 50s.

it's going to be windy and pretty cold, considering we're only topping out in the upper 50s for this afternoon. all right, so here is that windchill factor i was talking about. by about 11:00, right around when folks are already at the party or headed to the party or close to midnight, concord 38 degrees. 40 degrees for san jose. cupertino 39 so we have severity 30s. this what it looks like when you pair in the wind. bring in pets, protect your plants and check in on your elderly neighbors. we'll keep cold temperatures in for the first day of 2019. look at your long range overlook. we have changes coming ahead. overnight hours, a dry start, windy and cold, which could mean some patchy fog especially for the wind sheltered valleys. for the first week into the weekend, we get this system bringing a return of some rain into possibly the first weekend, so we'll see the increase in cloud cover on friday and then

into saturday and sunday. more rain will be possible. so again, 20 degrees overnight drop in terms of the lows, we'll see low 30s and wake up to windy conditions. it will be less windy on wednesday and friday that increase in cloud cover will make its arrival, bringing back the chance of seeing some rain on saturday and into sunday. all right, so let's check on the three other people that are out on the road. i think, as scott was saying, we've got nice speed sensor going on and it's green, which means no major accident at this time. chp is reporting kind of calm conditions, which is always great to hear. hopefully everybody is safe. remember to be responsible as we head out tonight as well. let's look at your bridge drive times, westbound 80 toward the bay bridge about eight minutes, westbound 82 toward the san mateo bridge, 12 minutes and westbound 84 dootoward the dumbarton bridge ten minutes. i have a feeling we're not going to be seeing the inle million for t metering lights today. we've enjoyed the holiday light traffic as well. live look at the bay bridge.

i found other cars on the road. >> a few more. vianey, thank you. it is 4:48 on your monday morning. tomorrow marks ten years since a b.a.r.t. police officer shot and killed oscar grand. jurors convicted johannis messerle for killing grant. the cell phone video captures mess messerle fatally shooting grant, who was unarmed, in the back. the officer later said he mistook his gun for a taser. we spoke to his family during a healing dinner in oakland. they believe more change is needed. >> no, we haven't made enough stride, because there's too many people that are still dying in a violent way behind police violence, and so i'm broken-hearted. >> supporters tonight plan to hold a vigil at the fruitvale

station. a xhegs in the tenddriver c car into a fire hydrant yesterday, the car trapped a pedestrian but the person survived with minor injuries. the driver ran from the scene but was later caught and arrested. another suspect in the car was also arrested. at 4:50, this morning, the family of a south bay woman who police killed after they say she tried to attack officers, is asking for help. jennifer vasquez's family is raising money for funeral expenses. small group gathered in san jose to sell food and take donations. san jose police shot and killed vasquez on christmas day. officers say she was driving a stolen car and fled from police, after a traffic stop. vasquez eventually crashed into a fence an fruit dale and lee avenues. police officers say she tried to ram officers with her car which prompted them to open fire. her family is still grieving. >> i want to thank everybody who helped and donated to our

family, so we can actually get stuff done. >> the officers involved in the shooting are on paid administrative leave, pending an investigation. new video shows a man and his dog rescued, after getting trapped in the mud in san francisco. this happened yesterday afternoon off the north access road near sfo. firefighters used a small boat to save them, rescuing the man and tracking down the dog. it's unclear why they were out there. coming up next on "today in the bay" -- >> we are ringing in the new year and celebrating awe very successful 2018, fighting for our viewers. i'm consumer investigator chris chmura, "nbc bay area responds," next. first, happening now, a section of the ohio river in louisville, kentucky, back open, after a tugboat crashed into a bridge, spilling tons of coal into the water. 6 six of the barges carried by the tugboat sank, while one remains

thousand feet including solano county as well, gusts upwards of 60 plus miles per hour are possible, which is why we issued a microclimate weather alert. the current wind speeds, napa 22 miles per hour. it's more on the breezy side but we had gusty conditions overnight and we're expecting the gusts to really pick up and ramp up into the afternoon, right around your dinnertime. as far as the winds go, the wind is also going to play a factor in that windchill. all right, so let's get a check of our traffic maps and see how the roads are doing out there. you could see, we've got a lot of green, and at this hour, i don't have any accidents to report. let's see what it looks like outside, and how the roads are looking on the bay bridge. we've got a beautiful shot here. we have a couple folks out there, but if it's any indication of how we're going to enjoy our day, i have a feeling we're not going to see metering lights toward the bay bridge. westbound 82 toward the san mateo bridge 13 minutes, and webo
