open. that story later on "today." at 8:00 this morning, closer to home, garbage at land's end in san francisco is overflowing thanks to the government shutdown. the city's public works department says its cleaning crews cleared garbage from the trail heads. the agency's message to the public, take your trash with you. 6:00 right now. fighting words. >> the president either doesn't know what he's talking about or doesn't want to know what he's talking about. >> san francisco's nancy pelosi takes power in congress today as the fight to end the government shutdown continues without an end in sight. rise in crime. brand-new this morning, violent crime is down in oakland but up in san jose. what the police chief said he needs to reverse the trend. and still cold. another chilly start to the day across the bay area with temperatures in the 30s in some spots. when the warm-up arrives. right now. a good thursday morning to you as we wake up to very cold temperatures. i'm marcus washington. >> laura has the morning off. we'll send it over to vianey, who's in for kari with a freezing forecast. >> it's really cold in the 30s. our temperature trend isn't going to reflect much warmer temperatures throughout the afternoon, unfortunately, but it will be cool and seasonable. we're talking upper 50s. let's get a quick look at your san jose temperature trend. it will be another great day. a great day to enjoy the outdoors. start digging out that umbrella and rain boots. i'll be talking about the rain as we head into the weekend. first, let's send things over to mike. >> snow metering lights. the bay bridge toll plaza sees a lot of traffic flowing through but not stopping. good stuff. lighter volume because we're still on vacation for many schools. contra costa county, no delays.

no problem for the maze. we'll track the metering lights. there's an incident that popped up for the tri-valley. i'll touch on that once i get more detail. back to you. in washington, the new congress will be sworn in in just hours. and new for you this morning, incoming house speaker nancy pelosi is talking exclusively to nbc news before democrats take over. tracie potts is live on capitol hill where we're expecting votes on the government shutdown later today. >> reporter: those votes are expected to go nowhere at this point because republicans aren't going to take them up. meantime, nancy pelosi from the bay area is set to become the house speaker later today but she told the "today" show that she is not going to give any money to president trump for the border wall. that's the big issue in reopening the government. here's part of that interview. >> if you and the democrats don't meet halfway, if you don't

compromise, then why isn't the shutdown partially your responsibility as well? >> it has nothing to do with us. it has the president saying, i will hold six agencies of government hostage to my campaign promise that i was going to build a wall. and that mexico was going to pay for it. that is so ridiculous, a. mexico's not paying for it, a. and, b, we have better use of funds to protect our border. >> reporter: so, here's what to look for today. there should be a couple of votes in the house that democrats are going to try to push through before the end of the day that would reopen eight departments that are currently closed. the ninth, homeland security which is where the wall fight is happening, would be funded temporarily for 30 days to give them a chance to work that out. again, that's expected to go nowhere in the senate. so, the president may never see

san bernardino where a husband and wife shot and killed 14 people during a holiday party. a judge in san francisco ruled yesterday the attack was not the result of one company aiding and abetting isis or providing support for the terrorist group. you can see san jose, san francisco and oakland and the numbers are out and they appear mixed for violent crime. we're talking about violent crime statistics for two of the largest cities and oakland appears to be faring better than san jose. damian trujillo is live at police headquarters in san jose with a look at those numbers. damian. >> reporter: good morning. those numbers are not what this department expected. however, the brass is not hiding behind those numbers. they know more needs to be done. the latest numbers show violent crimes in san jose increased last year by 6%. that's over 2017. that's not what they wanted to

hear. the number is coupled with a projected 17% increase in burglaries. the police chief has said staffing remains a big part of the problem. more officers are retiring. while academies are robust, the department is still 300 officers short of where it wants to be. and that's still less than the national average per capita. oakland, however, is trending in the other direction. violent crime is down in oakland. here are their numbers. robberies are down 1%. rapes are down 12%. residential burglaries dropped by 20%. and car burglaries fell by 25%. even homicides dropped from 71 to 68 last year. the good news -- the news is so good, oakland city leaders will have a news conference today to reveal those numbers at oakland city hall at 11:00 a.m. this morning. we're still waiting to hear for the numbers from san francisco, the official numbers. we hear those trends are also

down. the violent crimes are down in san francisco. they hope to put a dent in those numbers in the south bay. damian trujillo, nbc7 bay area. >> a lot of hard work in the communities to get the numbers down. this morning, new lights are shining in a san francisco neighborhood many people avoid after dark, the tenderloin. the city just installed 97 streetlights there to improve safety. neighborhood groups welcomed the lights because they say pedestrians will be more visible. they do expect to see less drug use and crime. it took more than eight years of planning and $4 million to build. new for you this morning, a bad story that certainly could have been far worse for two teenagers in an uber car. this was yesterday. unfortunately, the driver of that car suffered a fatal heart attack at the wheel on highway 101 in cotati. the press democrat reports the

passengers jumped from that car as it slowly rolled towards the redwood trees. this is on the shorulder. the car missed the trees. we'll get a look at the snowpack in california. the department of water resources is set to take its first official survey of the sierra snowpack. winter storms did well for our water supply last year but this year it's expected to show levels a little lower than normal because california started the fall very dry. a lot to make up there. a series of late storms in late november through mid-december helped bring levels closer to average. we'll get another storm system this weekend that will also help add to that additional snowpack. let's get a look at your microclimate highs. topping out in the upper 50s for san jose, 59 degrees. milpitas, 57. right now we have southwesterly light winds coming up in at 9, 15 miles an hour. danville, 59. concord, 58 degrees. along the peninsula, san mateo, 57. if you're heading into san

francisco, those temperatures will be also topping out in those mid-50s. we're actually very normal for this time of year in terms of our daytime highs. up through the north bay, 58 degrees. 57 for santa rosa. we'll keep the dry conditions but this is what we're watching. we have a pretty active pacific. san francisco right now is pretty quiet. that will change as we head in towards saturday and sunday. we're talking about possible thunderstorms and gusty conditions. mike, how are the roads? >> they're looking very nice right now. very light volume of traffic overall. the bay bridge toll plaza has no metering lights westbound as taillights move smoothly through the tunnel. coming through the tunnel, there may be a disabled vehicle out of san francisco eastbound 80. no slowing shows up. they're taking care of that on the right side. contra costa county, the maze moves very smooth. we'll see if the metering lights turn on. crash south 880 and dakota, chp will get there soon. disabled vehicle reported eastbound 580.

it is 6:13 right now. as you head out the door, here's a look at your temperature trend. we still have 30s out there. it will remain in the 30s through 8:00 a.m. temperature trends through concord topping out only into the 50s. we'll keep the sunshine. how long is the sunshine going to stick around with us? i'll give you all the details on the changing weather coming up. we're getting a live look for oakland. well lit. you're at the limit past the coliseum. no metering lights just yet. we'll show you what's going on for your commute. good morning. happy thursday to you. as you get ready for a wild ride on wall street. tesla stock down big. i'll talk about this in a second. it's apple that is the real problem today. apple warned investors it

wouldn't make the kind of money it first thought it would. $5 billion less. so, this is a big deal. this is the first time in 15 years apple has adjusted its quarterly outlook downward. in a note to investors ceo tim cook explained the problem, and there are several, but one that really set off alarm bells at trading desks around the world is cook's statement that sales are slowing in china. here's the line, cook, we did not foresee the magnitude of the economic deceleration particularly in greater china. an economic slowdown in china would be a problem for all kinds of silicon valley companies. cook also put some of the blame on the ongoing trade war between washington and beijing. tesla, shares in tesla fell 7% after that company said it made fewer cars than analysts expected. also said it would lower the cost of all of its models by $2,000. partially to offset the fact of

the big tax break for buying a tesla is going away. tesla is still more valuable than ford or gm. donald trump said yesterday he thought all the problems on the stock market were a glitch, in his word. he also said the reason gas prices are falling is because he called countries and told them to reduce the price. now, i don't know if he did that or not, but when you look at gas prices historically, they're always significantly lower in the winter every year. this is nothing new. winter of last year, winter of two years ago prices fell below $2 a gallon, and then rocketed up by summer. the year before that they were 77 cents lower in the winter as well. what we're seeing, i suspect, is the usual pattern. now, it is particularly low across the nation. some prices under 2 bucks a gallon, which is amazing. we've done that before, two, three years ago. >> not under $2 here in california. >> no. nothing is $2. >> never.

it would be nice. scott, thanks. new this morning, kickoff for college national championship game at levi stadium is just five days away. no, this isn't the idea for a way to recruit players. it's meant to help fans get their game face on. a chunk of san jose's san pedro square has been converted into a field and includes a section called end zone alley. alabama takes on clemson monday night. >> they're going to get some rain? >> then they can go inside and get all the food. make sure you visit. >> well, i mean, you can't -- they have a whole lounge set up there. i've seen it. they have a bar. it's cool in there. >> a place to go. >> yeah, just be prepared. dress accordingly. get your umbrella ready if you're outside and also some raincoats. let's talk about today's forecast. right now, san francisco, 44 degrees. we have clear skies.

this is what it looks like in san jose. we also have clear skies through there. a lot colder, 37 degrees. our temperatures in through today will be topping out into those upper 50s for san jose, 59 degrees. 58 for oakland. san francisco, 54. santa rosa, 57. let's talk about the big changes ahead because i know this is what everybody's wondering about. right now we're pretty quiet and calm. but we have an active pacific. it will make its arrival in the bay area with rain and gusty conditions as early as saturday. which is why we have our storm ranger. it is up and scanning, ready to go, ready to track that rain and give us a great timeline with high resolution info as it comes in. that rain will make its arrival late morning into the afternoon. as the cold front sweeps through, we could have the possibility of isolated thunderstorms and gusty conditions. prep now because there could be some wind advisories issued

friday night. as we head towards sunday, we'll get periods of on and off rain. heavy snow expected for the sierra. a couple areas of accumulation down to 4,000 feet in terms of height. as far as monday's forecast goes, we have another system. that is weaker as we head in towards monday and tuesday, which will see the chance of continued rain through next week. your hour-by-hour forecast, this is looking at saturday. i want to show you this because it's showcasing as that cold front sweeps through. santa rosa, 29-mile-per-hour gust. santa rosa, gusty conditions. this will kick up those wind advisories throughout the bay area. we'll monitor that very quickly. rainfall totals looks like the higher elevations might get for the coastal areas 2 to 3 inches accumulation. i think the big impact will be the wind and rain as we head in towards saturday. let's get a check of how the roads are doing with mike. >> we'll take a live look at the

bay bridge again. i think what i was staring at over the last few, i think i saw the traffic break happen because the headlights stopped coming through for a short period of time. looks like bunching up here as well. eastbound 80 getting out of treasure island to oakland and san francisco, there's a slight delay because of the disabled vehicle being removed from the roadway. you see it on the sensors, it lags getting out of san francisco. over towards treasure island, you can see them move along. there may be a new crash in emeryville. i'll track that with chp westbound 880. rest of the freeways moving nicely. no problems. in fact, no metering lights on at the bay bridge. no problem at the san mateo or dumbarton bridge as the westbound commute looks good. it's there, building slowly, gradually. no problems for mass transit. we talked about the football field at san pedro square.

china is growing its space power. >> relatively unexplored by humans except for pink floyd. the snow continues to add up in southern california along the u.s./mexico border. tucson picked up 6 inches of snow. we looked it up and that's the most the city has seen since 1971. when it does snow in tucson, it's usually less than an inch. >> i don't know. i just looked outside and i couldn't believe it. i thought i was dreaming. >> neighboring states like new mexico and nevada are feeling the cold, too. you know we've been feeling it here in california. something else out of the ordinary. meteorologists say the jet stream is bringing warm weather to alaska. now, to nbc bay area responds to an east bay man with a dental dispute. >> consumer investigators helped straighten it out. >> good morning. bob s. in brentwood said it all started when he had a bridge fitted into his mouth. he says the dentist didn't cement the partial dentures

with us. i'm marcus washington. >> i'm kira klapper. laura has the day off. kari hall has the day off but vianey is here with a chilly microclimate. >> san francisco, 44 degrees. at least our wind speeds are calm so we're not feeling the effect of the windchill, at least, right? your temperature trend is clear. san jose is in the 30s. in fact, we'll see a lot of those 30s really lingering around right through the -- through the end of the 8:00 a.m. hour. 42 degrees by 9:00 a.m. we start to see a bit of a warm-up, but not much. 52 degrees by 11:00 a.m. mostly clear skies. we'll get the arrival of a couple of high clouds which will signify the changing weather. we have a couple days of clear skies left, but for now let's get a check of the roads. >> the headline is right behind me. no metering lights and no backup at the toll plaza itself.

you will slow down and start to creep as our lanes continue to narrow. you lose lanes heading up the incline. not a problem but that's why you see the slowing off the berkeley curve and past the toll plaza. in vallejo, we're tracking a fire. and slowing for highway 37. the fire, we have that and you have to see those pictures. meanwhile, the rest of the bay, you have to see green all over. slowing for the east bay for 880 down towards dakota. a crash reported at university. the on-ramp for 101. no problems in this vicinity. we'll track the peninsula as well as the rest of the bay. back to you. breaking news to tell you about this morning. a fire breaks out at a vallejo strip mall. fire crews working hard to put those flames out. a large fire presence. this is a vacant straw hat pizza restaurant on sonoma boulevard. no word on how it started. the fire is now out we have a

crew at the scene. we are tracking a developing story. police in the east bay need help finding a man and woman behind a hit-and-run that sent a young boy to the hospital. >> "today in the bay's" bob redell live outside highland hospital. how is the boy doing this morning? >> reporter: marcus and kira, last report doctors at highland hospital in oakland are treating this 14-year-old boy for major injuries. he's in critical condition after being dragged by a car for four blocks. a witness captured on his cell phone what happened afterwards. you can see the boy on the ground in the middle of the street. this is the 900 block of 34th avenue yesterday afternoon. a man and a woman in a silver sedan there in the background, that's the car that hit the boy. you can see them get out of the vehicle. they look at the boy, get back in and they drive off. it's a hit-and-run. the boy then yells to the witness to call for an ambulance. police tell us this started around 12:30 yesterday afternoon. the boy was riding his blue

bicycle. this was on 35th avenue near the fruitvale b.a.r.t. station when the hit-and-run driver collided with him. the boy got stuck under the car and dragged for those four blocks. the man who shot that cell phone video, the witness, he wasn't aware at first as to what happened. he said there was some confusion. he thought the boy was laying on the ground, perhaps too drunk from partying. >> taking a break and i saw the guy laying there on the ground and i saw the people trying to get away. i didn't know what they were doing. i had no idea what was going on. >> we understand that accidents happen but do the right thing, make the right choice and turn yourself in. >> reporter: police did find that silver sedan abandoned shortly after this crime. hopefully you're taking a look at the cell phone video. another look at that man and woman who are in the vehicle. if you recognize them, police would love to hear from you. reporting live here in oakland, bob redell, "today in the bay." >> a tragic story there, bob. thank you.

an elderly woman was killed when she was hit while crossing the street in concord. police say it happened around 3:00 yesterday afternoon. the 86-year-old woman was crossing ayers road and valley crest drive. that's when police say the car hit her. the driver did stop and is cooperating with police. this man tamari harris is scheduled to go on trial next month in connection with a deadly shooting that happened in richmond. new this morning, "the east bay times" is reporting one critical piece of evidence has vanished without a trace. police say the victim identified harris as the suspect as he lay dying in march of 2016. but the body camera used by the officer who heard that accusation somehow malfunctioned. police say there's no usable video footage. police believe the suspect and victim had once been friends. 6:34. new filings by pg&e gives a hint at legal strategies the utility may use when it comes to lawsuits surrounding the deadly

santa rosa wildfire. investigators have not determined what the exact cause of that fire is, which killed more than 20 people in october of 2017. our investigative unit found that fire may have started from faulty electrical equipment on the property at north bennett lane. pg&e filed a legal response saying the equipment was not its responsibility. in its statement it says, in part, quote, the evidence suspects the conclusion that this equipment located beyond pg&e service delivery point was planned, designed, installed, maintained and operated by third parties, not pg&e, end quote. the filing does not reference any specific cause, only who was responsible for the equipment in question. happening today, one of san francisco's biggest attractions is complete. but this is maverick video. let's talk about that. the window is open. so, any day now between today and march 15th, surfers across

us some rain is coming. >> i don't want to ruin anybody's plans. >> but we need that. >> it's always gray. we can start off the new year with good amounts of rainfall totals rather than a drought. saturday's forecast, coast, bay and inland, rain and wind. we're talking about stormy conditions for our very first weekend of the new year. that's actually what's in store. a cold front will sweep through bringing the possibility of seeing some thunderstorms as well. coast, bay and inland, prepare, guys. i'm very happy you have a good amount of notice because a lot of people were asking me, you know, can i be outside on the weekend? unfortunately, you can be outside, but if you had plans to have a party, prepare with a tent. coast, bay and inland again, very rainy, very windy. how windy? this is what our wind gust speeds are showing. models showing upwards of 35, 40

miles an hour, especially the higher elevations. we'll monitor that closely. that could mean some wind advisories into friday and saturday as well. let's take a look at our sunday forecast. those showers will continue. periods of on and off showers, coast, bay and inland, temperatures topping out in the 50s. the rainfall totals right now will be highest for the coastal mountains. possibly 2 to 3 inches. then we have another system rolling through. that will make its arrival on monday. that will keep rain in the forecast for at least through wednesday. again, saturday and sunday we're forecasting rain, wind and the possibility of seeing thunderstorms. also if you're heading up to the sierra, sqauw creek, lay attake. we're tracking gusty winds and thunderstorms.

insurance in the state again. now we're learning more about a deadly apartment fire in oakland. it happened last night on shaddock avenue near the berkeley border, just a few blocks from the ashby b.a.r.t. station. firefighters say a 38-year-old man inside was killed. he died from smoke inhalation. initial reports say a christmas tree may be to blame. new incredible video out of southern california showing a man who did everything he could to save a woman trapped in a car fire. he was actually driving on the other side of the freeway when he saw the flames, so he pulled over, got out, ran across several lanes of traffic on the freeway, jumped over the center divider and pulled the woman from the fire. >> her head was literally one inch from the flames. i grabbed her wrists and that's how i was able to pull her out because she was limp, knocked out. >> he then covered her. she was unconscious. he covered her in a blanket until an ambulance arrived.

right now 37 degrees. yes, we're still in those 30s. our microclimate highs for today will once again be cool. we'll only be topping out into the upper 50s for oakland, 58 degrees. san jose, 59. conco concord, 59. our bay area skies will remain mostly clear. in is what we're anticipating. the conditions are clear. we still have high pressure holding on tight. if you look at the satellite/radar we have an active pacific and that will showcase itself in the form of of our very first storm of the year, which is why we have launched storm ranger. it is up and scanning and ready for that incoming rain. it will give us our very best high resolution data as it comes in. it's our own mobile doppler radar. that storm is expected to make its arrival overnight friday into early morning saturday. you can see widespread. in fact, our models are showing that cold front sweeping on through which means gusty conditions and a chance of seeing isolated thunderstorms as

that cold front sweeps through. we're talking about pretty good rainfall totals. now, also tracking some rain for the sierra. as we head in towards sunday, we'll keep a pop-up shower in through the south bay but the rest of the bay area will be pretty wet. we could see on and off again showers all day sunday into the overnight hours. then another system will roll in by monday. let's talk about those wind speeds because this could trigger, in fact, some wind advisories. we're talking about gusts upwards of potentially 60 miles per hour for the higher elevation areas which means gusty hills. yes, that's going to, of course, be a pretty dangerous drive if you're heading up to lake tahoe. here are the next seven days. we stay dry through thursday and friday but then we get the increase in cloud cover tomorrow. by saturday and sunday that cold front moves through. we're talking about stormy conditions. look at how long that rain sticks around. all the way right now to wednesday. so, we've got a wet weekend ahead. mike? >> and that includes as folks coming back to work, a lot of schools get back in session on

the number of homicides in oakland last year fell slightly to 68. sexual assaults are down 12%. meanwhile, san jose saw a 6% spike in overall violent crime but homicide did drop from 32 to 27. police chief eddie garcia says staffing remains a big problem and the department is about 300 officers shy of its staffing target. still no word on san francisco's final numbers. happening today, one of san francisco's biggest attractions is sxleet. crews completed the moscone center expansion. it was under construction for more than a year. now it has extra space for exhibitions, outdoor terraces and ballrooms. the event celebrating the completion starts this morning at 10:00. this is cool. a new earthquake alert app is available down in southern california. it's only available to people in l.a. county. >> it's the nation's first publicly available earthquake early warning mobile app. shake alert is designed to give people at least a few seconds of

warning before any shaking starts. the alert includes a sound and message that indicates the anticipated intensity level. shake alert warnings come for all quakes, including aftershocks of magnitude 5.0 or greater. as part of the early warning system being built for california, oregon and washington. our l.a. sister station reports that there is funding to complete the network in california in the next two years. happening today, we'll get a look at the snowpack in california. the department of water resources is set to take its first official survey of the sierra snowpack. winter storms did well for our water supply last year, but this year it's expected to show levels a little lower than normal. that's because california started the fall very dry. but a series of storms in late november through mid-december did help bring levels closer to average. >> speaking of that water and snow, we'll get more water in the bay area, too. >> we'll help add to some rainfall totals with our first storm of the year. it's going to make its way in
