them. >> what a wonderful program. i didn't know about that. >> the love and giving that they have. beautiful. all right. right now at 6:00 on "today in the bay," wish we had better news, but breaking news in the south bay we're covering. south bay people starting 2019 out in the cold. a fire burns down their downtown san jose home. was we're finding out this morning and what may have caused it. and cracking down on fireworks for the new year. what to do to make sure they don't go off again. and we're hours away from the start of the rose parade. the last-minute preparations going on right now. problems seeing the fireworks it was clear throughout the bay area. look how beautiful san francisco looks. we see the beautiful buildings. we have no fog in sight. no cloud cover, because of that it's cold out there. 31 in mountain view. still expecting to top out only in the 50s. i want to bring up the winds. we're dealing with gusty conditions for the mountaintop areas. 24-mile-per-hour winds for diablo, but other areas did significantly diminish. now, we are still expecting to see dry conditions continue to dominate that upper level low system that kept us nice and dry and windy. it's still digging into the bay area, but we have a major change ahead. first a look at the roads and an update on how the roads are

doing. we haven't had anything huge to report. i had a feairly easy morning. i hope do you, too at this hour, if you're getting home, call a friend if you need somebody to pick you up. southbound 608 from 580 to vargas road, 11 minutes. here's the golden gate bridge. no metering lights on at the bay bridge. i won't get tired of saying this. i think folks who do have to commute, they have a smooth one. >> all right. 6:02. breaking news that we're covering this morning. a fire displaces at least ten people. it breaks out in a san jose home. >> thom jensen is in san jose. you learned more about what happened.

>> yes. there were remnants of fireworks out here on the sidewalk. neighbors said they heard these roman candles and bottle rockets going off after midnight last night. we were told by a fire captain that it's one thing they're looking at as the cause of the fire that started in this fire and spread to fisome more. fire was shooting through the windows and out the roof when our camera arrived on the scene after 3:30 this morning. two san jose city fire stations respond responded. it started in that front apartment. ten nantd ants there told me th no idea how it started. >> we just noticed the alarm. we got out. >> was the apartment full of smoke when you got out?

nuisance. >> these are not little firecrackers or sparklers. these are aerial explosives that are shot up hundreds of feet in the air and explode with a lot of percussion and over and over and over again. >> and fireworks may have been responsible for that house fire. fines for illegal fireworks with start at $500. selling illegal fireworks can lead to a 50,000 fine and jail time. happening today, your pg&e bills are going up. starting now representatives say monthly bills will increase at least a dollar. they say it's because natural gas prices are rising. the move comes after cal fire investigators found the pg&e caused some of the northern california wildfires. federal prosecutors weighing in on whether pg&e can face criminal charges over the camp fire. downed power lines are a prime

suspect for starting that wildfire along with many others in northern california the past few years. the utility already on probation from the san bruno gas pipeline explosion in 2010 and u.s. attorneys filed papers today saying if pg&e's reckless operation or maintenance of its power lines started a wildfire, pg&e may have violated a condition of its probation. the utility issued a statement saying it's assessing its infrastructure to enhance safety and protect customers from increasing threats of wildfire. happening tomorrow, people in the east bay could see water prices rise. it is only if the contra costa water board approves the measure. if adopted rate also rise starting in february. the board will discuss exactly how much that will cost customers, but some on the board floated the idea about generating a 6% revenue increase. just about anybody with a 401(k) will be happy to see 2018 in the rearview mirror. stocks over the year sustained their worst losses in a decade

since the peak of the mortgage meltdown in 2018. for the year, the dow lost 5.5%. s&p 500 lost 6%. the losses were nowhere near 2008 when the index lost 30% of its value. this is the first time in three years the s&p 500 and the dow have ended lower. nasdaq snapped a five-year winning streak. if you're counting down, a little under three hours to the start of the 130th rose parade on nbc. >> we have new video from southern california where a lot of people are waking up in those chilly temperatures as they count down the minutes. people stay days out there camping out the best spot along the five-mile parade route. our crews spoke to some hearty souls who call the whole thing a bonding experience. >> we have layers. we have a lot of nice, good sleeping bags. our fire.

freezing over, make sure to bring your pets inside. cover sensitive plants. all of that. they extended this warning down from monterey and sanbenito counties. this will be in place through 9:00 a.m. another thing to update you on, there is a lake wind advisory for lake tahoe. if you have plans to head up there, maybe thinking about hitting the slopes, keep in mind it's gusty up there. current temperatures at 13 miles per hour. it was so gusty last night that some of those stores closed. i'll have another update on the weather, first how the traffic conditions are doing. here's a quick check of your tri valley drive times. we've seen a quiet bay bridge. look at westbound 580 from grant line road to 680, 18 minutes. southbound 68 from from 58 to vargas road, 8 minutes. bridge times doing well. westbound 80 to the bay bridge,

the "me-too m it is 6:12. if you're headed out the door, bundle up. we are feeling that windchill. 24-mile-per-hour winds still in napa. fairfield at 30 miles per hour. the rest of the bay area, the winds have significantly died down. a wind advisory remains in effect for the hills above 1,000 feet that expires at 10:00 a.m., then major changes ahead for the first week of 2019. i'll take you through all that. let's see how the roads are doing. this is the san mateo bridge right now. i have seen no bumper to bumper traffic this morning. it is 6:13 right now. the me too movement is ushering in new laws in california. companies can no longer force employees to settle sexual harassment complaints or sign nondisclosure agreements. workers will be required to undergo sexual harassment

training twice a year. now victims will have up to ten years to seek civil damages from a sexual assault. a new year, a new law about marijuana. starting today people can petition to overturn or reduce past convictions for possessing, growing and distributing marijuana. more than 200,000 cases could be affected. also a pair of laws limits the prosecution of minors for marijuana possession. you have to be 12 years old or older to be prosecuted in court. california taking action to dis courage offshore oil drilling. starting today a new state law prohibits the lanls commissilap commission from approving new docks to drill in california waters. this is california's push back on the trump administration's decision to lift a ban on new oil drilling off the coast. for a complete list of the new laws taking effect in the new year, head to nbcbayarea.com. you will find continuing coverage of the changes that

for the north bay mountains, east bay hills and the diablo range for all of those hills. this wind advisory will be in effect until 10:00 a.m. make sure to continue to monitor those wind speeds and i hope you brought in your patio furniture last night and your pets, please bring them in. it's too cold out there. mount diablo, 72-mile-per-hour winds. santa clara, 43. sfo, 44. they had their own weather warning at sfo because of those gusty conditions. that has since expired. microclimate highs for today, 50s across the board. it will be cool. at least the winds will have diminished. less talk about the next couple of days. dry start to the new year. it's still going to be windy through the hill top areas. again, still seeing those cold, patchy, frosty areas. over the next couple of days, our lang range outlook into

that in mind as you head out the door this morning. if you're ready to head out the door and take one of our bay area bridges, you may be in for a surprise. the tolls went up this this morning. >> the first increase since 2010. pete suratos has what you need to know. good morning. >> good morning. the first toll hike since 2010. let's tell the viewers what the toll increases will look like. for the bay bridge, it will be $7 during peak hours. that's between 5:00 a.m. to 10:00 a.m., 3:00 p.m. to 7:00 p.m. it will change to $5 during non-peak hours. for the other major bridges, the antioch, benicia-martinez, dumbarton, it will jump to $6 for two axle cars, trucks and motorcycles. also motorcycles, carpools, clean air cars can pay $3

during peak hours. drivers must have fast track in order to get that amount. this is the result of voters approving regional measure 3. all of this money will be used for transportation projects. there will be another dollar increase in 2022 and 2025. live in san francisco, pete suratos for "today in the bay." >> thank you, pete. also this morning strong winds likely played a role in a deadly boating accident in san francisco bay yesterday afternoon. a sail boat capsized near sausalito. rescuers pulled a man and woman from the water. only the woman survived. neither was wearing a life jacket. investigators are trying to determine how a body ended up in a landfill east of livermore. deputies were called to the waste management facility yesterday afternoon. they're not saying if the body is that of a man or a woman or the cause of death. it was likely the body was placed in the trash in another city and transported to the landfill where workers discovered it. kevin spacey must show up to his arraignment in court today.

think? >> a rainy one. it could be a decent storm. lining up right now. we're far out, but i have enough confidence to let you know you need to grab an umbrella and keep an eye on this if you have outdoor plans. morning showers, the reason for the morning a.m. showers is that system is expected to move in friday night. friday an increase in cloud coffer. chance of seeing rain. saturday it becomes widespread. moves in early but becomes widespread saturday into sunday as well. right now it's a coastal system so we're seeing how the models align for the rainfall totals. right now it looks like the north bay will see the greatest chance of seeing high rain totals. we will keep the showers all day sunday. a peek ahead to your monday, also seeing some rain. with this system, another thing i did notice is we're expecting snow for heavenly. the reason this is red, this

breaking news -- it is 6:42. the hills are still gusty but temperatures are also cold. we have that windchill. a 24-hour temperature change, 6 degrees colder at this hour in fairfield. right now winds are gusting upwards of 20 miles per hour plus in that area. you can imagine how cold it feels. san jose 30s on the map and low 40s throughout the bay area. eventually we'll climb into the 50s. not warming up by much. only topping out in the 50s. i'll have a look at your overall temperatures for the next couple of days and your next chance for rain coming up in a few minutes.

the new law only applies to pet stores. you can still buy a dog or a cat from a breeder. that's not only law arriving with the new year. starting today new cars will no longer have paper license plates as they drive off the lot. instead buyers will drive off the lot with numbered temporary plates that are linked to the dmv database. they are good for 90 days. owners will have time to get permanent plates in the mail. and california restaurants will only provide drinking straws when customers request them. overseas many around the world are interpreting something north korea's leader said as a possible threat. in kim jong-un's new year's address he said he is willing to denuclearize but only if the united states takes action as well. he said he would start a new path if the u.s. keeps making unilateral demands. it's unclear what the new path would be.

parks, yosemite. i'll ask you to connect the dots here. the park like some bay area parks has closed its restroom facilities, there's nobody there to open them up or clean them. that meant more droppings left along the roadside. it's not bears. this has become a problem to the point where two campgrounds are closed because of public health reasons. the park is urging visitors to go before you get there. >> that's a health problem. >> yeah. >> all right. here in the bay area we're working up to a cold morning but not as windy as yesterday. >> we are still seeing some gusty conditions in the mountain tops. that's the reason we're not under a widespread microclimate alert, only a regional one because winds have diminished significantly. golden gate bridge, beautiful shot there. you can see it is still a little shaky. we are seeing some breezy conditions. that's expected to remain

i want to give you a perspective of what to expect for the next several days. through today, wind at times, very cold. but it will remain dry. we will be dry through thursday. the next chance of rain moves in late friday through next weekend. it's looking like a pretty good punch. we're expecting widespread rain through the south bay. south bay doesn't see as much rain as the north bay. it's still a system that's impacting the north bay in terms of rainfall totals. here's the next seven days. that wind advisory expires at 10:00 a.m. for elevations above 1,000 feet. we stay drew through wednesday and thursday. rainfall chances move in late on friday. 2 temperatures in the 50s. as far as the models go, we'll wait for them to align better so we can figure out the timeline for this all. as of now, we can track some rain into the weekend. that means bring out those

umbrellas. inland temperatures, similar conditions. another thing to notice, the cold overnight lows will remain. that's because we have that dry, cold weather system. it is still sitting over the bay area. overnight lows in the 30s. the reminder of bringing your pets inside and protecting plants and pipes will remain in place. keep that in mind if you have not arranged for a pet setter, you typically let them sleep outside. aside from that, at least we could enjoy two more days of sunshine. let's get a check of the roads now because i did have a fender bender now. it has been cleared out of the south bay. nothing to report through there. let's get you some drive times. westbound 580 to 680, 19 minutes. southbound 68 to do 58 0 11 minutes. here's what the "s" curve looks

in the bay-- happening today: your p-g and e . welcome back. before you head out the door, here are your top stories. >> happening today, your pg&e bills are going up. monthly bills will increase at least a dollar. this goes for gas and electric customers. they say it's because natural gas prices are rising. the move comes after cal fire found that pg&e caused some of the wildfires. federal prosecutors weighing in on whether pg&e can face criminal charges over the camp fire. downed power lines are a prime suspect for starting that wildfire along with many others in northern california the past few years. the utility already on probation from the san bruno gas pipeline explosion in 2010 and u.s. attorneys filed papers yesterday saying if pg&e's reckless operation or maintenance of its power lines started a wildfire, pg&e may have violated a condition of its probation.

the utility issued a statement saying it's assessing its infrastructure to enhance safety and protect customers from increasing threats of wildfire. if you're counting down, a little over an hour from now as the 130th rose parade begins. >> it's always such a spectacular event. this is a live look at the floats. it takes weeks to get all of this in place. amazing to see. we have some new video from southern california to show you. a lot of people are waking up in the chilly forecast down there. got their fire pits going. whatever they can do to keep warm. some people stay days out there just camping out along the five-mile parade route claiming their spot. our crews spoke to some hearty souls who call the whole thing a bonding experience. >> we have layers. we have a lot of nice, good sleeping bags. our fire. we have our heater over here. >> getting into the spirit with
