down to 29 degrees in san jose, that makes it officially one of the coldest mornings so far up there and it's below freezing and you have to be careful because the temperatures are no joke. santa rosa at 29 degrees. napa 30. oakland 36. hayward 39, and we're not expecting a huge warmup today. in fact, clear skies again, and let me show you how slow we are to warm up. we are going to remain in the 30s in through san jose until about the 8:00 a.m. hour. it isn't until 9:00 a.m., we start to climb into the 40s and eventually we'll top out in the 50s. 50s is what we'll call home today. we'll be clear and dry. we have two more days left of sunshine and dry weather and friday the cloud cover rolls in and right behind that, we're tracking some rain, folks. this is definitely going to have an impact on your weekend plans, but before i get to that, let's get a check of how the roads are doing. mike? >> i heard the excitement in your voice, so that means it's a good amount of rain so watch out for that. over here a lot of green. we have slowing san mateo bridge there, dumbarton bridge toll

plaza are starting to build up. there's sthal fe is still that out ofth aof the altamont pass. the portion of the off-ramp at 101 is closed by the big rig trailer still being removed. chp thought another 15 minutes, that was a guess because they're waiting for the heavyduty tow truck to get there. smooth flow past cesar chavez. headed west from the bay bridge toll plaza, you will have the backup because unlike the last few days and weeks, we have a good build that is forming and starting to rebuild for the morning commute. breaking news, a san jose police officer's cruiser left mangled this morning. he was involved in a crash. >> "today in the bay's" bob redell is live at king and tully roads this morning. are you hearing anything of what led up to this, bob? >> reporter: laura and scott, we believe the san jose police officer was driving through the intersection here at king and tully when he was t-boned by an suv.

this was around 2:00 this morning. you can see the damage to his squad car. he ended up hitting the sidewalk and crashing into a light pole, knocking that down. paramedics transported the officer to the hospital. he was conscious. he was breathing. he is hurt, but does not appear to have life-threatening injuries. the drivers and passengers in the suv are okay. it's not clear who is at fault in this collision. we do know that the officer did not have lights and sirens on as he entered this intersection. the investigation will be looking into who had the green light and the right of way. reporting in san jose, bob redell, "today in the bay." >> thank you, bob. north san jose, sheriffs deputies are investigating a reported home invasion. we told but this story in our 11:00 newscast last night. it happened about 8:30 on minuet drive. deputies received word of several men had broken into a home while the family was inside. we're working to find out more. later this morning, two men charged in oakland's deadly

ghostship warehouse fire are due back in court. derek almena and max harris pleaded no contest. 36 people were killed in that fire almost two years ago. the lawyer for one of the men is expected to present a motion against oakland which accuses the city of destroying evidence, but that has been pushed back, because of a change in judges. alameda county superior court judge trina thompson will be assigned the trial at a short hearing this morning. initially a retired judge was set to take the case because of staffing issues. body camera footage can show what happens during violent situations and napa police department will talk about that technology in a community meeting tonight. the topic arose after an officer-involved shooting in december. body cams were used to help answer questions about the officer's conduct there. those interested, that meeting starts at 6:00. a police officer and a young girl were both hurt yesterday afternoon in santa rosa. police say the girl was threatening to kill her neighbor

with a knife when officers stepped in. officers tackled the girl, detained her, but she resisted. the officer suffered cuts and an injured finger. the girl had cuts on her hands and face. police say she was treated at a hospital and taken to juvenile hall. san francisco's new tobacco laws apeer to be leaving an unwanted haze on hookah bars. "the chronicle" says the city is set to start enforcing a ban on flavored knick seen products. voters passed that measure in june aimed at trying to keep teenagers away from candy-flavored ecigarettes. several hookah bars which also serve flavored tobacco are confused by the language in the ban. some have closed down. others are trying to adapt to new rules. happening today, people in the east bay could see their water prices rise. it's only the contra costa water board approves a measure. water rates in concord will rise starting in february. the board will discuss exactly how much that will cost customers. some of the board have floated the idea about generating a 6%

revenue increase. the holiday is over but 800,000 government employees are either sitting at home this morning or working without pay. this is day 12 of the federal government shutdown. "today in the bay's" tracie potts is on capitol hill to explain what might happen today to end it. >> reporter: smithsonian museums and the national zoo closed for the first time today as a partial government shutdown continues. it's a showdown over president trump's border wall with mexico. democrats refuse to give him $5 billion to build it. >> this is all a crisis that the president has manufactured. he's dragging republicans into it. >> reporter: today he's inviting top republicans and democrats to the white house for a briefing on the wall. democrats fear it's a stunt and doubt the president is ready to negotiate. they're planning a vote, as soon as they take over the house tomorrow. >> the house will be in order. >> reporter: they have two plans, both would reopen the government. neither would fund the wall.

>> then the burden will be on the republicans, because the democrats will have acted. >> reporter: but the senate still controlled by republicans is unlikely to send president trump something he won't sign. >> the only thing ma matters is what president trump and leader schumer can agree to. >> reporter: that's chuck schumer, the senate's top democrat. "let's make a deal" the president tweets to incoming house speaker nancy pelosi. at this point, it's not clear what that deal might be. we're also watching an op-ed from the new senator from utah, republican mitt romney. he's talking about the president's character, saying that the president has not risen to the level of the office in which he holds, but romney and a lot of other lawmakers will be sworn in here tomorrow, and their number one job is going to be to end the shutdown. scott? >> tracie potts, thank you much. >> we'll see what happens next.

thanks, tracie. it is 6:06 right now. we have 20s and 30s on the map today. if you were hoping for a bigger warmup into the afternoon, we're not going to really get it. our daytime highs will be rather cool, topping out in the 50s. san jose 57 degrees for your daytime highs. morgan hill 58, milling and oa topping out at 54 degrees. some of our warmer spots but not really warm, concord at 58 degrees. along the peninsula, we're talking mid to upper 50s, in through san mateo 56, half moon bay 58 degrees. if you're headed into san francisco, it's still going to be cool, so even though it's clear, we've got a lot of sunshine. we're not going to warm up by much. ukiah 59. santa rosa 59 and enjoy these dry days, because once we get this dry system that's been keeping us kind of cold, but at least clear, move out, we're going to have another system that will move in, and that

system will bring with it some pretty good rainfall totals. forecasters are always excited to track the rain. >> i know you are. we're excited to tell you the early burst of traffic showing the backup at the bay bridge kind of held there. it's still at the bay bridge, as the metering lights are still on. we don't have any major problems for the rest of the bay. dumbarton, san mateo bridges show the build for the volume, slowing on the approach to those two westbound directions for the bridges and west 24, we have an incident as you're approaching the caldecott tunnel. looks like the slowing might be affected by a disabled vehicle. we'll track that. the biggest slowing for the area, contra costa county toward the bay bridge is at the bay bridge toll plaza itself. approaching from the south, northbound 808 past high street with the tail lights, a smooth drive. southbound looks like there's more volume but really about the same, just the glow from the headlights from that angle. an earlier backup slowing at the richmond to san rafael bridge, now things have smoothed out.

good morning. it 16:11. we're not kidding when we say it is cold. we've got some 20s up in the north bay. santa rosa waking up to a biting 29 degrees, napa 30 degrees. 35 for san jose and tracking another day of sunshine but soon that sunshine will make its exit and replaced by clouds and rain. i'll break down the complete timeline for that. estimated rainfall totals and what exactly you can expect from the changing weather, details to come. a slowly changing commute. i showed you the backup and slowing as you approach this to the south of the dumbarton bridge. good morning, i'm fronk holland at cnbc global headquarters. wall street could start out the new year an a down note.

investors are reacting to disappointing economic data out of china, showing growth of the country's manufacturing sector slowed for the first time in a year and a half, adding to concerns about the health of the overall global economy. . back here in the u.s., markets are coming off their worst year since the financial crisis in 2008, despite a positive session on monday for the year. the dow dropping more than 5.5%, while the nasdaq lost 6%. the partial u.s. government shutdown is now in day 12, with more agencies set to close their doors that now includes the fcc. it will wind down nearly all of its operations if there's no resolution by tomorrow, and that could impact businesses and consumers. there will be a pause in the testing and approval of new electronic devices, complaint lines won't be answered, consumer protection and local competition enforcement will cease and licensing services for broadcasters and wireless companies will end as long as the shutdown lasts. some good news here, it may be cheaper to fill up your car in 2019. for the first time in three

years, prices at the pump are expected to decrease from the previous year. gasbuddy.com says gas will average $2.70 a gallon, three cents less than 2018 but 2019 will the second most expensive year to fill up since 2015. i know, a lot of numbers. here is more good news. you'll enjoy the lowest price of the year in january, with gas expected to average $2.35 a gallon. i know it's a little bit more expensive out there in california. and get this -- the typical family will spend $1,991 on gas this year, that's down 25 bucks from last year. so those are your cnbc business headlines. scott and laura, i tried to mix in a little good news. >> i appreciate that. i always look for the silver lining. thanks a got, frank. you could stay home and telecommute from vermont. the state will pay $10,000 to work from home. >> that's the deal the state is offering as part of the new law. anyone who moves to vermont employed by an out-of-state

storms over the bay area but we have a developing coastal system and that's going to bring us our first chance of seeing some rain for this new year. let's take you through that futurecast and when the time line is going to be and this is going to impact your weekend weather. friday night, the cloud cover sets in, and then really early saturday morning, in fact, overnight friday into saturday morning, we begin to see some rain move in, in fact, it will become widespread, and look at all day saturday, i took the time line through 11:00, and we're tracking some pretty good rainfall also, sierra snow, this is going to kick up some gusty conditions, headed into sunday as well. we'll get some heavier pockets of rain as the cold front pushes through. as far as estimated rain totals, this is taking it through monday. we have another system on monday so that's going to be more rainfall totals. the higher elevations getting a good downpour, just over two inches for some parts of the north bay, and into the santa cruz mountains as well. the rest of the bay area, even down through san jose nearly an inch of rainfall. so this is going to be a pretty

wildlife center to close, calling it a roadside zoo. another zoo incident to tell you about, where a 2-year-old was hospitalized after she fell into a rhino cage. it happened yesterday during an exhibit at a florida zoo. the director says the girl fell out of her father's arms, went through some steel poles and landed inside the enclosure. that is when the rhino hit the girl with its snout. the mother quickly pulled the 2-year-old back through the bars, and then a helicopter air-lifted the toddler to the hospital. her dad says she's doing well. in the meantime, the zoo has suspended the rhino exhibit. 6:24 right now. nbc bay area responds to a san jose man who says he was out $1,000 over a high-tech steering wheel. >> needs this to drive, so he turned to consumer investigator chris chmura and his team for help. >> good morning. john tan doesn't have the use of his legs, but he can still drive, thanks to this special steering wheel, and a set of

we're following this morning, we're talking about what a cold morning it is out there. >> nbc bay area's pete suratos got the short straw, out in contra costa outside and bundled up, although we commented the lack of a hat. >> reporter: i need to work on the hat situation. good morning to you in the newsroom, and yes, it is in the 30s still here in concord so we're seeing folks bundled up. we were in the satellite truck as long as we could, because it was nice and warm in there. folks are getting ready as they deal with this cold weather. we're talking to folks at this starbucks on willow pass road in concord to get their take on the cold weather. here's what they have to say. >> it hasn't been too bad today. the windows weren't too iced over. that's the only thing i care about. >> trying to keep it together and staying warm, got the heater blasting. it's rough today. i don't know. >> reporter: you got this reporter asking to you keep the door open to see how cold it is. >> man, yep. it's freezing today. i don't know why. >> it's cold, just get some blankets and sweatshirts, try not to spend money on the

business or what is on that property. we have just put in a call to caltrain as well, because there could possibly be some effect on the train schedule. another fire to tell you about, this one happening overnight in fremont. firefighters investigating what may have sparked a fire at an rv and storage business. this broke out a little before 2:00 on bocell road. train near the main office caught fire. took firefighters 20 minutes to knock it down. no rvs or boats were damaged. the mayor of san jose was hurt riding his bike yesterday afternoon. the driver of an suv was on salt lake road crossing marbury road when he struck liccardo. >> he said he didn't see him. >> liccardo taken to regional medical center. the spokesman says the mayor has

several minor fractures and is still in the hospital for observation. the driver stuck around after the crash. in just a few hours, the accused killer of a central valley police officer will appear before a judge. gustavo arriaga is expected to be arraigned on murder charges, he is accused of gunning down police corporal ronil singh during a traffic stop in newman last week. singh joined the newman police force in 2011. he's the first officer on the newman police force to die in the line of duty. arriaga was arrested friday at a home in bakersfield. he's an undocumented immigrant who was trying to go back to mexico. several other people were also arrested, accused of helping arriaga run from the law. >> 6:35 and new this morning, accusations of pregnancy discrimination against ac transit. a former driver accused the transit of not accommodating her after two preg sis.

pregnancies. in a lawsuit, she claims they refused to provide lactation space or adjust her work assignments. in a statement to "the chronicle" ac transit says in part, "we ask the public to withhold judgment as we work to uncover the circumstances giving rise to this issue." a spokesperson says the suit only represents one side of the case. the elderly and poor might have less access to bay area emergency rooms in the future that is according to a new uc berkeley report. it comes after word of a medical center closing. the closure could cause longer wait times at surrounding hospitals. berkeley city officials say they may need to figure out how to keep the hospital open or find another place within the city for it. new this morning, six passengers on a frontier airlines flight from cleveland to tampa fell ill during that flight. the passengers who were not traveling together are being held for observation. the passengers who were not sick were stuck on the plane for about an hour after landing. many people say it made for an uncomfortable flight.

time for your saturday forecast. it moves in late friday into saturday. we're tracking widespread rainfall, in fact, that cold front as it swoops through once again will kick up the windy conditions. so enjoy the break from the sort of windier conditions for now. rain across the board, 54 degrees. temperatures top out in the upper 50s but when that rain really kicks up into the overnight hours, it will carry over into sunday's forecast, so sunday will also be another rainy day for the coast, bay and inland temperatures topping out in the 50s. if you had planned to head out either to yosemite or the sierra, we are tracking snow in the forecast for saturday and sunday, and that, of course, always makes for dangerous road conditions. so make sure to check that as you head out the door. if you are debating between leaving friday and early saturday morning, friday is going to be the best day, because once you get into that storm, you don't want to get trapped out on the roads. i'll send it back to you. >> good advice, thanks.

jose when he was t-boned by an suv. this was around 2:00 this morning. you can see the damage to his squad car. he ended up hitting the sidewalk and crashing into a light pole, knocking that down. paramedics transported the officer to the hospital. he was conscious. he was breathing. he is hurt, but does not appear to have life-threatening injuries. the drivers and passengers in the suv are okay. it's not clear who is at fault in this collision. we do know that the officer did not have lights and sirens on as he entered this intersection. the investigation will be looking into who had the green light and the right of way. reporting live in san jose, bob redell, "today in the bay." >> thanks for the latest, bob. it's 6:44 right now. the question now is where to put all of the rubble from the butte camp fire. fema and state officials are running into pushback over plans

to open a large temporary scrap yard to sort and process truckloads of rubble from burned out paradise. first it was chico, where many pushed the government to abandon a 100-acre site next to a residential neighborhood. oroville residents are speaking in opposition to the second choice, a former superfund site near highway 70 on the south side of town. at 6:45, at the state capitol, this is governor jerry brown's last week on the job and gavin newsom will take the oath of office on monday. not clear what brown will do in the future but the "l.a. times" reports he mentioned setting his sights on trying to stop a 2020 ballot initiative that would undo some of his efforts to overhaul state prisons by providing new parole opportunities for some convicted of lower-level felonies. last month, brown filed a lawsuit challenging the initiative's placed on the future ballot, insisting the measure was improperly drafted. as governor brown leaves, gavin

santa rosa 29 degrees. napa 30 degrees. oakland 36, and hayward 39 degrees. quick look at your temperature trend, where we've got poor pete out there freezing in the temperatures in the 30s. 34 degrees at 7:00 a.m. 8:00 a.m. 35, and then the temperatures, pete, will finally go up into the low 40s by about 10:00 a.m., so stay warm out there. all right, so we do have a couple of freeze warnings that i want to keep you informed about, because this will be in effect through 9:00 a.m. for the southern salinas valley, bring your pets inside. protect the pimz apes and cover sensitive plants. tonight we dip down into the 30s. the microclimate highs will be in the mid-50s. 54 degrees for oakland. here is a look at how the satellite radar is shaping out. it's nice and calm. we have a system developing just off the coast and what's going to happen is that's going to bring our first rainfall of the new year, and it's going to move in late sunday into saturday. saturday that rain will move in very early on, starting in the north bay, and it will begin to

trek east and it becomes widespread so we're anticipating from what the models are showing a wet saturday and a rough commute headed up to the sierra. good amount of snowfall total up there, fantastic for snowboarders and skiers. sunday at 11:00 p.m., we have decent, heavy pockets of rain pushing through. we expect this rain to carry over through sunday and on monday we have another system and that one looks like it will bring additional rainfall in all the way possibly through next wednesday. so plan for several days of wet weather. estimated rainfall totals right now as we inch closer, the models show some of the higher totals through the north bay and the rest of the bay area, this is the three-day rain totals as of right now. santa cruz mountains one of the areas just over an inch and next seven days, please remember we stay dry through the next few days. it's cold. i've been enjoying the sunshine. what about you, mike? >> i've been enjoying the sunshine. great drive but not behind me.

880 northbound you see the flashing lights, in the last five minutes i've seen another set of flashing lights and hopefully that looks like from the traffic flow, there's somebody there to help that disabled vehicle after a crash, the disabled vehicle blocking the fast lane or the crashed vehicle. there is a bit of movement in the shuffling. you may encounter a lot of slowing as you head north 880, the nimitz from haganberger, headed north up to the area past high street, things start to improve. by the time you get toward 16th and 23rd, you're moving back at speed getting over toward oakland and the bay bridge, the maze, slowing on the last bit of aapproach for the nimitz and also the berkeley curve as you get over toward the bay bridge toll plaza, but the lanes off to the left, the cash lanes are clear. you might want to pay cash instead of fast track, which is backed up right now past the overcrossing. the rest of the bay shows a smooth drive. south 880 has that crash which looks like it got to the right shoulder at mallory, as you were talking about, just south of the dumbarton bridge and a little build in the south bay, north 101, north 280, coming through

federal government shutdown, a showdown between president trump's border wall and members of congress. democrats fear it's a stunt and no doubt mr. trump -- they doubt trump is ready to negotiate. they're planning to vote as soon as they take over the house tomorrow. they have two plans, both would reopen government, neither would fund the wall. the republican-controlled senate is unlikely to send president trump something he won't sign. in just minutes, on the "today" show, you'll hear the reaction from both sides. later this morning, the two men charged in oakland's deadly ghostship warehouse fire are due back in court. derek almen0 and max harris pleaded no contest. the lawyer for one of the men is expected to present a motion against oakland which accuses the city of destroying evidence, but that has been pushed back, because of a change in judges.

alameda county superior court judge trina thompson will be assigned the trial at a short hearing this morning. initially a retired judge was set to take the case because of staffing issues. in north san jose, sheriffs deputies are investigating a reported home invasion. we told you about this story on our 11:00 newscast last night, it happened about 8:30 on minuet drive. several men had broken into a home while the family was inside. we're working to find out more. body camera footage can show what happened during violent situations. now the napa police department will talk about the new technology at a community meeting tonight. the topic rose after an officer-involved shooting in december. body cameras were used to help answer questions about the officer's conduct. if you're interested in that meeting, that's tonight at 6:00. san francisco's new tobacco laws appear to be leaving an unwanted haze on hookah bars. as "the tron chronicle" reports the city is set to start

enforcing a ban on flavored nicotine products. voters passed that measure in june aimed at trying to keep teenagers away from candy-flavored ecigarettes. happening today, people in the east bay could see water prices rise, only if the contra costa water board approves a measure. water rates in concord would start rising in february if adopted. the board will say how much that will cost kcustomers. some talked about generating a 6% revenue increase. there's another food recall to tell you about this morning, before you cook dinner tonight. >> tons of hot sausages may be contaminated with bits of metal, these are rl ziegler company sausages shipped nationwide from alabama, the notice says the recall affects chicken and pork sausage labeled red hot, some labeled extra hot. the department of agriculture says so far, no reports of sickness. a question for parents this morning. would you let your teenager get
