outside, but it gives us a nice, clear view of downtown san jose right now. it's just seconds before 5:00. thank you for starting the morning with us. i'm marcus washington. >> i'm in for laura garcia. mike will have traffic in a moment but first we send it to vianey. i have the snowflake icon next to the temperature in my car. >> i'm afraid to see what my bill will be this month because i cranked up the heater two nights in a row. right now temperatures in the 30s. napa, 34. take a look at your temperature trend into the afternoon. once again it will be in the 50s but the clouds will roll in signifying a change in the forecast. we've teased to the rain and i'll have a closer look at that coming up shortly. first, a look at the roads with mike. >> green sensors all around. a couple of crashes we're tracking on the shoulder. a new crash over here may be in

lanes. this is westbound 80, your commute direction. the border, the little corner of el ycerita. here's the bay bridge. in washington, the new congress will be sworn in today. both parties have a list of things they want to get done. the "today" show's savannah guthrie sat down with soon-to-be speaker nancy pelosi. "today in the bay's" tracie potts is live on capitol hill with more on the shutdown and the interview you'll only see here on nbc. >> reporter: you'll see the full thing later this morning. we have a sneak peek at what incoming house speaker and bay area representative nancy pelosi had to say to savannah this morning about the priorities of the new democratically-controlled house, but especially about the

showdown over the shutdown. she tells savannah that the democrats will not give one dime to build this wall with mexico. that's the central issue right now between 800,000 federal workers and their paycheck. >> are you willing to come up and give him some money for the wall. >> no. >> because apparently that's the sticking point. >> nothing. we're talking about border security. there's no amount of persuasion he can do to say we want you to do something that's not effective, that cost billions of dollars, that sends the wrong message about who we are as a country. >> if you don't compromise, then why isn't the shutdown partially your responsibility as well? >> it has nothing to do with that. it has the president saying, i will hold six agencies of government hostage to my campaign promise that i was going to build a wall and that mexico was going to pay for it.

that is so ridiculous. >> what's it like to negotiate with president trump? >> when you're negotiating with someone, you have to know, you stipulate to some fact. it's hard to do that with the president because he resists science, evidence, data, truth. it's hard to pin the president down on the facts. i think and hope we can work together in a positive way now that the president's more acclimated to the facts that he's dealing with a democratic majority in the congress of the united states. >> reporter: also in that "today" show interview, pelosi not ruling out the possibility of impeachment for president trump. something we haven't heard in a bit. a lot of democrats saying they would like to steer clear of that. she will now preside over the most racially and ethically

morning. of course, we'll bring you more information as soon as we get it. three of the bay area's best known tech companies are not liable for a deadly terror attack that happened in southern california. you may remember that's where a husband and wife together shot and killed 14 people during a holiday party. a judge in san francisco yesterday ruled the attack was want the direct result of any one company aiding and abetting isis nor providing resources to the terror group. new this morning, the numbers are out and they appear mixed. we're talking about violent crime statistics for two of the bay area's largest cities. in oakland it appears to be better than the bay area's largest city, san jose. nbc bay area is live at police headquarters in san jose with a look at those numbers.

damian. >> reporter: good morning. perhaps a surprise to many san jose once called itself the safest big city in america and now it's struggling to keep even the local title. the latest numbers in san jose show violent crime is up 6% over the year before, coupled with a projected 17% increase in burglaries. the police chief has said staffing remains a big part of the problem. the department is still 300 officers short of where it wants to be. that's still less than the national average per capita. oakland, however, is trending in the opposite direction. violent crime is down in oakl d oakland. robberies down 1%. rapes down 12%. residential burglaries have dropped by 20%. and car burglaries fell by 25%. even homicides dropped from 71 to 68 last year in oakland. the good news is -- the news is

so good, oakland leaders will hold a news conference later this morning to unveil these numbers. we are still waiting for the specific numbers in san francisco, but preliminary figures show violent crime is also down in that city. now, there is a silver lining here in san jose. the homicides dropped from 32 to 27 last year. shift change here takes place in about one hour and these officers will go out and fight crime with the staffing levels they've been handed. live in san jose, damian trujillo, nbc7 bay area. 5:07 and new this morning. a bad story that certainly could have been far worse for two passengers in an uber car yesterday. unfortunately, the driver of that car suffered a fatal heart attack at the wheel. this was on highway 101. rancho adobe firefighters posted this photo from the scene. they report the passengers

jumped from the car as they drove towards redwood trees. the car missed those trees and stopped shortly after. happening today, we'll get a look at the snowpack in california. the department of water resources is said to take its first official survey of the sierra snowpack. winter storms did well for our water supply last year, but this year it's expected to show levels a little lower than normal because california started the fall very dry but a series of storms in late november through december helped bring those levels closer to the average. some good news there, vianey. >> yeah. also good news is the incoming system on saturday is expected to also bring additional snowfall to the sierra, which is fantastic to see. your microclimate highs for today, we'll get another round of cool daytime highs and our temperatures will be topping out in the upper 50s. 59 degrees for san jose. morgan hills, 60 degrees. your east bay temperatures, 58

degrees for oakland in through the interior valleys topping out in the upper 50s. san mateo, 57. if you're heading into san francisco, we're expecting another breezier day but it will be a little cloudier than what we've seen. this is always kind of our first sign of changing weather ahead. up through the north bay ukiah, 58 degrees. novato, 56. i want to show you the radar. all that you see up here is not necessarily affecting us. we have affecting us a ridge of high pressure. if i zoom this in to give you a look at what we currently see, we have the storm ranger up and scanning. the reason we have it up and scanning is because of the incoming rain as we head into saturday and it will be here to give us the highest resolution as that rainfall makes its way through. let's get a check of the roads with mike. >> great to hear about your new year's resolutions on the maps. that was a graphics joke. it's all green. that's great stuff. we'll take you to the east shore

freeway. i was mistaken. it's not westbound. it's eastbound 80, countercommute. it's not a crash, just one cone in the lanes. we'll track it. we do see slowing right here. i'm a little confused why those sensors are showing up. i moved our camera in emeryville and we can catch the approach there westbound 80 coming up and out of the maze on the east shore freeway. a smooth drive for 580 and i-80. no problem. those speed sensors are sometimes just a tad under that speed limit and they show up orange. over here no problems either. the orange, international orange bridge, golden gate bridge looks good. 5:10. coming up here on "today in the bay," are you thinking of leaving california? you better not. but if you are, you are not alone here. the states where most people are relocating to and the top ones people are living. misery on wall street that will particularly affect silicon valley companies. ♪

it is 5:13. we're cold but not as cold as yesterday. in fact, napa, 4 degrees warmer this hour than yesterday. santa rosa, too. it's still cold even if we're running a little colder. napa, 34 degrees.

santa rosa, 32. we're keeping the cool temperatures along with the clear skies. i'm timing out rainfall totals and the chance of seeing thunderstorms and the return of those gusty, windy conditions to the bay area. i'll break down the timeline coming up. and we're looking at great times coming out of the altamont pass. no delays through dublin. we do have headlights. there's the commute this morning. we'll show you how things shape up in your focus spot. well, good morning to you. happy thursday to you. get ready for a wild ride on wall street. again, tesla stock is down big. we'll talk about that in a second. but apple, the real problem today. apple warned investors it would not make the sort of money it projected. $5 billion less. this is a big deal. this is the first time in 15 years apple has adjusted its quarterly outlook downward. in a note to investors, ceo tim

cook said there were a problem, but one that set off alarm bells is cook's statement that sales were slowing in china. here's the line. cook, we did not foresee the magnitude of the economic deceleration, particularly in greater china. an economic slowdown in china would be a problem for all kinds of silicon valley companies. cook put some of the blame on the ongoing trade war between washington and beijing. shares in tesla fell 7% after that company said it made fewer cars than analysts expected and will lower the cost of its models by $2,000 partially to offset the big tax break for teslas is going away. tesla still made a record number of cars. can we go back to the stock ticker for a second? even as we go back and look at the stock prices and add up the big losses -- there they come -- tesla, when you add up all the value of these shares, tesla is

still more valuable than ford or general motors. donald trump yesterday said he thought all the problems on the stock market were a glitch, in his words. he also said the reason gas prices are falling because he called countries and told them to reduce the price of energy. now, i don't know if he did or he didn't, but when you look at gas prices historically, they're always significantly lower in the winter. every year. this is nothing new. winter last year, winter of two years ago, prices fell below $2 a gallon and rocketed up. the year before that, seven cents lower in the winter. so gas prices aren't entirely because of president trump, it happens every time this year. >> and there's the summer blend -- >> and it's not just california. this is nationwide. >> if anyone has the answer, it will be you. new this morning, people are constantly changing jobs or even retiring. and the moving company united vans says that these changes are

causing lots of people to move. according to its study, people are mostly moving out of the state you see there highlighted, especially new jersey and new york. now, it shows the most popular states people are moving into at the top of that list, vermont. interesting. although more people are starting to move into oregon, nevada and arizona. if you are on a diet, chip ole chipotle has released new bowls that are keto or whole30 friendly. the bowls are the same size but they say the ingredients are tailored for your new year's resolution. we all get excited over gifts, but kids don't usually get this excited over gift cards. >> you have to see this little girl's reaction as she opens hers. >> kids card. that's the only thing you

i haven't added stuff since i was young. that's my girl. we have clear conditions but cold temperatures. 32 degrees in santa rosa right now. napa, 34. down through oakland, 36. hayward, 40. we're actually running just a couple of degrees warmer than we were yesterday. yesterday we had some 20s on the map. your microclimate highs for today will once again be comfortable, seasonable for this time of year. san jose, 59. milpitas, 57. in through the east bay, 58 degrees for oakland. danville, 59. concord, 58. 57 for san mateo. into the city it will also still be breezy. don't be surprised if you catch that breeze into the afternoon. ukiah, 58 degrees. let's talk about the big changes ahead. over san francisco we have pretty much clear conditions. you can see that storm system far off to the north. that's not affecting us. we still have the high pressure that's been keeping us dry and cold, hanging on tight over the bay area. changes are ahead which is why

we have launched our very own storm ranger. it's up and scanning in preparation for this storm system. this is expected to move in overnight friday through saturday with a passing front move through with the possibility of seeing thunderstorms and gusting conditions saturday. we'll get on and off again rain on sunday in through the afternoon. yes, the sierra snow, we're expecting good accumulations at 4,000 feet. estimated rain falls for saturday and sunday will be higher for the north bay. look at san jose, we'll catch some rain through the south bay as well. over the next seven days, here are the big changes you need to look out for. you'll need your umbrella and you're going to need to check the road conditions if you're heading up to tahoe because we're definitely expecting to see that wind really kick up. you don't want to get caught up in that traffic commute, right, mike? >> that's right. you know what i'm going to do, i'm going to tweet out the link to california highway conditions as well. you can always enter the highway

number and get whether there are restrictions or not. looking over here, no restrictions for our local freeways. these are moving nicely. a little slowing right at the san mateo bridge toll plaza. a few more cars moving there. there's a commute this morning but it's lighter than yesterday. we had hundreds of e-mail messages they had to clear. the bay bridge is showing a little more slowing up the incline. nothing major. over here the north bay we're zooming towards vallejo off highway 29. redwood street, that's the fire we've been tracking. we showed you that video coming in from the abandoned or vacant pizza shop. no delays coming into the area. getting away tonight -- this afternoon and tomorrow afternoon, it may be getting crowded. still light for the nimitz. coming up on "today in the bay," a first for mankind. new images this morning of china's successful mission to the dark side of the moon. plus, a daring rescue in southern california.

nicholas dunning. the inmate escaped around 6:30 yesterday morning. the camp is not fully enclosed because it's a minimum security prison -- or camp, i should say, for inmate firefighters. therefore, the lieutenant says he suspects dunning walked out off those grounds there. call 911 if you see him. to southern california where a man did everything he could to save a woman trapped in a car fire. look at that video. he said he was driving when he saw those flames. so, he pulled over, got out of his car, ran across several lanes of traffic on the freeway, jumped over the center divider and pulled the woman from the wreckage. >> her head was literally about one inch away from the flames. so, i grabbed her by the wrist and that is how i was able to pull her out because she was limp, knocked out. >> wow. he then uncovered -- covered, rather, the unconscious woman in a blanket until an ambulance

arrived. authorities say the woman suffered major injuries but is now conscious and talking. 6:25 for you right now. new video to show you. another hoeroic moment in centrl texas. an elderly man attempted to cross a low-water crossing when his truck was swept downstream. rescue crews found that man trapped inside his vehicle with water just below the truck's windshield. crews pulled the man to safety by extending a ladder from the embankment. the snow continues to add up in southern california along the u.s./mexico border. tucson actually picked up 6 inches of snow. we looked it up. that's the most the city's had since 1971. when it does snow, usually the city only picks up less than an inch. we've been feeling it here in california. meteorologists say the jet stream is bringing alaska warm weather.

new this morning, a first for mankind. a chinese spacecraft has landed on the far side of the moon. this is according to the chinese central television. the far side also known as the dark side is relatively unexplored by humans. here's a picture of what it looks like from a chinese news agency there. wow. so, the landing goes to show how china is growing its space power. new this morning, the coachella lineup is out. here's a look at the big acts to look out for. headlining is childish gambino, ariana grande. ♪ >> you can also catch d.j. khalid, too. coachella starts april 12th and continues the next two weekends. weekend passes go on sale tomorrow starting at $420.

if you're going to be driving this morning, crank up that car heater. we're in the 30s. 33 degrees. 32. look, finally some 40s by 10:00 a.m. it's not going to get too warm out there. in fact, it will be comfortable but cool. topping out in those upper 50s. so, overall we'll have another dry day. very seasonable for this time of year. as far as that sunshine goes, we do have some major changes ahead. that's definitely going to affect your commute. mike will be in charge once that rain moves in out on the roads, right, mike? >> oh, yeah. no, i'm not going to take the blame for that. that's vianey's department. over on the bay bridge, i'll take credit for this, there's a mild backup. you do see a commute this morning. that's more traffic than we saw earlier this week. the fast track lanes just starting to show a little slowing. that mean traffic builds from the toll plaza over to the metering lights, but the metering lights are not on yet. it's 5:31. yesterday they turned on just

before 5:30. but we see a lighter volume through the maze right now. we're still tracking that fire in vallejo. there will be activity around redwood. smooth flow of traffic along the peninsula. south bay, no delays. out of the altamont, a smooth flow. look at the fire breaking at a vallejo strip mall. this video just into our news room. i want you to check out the huge flames and the crews working to get that fire under control. a large fire response there to a vacant straw hat pizza restaurant. no word of how this fire started. we have crews at the scene asking questions for us. we'll bring you more information as soon as we get it. at 5:32. we're tracking a developing story. police in the east bay need your help finding the man and woman find a hit-and-run that sent a

young boy to the hospital. >> "today in the bay's" bob redell outside highland hospital. how is the boy doing this morning? >> reporter: marcus, doctors at highland hospital are treating this boy for, quote, major injuries. he's in critical condition after being dragged by that hit-and-run driver for four blocks. a witness captured on the cell phone what happened afterwards. you can see the boy on the ground. this is in the 900 block yesterday after. a man and woman in the silver sedan in the background, that's the vehicle that hit the boy. you can see them get out of the car, look at the boy, get back in the car and they drive off. it's a hit-and-run. the boy yells to the witness to call for an ambulance, which eventually does arrive. police tell us this started around 12:30 yesterday afternoon. the boy was riding his blue bicycle. this is the 35th avenue near the fruitvale b.a.r.t. station. the boy got stuck under the car and dragged for four blocks.

the man who shot the cell phone video, he tells us initially he was confused about what was going on, wasn't aware first of what happened. he thought the boy was laying on the ground, perhaps too drunk from partying. >> taking a break and i saw the guy laying there on the ground. i saw the people trying to get away but i didn't know what they were doing. i had no idea what was going on. >> we have a 14-year-old boy who is in critical condition. he has major injuries from being dragged by this vehicle for about four city blocks. >> charlie green got there, he started -- >> reporter: now, oakland police did point out that they understand accidents happen but they're asking the driver to do the right thing, make the right choice, turn yourself in. police did find that silver sedan abandoned shortly after this crime. as we were trying to mention to you, that cell phone video, if you take a look at it and you recognize that man and woman, police would like to hear from you. reporting live here in oakland,

bob redell, "today in the bay." >> hopefully they find them. an elderly woman was killed when she was hit walking across the street in concord. police say it happened around 3:00 yesterday afternoon. the 86-year-old was crossing around ayers road and valley view drive. the driver did stop and is cooperating with police. take a look at this man, tamari harris, he's scheduled to go on trial next month in connection with a deadly shooting in richmond. "the east bay times" is reporting one critical piece of evidence has vanished without a trace. the victim identified harris as he lay dying in 2016 but the body cam used by the police officer who heard that accusation somehow malfunctioned and police say now there's no usable footage. police say the victim and accused had been friends.

a new filing by pg&e gives a hint at legal strategies the utility may use surrounding the lawsuits in the santa rosa wildfire. investigators have not determined the exact cause of the fire in 2017. our investigative unit found that fire may have started from faulty electrical equipment on property at north bennett lane. on monday pg&e filed a legal response saying that the equipment was not its responsibility. in a statement, in part, it says, quote, the evidence supports the conclusion that this equipment located beyond pg&e's service delivery point was planned, designed, installed, maintained and operated by third parties, not pg&e, end quote. the filing does not reference any specific cause, only who is responsible for the equipment in question. happening today, one of san francisco's biggest buildings is finally complete. crews just finished the moscone center expansion. the conference center was under construction for more than a year. now it has extra space for

exhibitions, outdoor terraces and ballrooms. surfing fans, now all we have to do is just wait for some really high surf there. that is because today the window is open again for the maverick surf competition. organizers closed that window during the holidays. if the waves get big enough, any time between now and march 15th, that contest is on. typically that event takes place 48 hours after an announcement. >> i should have had them put waves behind me. this is not my bathing suit. i have a three-piece bathing suit. coming up, smooth drive. no reason to cover up all the green. we love seeing the speed sensors. we have slowing at the bay bridge just a bit but no leerting lights just yet. if you were in fast track lanes,

55 degrees through the bay. also with the estimated rain totals right now, we're expecting some pretty decent rainfall totals from saturday through sunday. i kind of want to show you this because just a little over an inch for the north bay. and then in through santa rosa, napa, just a little over an inch as well. down through fremont, san jose, morgan hill, a quarter of an inch. we have a system moving in on monday bringing additional rainfall. let's take a look at how your sunday forecast is doing. sunday's forecast also expect periods of on and off again showers as that cold front sweeps in on saturday. another thing we'll be monitoring are those gusty conditions. outdoor parties, i'm going to say it's not going to be a good idea. unfortunately, if you had plans to be outside, we're tracking that cold front sweeping through that will also bring the possibility of seeing some isolated thunderstorms right behind that and the gusts could be blowing upwards of 35-plus miles per hour. we don't want to see any pinatas, paper plates, tents

mike traffic tease good morning. it is 5:42. we're clear and cold. temperature running in the 30s and 40s but we have an active pacific that is going to bring big changes. we're tracking rain just ahead of the weekend. i'll have all the details coming up. we have the nimitz. looks great past the coliseum. more cars than the last time we took a look at 880 but it's moving smoothly. we'll show you what's happening at the bay bridge. i have a note for south bay drivers. this is going on right now. 5:4 right now. we're learning more about a deadly apartment fire in oakland. it happened last night on sh shaddock avenue on the berkeley border. firefighters say a 38-year-old man was killed inside that building. he died from smoke inhalation.

initial reports say a christmas tree may be to blame. police unions in california have been trying to block a sunshine law. a law that requires certain records to be available and open to the public. now the state supreme court has blocked the police union's efforts. a judge is expected to hear a case next month over whether records for old cases should be public domain in los angeles. the records would be released in cases of police shootings, sexual assaults on the job and other cases of dishonest behavior. it's expected other departments will file similar legal challenges. governor brown makes his last appointment before leaving office. two of them are for reappointing the leaders of the california high-speed rail project. the hope is to build that train that travels from san francisco to los angeles in less than three hours. so far, the project is behind schedule and tens of millions of dollars over budget. gavin newsom has a chance to choose other project members once he takes office. after wells fargo created
