i assume everybody made it out okay? >> good morning. happy new year. definitely not a happy new year for the people who live in this converted victorian. a five plex. it looks like the fire started in this corner apartment. the ten nantd ants will not be to return until they determine it is safe. two san jose fire departments responded to this fire. fire was shooting through the roof of these apartments. it started there and the tenants who lived there told "today in the bay" they had no idea how it started. >> we just noticed the alarm. then my mom woke me up. all of a sudden we saw the smoke. right away we got out. >> was the apartment full of smoke when you woke up? >> not right at first. pretty quickly as soon as we got out the smoke was building up

quickly. >> a battalion chief on the scene also said he has no idea what caused the fire or where it started. everyone here just happy that everyone got out safe. nobody was injured in this fire. they are in mop-up phase right now. we hope to have more determination on what caused the fire and where it started. one thing that they will be looking at is the fireworks that tenants tell me were going off right outside here at about midnight last night. just after the new year was rung in. live in san jose, thom jensen. there's a big concern about illegal fireworks in 2019 and in previous years as well. cities are really trying to get rid of them. here you see some illegal fireworks there. police are offering in san jose

a new way to report violators online. just snap a foet to pophoto and anonymously. >> these are not little firecrackers or sparklers. these are aerial explosives that are shot up hundreds of feet in the air and explode with a lot of percussion and over and over and over again. >> and these may have started a house fire. fines for illegal fireworks with start at $500. selling illegal fireworks can lead to a 50,000 fine and jail time. starting today your pg&e bills are going up. they say because natural gas prices are rising. the move comes after cal fire investigators found the pg&e caused some of the northern california wildfires.

federal prosecutors weighing in on whether pg&e can face criminal charges over the camp fire. downed power lines are a prime suspect for starting that wildfire along with many others in northern california the past few years. the utility already on probation from the san bruno gas pipeline explosion in 2010 and u.s. attorneys filed papers today saying if pg&e's reckless operation or maintenance of its power lines started a wildfire, pg&e may have violated a condition of its probation. the utility issued a statement saying it's assessing its infrastructure to enhance safety and protect customers from increasing threats of wildfire. happening tomorrow, people in the east bay could see water prices rise. it is only if the contra costa water board approves the measure. if adopted rate also rise starting in february. the board will discuss exactly how much that will cost customers, but some on the board floated the idea about

generating a 6% revenue increase. just about anybody with a 401(k) will be happy to see 2018 in the rearview mirror. stocks over the year sustained their worst losses in a decade since the peak of the mortgage mel meltdown in 2018. for the year, the dow lost 5.5%. s&p 500 lost 6%. the losses were nowhere near 2008 when the index lost 30% of its value. this is the first time in three years the s&p 500 and the dow have ended lower. nasdaq snapped a five-year winning streak. if you're counting down, a little under three hours to the start of the 130th rose parade on nbc. >> we have new video from southern california where a lot of people are waking up in those chilly conditions. people stay days out there camping out the best spot along the five-mile parade route. our crews spoke to some hearty souls who call the whole thing a

hour yesterday. wind advisories for the north bay mountains is still in effect through 10:00 a.m. because of that you need to be mindful. let's look at mount diablo, 72-mile-per-hour gusts were clocked yesterday during that very, very gusty day. new year's eve was gusty. some 68-mile-per-hour winds:00ed on mt. st. helena. saint ta cla santa clara at 43 minneapolis. and sfo at 44 miles per hour. san jose university, 41-mile-per-hour winds. it was a gusty day. today we expect winds to diminish into the afternoon for a much breezier day ahead. it will still be cool. only topping out in the 50s. let's see how the roads are doing out there. i want to say this crash just popped up right here. hopefully it's nothing serious.

this is the san mateo bridge. we have more cars out there on the road. it is still windy. any time you are on the bridges keep both hands on the wheel and slow it down out there. i'll have another update coming up in a bit. it's 5:13 right now. the me too movement is ushering in new laws in california. companies can no longer force employees to settle sexual harassment complaints or sign nondisclosure agreements. workers will be required to undergo sexual harassment training twice a year. now victim also have up to ten years to seek civil damages from a sexual assault. a new year, a new law about marijuana. starting today people can petition to overturn or reduce past convictions for possessing, growing and distributing marijuana. more than 200,000 cases could be affected. also a pair of laws limits the prosecution of minors for marijuana possession. you have to be 1 year 12 years older to be prosecuted in

mount diablo, 72-mile-per-hour winds clocked. mt. st. helena, 68 miles per hour. santa clara at 48 miles per hour. current temperatures are still chilly. 32 degrees in mountain view. 41 in san jose. 33 in santa cruz. 42 in napa. we expect to keep gusty conditions for the north bay mountains. the east bay hills and we are under a microclimate alert for those areas because of the continuing winds. winds will diminish after 10:00 a.m. the rest of the bay area is doing good. we will not be concerned about it. it will still be breezy. by 9:00, 10:00 a.m., the winds will be decreasing up in the hill top areas. that's when that wind advisory is set to expire. for today, temperatures topping

out into the 50s once again. 53 degrees in san jose. 57 in oakland. 56 for palo alto. 55 for san francisco. the next chance for seeing rain will move in right in time for your weekend. whatever you have planned this weekend, pay attention. we are still monitoring this system. it's a coastal system off the coast. as far as the timing goes and the rainfall totals, that will probably change as we inch closer as we head in towards tomorrow night. i will monitor it regardless. wind advisory today. temperatures remain in the mid 50s. through thursday we remain dry. rain chances on friday. we might keep that system lingering all the way through the start of the work week. temperatures will remain in the 50s. we're seasonable for this time of year. another thing to notice, if you thought it was really cold overnight, those patchy, frosty nights will remain with us for the next two, three days. overnight lows dropping down

fremont. hope you made it home safely. good morning to you. i'm laura garcia. >> i'm scott mcgrew. vianey is also here. >> the temperatures are still very cold. in fact, here is your san jose temperature trend. you will notice we have the clear skies once again. look at our temperatures. 30s on the map. warming up to the 40s by 9:00 a.m. temperatures topping out in the 50s. another cold start. if you don't have work today, you will stay bundled up watching us all day, that's fantastic. the rose parade is coming up. it will be the perfect day to do that. we're still monitoring these winds. that's why there's a wind advisory in place. we have a weather alert for the north bay mountains, east bay hills and the diablo hills as well. winds have diminished

significantly. yesterday it was very gusty. highlighted areas still seeing gusty winds, upwards of 35 miles per hour. that will remain through 10:00 a.m. as far as the lower elevation areas, the wind advisory for that did expire last night at 9:00 p.m. again, it's still going to be very chilly out there. now let's check the roads. i do have an update for you on a couple of those crashes that i told you i would look into. we have one on the map. the great news out of this crash, there are no lanes blocked. you might see it if you're approaching or driving through this area. southbound 280, that has moved off to the right hand shoulder. no issues there. we have another crash. this one is causing some delays. west downed near cory road. a couple vehicles off to the side. one of those vehicles may be flipped upside down on its roof. hopefully everybody is okay. i'm assuming we have a lot of those looky loos out there. it doesn't appear to be blocking

the roads. hopefully everybody is okay. i'll look more into that crash coming up. breaking news in san jose, a victorian home near downtown went up in flames. this fire started at about 3:00 in the morning. the home has separate units inside. the people who lived there had to contend with the cold weather after they were forced out. there are concerns that fireworks may have started this fire. we'll have more in a live report coming up in the next half hour. if you're about to head out the door and take one of the bay area bridges, you may be in for a surprise. the tolls went up early this mornin morning. >> pete has more with what you need to know. good morning, happy new year. >> happy new year to you.

this is the first toll hike since 2010, so bring some excha training with yo extra change with you. let's talk about the toll increases and how they'll work starting today. now, when it comes to the bay bridge, it's 7 during the peak hours, that's between 5:00 a.m. to 10:00 a.m., 3:00 p.m. to 7:00 p.m. it will change to $5 during non-peak hours. for every other bridge, the antioch, benicia-martinez, dumbarton, it will jump to $6 for two axle cars, trucks and motor cycles. for carpools, clean air cars, $3 during peak hours. drivers must have fast track in order to get that amount. this is the result of voters approving regional measure 3. all of this money will be usyuu for transportation projects. there will be another dollar

increase in 2022 and 2025. live in san francisco, pete suratos for "today in the bay." strong winds likely played a role in a deadly boating accident in san francisco bay yesterday afternoon. a sail boat capsized near sausalito. rescuers pulled a man and woman from the water. only the woman survived. neither was wearing a life jacket. investigators are trying to determine how a body ended up in a landfill east of livermore. deputies were called to the waste management facility yesterday afternoon. they're not saying if the body is that of a man or a woman or the cause of death. it was likely the body was placed in the trash in another city and transported to the landfill where workers discovered it. kevin spacey must show up to his arraignment in court today. the "house of cards" actor is charged with indecent assault and battery. a teenager accused that actor of groping him two years ago.

scooter riders are recommended to wear a helmet. the department of public health is studying the number of people injured while not wearing a helmet using nontraditional transportation. we'll look at those results coming up in six months. the new year could mean a much richer you. the mega millions jackpot has jumped $415 million. that makes it the eighth largest jackpot in history. it's been a record breaking year. in october you will remember there's a $1.5 billion pot up for grabs. that ticket has yet to come forward. friday was the last drawing of 2018. nobody matched all six numbers. so the pot rolls over to tonight's big drawing. it is 5:36 right now. a quick check of your traffic conditions. we started off fairly quiet. i wanted to give you an update on that crash i was following earlier. there we go. let's see if i can zoom in on this. i have great news. it looks like the crash along

482, i said chp was reporting the vehicle on its rooftop. they report it as a no-injury crash. it seems like everybody is okay. but it looks like we're still picking up slowing through that area. i would imagine they're slowing down on the scene as they work to clear that out. that's one issue. aside from that, the bridge drive times have been moving along smoothly. bay bridge, 7 minutes from westbound 80. look at westbound 82 towards san mateo bridge, only 13 minutes. i have not seen the bridges this slow -- y shgsdid. it's been a quiet morning where we hope everybody made it home safely. we never like to report bad accidents the day after new year's eve. >> or ever. >> exactly. is. now you're looking forward to the next weekend. >> next weekend, you have to dig out that umbrella again. >> yeah.

>> will be a downpour? >> that's what we're money touring now. the development of the system seems like it will linger around for a while. that may cause some issues for us. originally it's a coastal system. so that means the timing of it will change as it approaches. it looks like it will be a slower moving system. so it will linger into the work week. that brings us a greater chance of seeing higher rain totals. coast, bay, inland, morning showers. the reason for that is because that system will move in on friday night. those overnight lows will dip down into the 40s. saturday's forecast looking like a wet one. as far as the daytime highs, topping out in the 50s. the rain again might actually linger into the start of your work week. for sunday, similar conditions expected. temperatures topping out into the mid 50s for the coast and upper 50s for inland areas. yes, we're keeping the rain on the map through the entire weekend.

of dogs, cats and rabbit they can sell. starting today you can only buy those animals at pet stores if they came from rescues or shelters. the new law aims to crack down on puppy mills which the humane society says supplies 99% of the dogs to pet stores every year. it's also designed to clear overcrowded shelters. >> so many little guys just need love. that's the benefit. >> the pet industry joint advisory counsel does not support the law saying it risks jobs and denies californians their choice of a pet. the new law only applies to pet stores. you can still buy a dog or a cat or a rabbit from a breeder. that's not only law arriving with the new year. starting today new cars will no longer have paper license plates as they come out of the dealership. buyers will drive off the lot with a numbered temporary plate that is linked to the dmv

covering up or concealing. >> and a little bit of arabian night mascara. >> reporter: it's the opposite really. it's about revealing. >> yourejuvenating, this uplifting treatment with them. you put on the color, you give them the mirror, they go, oh, there i am. >> you will be so hydrated. >> kerry says doing makeup has been a part of her life for a long time. it was the ice breaker that first helped her connect with others as a teenager. >> if you know how to put on eyeliner and nobody else does, you will get involved to parties. >> reporter: she worked with models on fashion shoots and brides on their wedding day, but in kerry's mind, the person underneath was always more important than what she put on them. >> you're trying to show them how beautiful they are, if they lost sight of it. >> when kerry heard about

lipstick angels she wanted in immediately. providing free makeup and skin care sessions to cancer patients. >> it's so obviously whole career was building up to this. >> going in with color. >> at the very least the sessions are a distraction for her clients during the teed you tedious hours of treatment. but kerry says it revealed itself to be so much more. >> it's not like oh, look at my makeover. look how pretty i look. they do look pretty, a lot of it is that self recognition. that's me, not that sick person. that can be so uplifting. i see it. i know it can be so uplifting. i see the energy light up in people. >> in the end, just reminding all of us how beautiful these patients really are. >> lipstick angels began in southern california. kerry is heading up the bay area chapter. it's not just women.

they do treat men patients as well. they do skin care, hand massages, whatever to make the patient feel good. >> lovely thing. >> it is. you look good, you feel good. >> makes a difference. especially for those patients. wishing good health to everyone this year as well. >> that's very important. i hope everybody bundled up and everybody is feeling okay. it was cold last night. you know, we had a lot of people outside over the past couple of days. right now i have some great news for the lower elevations. winds significantly diminished in san jose, 41 degrees. clear skies. wind speeds not a factor. there is still a wind advisory for the north bay mountains. the east bay hills and the diablo range for hills above 1,000 feet. because of that we have a microclimate weather alert for these specific areas. the gusts are continuing through the north bay mountains.

30 miles per hour. very gusty conditions we saw yesterday. surface winds are at about 25 miles per hour into fairfield. na napa, 19. at this point, san jose, oakland, san francisco seeing breezy conditions. let's look at the wind speeds within the next couple of hours. by 6:30 a.m., again, those wind speeds for the rest of the area looking good. napa still gusty. it is not until 10:00 a.m., once that wind advisory expires that we see diminishing winds overall across the board. your highs for today, topping out in the mid to upper 50s. san jose, 53 degrees. oakland, 57. i do want to showcase our futurecast. we'll stay dry through thursday and friday will be a system that we're monitoring. it's a coastal system. it will bring in our first round of rain into the weekend. all notice saturday 9:00 p.m., that rain moves in friday and

becomes widespread by saturday. that's snow for the sierra. that means dangerous travel conditions. if you're planning a trip up to tahoe, listen up. well will keep that rain and snow through the entire weekend. this looks like it will remain through monday. as far as estimated rain totals, still a couple days out. we have to wait for a couple more model runs. this typical system is moving in from the north. so we will see some higher elevations in the north bay, some higher rainfall totals upwards of two, three inches. in through point gray, concord, just about an inch. over the next seven days, our next chance of rain moves in on friday. all right. now let's check the roads. i was monitoring a couple offender benders, i'm happy to report the roads remained clear of any major accidents.

it was tame. it was tame. it was nice. no time wasting cleaning up times square last night. minutes after the ball dropped crews were out sweeping up the streets. picking up a lot of trash. ny goodness. in the wet like that. more than 50 tons of trash in total. they're used to it and they work fast. a walgreens security guard in southern california will be charged with murder. the guard shot a homeless man in early december after accusing him of shoplifting. that man ran away when the guard shot him and killed him. the d.a. is filing charges against that guard. >> this is her first christmas without her twin brother. this is mr. morgan and mrs. morgan's first christmas without their son jonathan.
