quick break, they have to move a stalled vehicle. over here westbound 08 has a disabled vehicle. no slowing and no further word. we'll track that. meanwhile, we see in the area we have a little bit of slick roadways, little puddles at richmond bridge. back to you. >> thank you, mike. live to sfo, a lot of makeup flights. yesterday's wind and rain forced cants la cancellations of more than 150 flights. "today in the bay's" roz plater is live at sfo this morning. tell us what's going on out there. >> reporter: good morning, laura. yes, it has been a frustrating morning for united passengers. look behind me, all these bags still left and some folks trying to figure out what has happened to their bags. they had flight delays from the east coast, they had to deal with long lines at the security and finally get to sfo and here is what they found, a new

wrinkle, lots of baggage troubles. frustrated, tired passengers waited for their bags, some waited for hours, and then finally when the bags came out, it's baggage from as many as seven flights at a time, they were piling up on the conveyor belt and there was a mad dash and long lines from people trying to find their baggage. here is how a mom and daughter from san jose described what happened. >> we landed at 2:00 a.m., and what time is it now? >> after 4:00. >> we're just now getting our bags, so it's been a long day. >> probably like 100 bags to find your bag and if you couldn't find a bag you had to wait in a line 30 minutes long and if you wanted help, you had to wait in line. >> reporter: that's the story we heard from other people as well. again, lots of baggage here. people are still waiting to pick up, lots of people still looking for bags, but it is doing a lot better than it has. we reached out to you nighted to

try to get some answers. we'll get that for you when we get back. laura? >> let's hope they get the bags reunited with people who need them. happening today, governor-elect gavin newsom will officially be sworn in. the stage is set for the inauguration outside the state capitol. newsom, who spent the past eight years as number two to governor jerry brown will become california's 40th governor. ahead at 5:30, "today in the bay's" pete suratos will join us with a live report from sacramento. several bay area cities and towns ushering in mayors, school leaders and judges. a live look at d.c., as we enter week three of the federal government shutdown. president trump saying he's expecting progress in the next few days. the media, but not talking about that progress that he expects to happen this week. we are getting a couple of different stories from the white house, and from democrats on what's happening over there behind closed doors. parts of the federal government remain closed this morning. >> will federal workers get a paycheck january 11th? >> we'll see what happens, see what's settled. >> reporter: president trump predicting progress. >> we need to open up government and then negotiate. not the other way around. >> reporter: the president and democrats are at odds over whether americans should pay for a wall at the mexico border. >> we were trying to do our best to get the government open before it became a serious issue. >> reporter: democrats are now pressing the administration to justify the $5.6 billion the president's asking for, as he threatens to declare a national emergency to pay for the wall. the white house insists he is compromising, agreeing to steel

instead of concrete. >> a concrete barrier is not going to automatically stop people from coming. >> we need to look at more border patrol agents, technology, and other means as well. >> reporter: democrats say they're hearing no compromise on the cost. >> a pound the table way, unless i get it my way, i'm going to hurt all these people. that is not the way to go. >> reporter: if this shutdown continues, the irs may be forced to delay tax refunds. >> think about the hundreds of thousands of people who will be entitled to income tax refund checks, who won't receive them. >> reporter: moving this debate from national parks to the wallets of millions of americans. tracie potts, nbc news, washington. and here in the bay area, we slowly have been seeing the effects of the government shutdown, but come today, arguably the biggest sign yet, muir woods, one of the bay area's popular scenic attraction also close. the national park service says it's been able to stay open so

far thanks to the partnership with park conservancy, but that agreement expires today. a live look at levi's in santa clara. today it is the center of college football universe there. that is because some 12 hours from now, the championship game takes place between number one alabama and number two clemson. both head coaches yesterday held their last pregame news conference. bad weather did not cancel that event, but that rain and wind did halt a number of other game-related events, including a concert in discovery meadow park, featuring one republic and eli goulding. now to a rare and dangerous sight in santa cruz. look at this video of a waterspout turned into a brief tornado when it came ashore, even passing over cars yesterday afternoon. it reportedly blew off part of the roof of the dolphin restaurant. tornado popped up thanks to a strong cell that moved ashore.

so far, no reports of any injuries. we indeed have some crazy weather over the weekend from the gusty winds to the rain, and we're still seeing the lingering effects of that system that moved through with some light rain this morning, as you get ready to head out in parts of the north bay. as we get a closer look, just mainly some showers and that will make your commute quite wet, but i know everyone's eye is on the forecast for the big championship game today at leeveigh stadium, and it's going to be very nice, dry conditions. highs in the upper 50s, and at kickoff at 5:00, we'll be at 57 degrees, and then mostly clear skies as we go into tonight. it's all good for the game today. we'll talk about some more storms moving in for the rest of the week coming up, and mike, you've got a look at the wet commute for this morning. >> kari, you pointed out, we use your radar, just to illustrate what you're talking about, north bay, you're having a tougher commute right now because of the radar activity up there, but look at that, as you get close to the bay bridge and golden

few peeks of sunshine and dry weather. not as much wind either but it will be cool to start. we'll look at all of our microclimates and what's ahead, as a soggy week continues, coming up. >> from our north bay shot, you see san rafael, at least there's some little puddles there and slicker roadways. watch farther north through petaluma for the rain. we're watching the entire bay. happy monday to you. friday the markets were way up. we can't say we're back because we're down off the all-time highs. couple things happen that may influence the market today. number one, the fed chairman sounded like he'd go easy on interest rates. number two, we got spectacular jobs numbers on friday, the american economy added 312,000 jobs in the month of december. economists raised their estimates on past months as well, and the third thing that's making investors happy today,

american officials are meeting with chinese officials today to talk about trade. now we're on the subject, president trump on friday once again claimed america was making money from china through tariffs. this is patently false. but here he is doing it anyway. >> we have a massive trade negotiation going on with china. president xi is very much involved, so am i. we're dealing at the highest levels and doing very well. in the meantime, we've taken in billions and billions of dollars in tariffs from china and from others. >> the president is wrong. tariffs on chinese goods are paid for by americans, not chinese. it is american money going into the american treasury from us. now, i'll admit, i have harped on this before, but it's something the president should easily understand. he went to an ivy league school. either he doesn't understand tariffs or he does but

deliberately is not telling the truth. it's one of those things he repeats a lot, along with claiming the military has not gotten a raise in years, it has, or stealth fight are planes are invisible to the eye. they are not. own a lighter note, the consumer electronics show is under way in las vegas. lots of silicon valley companies are there and marcus, i understand you've got one of the announcements coming out of there as well. >> that's right, scott. apple is actually partnering with one of their fiercest rivals there. >> samsung. >> yes, samsung, a partnership a lot of people are talking about. customers who own some samsung smart tvs will be able to access itunes, movies, as well as tv content. air play 2 support will allow iphone and ipad owners to send content from their screens to their tvs. happening today, new rules for emotional support animals are said to take effect at united airlines. the company will only allow dogs and cats to fly with passengers as emotional support animals.

the rule bans support animals from flights longer than eight hours. and then there were eight, as in eight teams left in the calais for the nfl championship. yesterday's afc wild card game the l.a. chargers led 23-3 over baltimore in the fourth quarter, then they survived a late ravens rally to advance to next week's afc divisional playoffs winning 23-17. talk about wild card, this is what everyone will be talking about. the bears had a chance for a al last second win if they made a field goal. what happened next broke bears fans' hearts everywhere. >> and, oh t hits the upright again! that's impossible! >> yes, well, it possibly happened, it did. the kick hits the upright and cross bar and the eagles pulled out a win.

head out, as the roads are still slick. you still need those windshield wipers but it's not as windy and the temperatures are dropping. santa rosa at 39 degrees. it's 58 degrees, big difference in san francisco, and palo alto now at 51 degrees. as you're styling your hair this morning because of the rain and the high humidity, it's a frizzy hair day. you might as well pull it back in a pony tail. we are still going to have some high humidity and partly to mostly cloudy skies throughout the day. here is a look at martinez and our temperature trend, as we reach into the upper 50s, and a look at our high temperature force tods for today. it's nice in the south bay and of course a big day with college championship game this afternoon. still going to be breezy and partly cloudy skies looking at our east bay temperatures in the upper 50s and low 60s and up to 58 in san mateo today. san francisco reaching 58 degrees on the embarcadero and 58 degrees in napa today.

i'm tracking the next storm set to move in. lingering showers for parts of the north bay as we go hour by hour while the rest of the bay area dries out. for tomorrow during the afternoon the next round of rain is moving in but still a chance of showers between now and then but the bulk of the heavier rain doesn't get here until tomorrow evening, right at about 7:00 to 8:00 and it continues to spread over the bay area, headed into wednesday. our seven-day forecast shows some showers, mostly by tomorrow afternoon, into wednesday. thursday is our break and then another storm system moving in friday afternoon, and continuing off and on throughout the weekend. headed over to mike, you have been tracking the roads. how is it looking? >> pretty pleasant. the rain in the north bay has showed up with the road weather index. we take the radar data and computers, the models show

slicker and puddling roads in the petaluma area. south of novato, slicker roads and all around the bay from the overnight and all the rain yesterday, my gosh, we haven't had a chance to dry out. it will be slicker on and off ramps. we're taking you down to the south bay. roadways are moving smoothly right now. freeways are great. we're talking about levi's stadium right here, where that college championship will be located. you see these bridges getting over between the stadium and a lot more parking. now, because of all the cars coming through the area and a lot of folks may be new to the area coming in just for this game, there is the parking lots. we're talking about great american parkway, those will be flooded with traffic. you can take mass transit, they have options as well because we're looking at capitol corridor. caltrain and vta have special service added or differently scheduled because of the expected crowds. check the respective websites and see other options for you and way out of the mix, b.a.r.t. coming out of warm springs headed up from the east bay. take it down to warm springs and jump on to vta.

the shooting death of a this morning, in texas, a suspect is behind bars in connection to the shooting deaths of a 7-year-old girl, jasmine barnes, was shot and killed last sunday in houston while riding in a car with her family. police say this man, eric black, jr., has admitted to driving the car the gunman was in. however, the gunman is still at large. police also say it appears

jasmine and her family were not targets. >> this was likely a case of mistaken identity, where the intended targets were likely someone else, but instead, they fired upon laportia, jasmine, and her siblings. >> initially investigators were looking for a 40-year-old white man in a pickup that jasmine's mother had seen. police believe the white man in the red truck is likely an important witness, not a suspect, and they're asking him to come forward. this morning, a taco bell employee is out of a job, after a controversial moment at a drive-through window. >> it's against company policy. i can't do it. >> now that customer in the drive-through is deaf. it happened at a attah cobell in ohio. the man was trying to use his cell phone to place an order, he wrote what he wanted on his cell phone and tried to show it to the drive-through employee.

the employee says it's against company policy, and then threatens to call 911 if the man does not leave. in a statement to nbc news, taco bell says the employee no longer works for the organization. >> 5:23 right now. a massive water main break in irving, texas, sent water shooting high into the air and crews scrambling to fix it. the break happened in irving, 12 miles west of dallas. water shot out of the ground like a geyser soaking the surrounding area yesterday afternoon. traffic had to be diverted until crews could fix that problem. new for you this morning, the happiest place on earth is suddenly a little bit pricier. disneyland yesterday raised ticket costs again. family of four will now spend more than $400 just to get in, even on days with the lowest demand. daily tickets now start at $104 that's on a slow day. tickets cost more on higher volume days there. the latest hike comes ahead of

of the rain on the roads. >> i'm concerned about, you said there was a bigger system so we'll listen for the update, kari. bigger commute than for the last couple of weeks. lot of folks, my kids are back in school, a lot of other kids are back. parents are back at work as well, and we've seen this backup forming. no official metering lights on just yet but the pattern, something slowing the traffic. it's the bottleneck just past the metering lights, i think it is the metering lights. smooth drive for the rest of cloud cover cou contra costa county. you'll see green highlighting from time to time into the north bay, more puddlinging and ponding likely. smooth drive, south 101 at ellis, there may be a crash going on the shoulder of the roadway. good stuff. dublin shows you a slick roadway. be careful at the off-ramps like here at tassahara. >> thanks. today at the state capitol a new era is set to begin. this video shows governor jerry brown and his dog walking out of the governor's office for the last time.

today governor-elect gavin newsom will be officially sworn in. >> "today in the bay's" pete suratos joins us live from sacramento with details on the big day of events. they're all getting ready out there. >> reporter: good morning to you, laura and marcus. i had to adjust the mike a little bit there. gavin newsom will be sworn in as the 40th governor in california history here in sacramento later this morning. of course, for locals back in the bay area, he's no stranger to the big stage, having served as the mayor of san francisco, and most recently serving as the lieutenant governor of california the past few years and of course, in that most recent role, he served as the number two to his predecessor, california governor jerry brown. of course, as the new governor of california, he'll have plenty of issues to deal with on day one, such as housing affordability, homelessness and this ongoing issue of fire danger throughout the state of california, and at his

inauguration concert just last night, he's ready to hit the ground running. >> a budget that, within 48 hours, i'll be presenting maybe 72, pending strike town in los angeles, the challenges we face as this relates to issues, related to utilities. >> here are the details on today's inauguration here in sacramento. it will take place on the steps of the california state capitol. the program roughly will begin at 11:15 a.m. we'll see if that runs on time and take the oath of office at about 12:00 p.m. of course, stay with nbc bay area for all of your coverage of today's inauguration. we're live here in sacramento, pete suratos for "today in the bay." >> thanks so much, pete. in our coverage of gavin newsom's inauguration continues throughout the morning. the program starts at 11:15 with the oath of office happening about noon. we'll bring it all to you live during our midday newscast. the attorney for a dog owner accused of biting a woman on her arm is speaking out, calling the bite an act of self-defense.

the 19-year-old dog owner is scheduled to be arraigned. east bay park police say last week she bit a jogger during a confrontation in chabeau regional park. police say the jogger used pepper spray as the dogs attacked her, and that's when the dog owner bit her. the dog owner's attorney said the jogger did the attacking, once her client tried to grab the pepper spray bottle. >> grabbed my client by the hair, kneed her in the groin and began attacking her, and when she had my client's hair in her hand to try to get her to release her. >> the woman who was bitten has not spoken to anyone other than police. >> it is 5:33 right now. new this morning, a murder/suicide investigation in half moon bay. it happened saturday night at a home on terrace avenue. san mateo county sheriffs investigators say they got a 911 call about a shooting.

later, they found an 86-year-old woman and her 89-year-old husband dead inside the home. gun was also found. investigators now believe it was the husband who called to report the shooting. this morning, berkeley's school board president and her wife are in critical condition after a car hit them. that accident happened early saturday morning near martin luther king jr. way and stewart street. the school board president and her wife alison bernstein were crossing mlk when an 81-year-old driver struck them. the driver stayed at the scene and cooperated with police. the two women remain in the hospital with serious injuries. 5:34 right now. this morning, as kari mentioned, we are drying off after a wet weekend across the bay area. >> it was coming down. live look san francisco in san jose. many cities working to clean up from the weekend storms. the damage was just about everywhere. look at the crash on 101, the car flipped over the guardrail,

crashed into a creek. amazingly, the driver wasn't badly hurt. also in the north bay, floodwaters swept through the front yard of a home in san anselmo after a clogged culvert. the homeowner said it happened quickly. >> everything was fine. there is another big culvert is down there, and i stepped away for about two minutes, and i noticed part of the set had been knocked into the little creek there. >> the house remained dry, only the garage was flooded. more problems, a car that slid off of a slick roadway there. luckily, no one was injured in that crash. this morning, roads are soggy. take it easy out there. i drove up yesterday to meet girl friends for lunch, it was worth it but it was dangerous out there. >> yes, for everybody else because you were driving with your friends.

i'm kidding. law is a safe driver. we saw the rain, kari is talking about more coming in. we're looking at what i call leftovers, you call them puddles. slicker roadways. here is the richmond to san rafael bridge. not a major concern, not a lot of traffic right now, but enough traffic where the bay bridge metering lights were turned on and the backup fills the toll plaza. over here in san francisco, the green right there is the road weather index talking about the slicker roadways and that will continue to evolve as that rain sticks around for the north bay. south 680 approaching 84, a sand barrel has been hit and there's debris in the area. no injuries and i don't know if this is a current crash or one caltrans is addressing now. we're looking at the rest of the bay, a smooth flow of traffic. i'll check on 680 sunol, there's early slowing and an early commute that's starting. >> there you go. all right, the snow out there is really coming down. take a look at squaw valley ski resort sent thus video, just gorgeous, if you're there.

squaw was open but some trails and lifts were closed due to the conditions out there. yesterday's storm brought close to two feet of snow in the upper mountains. > >> traffic around tahoe was a mess. drivers stuck there for hours. this is a snapchat video of some of the backup near truckee. if you are headed to the mountains, bring chains, extra supplies, just in case you get stuck out there. >> blankets, snacks, and patience, right? >> exactly. >> that's a tough one out there. got a lot of snow in the sierra. >> it was good to see the snow but hopefully everyone was safe and got to their destinations, and then as we head into the weekend, we still have some more storms on the way. so that's something we have to keep an eye on. right now, we are tracking some rain moving through parts of the north bay, and now moving into parts of contra costa county, as you head out. here is a look at the seven-day forecast. it shows we will have a few breaks and some more rounds of

rain and sierra snow moving through. thursday is our break. by friday, as you start to make plans, we'll see another round of showers moving in. saturday some off and on rain, same for san francisco with showers moving in for the weekend, so if you are headed out of town, maybe going to l.a., we have rain on friday. by saturday, that's a break, and then sunday another storm system moving in. going to yosemite, a lot of snow and some rain moving through. we'll see upper 30s on friday. once again, some dry weather on saturday and the trend will be for another storm system to move in on sunday. for the tri valley, we're looking good off and on rain. on friday it looks soggy. on saturday, staying mostly cloudy, a few peeks of sunshine, and mid-50s for sunday, as another storm system arrives. i'll be tracking all of that, as you make weekend plans, and i'll have a look at today's temperature trend, coming up in about three minutes. >> thanks, kari. 5:38 right now. coming up, a deadly crash

door, grab a jacket. we have upper 50s and we'll only make it into the upper 50s there today. look at our microclimates and more storms coming in, that's coming up in less than five minutes. and overnight, chp did warn about some gusty winds across the san mateo bridge, but things have been quiet so far. we're just building that commute. it's around the backup at the bay bridge, of course, also there, we'll show you that coming up. 5:42 right now, and new this morning, the chp believes speed played a major factor in a deadly overnight solo crash, this happened a little before 1:00 a.m. on highway 101 near the monterey road overpasses, this is outside of gilroy. the car struck the center divide going northbound. the man in that car died at the scene. that crash did not impact traffic. and in vallejo an officer-involved shooting is under investigation. m a man with a knife was shot by an officer, it happened 8:30 last night. police say officers tried to

it's going to make that commute soggy. san francisco looking at partly cloudy to mostly cloudy skies as you step out the door, and as we go throughout the day, a little bit of a drying trend under way. here is a live look outside in san jose, as the streets get a chance to dry out, as you get dressed this morning, once again, it is chilly, jacket and pants definitely needed for today, as you get dressed, in concord we take a break from the rain, only going to see a few sprinkles through the next couple of hours and partly cloudy to mostly cloudy skies for the rest of the day, as we head up into the upper 50s. it's not as windy today, and we'll be tracking the next storm. this one is set to move in for tomorrow evening into wednesday, and you could see those widespread clouds that are moving through, but this one is actually going to be weaker than the storm that moved through over the weekend, so here is a look at what we are seeing now, some of the showers still lingering over parts of the north bay, even moving into parts of the east bay, but then by the afternoon we are going to be drying out.

out there, meteorologist kari hall. kari, it's going to be around for a bit. >> it was a mess over the weekend. >> downpours! >> with the wind and the rain and all that. there's still some light rain this morning as you get ready to head out the door in parts of the bay area. we get a closer look at the rain moving through parts of the north bay and the east bay, still some lingering sprinkles with us, but it will clear up as we go into the afternoon. we're going to take a break and then even see peeks of sunshine for the afternoon, and still some rain chances for parts of the north bay, off and on until another storm system arrives tomorrow. i'll be tracking the timing of all of this, and the very unsettled weather and mike, those roads are still slick out there. >> that's right, and we have more traffic than we've had for a couple of weeks around the bay. here is the richmond-san rafael bridge. starting the build from the cash lanes. fast track no problem, carpool looking great. puddles damp roadways, and north of there, the north bay, in fact, look at the green

highlighting. the road weather index kicked in. we could see the rain and radar activity, showing more build on the roadway. we have a recovery here south 680 down in toward sunol. debris from a sand barrel has been cleared. the traffic gets a chance to smooth out. that does indicate we have a lighter commute than typical mondays. obviously folks ease back in and some folks are stuck in the sierra. i-80 is closed between colfax and the nevada lines. a lot of people were stuck at sfo over the weekend. makeup flights are happening today. yesterday's rain and wind forced delays and cancellations of more than 150 flights. >> earlier this morning, dozens of people landed to find more problems.
