weather alert. prepare for rain and strong winds across the bay area. we )r good sunday morning to you. we are under a microclimate weather alert. be prepared for more rain yesterday and strong winds across the bay area. we're tracking it all with our nbc bay area storm ranger. live look on the left side of your screen, you saw in san francisco and our doppler radar as well. good morning. thanks for joining us. i'm kira klapper. meteorologist rob mayeda starts us off with another busy day for you again today. >> wind speeds similar to yesterday but we'll see more rain this time around and it's off to an early start around the north bay, from marin county, mill valley, good showers there. coming off the ocean, san francisco getting into the rain

and more rain crossing the coast. the high definition scans of what's coming next just offshore, the cells will be crossing the coast during the 7:00 a.m. hour. we've seen a little lightning offshore as well. can't rule out a rumble or two of thunder. ones they move onshore they can mix for strong wind gusts. watch for that 7:00 to 8:00 a.m. peninsula to san francisco. unlike yesterday, where the first band went through for the morning, this is going to stick around for a while. we'll be looking at rain at times now. the heaviest rain totals may end up being around the santa cruz mountains today. so two to three inches of rain will be possible in the coastal mountains, some localized runoff issues and for the valleys about a half inch to an inch and a half of rain, maybe locally less than some wind locations around the south bay. wind speed is an issue, wind advisory starts at 10:00 a.m. and you see the wind speeds

picking up around lunch time and probably peaking around 5:00 this evening. you see the wind speeds on the coast and inland getting above 40 miles per hour. highs today will be in the mid-50s. blustery and soggy finish to sunday. coming up, we'll look at those location by location rain totals, and another powerful storm coming in the seven-day forecast in 15 minutes. >> all right, rob, thanks. as rob just said, one storm down, and a second one on its way, really already here in the bay area. the wind and rain made a mess on the roads and in the skies yesterday. yesterday's windy conditions and high tide led to flooding on san francisco's embarcadero, closing pier 14 for a time. at san francisco international, the weather caused nearly 500 delayed flights and nearly 100 cancellations. even the passengers whose flights were on time were impacted by unusually long baggage and ticketing lines. >> we didn't think it was going to be this bad. so yeah, hopefully we don't miss the flight. >> i've never seen a bag drop

this long, yeah. this is the first. >> in daly city, look at that, a driver on northbound interstate 280 discovered the water on the road plus high speeds are a dangerous combination. he lost control of his car, hit construction equipment, crashed through a guardrail, careening toward a busy city street below the interstate. he was rushed to a nearby hospital with non-life-threatening injuries. and in santa rosa, a lumber truck overturned on the todd road off-ramp from southbound 101. the on and off ramps were closed while crews cleared the scene. nearby in mill valley, at least two cars got stuck in the flooding. look at that, at the manzaneda park and ride. one driver tried to drive through and quickly realized that was a bad idea. to our south, highway 1 is shut down in both directions in ventura county because of mudslides. take a look. caltrans tweeted these pictures last night. some cars trapped in the mess,

up to their doors yesterday when the stormy weather proved too much for scorched hillsides that recently burned near malibu. there are several mudslides covering both sides of the pacific coast highway in the woolsey fire burn area. flash flood warning is in effect there. and back here north, it is a mess in the sierra. chains are required, as roads are icy and slippery. many drivers on interstate 80 were stuck for hours. crews atem s s attempted to plo roads but some conditions caused drivers to spinout. be ready for the wind as rob said and more rain on the way. download our nbc bay area app to know what to expect today. it is free, and you'll know all the conditions throughout the day, right there in your neighborhood. a follow-up to breaking news we brought you at this time yesterday morning. a heavily-armed man shooting at random at a south bay gas station, forcing police to open fire. the chaotic scene played out around 6:00 yesterday morning,

terrifying people in typically quiet part of santa clara. now we've learned that the gunman targeted another gas station as well. we have cell phone video shot by a customer that showed santa clara police firing into the rotten robbie convenience store on lafayette street near montague expressway. as i said, it happened before 6:00 a.m. several responses respond to the scene and they shot and killed the gunman, who was aiming his gun at workers and customers. a witness described to us the terrifying moments, and one woman didn't want to show her face. >> gunfire started, so my husband told me get on the ground, stay low, and that's what we did. >> we are extremely fortunate there are no injured civilians or officers. >> the gunman was a 55-year-old san jose resident and long time rotten robbie employee. police say earlier yesterday morning, he tried to burn down the cashier booth at another

rotten robbie in cupertino where he worked. officers say he had several weapons with him, including a handgun and a rifle. investigators are still trying to determine a motive. still no arrest for a triple homicide in oakland. we brought you this story breaking news friday night at 11:00. this happened a few blocks from the west oakland b.a.r.t. station. police haven't released the victims names but we know they were 21, 29 and 31 years old. the shooting is believed to be gang-related, and is the first triple homicide in oakland in more than two years. now to a tribute to a fallen river. 11 days ago, corporal ronil singh was shot and killed during a traffic stop. yesterday, family, friends and fellow officers from across the country gathered to stay good-bye. "today in the bay's" lili tam was there and has this report from modesto. >> reporter: his smile was one

that launched a thousand laughs. >> walked by and he just had that grin on his face. you look at the pictures here, that was his face all the time. >> reporter: family came as far as fiji, officers from as far as canada to say farewell to their son, brother, husband, corporal, and most of all, friend, ronil singh. >> we used to play with coconuts. when we first got our television, he started watching "cops." >> what a shining star of an example. he's the best of us. someone who came from another country, worked so hard to overcome so many obstacles. >> reporter: the newman police officer was killed in the line of duty the day after christmas. his family thanked officers for making an arrest. >> knowing my brother, i know this is what he wanted. he wanted justice, and justice will be served. >> reporter: at his memorial service in modesto, the 33-year-old inspired just as many laughs as tears.

>> ron wasn't a very good driver. he wrecked i believe three of our patrol cars. [ laughter ] >> i was hesitant to ride a m moped with ronil, as it was a one-seater. >> people arrested coming up, even though he arrested me several times, we're going to miss him. we loved him. >> reporter: in modesto, lili tam, "nbc bay area news." ♪ now to some sad news out of uc berkeley. the football team is mourning the loss of bryce turner. the sophomore cornerback died yesterday following a medical emergency that happened when he was working out while visiting his family in southern california earlier in the week. cal's football coach justin wilcox commented on the tragedy saying, "no words can accurately describe the pain we feel in our hearts right now. we'll always remember bryce and how he impacted all of us with cal football." turner was just 19 years old. it's just shy of 7:09. much more ahead on "today in the

legalized recreational marijuana. sales haven't lived up to expectations. state officials projected that the new law could bring in cannabis tax revenue, but a lot of that money hasn't rolled in yet. in the first half of 2018, the state brought in $84 million, but that's less than half of what was estimated. the owner of bloom farm in the bay area blames strict regulations, including expensive packaging requirements, but despite the slow year, he's hopeful for the future. >> we're excited about this year. we've always been at the top of our game as far as executing our plan, but this year, we now know what the rules are. >> he also says the state's added taxes make his product at least 35% more expensive, sending many customers to the black market. one research firm says california's marijuana black market grew by more than $1 billion since it was legalized. marriott's data breach didn't affect as many people as

first reported, but the information stolen is especially troubling. marriott announced more than 5 million encrypted passport members were stolen in november's data breach, along with travel itineraries. those behind the attack can use that information to track government and business executives and potentially spy on them. the attack is believed to have originated in china. 7:13 right now. we have much more ahead on "today in the bay." there is no ordinary security guard here. we'll tell you why this guy is playing a major role on the red carpet at tonight's golden globes. and we're under a microclimate weather alert today for a wind advisory getting started later this morning and more than an inch of rain or two for the mountains. the time line of the storm when we come right back. weather aler

heavy rains. checking on our radar powered by storm ranger, all that green means the rain is back. the orange and yellow indicates downpours. meteorologist rob mayeda says to expect the strongest wind and rain this afternoon into the evening. lightening up a bit now, could you say actress sandra oh has had a golden year. she moved on to her own series called qulgs killing eve" making history along the way. tonight at the golden globes, oh will mark another milestone. she spoke with nbc's kathy park about all of it. >> reporter: after more than 20 years in hollywood, sandra oh will make history at the golden globes. >> it's a moment for change, yeah. >> reporter: becoming the first asian to host a major american awards show. oh will pull double duty. she's also a nominee for best actress for the series "killing eve." >> i know you're a psychopath. >> reporter: sharing hosting

duties with andy sandberg, oh wants to highlight the other diverse cast. >> from the black panther to the post table to the crazy rich asian table, these are faces that i feel many people have just been so starved to see. >> reporter: minorities make up less than 30% of the characters on screen in population films, asians just over 6%. >> change is imkremt ncremental. it's not kosher to propagate a cycle of predominantly white male movie talent. >> movies like "crazy rich asians" broke box office records and scored two golden globe nominations. at last year's emmys, oh proved that evolving storyline hits home. >> are you so proud of your little girl? >> reporter: how much does it mean to have their support? >> there is a certain type of familial pressure in the asian community.

pigeons and seagulls and this is no joke. the awards airs tonight here on nbc bay area. it airs live from the beverly hilton in los angeles at 5:00, right after sunday night football. let's check in with meteorologist rob mayeda with a look at our sunday forecast. you warned us that the wind would be the story yesterday, and the rain will be the story today. >> football weather for sure, around the bay area. >> to stay in and watch it. >> absolutely. we have rain, a lot more rain this time around and another round of gusty winds picking up later on this morning. >> it was windy yesterday. >> gusts up to 60 miles per hour on the sunol grade, 45 around the bay area yesterday, probably going to see a repeat performance but for now, it's pretty calm and quiet. san jose you got some pink skies there, as we get close to sunrise. 49 degrees, no rain yet around the santa clara valley, different story as we move further north and the north bay and san francisco. dublin right now 41 degrees, chilly, but not as cold as the last couple of mornings and that is where the rain is starting to fall. san francisco heading into marin county, 49 degrees, and you can

see on our storm ranger mobile doneler radar, pockets of rain richmond and mill valley, to the south as we get down into san francisco and you can see this offshore, pretty impressive rainfall rates out here as we zoom in, we're looking at rainfall rates of about half inch per hour for some of the stronger cells and also some hail possibly detected with some of the stronger showers which have been starting to fire up offshore. i would nt' rule out some brief thunder or hail with some of this, as it continues to cross inland over the coast and it's not clearing quickly. it's going to be an all-day event in terms of the rain. gusting winds increasing at times and the pacific ocean garden hose aimed in on the bay area all day long. that's the reason why we'll see a lot more rain today, especially in the coastal mountains. highs mostly mid to upper 50s. wind will be a factor, probably more so for your lunch time or early evening plan. look at 5:30, the gusts on the coast could be close to 48 miles

per hour, generally hilltop areas about 45 miles per hour, and then as we head towards 11:00 after that wind advisory expires, wind speeds begin to come down. look at the rainfall totals we'll see, around midday about a half inch of rain for parts of the north bay. look at one of the shifts we're starting to see with the expectations that the storm is starting to bring the heavier rain down here through the santa cruz mountains. two to three inches of rain there, along highway 17 and for most valley locations about a half inch to an inch-plus away from those coastal mountains. north bay hills will probably with v a chance of one otwo inches of rain. the time line here 11:00. rain starts to spread out across the bay area, heaviest throughout the day there in the santa cruz mountains. 5:00 could be the main event, where we could see localized runoff issues even around san francisco and oakland on some freeways or on-ramps and off-ramps. that appears to be the heaviest rain we'll see during the day and by 11:00, rain starts to exit the area, which is good news for the national

championship game as we get into monday. looks like partly cloudy skies. that is the break in between storms, because as soon as monday wraps up, tuesday and wednesday's storm winds up. look at the rotation offshore. lot of wind, high surf likely headed to the coast with that storm. so seven-day forecast, a stormy, soggy finish to your weekend, a break monday and more rain and wind tuesday into wednesday and check out thursday into friday, that's the third storm. at least we're getting breaks in between, but today, look out for some gusty winds, localized runoff issues and high surf with that midweek storm approaching wednesday. kira? >> i guess we need the rain, and it is january. so it makes sense. we'll take it, rob, thanks >> it is 7:22. still ahead on "today in the bay," we got an up close and personal look at the college football championship trophy. if you're not able to make it to the game tomorrow at levi's stadium, there is lots of fun happening for free today. stay tuned to find out.

>> we have two special guests today, rachel lindsay, most of you know her as the bachelor rhett. i'm going to take her off the market, no, but we have the college football playoff trophy here, big event. tell us how you're associated with this. >> people are like what is the bachelorette doing this. i'm an ambassador for the college football playoff foundation and it's a cause that's near and dear to me. it's all about uplifting teachers and the teaching profession. my mom was a teacher for 20 years. left her corporate job to become a teacher. i was a substitute teacher for a year, so to be involved with this organization that brings my love of sports and education together, i'm like, sign me up. >> i know the trophy will be touring until the big became. >> yes. >> talk about how that's associated from teachers. i come from a family of educa r educators and why is it important to honor teachers? >> teachers come out-of-pocket to pay for classroom materials to educate their students. the college football playoff

foundation and its primary initiative is about bringing awareness and empowering and uplifting teachers and also giving money back to teachers in the teaching profession. so what we're doing here right now is raising money, not just in the bay area, but for teachers nationwide. and so we do that through a couple events, which are so much fun but also for a good cause. we do that through the extra yard 5k, which is sunday morning, come out, it will be cold but it will be downtown l.a. >> it's for a good cause. >> i won't be running but i'll be out there with you. >> important to root them on. >> everything benefits the teachers, and then also we have the eckridge championship, which features chefs, local food and beverages. >> you can run and eat. >> and there's time that separates the two and at the same time, all of that those proceeds benefit the teachers as well and the foundation. we also have the teachers summit a vip only event exclusively for teachers that has music and

... a microclimate weather alert. outside the rain is coming down in parts of the bay area. and everyone will be getting soaked. we )re tracking it all with our nbc bay area storm ranger. a live look at san francisco and our doppler radar. good morning, thanks for joining us. i )m kira klapper. meteorologist rob mayeda starts us off. rob -- you told me te headline is more wind ... and heavy rain. the storm we were watching yesterday is speeding up, coming in midday sunday. now it looks like it managed to speed up more. you could see some pretty steady to heavy rain crossing over the marin headlands into the north bay, those areas of orange showing up very well and some of the heavier rain showers right over san francisco, south san francisco, down the coast with some isolated pockets here

offshore with rain rates of about a third of an inch of rain an hour to half inch. that is the nature of the day. rain that is not going anywhere for a while. rain rates will be high enough to bring the totals for the coastal hilltops two to three inches possible in the santa cruz mountains and a slight chance right there, a little bit of lightning, that is still a possibility today especially near the coastline as all the weather moves in. gusts above 45 miles per hour around lunch time. rain increasing midday, locally heavy at times. by midafternoon and early evening the rain begins to add up, we could see localized runoff issues. highs today mid to upper 50s. windy and wet, and by the way, if you're going to head up toward the sierra, that is the view for you this morning. we have 27 degrees. it looks great, but the problem is getting there, as we'll continue to see snow levels between 4,000 to 5,000 feet and

shooting inside the store." >> reporter: others stride the terrifying moments they dropped to the ground avoid being shot including this woman who asked us not to show her face. >> gunfire started, so my husband told me get on the ground, stay low, and that's what we did. >> reporter: several officers deis ened on the gas station, shooting the gunman. >> we are extremely fortunate there are no injured civilians or officers. this person was shooting indiscriminately at passing motorists, at civilians in the parking lot, as well as inside the store. >> reporter: the gunman is a 55-year-old san jose resident, and long time rotten robbie employee. police say earlier he tried to burn down the cashier booth at this rotten robbie in cupertino, where he worked. police say the suspect had several weapons, including a hand gunand rif

handgun and rifle. they're still trying to determine a motive. marianne favro, "nbc bay area news." some good news to report an all-out manhunt ended and a texas man is under arrest for the shooting death of 7-year-old jasmine barnes. eric black jr. was identified based on a tip overnight, sheriffs office took him to court and filed a capital murder charge against him. the 20-year-old was taken into custody without incident. he admitted to driving the red pickup truck used in the shooting a week ago. he told police he was accompanied by another person with initials l.w. and l.w. found the deadly shots. authorities found the pistol used in the shooting inside of black jr.'s home. is he being held without bail. today marks the 16th day of the partial government shutdown and still no deal in sight. the two sides appear just as divided over funding for a border wall, after a day of bipartisan meetings yesterday. the president, we're told, was not part of yesterday's meetings, but his acting chief of staff says trump is willing

to compromise about what kind of material the barrier is made out of. steel fence, instead of a concrete wall. speaker nancy pelosi says the house will start passing funding bills for all departments this coming week. two local members of congress took a stan against the government shutdown. congresswoman jackie speier and jared huffman, they were out there cleaning up the trash. park service workers are furloughed during the shutdown and trash and debris are pile up at state parks. >> the stunt that the president has undertaken here is costing people money and anguish, and lives, and probably some health conditions as well. so we're out here today to make the point that the president's stunt's got to stop. >> the members of congress tell us they plan to deliver some of the trash to the white house. this morning on "meet the

seats. he first became a golden state ticket holder in 1987 when the hair was a little wilder. he demonstrated he's still got the team spirit. construction on the arena is moving swiftly toward its opening date with the warriors 2019 season, so the first row of seats is a pretty big deal. >> it's the best seats in the house, if you ask me. i like being up a little high and the best view. nobody walking in front of me. >> the very first seat that's going. . >> joining healy for the seat-sitting ceremony was tim hardaway. >> it's amazing, man, just amazing. gives you goose bumps especially after we put the seats in there and sitting down taking care of everything. >> reporter: the arena will hold 18,000 seats. ceo rick welt said they'll be nicer than the team's current home in oracle arena. >> every seat here is as wide or wider and every seat has more leg room than we have at oracle

we )ve issued a microclimate weather alert. a live look at the golden gate welcome back at 7:47 on your surnd morning, we have issued a mic microclimate weather alert today. live look on the left side of your screen and the doppler radar on the right. we have rain coming into parts of the bay area right now. if you're not seeing it yet, meteorologist rob mayeda says this afternoon and evening, we will all be soaked. an elder care center run by the city of san francisco could be shut down after years of violations. now, the state may step in. this comes after a woman living at the center vanished in may and later was found dead. investigative reporter jackson van derbeken explains what

happened next. >> reporter: it was here, ruby lee anderson went missing in mid-may. at 75, she had dementia and was hearing voices, but the sign-out sheet shows anderson was allowed to leave this city-run behavioral health facility unescorted. ten days later she was found dead of apparent kidney failure in a nearby hospital stairwell. >> julie lee anderson should still be alive. >> reporter: hagan derson is the family's attorney. he filed a claim against san francisco, the first step toward suing for wrongful death. we showed harris the findings of the community care licensing division investigation. licensee has been advised failure to complete the agreed upon actions could lead to administrator decertification or license revocation. >> if they don't clean up their act, they're at risk of losing that license. >> reporter: harris says the key finding was that five months after her doctor recommended

that she be transferred to a skilled nursing facility for dementia, she was still here. >> that's damning indictment of the care that ruby lee anderson didn't get, or the care that she did get, which was deficient, it resulted in her death. >> reporter: among the conditions set by the licensing division in october was a ban on accepting dementia patients, beefed up training, and resident health monitoring, and for the next two years, the state promises to conduct rigorous and frequent inspections. the city public health department said in a statement, it has accepted the compliance plan requirements and believes these changes improve the high level of care that is provided to residents at the facility. >> i think most alarming is the fact that it is a 59-bed facility, that it is run by the city and county of san francisco. we have medical professionals. >> reporter: pat maginnis is a nursing home reform advocate based in san francisco. >> it's right next to san

francisco general hospital. one would think that you'd have the medical expertise to know better. >> reporter: while maginnis says a dramatic intervention by the state is rare, in this case, it is clearly warranted, given that the state found before the anderson death that one resident there suffered severely overgrown finger and toenails, and another went without medicine for 18 days in a dispute over medicare. for maginnis, the anderson violations were inexcusable. >> you can't justify that behavior. you can't -- there's nothing you can say that would justify what happened to that woman. >> reporter: maginnis says understaff regulators have to trust providers to get the basics right, something she says didn't happen here. >> you rely somewhat on the professional expertise of the people who are running these facilities to know, no, we can't take somebody with dementia, because we don't have a plan of operation. that person might wander out of the facility and get killed, which is what happened. >> reporter: jackson van

already off to a stormy start for your sunday morning, and let's show you one of the impacts we're noticing this morning out of sfo, checking the faa website, showing some flight delays of up to five hours this morning, for some of the arrivals, due to the wind, low visibility and begat she biban reports on the flights this morning so big travel problems both far and locally closer to home, 49 degrees. rain now starting to move in there were is at the view in san jose, a pretty sunrise. 49, rain eventually spilling into the santa clara valley. 41 in dublin. this is the driest part of the day and not lasting very well. right now, rain in the north bay and the rain crossing right over san francisco into oakland and richmond, as we move down the coast, you could see rain crossing the coast around half moon bay and notice on rapid

scan mode, how at times we get these isolated stronger downpours and cells, brief lightning, still a slight risk of thunder especially along the coast as this energetic pattern develops through the day today and yes, we will see much higher rain totals than yesterday, which isn't saying much, since we saw generally less than a quarter inch of the rain for most of the bay area and saturday. we will see rain for most of the day, starting i think the focus peninsula and north bay, and then shifting to the south as we approach the evening. so mostly cloudy, highs today mid to upper 50s. wind making a comeback. another wind advisory starting up at 10:00 a.m. and the peak of the winds today as we get into 3:00 and 5:00 and 6:00, you see how the gusts get above 45 miles per hour again and as the wind advisory expires and we head toward midnight we saw see wind speeds come down. rainfall projection, in a shift now, we've seen in the models

this morning, bringing more rain in the santa cruz mountains. some estimates go above three inches of rain here around ben loman and highway 17. north bay you'll get big rain totals in the coastal hilltops but keep an eye on the santa cruz mountains for roadway issues, especially along highway 17 or out on the coast as the run yourself builds and totals as we head to 11:30 tonight. rain from 11:00 a.m., 5:00 to 6:00 p.m. the strongest rain, if they have runoff issues oakland or major roadways, right there toward the evening and things do trend more calm. as we head to monday, good news for the national championship game, more rain tuesday into wednesday, and another system follows as we get into friday and saturday. so very busy pattern taking shape here in the seven-day forecast. rain and storms coming in every two to three days. you see it there in the seven-day forecast, and i briefly wanted to share this with you, this is the ten-day rainfall outlook for the bay
