"today in the bay" continues right now. a very good morning to you on the last day of 2018. i'm scott mcgrew. laura and marcus have the day off as do kari and mike. let's check in with weather and check. >> scott, we are under a microclimate weather alert, it is because of the winds. it's already very windy in the hills, but pretty soon, it will get windy down below as well. this is a beautiful shot, and this is of the golden gate bridge, using our sutro tower cam. nice shot through there. current temperatures as you head out the road, 42 degrees in santa rosa, 49 in napa. 36 in livermore but into the overnight hours is when we are going to be tracking that dip, so let's take you through a quick little rundown of what

we're tracking for today and things i'll go into more detail in a little bit. until 10:00 a.m. the wind alert is in effect for the hillside areas, already in effect now but it will remain in place through tuesday morning. winds gusting 60-plus miles per hour. the winds will increase by sunrise for the san francisco shoreline and that is where we're expected to see a wind advisory kick in for the shoreline. this will not include the valleys but the valleys can expect so tee some breezy conditions and eventually we'll see dips in temperatures as well, pair that up with the windchill factor, examine the to see some possible frost into the overnight hours into early morning so please be prepared if you're going to be headed out to any celebrations around san francisco. it will be very, very windy into tonight. as far as your roads are looking, though, we've seen pretty good traffic pattern through there. i did check on this, it was a minor fender bender, this crash that just popped up here, nothing major to worry about. and we have some pretty good speed sensors taking up, no slowing at all. through the tri valley, this is

typically a hot spot around 6:00. westbound 580 to 680 20 minutes. and westbound 84 to 680 only 10 minutes. live look in oakland, the camera is a little shaky, the winds are picking up. back to you. >> those winds are a real concern. "today in the bay's" thom jenson is live in concord, one of the areas expected to get hit with the winds w a lo, with a l what to expect and what can be done, thom? >> reporter: vianey was talking about the winds kicking in the lower elevations as soon as the sun comes up later on today with gusts potentially up to close to 70 miles per hour, and of course, one of the main things that you have to be careful, you can see the winds not blowing the trees here in concord, where we are right now, but trees falling down is always a concern. we don't have to look that far

back to remember last month in mill valley, when we had trees come down into trucks and causing other damage there. you may want to, before you park your car outside your house, if you know you got a tree that's got problems, you've got a lot of dead limbs on a tree, careful where you're parking. another concern, we saw winds just like this in san francisco as well, just last week, where we had clusters of trees come down across roads, and causing damage and of course, one of the main concerns is if a tree topples into a power line. i talked to a spokesperson from pg&e this morning. she told me that they are not planning any of those outages to thwart potential fire dangers because of high winds. we're not in a red flag type of warning with the low relative humidity, because we did have moisture recently, but she said pg&e is keeping a close eye on that and they will alert customers if they decide to do outages to thwart fires. we're live in concord, thom

government shutdown and there's no end in sight. this weekend, trump and south carolina republican senator lindsey graham spent two hours strategizing with the president. graham claimed president trump is open-minded to a compromise that would extend work permits and temporary legal status to qualified undocumented immigrants, dreamers, in exchange for billions to build the border wall. this is, by the way, a deal democrats offered earlier this year. the new year means a new chief of staff for president trump, as general john kelly leaves the white house this week. in a wide-ranging interview with the "los angeles times," kelly says president trump's long-promised border wall is not what he portrayed and won't be made of cement. he says he blames former attorney general jeff sessions for the policy separating undocumented immigrants from children at the border, a move that took kelly by surprise,

others are charged with aiding and abetting him. still not clear how soon if or even whether the inmate who escaped from san quentin last week will be back in custody there. authorities in paso robles arrested shalom mendoza at a taco bell saturday after someone recognized him and called 911. corrections officers say he was working outside the prison's secure perimeter last wednesday when he bolted. he's in the salinas valley state prison. prosecutors are weighing new charges, including carjacking and escape. a follow-up to a violent attack in the tenderloin. police say they arrested 25-year-old melton earl kelly of oakland. they say he robbed and brutally beat a man near san francisco's union square on friday. the attack caught on camera. the victim remains in the hospital with life-threatening injuries. kelly is facing several felony charges, including attempted murder. in martinez, an alarming wake-up call for one family. neighbors heard small explosions and saw flames spreading from the home's gas meter yesterday morning.

they pounded on the door and everyone got out safely. the fire was destructive. it was heavy damage to the garage, roof and attic. it's not clear how or why that meter caught on fire. pg&e has not yet commented. also happening today, a special celebration for a south bay pastor who died while snowboarding. pastor craig jutilla was pronounced dead on wednesday. he was found at the sierra at tahoe resort. we just found out about this last night. the 53-year-old pastor was at venture christian church in los gatos. the church says he suffered a heart attack while on the slopes. he leaves behind a wife and three kids. the church is holding a celebration this afternoon. later today, bowl fever descends on the bay area. here is a look at yesterday's hoopla, ahead of the red box bowl. oregon and michigan state gathered in justin herman plaza. live look outside at levi's stadium, where the game is, a

little after noon. bowl organizers call today's game a practice run for the national championship at levi's stadium, one week from today. >> they're going to be encountering some wind today. if you're headed anywhere near the celebrations for that in downtown, i know they're doing closures in san jose, so check that out. my creigh clima temperatures topping out in the upper 50s. mid-50s for napa 55. here's a look at hour-by-hour outlook for wind. higher elevations already seeing gusty conditions. they started kicking up overnight but no the lower elevation areas including the san francisco shoreline, those will kick up around mid morning. it's only going to get gustier and gustier into the afternoon. so if you notice, by about 10:00, look at napa, 3 32-mile-per-hour winds. into the overnight hours and

attempted traffic stop. police trying to pull the driver over for failing to yield and they figured out the vehicle apparently has been stolen. >> clearly is very dangerous and just the way that he's driving. >> the stolen vehicle, you can never tell what the suspect might do or who might be in there or if the suspect is armed or not. there are so many factors that come into play when you have a warrant like that, especially for a stolen vehicle. >> and this started to unfold around 6:00 this morning, josh. can you give us an idea on the location? we've seen this pursuit kind of wind in and out of different streets here and different neighborhoods. >> look at this, since we've been talking we've seen them take about five different turns. they're southbound woodman right now, just passed magnolia boulevard. looks like they're about to attempt a pit maneuver on woodman, trying to get close but the driver keeps trying to drive in the wrong lane and prevent lapd from committing their pit

maneuver, and now we see them taking a right there, westbound on addison here, and excuse us, as the building hops in the way here. >> all right, so this is the sherman oaks sherman village area where the pursuit is unfolding. >> sorry, i've been punched in, haven't gotten a bearing. sherman oaks area, on mammoth avenue and now on side streets. we see lapd closing the distance here. we'll try and get you a view inside of the car, but as you can see, the headlightses refracting in the lens, making it harder to see the darker aspects of the image, but again, on side streets, this is right in people's front yards here. look at this huge scene. this is not the most ideal place to try a pit maneuver, they'll probably wait until they get on to more of a major road. look at lapd closing the distance there, as the vehicle turns up and takes them to the left. looks like they'll hit him. we'll work around to the other side of this tree. the vehicle might not stop, and

it looks like they are stopping for now, just slow rolling, and it looks like it's going to go foot bail, so this suspect has jumped out, right on stern avenue. we'll try to pick them up, looks like they just ran past this house. we saw the lapd officer there. >> pretty scary. >> they jump through the front yard of this, headed to the backyard of another house, airship light above as they continue the foot pursuit. tough for us to keep up with this. they plead the tackle as lapd brings this -- oh, hold on, we see the other lapd officer headed that way. we sweep around with the house blocking our view, they might have taken the suspect down, but we'll have to swing around and get a confirmation on that. i don't know if that's the case. >> josh, can you tell us again what street we're on? this is a residential area, lots of people still sleeping. >> you're watching live coverage

of our affiliate or sister station, rather, in los angeles, as they cover something that is so very southern california, a chase of a stolen car, that's what's happening on this early morning on the last day of 2018. meanwhile, back here in the bay area, where we always pull over immediately for police officers, it's going to be cold and windy. >> hopefully everybody is safe out there tonight. it's new year's eve. there are a lot of parties and celebrations but as you know, there are a lot of resources to help get you home safely. check out our website, nbc bay area and download our app to get wind speeds directly in your neighborhood. this is what it looks like right now in san jose. 44 degrees, wind speeds about 8 miles per hour. winds not a factor for the lower elevations. it's gusty for the hilltop locations. the wind advisory kicked in last night for hills above a thousand feet including solano county. gusts upwards of 67 miles per hour, according to the national weather service in some areas

and that's only expected to increase by sunrise. so let's take you through a little bit of this time line for your temperature trend as well, because your daytime highs are only going to top out into those 50s for today, so it's going to be a cold day, pair that up with the wind, we're talking chilly temps. by about 10:00 a.m., we'll be at 49 degrees. by 11:00 a.m. at 52 and here it is your hour-by-hour wind gusts. by 11:30 a.m., it gets windier as well. down in the lower elevations, and if i fast forward that time line into later tonight, you could see the wind speeds really kick up and increase later into tonight, just in time for all of those late night outings. napa 32-mile-per-hour winds, sustained winds, 22-mile-per-hour winds in san jose, and then it stays rather gusty all the way through tomorrow morning. so we're expecting the conditions to remain gusty at least for the hills anyway. notice how the rest of the bay area, the winds really decrease into tuesday morning. so the hills will remain gusty but at least tuesday will be a

lot less windy. here is a long range overlook. the ridge of high pressure dominating, we have a system far off to the north. this isn't affecting us, seattle, portland seeing some rain. it will be windy at times, talking about cold, patchy frosty night into tomorrow night and the next chance of seeing rain rolls around in time for next weekend. we'll see an increase in cloud cover friday, and then that system looks like it's going to bring some showers in through saturday and sunday, so late friday through next weekend is when our rain chances will make the return and the next seven days will be breezy and cold for new year's eve, talking about moderate to strong gusty conditions and we dry down by wednesday and thursday. a quick check of your traffic conditions, nothing to report here. i'll keep this simple. look at some of the east bay drive times, here is what it looks like on the peninsula, smooth commute, southbound 1010 van ness avenue to sfo only 12 minutes. here are the top stories

i just spoke to city officials no the too long ago. they told me san francisco is expecting more than 100,000 people to take in the new year's eve celebrations in san francisco. tens of thousands will be here right where we're standing on the waterfront to take in the annual fireworks show. let's talk about the setup for the fireworks show. we know that the pyrotechnics will be at the pier 14 area south of the ferry building. we're seeing the no parking signs set up along the embarcadero between mission and folsom, and if anyone's been here new year's eve the barricades are set up. i got a chance to speak with officials specifically about the security for the number of events here in san francisco. they're expecting more than 100 events to take place in the city. here's what they had to say. >> make sure you have a plan, if you're coming to san francisco. now, especially if large crowds, it's very easy to, you know, lose the people that you're with. >> we're going to be in multiple places throughout the city of

san francisco during new year's eve, there's a lot of events going on. our fire department ramped up our staffing and availability to respond to a multitude of inciden incidents. >> expect a large police presence throughout the areas and venues of foot traffic such as the waterfront. >> reporter: they're encouraging public transportation if you're headed to the city for the celeb bla operations. muni free rides between 8:00 p.m. to 5:00 a.m. caltrain is offering free rides after 8:00 p.m. and b.a.r.t. is extending service to 3:00 a.m. i want to point out there's no stops at embarcadero, montgomery and west oakland and of course aaa is offering the free rides as they usually do on new year's eve with the tipsy tow service. plenty of free and safe ongss for those coming to the city. we're live in san francisco, pete suratos for "today in the bay." >> pete, thanks. as we celebrate, we must note that tomorrow marks ten years since a b.a.r.t. police officer shot and killed oscar

grant. jurors convicted officer johannis messerle for killing grant, this happened on the fruitvale station platform. officers pulled grant from the train. the cell phone video captures messerle fatally shooting grant, who was unarmed, in the back. the officer later said he mistook his gun for a taser. we spoke to grant's family members during a healing dinner last night in oakland. they say more change is needed. >> no, we haven't made enough stride, because there's too many people that are still dying in a violent way behind police violence, and so i'm broken-hearted. >> this is messerle in court some years ago. supporters tonight plan to hold a vigil for grant at the fruitvale station. new details, pg&e could face murder charges if it is found criminally liable for any of the

state's recent wildfires according to attorney general javier becerra. 88 people died in butte county as a result of the camp fire. developing this morning, investigators now trying to determine how a lion escaped its enclosure at a north carolina conservation center yesterday, killing a young woman, who just started working there. the victim, 22-year-old alexandra black, is from indiana. she started as an intern at that facility two weeks ago. she had just graduated college. the park's executive director explains what led up to that attack. >> incident occurred during a routine enclosure cleaning. during these procedures, all large cats are locked into a different space than the humans. >> authorities had to shoot and kill the lion. park staffers believe the lion

was in a locked space, but it's not clear at this point. an early morning fire in contra costa county, the fire started sometime after 2:00 this morning in a home in the 1200 block of temple drive in pacheco. residents were home, but they got out unhurt. parts of the home and the garage were damaged by flames, smoke and water. an incident commander told us they're still investigating what caused that fire. the raiders season is now over, and just in, the raiders have hired mike mayock to be the team's next general manager. the nfl network analyst will replace reggie mckenzie. mckenzie fired earlier this month after leading the raiders since 2012. now, where are they going to play next season? could it be at&t park? how about san diego or even london? "the daily mail" reports raiders are in talks to play their home games at london's wembley stadium.

so far, no word from the team. and it is 6:37 right now. quick look at your traffic conditions. we are seeing an accident that just popped up in the east bay right now in fremont. it looks to be just a fender bender along with that accident in san jose, so nothing to worry about there. let's get a check of how your drive times are doing. bridge drive times westbound 80 toward the bay bridge about eight minutes. westbound 80 toward the san mateo bridge 13 minutes and westbound toward the dumbarton bridge is looking good out there. i know you're wondering about the weekend forecast, and a lot of folks are planning out their first weekend of 2019, scott, and i have an update on that, because it looks like there will be some impressive changes going into the first weekend of 2019. >> all right, let's get right to it. >> saturday is our first possible chance of seeing rain for the new year, and that's going to come with it as well a dip in temperatures, coast, bay and inland 54 degrees.

day temperatures in the 50s and inland temperatures topping out in the upper 50s. we'll get early morning showers and overall as we head in toward sunday, that's our best chance of seeing widespread rain. initially, this system doesn't look like a huge rainmaker, but it will be enough to add to our rainfall totals for the rainy season now, which we are fully in, which is very normal for this time of year, temperatures will be in the upper 50s. 58 degrees for inland areas. 55 for the coast, and as far as lake tahoe area has a chance of seeing more snow as we head into the first weekend, so that will be great, especially if you're already up there, they get a couple more inches of snow and it's fantastic to see the skiers. kari hall is up there, tweeted a photo and it looked beautiful. don't get caught on any of the roadways. make sure to check the road conditions because we know how quickly and dangerous things can get if you're driving up there. aside from that, expect umbrellas on hand through the weekend. >> vianey, thank you much. we've been talking about the

our temperature trend doesn't showcase the gusty conditions, because that's what we're tracking, especially into mid morning for the lower elevations. 49 degrees by 10:00 a.m., where we expect to see the gusty conditions start to really kick up, especially for the san francisco shoreline, and in through some of the surface areas as well, there is already a wind advisory in place for the higher elevations. i'll break down the timeline of the wind and have your new year's eve forecast of course and your new year's day forecast. we're checking a lot this monday morning. please, bundle up as you head out the door. in terms of your traffic, i also have you covered on that. here is a look at the bay bridge. we have no metering lights on yet and that's definitely always a great way to start our monday mornings. scott? >> vianey, thank you. let's talk more about that wind. "today in the bay's" thom jenson is out in contra costa county. thom, tell us what people need to know and is this an issue for pg&e?

>> reporter: it could be an issue later on. pg&e has not made a decision to do the power outages to thwart possible fires. fortunately we have had moiseeur in recent weeks and the relative humidity is high enough where they think they may not have to. pg&e spokesperson told me they are monitoring the situation, especially when the winds pick up. you can see in concord where we are right now, the winds have not picked up yet. it is cool. it's in the 30s right now, expecting the winds to peck up higher in the lower elevations in:can cloud cover cou contra c month in mill valley a bunch of trees came down, including this one on top of a pickup truck, which caused some damage. also in san francisco, just last week, we had these high winds that knocked down trees around town, causing damage. warning for drivers when you go to park this morning, make sure you look up, make sure there aren't big dead limbs above your

vehicle. when the winds pick up, we could have a lot of limbs come down, especially on the peninsula, where the high wind warnings, high gusts will be in effect, possibly gusts up to close to 70 miles per hour, and as i said, pg&e said that it is monitoring this situation. it has not made a determination to call any of those outages to ward off any fire hazards with the tree falling down on a power line. they are monitoring the situation, and of course, we also want to warn drivers out on the road, if you're in a high-profile vehicle later on today, a van, a truck, a camper, returning home, something like that, be careful out there, because a lot of these areas will see extremely high gusts, and that can be dangerous on the interstate, when you're traveling at high speeds and you get hit sideways especially with those gusts up to 70 miles per hour. we'll check back in with you guys later and let you know what the conditions are like when the winds pick up. for now, we're live in concord,

the bay." a new year's celebration 130 years in the making. the annual rose parade in pasadena, a day away. crews working hard to bring it to life. the five and a half mile route will feature floats, marching bands and horses. every year, roughly 18 million flowers are used in that celebration. some of the floats to look out for are stella rosa wine and the ups store among others. catch the parade on new year's day right here on nbc. check in with your weather and traffic. weather is windy and cold. >> windy and cold, and also the windchill makes it colder so there is the windchill that's going to play a factor into tonight's temperatures and i know there's big celebrations in san francisco, the shoreline is going to be one of the windiest spots tonight. if you're out there, getting ready to welcome the new year, please don't get caught off guard, we're warning you with, with plenty of time ahead. the wind speeds are breezy, 12

miles per hour, and let's look at how the rest of the bay area is doing. as you head out the door, 42 degrees in hayward, 43 in morgan hill, 41 degrees in concord and 44 degrees in san jose. let's talk about the weather alert. we have the wind advisory and that's going to remain in effect until sock a.m. the wind advisory for the hills above a thousand feet and solano county has been in effect since last night w gusty conditions overnight. the san francisco shoreline is also under a wind advisory kicking in mid morning. the san francisco shoreline will be very gusty. the valleys will also experience a breezy condition. let's take you through the hour by hour wind gust speed. notice the winds start to pick up by 11:30. the winds are picking up in palo alto, orinda. look at the change in the northerly winds and by 10:30 p.m. look how gusty in napa, down through san jose, san

francisco as well in the 30s, and that's why i'm saying you need a coat because you'll be really, really cold if you'll be outside. as far as the tuesday morning winds, we'll start to see them diminish for the lower elevation areas and not the mountainous areas. the north bay mountains see gusty conditions through new year's day. let's plan out your new year's eve forecast. by 2:00, if you notice the temperatures will only top out in the 50s and it will start being windy at times, especially for the hilltop areas and the shoreline. north-northeasterly winds 10 to 25 miles per hour and by 5:00, you notice it will cool very quickly. once that sun disappears, we're not going to have anything to keep us warm, when the windchill factor will kick in at about 8:00, the winds will continue 10 to 25 miles per hour and look at the temperatures dip down into the 30s, right around midnight. between 8:00 and 12:00, you'll really start to notice how cold it's going to be getting out there. now your new year's day, the first day of all your resolutions that you'll make possible and make happen, i have faith in you, 7:00 a.m., cold

start, so maybe you should switch out the morning hike for a morning gym session so it doesn't deter your new year's goals. 34 degrees, windy hills. by 10:00 a.m. a lot less windy. cool sunshine by about 1:00 and once again, the temperatures will dip overnight into the 30s. so here is a look at the next seven days. we'll get less wind on wednesday. we get this ridge of high pressure again, keeping us nice and dry and if you notice by friday, we'll see an increase in cloud cover and our first chance of seeing some rain will come in into the weekend. so saturday and sunday we get the chance of seeing some rain with an incoming system, but for now, at least we'll have a happy, dry 2019. let's go see how the roads are doing out there. it's been very quiet early on, which is always great to see, if you're headed to work this morning, the wind will be picking up and it is always a concern for those bridges. westbound 80 toward the bay bridge we're looking at eight minutes. westbound 82 toward the san mateo bridge only 12 minutes and westbound 84 toward the

meanwhile we have about 17 hours left until our fireworks. happening today, a special celebration for a south bay pastor. he died while snowboarding. pastor craig jutilla was pronounced dead on wednesday. he was found unresponsive at sierra at to row. we just found out about this last night. the 53-year-old pastor was at venture christian church in los gatos. the church says he suffered a heart attack while on the slopes. he leaves behind a wife and three kids. the church is holding a celebration this afternoon. i.c.e. agents talking about the map accused of shooting and killing a police officer in stanislas county. newman police corporal ronil singh died after being shot wednesday during a traffic stop. investigators say he pulled the suspect over for driving under the influence. authorities later arrested the suspect, gustavo perez arriaga. he is a native of mexico, here illegally. i.c.e. tells "the chronicle" we had had no prior run-ins with the suspect.

agents detained several others in connection with the shooting, likely charged with aiding and abetting. still not clear how soon if or even whether the inmate who escaped from san quentin last week will be back in custody there. authorities in paso robles arrested shalom mendoza at a taco bell saturday after someone recognized him and called 911. corrections officers say he was working outside the prison's secure perimeter last wednesday when he bolted. he's now in sly nas valalinas ve prison. prosecutors are weighing new charges, including carjacking and escape. happening today, a bowl in the bay area. here is a look at some of yesterday's hoopla ahead of today's red box bowl. fans representing both schools, oregon and michigan state, gathered in san francisco's justin herman plaza. they'll play the game in levi stadium, a live look there, this kicks off a little after noon. bowl organizers say today's game will be a practice for next week's big game, the national championship game at levi's,
