"early today" starts right now. >> good morning. i'm marlie hall. >> so great being with you on this friday. i'm frances rivera. the shutdown showdown enters week two. today president trump will meet with top congressional leaders at the white house as they try to hammer out a deal to reopen the government. but as of now, neither side is budging and with democrats retaking control of the house, there is no telling how long the partial shutdown could last. nbc's tracie potts joins us with the latest from d.c. reopen the government last hat . >> reporter: it went nowhere because republicans on the other side are calling it a political stunt. they won't even consider it, even though they interestingly passed something on a temporary basis last fall. but now they say without any money for the wall, the president won't sign it. so they will not consider it. so, everyone heads back to the white house today to try to negotiate a way out of this shutdown, but the question this

morning, where does that negotiation begin? because the new house speaker, nancy pelosi, says president trump will get not one dime for this wall. >> is there any situation which you would accept even a dollar of wall funding for this president in order to reopen the government? >> a dollar? [ laughter ] a dollar? $1, yeah, $1. >> how high will you go -- >> you said a dollar. that's not your question. you said a dollar. i'll answer your question. the fact is a wall is an immorality. it's not who we are as a nation. >> reporter: so, again, it's not clear where the negotiation begins with both sides here digging in. now, those bills that you mentioned, frances, that passed here last night by the new democratically controlled house, the plan was to reopen eight do with the wallhutdown right . and that 9th one, homeland

security, which is where the wall funding would come from, to give them 30 days to try to work something out, but the white house says they don't want to kick this can down the road any more. it's now or never, with 800,000 federal workers' paychex in the balance waiting to figure out what's going to happen as we enter day or week three of the shutdown. frances? >> all right, tracie potts for us. tracie, thank you. >> more ratifications of the shutdown showdown are being felt across the country. during this budget standoff, lawmakers failed to reauthorize the violence against women act. adds the shutdown drags on, nonprofits that serve women impacted by violence could see their funding dry up. this stalemate is also holding up breweries in the u.s.. the alcohol and tobacco tax and trade bureau says, due to the lapse in funding, they will not be reviewing applications for labels and licenses for new beers, wines, or spirits until the shutdown is over. this means beer lovers may have

to wait for the release of summer bruise this year. >> new developments in houston overnight, authorities have released a sketch of a suspected gunman wanted for killing a 7-year-old girl. along with new surveillance video, and they're not ruling out the possibility this was a hate crime. nbc's gabe gutierrez has more from houston. >> he's going to turn himself in. >> reporter: jazmine barnes's family believes her death is racially motivated. >> this is something i believe was a hate crime. he had enough time it to know it was a woman with kids in the car. >> reporter: jazmine and her mother were on a coffee run sunday morning when investigators say a man opened fire killing the 7-year-old. what will you miss most about your sis der? >> her smile. >> reporter: 15-year-old was in the front passenger seat. >> he was white and he had blue eyes. he had a hoodie on >> reporter: sheriff's deputies released this sketch of the suspect. it started off on the passenger

side then switched lanes behind them and pulled up to the drivers side. >> can you remember how many gunshots they were? >> no, but i know he finished his clip. he emptied out his gun. >> reporter: investigators are looking into whether this deadly encounter is connected to an unsolved shooting in the same area in 2017 where a white suspect fired into a vehicle carrying african americans. shaquille o'neal has offered to help pay for jazmine's funeral. >> i hate to hear what happened. >> reporter: houston texans wide receiver deandre hopkins said he'll donate his paycheck from this saturday's police officer game in her honor. >> thanks to gabe gutierrez for that report. >> a rotten day for apple weighing heavily on u.s. markets. the dow tumbled 660 points after the tech titan reported slowing sales in china, and blamed president trump's trade war. the tech heavy nasdaq shed 202 points over 3% of its value. the plunge has many investors now asking, is the high price of iphones part of the problem? nbc's tom costello has more.

>> reporter: on the streets of china, apple's iphones are a hard sell. for the first time in 15 years, apple is cutting revenue expectations. c.e.o. tim cook telling cnbc the trade war is a major factor. >> as we look at what's going on in china, it's clear that the economy began to slow there for the second half. and what i believe to be the case is the trade tensions between the united states and china put additional pressure on their economy. >> reporter: apple stock sank fast. >> apple shares are on pace for one of the worst days in history. >> reporter: down 10%, and pulling the entire market down on concern the trade war is slowing the chinese and global economies. president trump tweeting, we're doing well in various trade negoti ons at some point, this had to be done. meanwhile, his economic advisor says u.s. companies doing business in fornahe trade war. gm, ford, boeing, caterpillar and starbucks stocks all sliding. >> you look at u.s.

multinationals, it's natural their profits, to the extent they're generated in china, would be going down. >> reporter: still, many customers in china and at home say they simply can't afford an iphone priced at a thousand dollars or more. choosing cheaper asian brands instead. the question has apple outpriced its customers, or is the trade war really starting to bite? tom costello, nbc news, washington. >> in san diego this morning, a navy seal is facing charges of premeditated murder. chief edward gallagher is accused of fatally stabbing an injured and unarmed teenage isis prisoner in iraq. gallagher is also accused of posing for disturbing photos along with shooting other unarmed iraqi civilians. gallagher, a decorated 19-year veteran begins his court martial today. nbc'sans nichols has more. >> reporter: this decorated navy seal faces premeditated murder charges. killed ath a knife.

>> the death toll has risen to 7 after a fiery crash near gainesville, florida. highway patrol say the rack in i-75 involved two tractor trailers, midsize sedan and vehicle carrying children. 50 gallons of diesel fuel spilled. many people were hospitalized with critical injuries. emergency crusade they were treating the crash as a homicide investigation. >> two men are back on solid ground this morning after the were left dangling from ound side grand rapids city hall. the workers were trapped seven floors up when their lift's emergency break suddenly engaged and stranded them. firefighters rushed to the scene using ropes and harnesses to get them down safely. >> a dramatic rescue on christmas day in florida, a 15-month-old boy was found unresponsive in his family's pool. and the terrifying moments as his parents rushed to save his life were captured on a 911 call. nbc's kerry sanders was there when his family was reunited with some of the rescuers.
