highlighting. the road weather index kicked in. we could see the rain and radar activity, showing more build on the roadway. we have a recovery here south 680 down in toward sunol. debris from a sand barrel has been cleared. the traffic gets a chance to smooth out. that does indicate we have a lighter commute than typical mondays. obviously folks ease back in and some folks are stuck in the sierra. i-80 is closed between colfax and the nevada lines. a lot of people were stuck at sfo over the weekend. makeup flights are happening today. yesterday's rain and wind forced delays and cancellations of more than 150 flights. >> earlier this morning, dozens of people landed to find more problems. "today in the bay's" roz plater is live for us at sfo. roz, what is going on there now? >> reporter: there is an awful lot of baggage. you can see crews trying to sort through some of the baggage left

here. there were a lot of very frustrated united passengers here earlier this morning. they had to deal with, as you say, a lot of flight delays, long lines at security because of fewer tsa agents and they finally got here to sfo and let's show you what they had to deal with. they encountered a massive baggage backup. look at the photos taken around 3:30 this morning, showing hundreds of passengers trying to get their bags. they were weary and tired. they lined up to get close enough to the carousel to hunt for their luggage. the baggage from multiple flights coming in at the same time, piling up on the conveyor belt, all of it adding to the passengers' frustration. >> we had to get off the plane and walk here. >> reporter: you sound a little frustrated. >> oh, yeah. i'm tired. i'm on new york time. >> the shot of the other carousels it was like seven flights coming off on one

carousel. there was no way to reach your bag. they moved us here and we're not moving. >> reporter: now they've done a lot better, again, at trying to get all of this sorted out. lot of the passengers did get their bags and are on the way home. we reached out to you nighted to ask what the holdup was. they said they're looking into it. for now we're live at sfo, i'm roz plater, nbc bay area news. >> thanks for the latest from there, roz. as we enter week three of the federal government shutdown, president trump says he's expecting progress in the next few days. "today in the bay's" tracie potts is live for us on capitol hill with the story this morning. tracie? >> hi there, marcus, good morning. good morning, everyone. the president is tweeting but misquoting a democrat who said yes he can declare a national emergency to get money for this wall, but that democrat went on to say that it would probably

face a big legal challenge, and that wall money seems to be at the center of trying to reopen the government. parts of the federal government remain closed this morning. >> will federal workers get a paycheck january 11th? >> we'll see what happens, see whether or not it's settled. >> reporter: president trump predicting progress wednesday after weekend negotiations brought no break-through. >> we need to open up government and then negotiate. not the other way around. >> reporter: the president and democrats are at odds over whether americans should pay for a wall at the mexico border. >> we were trying to do our best to get the government open before it became a serious issue. >> reporter: democrats are now pressing the administration to justify the $5.6 billion the president's asking for, as he threatens to declare a national emergency to pay for the wall. the white house insists he is compromising, agreeing to steel instead of concrete.

>> a concrete barrier is not going to automatically stop people from coming. >> we need to look at more border patrol agents, technology, and other means as well. >> reporter: democrats say they're hearing no compromise on the cost. >> in a pound the table way, unless i get it my way, i'm going to hurt all these people. that is not the way to go. >> reporter: if this shutdown continues, the irs may be forced to delay tax refunds. >> think about the hundreds of thousands of people who will be entitled to income tax refund checks, who won't receive them. >> reporter: moving this debate from national parks to the wallets of millions of americans. so a couple of things to keep your eye on today, and in the next few days. negotiations at the white house, but also here on capitol hill, democrats trying to reopen the government piecemeal with those eight departments that have nothing to do with the wall funding. marcus? >> tracie, thanks. we have problems in the bay area as well. we've been slowly seeing the effects of the government shutdown.

but come today, arguably the biggest sign yet, muir woods, one of the bay area's popular scenic attraction also close. the national park service says it's been able to stay open so far thanks to the partnership with park conservancy, but that nonprofit helps facilitate park services, the agreement expires today. later this hour, all of the news out of washington, scott mcgrew has our checks and balances at 6:45 and at 7:00 the "today" show is live in washington, d.c. w a closer look at the impact of the shutdown and what it's having as americans continue to work or hoping to return back to work. >> 6:05. governor-elect gavin newsom will be sworn in today. live look at our state capitol. the stage is set for the inauguration, but before all of that, ahead at 6:30,s. s.

will join us with a live report from sacramento. several bay area cities and towns ushering in new mayors, school leaders and judges today in oakland. libby schaaf will take the oath to start her second term as mayor. that's happening at 11:00 this morning at city hall. a live look at levi's in santa clara. today is the center of college football university. that is because some 12 hours from now, the championship game takes place between the number one alabama and number two clemson. both head coaches yesterday held their last pre-game news conference. bad weather did not cancel that event but that rain halted a number of other events related to the weekend, including a concert in discovery meadow park featuring one republic and elle and cool day. and now to a rare and dangerous sight in santa cruz. take a look at this video of a waterspout. it turns out this turned into a brief tornado when it came

ashore, even passing right over cars yesterday afternoon. it reportedly blew off part of the roof of the dolphin restaurant. the tornado popped up thanks to a strong cell that moved ashore. so far, no reports of any injuries. >> that was a crazy weekend. we don't see things like that very often around here. we still have some lingering rain and the aftereffects from that storm system that moved through over the weekend and we're still measuring up the rainfall totals in parts of the north bay where most of us got anywhere from one to four inches of rain. now the temperatures are dropping in ukiah, only 37 degrees. we look at 46 now in napa and check out san francisco, 60 degrees, while it's 50 in san jose. so temperatures are just all over the place, and it's cool as you head out the door, headed to the pleasant hill b.a.r.t. station, getting back to work today, and it will be a fairly mild afternoon, and i know we're all keeping our eyes on the forecast for the alabama/clemson

game today. it's going to be nice, dry, no rain, and a few peeks of sunshine with our highs in the upper 50s. and also just getting out the door this morning, mike, the roads are still wet. >> that's a great note, kari. of course the sun hasn't had a chance to dry things out and also behind me, yes, i'm borrowing your radar, kari, including storm ranger, we are looking at the detail, the activity for highway 37. if it's tough to make out the roadways it's because the sensors are green. get the green radar off of there. the green highlighti ining make tough. it's damp, puddling over here. lighter traffic flow, we had an early commute that kicked in and we'll have a heavier early commute and things will sort themselves out and about 9:00, 8:30, the flood will hit the roadway, building after 7:00, 7:30. stick in with us for cut-ins. travel times are looking great except for a sudden slowing for

good monday morning. at 6:12, here is a live look in fremont. we have puddles left on the road. that's a look at 808 and our temperatures dropping down into the upper 40s to start out the day. we'll get some peeks of sunshine as we head up close to 60 degrees today. we'll look at all of our microclimates and talk about the next storm moving in, coming up in less than five minutes. yikes, this developed in front of us as i was scanning our cameras, south 101 at the university on-ramp, a couple of fire trucks, a couple more chp vehicles, a lot of flashing lights. i'm scanning all the reports and let you know what i can find.

they're just allowing traffic past the scene. we'll get you more details or i'll try, coming up. >> happy monday. friday markets were way up, we're down off the all-time highs but these were astonishingly food numbers. three things that may influence the market today. number one, the fed chairman on friday sounded like he'd go easy on interest rates. number two, we got spectacular job numbers on friday. the american economy adding 312,000 jobs in the month of december. economists raised their estimates on past months as well. third bit of good news making investors happy, american officials are meeting with chinese officials right now to talk about trade. while we're on the subject, president trump friday once again claimed america was making money from china through tariffs. this is patently false.

but here he is doing just that. >> we have a massive trade negotiation going on with china. president xi is very much involved, so am i. we're dealing at the highest levels and doing very well. in the meantime, we've taken in billions and billions of dollars in tariffs from china and from others. >> the president is wrong. tariffs on chinese goods are paid for by americans, not chinese. it is american money going into the american treasury from us. now, i'll admit, i have harped on this before, but it's something the president should understand. either he doesn't understand tariffs or he does but deliberately is not telling the truth. on a lighter note, the consumer

electronics show is under way in las vegas. a couple of major announcements as well. we have a crew there and we'll be covering it throughout the week. >> fun to see the new gnadgets. >> it is. the jpmorgan conference starts today in the park 55 hotel. those in attendance need to reach deep into their wallets for a cup of coffee. as the san francisco gate reports, the hotel is charging over $170 for a gallon of coffee, that's over 21 bucks for a 16 ounce cup. the conference runs until thursday. joe biden is a keynote speaker. >> can you bring your coffee from home? >> instead of gasoline report maybe we should do a coffee report. >> per gallon. we're starting out this morning needing coffee, hopefully yours say lot cheaper than that and it's going to be a nice start to the day, although we're still dealing with some of those

spotty showers, we don't have those gusty winds and really heavy rain that we had from over the weekend. storm ranger tracking it all as we get another round of showers that lingers from that storm system that moved through over the weekend. it's wet in parts of the north bay, as well as much of contra costa county, and we're still seeing some of those light, spotty showers in san francisco this morning, as we take a live look. it is not as windy and rainy as it was over the weekend, but we're still dealing with the aftereffects once again. so because of that, it's a pony tail kind of day, because it's going to be definitely a frizzy hair day with all this humidity and some of the light rain that's still blowing around. what we are seeing now with the storm system exiting moving to the east, a break in between for this afternoon, and then our next storm system will be here for tomorrow evening. let's time it out, going hour by hour, looking at some rain, here we are 8:30 this morning, we have some light showers over parts of the north bay.

but then heading into 12:00 to 1:00, we're all dry, but there still will be some slight rain chances for the north bay, going into the afternoon. i'll be watching out for that, as we get a couple more waves of rain moving through some of the areas, and parts of northern sonoma, and then up through mendocino and lake counties. the next storm system for the most part doesn't arrive until tomorrow evening, with some of the heavier rain arriving by 6:00 to 8:00 tomorrow night, and at that time, we could also have some gusty winds. we're looking at waves of rain throughout the day on wednesday, and then a break on thursday, but there will be another storm system right behind that on friday, that will linger throughout parts of the weekend, so it stays very active, as we get a break in the rain here and there, as we go into the next seven days. i'll be tracking it all for you and make sure you check in each day, because our weather will be changing. heading over to mike, you've been tracking the roads. any issues out there? >> we have this, kari. we spotted this on our palo alto camera, the one you and i share

and we see sheen on the roads, talking about damp roadways, when i saw the flashing lights cluster here. this is the on-ramp from university on the western side of 101, getting on to southbound 101. the traffic on the freeway is moving smoothly, crews including two fire trucks and a couple of chp vehicles stopped the traffic. there must be something going on right here shielded by the wall. there is a report from chp, something going on in the area, closer to the embarcadero exit, but i think we found itten oour live camera. not enough to really show the sensors slowing a bit, but we will watch that. because folks coming off the dumbarton bridge and headed down maybe in toward the rest of palo alto we'll see the flashing lights and it may affect you if you get on there. amazon, ikea, home depot all in the area, the shopping center there. smooth drive, more traffic builds across the dumbarton bridge and the san mateo bridge. the commute is stronger than the last couple of weeks on a monday but we are looking at still a lighter than normal volume, a little build for the tri valley but nothing big after the

welcome back. it is 6:22. this morning in texas a suspect is behind bars in connection with the shooting death of a 7-year-old girl. jasmine barnes, was shot and killed last sunday in houston while riding in a car with her family. police say this man, eric black, jr., has admitted to driving the car the gunman was in. however, the gunman is still at large. police also say it appears jasmine and her family were not targets. >> this was likely a case of mistaken identity, where the intended targets were likely someone else, but instead, they fired upon laportia, jasmine, and her siblings. >> initially investigators were looking for a 40-year-old white man in a pickup that jasmine's

mother had seen. police believe the white man in the red truck is likely an important witness, not a suspect, and they're asking him to come forward. this morning, a taco bell employee is out of a job, after a controversial moment at a drive-through window. take a look. >> it's against company policy. i can't do it. >> now that customer in the drive-through is deaf. this happened at a taco bell in ohio. the man was trying to use his cell phone to place an order, he wrote what he wanted on his cell phone and tried to show it to the drive-through employee. the employee says it's against company policy, and then threatens to call 911 if the man does not leave. in a statement to nbc news, taco bell says the employee no longer works for the organization. >> 6:24. apple partnering with one of its fiercest rivals. customers who own some samsung smart tvs will be able to access itunes, movie and tv content. air play 2 support will allow

iphone and ipad owners to send content from their screens to their tvs. and then there were eight, as in eight teams left in the chase for the nfl championship. yesterday's afc wildcard game, the l.a. chargers led 23-3 over the baltimore ravens, in the fourth quarter, and then survived a late ravens rally to advance to next week's afc divisional playoffs, winning 23-17. talk about a wild card, this is what everyone is talking about this morning, the bears had a chance for a last-second win, if they made a field goal against philadelphia. what happened next broke bears' fans hearts everywhere. >> and, oh it hits the upright again! that's impossible! >> the kick hits the upright and cross bar and the eagles pulled out a win. he hit the upright six different times this year. bears fans have started a go

meteorologist kari hall is tracking how long the weather will stay around. >> we had a busy week westbound rounds of rain moving in. this morning some lingering showers moving through. this will be tapering off within the next couple of hours, but we still have to deal with the showers coming down in parts of the north bay, as well as parts of the east bay, as you get ready to step out the door this morning. in the south bay, it's still dry, and then we are going to see those wet roads that will be drying out, going throughout the day. checking out campbell, our normal high temperature is about 57 but we're to be a little above that. few peeks of sunshine into the afternoon. i'll track all of that, even the weekend forecast in about seven minutes. mike gets you out the door with a look at the wet roads. >> someone say a weekend? it's too soon. never too soon. over here the blockage by the fire department for a crash south 101 at university, but that cleared in the last few minutes but now we see the whether for the volume and the recovery. folks flooding on to the

freeway, obeying the laws but that will cause slowing as folks merging off the dumbarton bridge. the peninsula sees a little build. the east bay more at the tri valley more than last week, but still a pleasant drive and that rain having this effect making the roadways damp and slick. upper east shore freeway and contra costa seeing the build now. back to you. >> thanks, mike. 6:31 right now. today at the state capitol, a new era is set to begin with governor-elect gavin newsom set to be officially sworn in. >> pete suratos joins us live from sacramento with details on the big day of events. good morning, pete. >> reporter: yes, good morning to you, laura and marcus. gavin newsom will be sworn in as the 40th governor in california history. of course, he's no stranger to being on the big stage, having served as the mayor of san francisco and most recently as a lieutenant governor of the state of california. of course, in that most recent role, he served in that role for several years, serving as the number two to his predecessor,

governor jerry brown. he'll have plenty of issues to deal with, starting on day one, when it comes to housing affordability in the state, the homelessness issue and of course, this ongoing issue of fire danger throughout the state of california, and just last night an inauguration concert, he says he's ready to get to work. >> a budget that, within 48 hours, i'll be presenting, maybe 72, pending strike down in los angeles, the challenges we face related to our utilities. >> reporter: getting right there to work and there is the information on the inauguration for gavin newsom. it will take place at the california state capitol. program set to begin at roughly 11:15 a.m. he'll take the oath of office at 12:00 p.m. stay with nbc bay area for all your coverage of today's inauguration. we're live here in sacramento, pete suratos for "today in the bay." >> thanks so much, pete. our coverage of gavin

newsom's inauguration continues through the morning. that program itself starts at 11:15, with the oath of office expected about noon. we'll bring it all to you live during our midday newscast, from 11:00 to 11:30. the attorney for a dog owner accused of biting a woman on the arm is speaking out, calling that bite an act of self-defense. happening today, the 19-year-old dog owner is scheduled to be arraigned. east bay park police say she bit a jogger. the jogger used pepper spray as the dogs attacked her. that's when the dog owner bit her. the dog owner's attorney says the jogger did the attacking once her client tried to grab the pepper spray bottle. >> grabbed my client by the hair, kneed her in the groin and began attacking her and when she had my client's hair in her hand, my client bit to get her to release her. >> the attorney says her

client's dogs approached the jogger but never attacked her or barked. the woman who was bitten has not spoken to anyone other than police. a murder/suicide under investigation at half moon bay. it happened saturday night at a home on terrace avenue. san mateo county sheriffs investigators say they got a 911 call about a shooting. later, they found an 86-year-old woman and her 89-year-old husband dead inside the home. a gun was also found. investigators believe it was the husband who called and reported the shooting. this morning, berkeley school board president and her wife are in critical condition after a car hit them. it happened early saturday morning near martin luther king jr. way and stewart street. school board president judy appel and her wife were crossing mlk when an 81-year-old driver struck them. the driver stayed at the scene and cooperated with police. the two women remain in the hospital with serious injuries. the happiest place on earth is suddenly a little bit

pricier. disneyland yesterday raising ticket costs again. family of four will spend, get this, more than $400 to get in, even on days with the lowest demand. daily tickets now start at $104, that's on a slow day. tickets cost more on higher volume days. the latest hike comes ahead of the park's star wars themed expansion scheduled for this morning. this morning we're drying off after a wet weekend across the bay area. it cleaned everything off in san francisco and san jose there on your right. many cities are working to clean up from all the weekend storms. the damage found just about everywhere. this is a crash on 101 in healdsburg where a car flipped over a guardrail and crashed into the creek. amazingly, the driver wasn't badly hurt. look at that rushing water. this is from the north bay. floodwaters swept through the front yard of a home in san anselmo after a clogged culvert.

the homeowner said it happened quickly. >> everything was fine. there is another big culvert is down there, and i stepped away for about two minutes, and i noticed part of the set had been knocked into the little creek there. >> the house remained dry, only the garage was flooded. take a look at this. more problems, a car that slid off of a slick roadway there. luckily, no one was injured in that crash. this morning, roads are soggy. be careful. there say lot of standing water. >> exactly. folks are also going to hit the off-ramps before the sun has had a chance to dry them off. that could be slicker roadway there is. we haven't had a lot of spinouts but this morning, we haven't had for a while, the backup at the berkeley curve. slowing for the folks headed toward the bay bridge, coming out of the maze. smoothly for 580, more traffic

the last couple of mondays overall and also wet roadways, the road weather index highlights the green all over the north bay, and over contra costa county. highway 4 has the build, walnut creek shows more slowing and wet roads through the area as well. keep that in mind as you hit the road. you might have more slowing than you'd expect but a lot less than a typical monday, still we're recovering and some folks held up in the sierra, a lighter traffic perhaps because of that as well, they didn't make it back yet from the weekend. smooth flow of traffic around most of the bay. no major problems. chp warned overnight there was a gusty wind on the san mateo bridge but right now we're showing more traffic in the last couple of weeks as well. >> everybody was off for a couple of weeks. now you have to come back and pay for the holidays. >> as we go into this upcoming weekend, it's still going to be busy in the weather department. we'll be tracking more storms, still looking at some of the rain as you get ready to head back to work on this monday

morning. looking at showers on storm ranger, especially around napa as you get ready to head out the door. another storm coming in for the middle of the week and as we track the weekend forecast, another storm system will be arriving with some off and on rain, so what are you going to do? we'll see some of the showers also on friday. little bit of a break throughout much of saturday afternoon, so if you're going out of town, that's your day with some sunshine on both the front and back ends of your weekend. you're going to see some showers moving through. and that's also going to be the case if you're going to yosemite. some rain and snow showers on friday. saturday is your day to get out there, or maybe travel to yosemite, and then by sunday, we've got some more rain and snow moving through. in the tri valley, friday looks really soggy, mostly cloudy skies on saturday and then sunday still another round of rain moving in. i'll be tracking what's going on today. i'll look at the temperature trend as well coming up in about three minutes. it is 6:38 right now.

area, causing traffic to jam up over on the right side. this is south 101, the on-ramp is university. 6:42 right now. new this morning, the chp believes speed played a major factor in a deadly overnight solo crash. this happened a little before 1:00 a.m. on high i would 101 monterey road overpass out of gilroy. the car struck the center divide northbound. the crash did not impact traffic. in vallejo an officer-involved shooting is under investigation. a man with a knife was shot by an officer, it happened 8:30 last night near nebraska and napa streets. police say officers tried to detain that suspect but he pulled out a knife. after police say they asked him to drop the weapon, the suspect turned on the officer, and then the officer fired at the suspect. he is now in the hospital in serious condition. the officer is on administrative leave.

6:43, just in, supreme court justice ruth bader ginsburg will not be on the bench today to hear arguments. instead, she will work from home, after the 85-year-old underwent surgery last month to remove two growths from her left lung. ginsburg has not missed a day of arguments since president bill clinton appointed her to the bench in 1993. today's case involves warning labels on pharmaceuticals. now to developments for the government shutdown entering day 16. the nation's airports like sfo will start to feel the effects of tsa workers calling in sick out of concern they will not get paid. here is one worker's perspective. >> we feel caught up in this and we don't want to feel that way. when you join the federal service, you don't join as republican or democrat. you join to serve the country, and to serve the people of this country and of the world. so we keep that in our heads. we say to ourselves, we have a job to do and we're going to do it. we don't feel good that this is

rain indicated on our storm ranger radar, shows you still have a soggy commute this morning and even some light rain across much of contra costa county, and then as we head over toward san francisco, some light showers moving back in, and then also a cluster of some rain moving over santa cruz mountains, it looks pretty heavy, as it rolls over toward cupertino and will be approaching santa clara. now, that's the area we'll be watching today for the big college championship game, kickoff is at 5:00, and the weather is looking good today, much better than that storm we had over the weekend. winds will warm down, no rain, and we'll see partly cloudy skies every now and then, the sun will peek out throughout the day, and starting to clear out around sunset. look at our view over san jose this morning. we're going to have another amazing sunrise, as you get dressed headed back to work, grab a jacket and you also need some pants today as it's still going to be breezy but not a bad afternoon as we head into the upper 50s and low 60s, for parts of the east bay, also looking at

a lot of upper 50s and partly cloudy skies, still some breezy winds coming up from the south, and for redwood city expect a high of 59. also up to 59 in the mission district, and the north bay, up into the upper 50s and low 60s in the north bay. little bit of a break today, but still some unsettled weather in between. you can see the clouds in between the storm systems, and the next one with the bulk of the rain arrives for tomorrow evening, but look at how we time it out today. still some rain chances for the north bay, even into the afternoon, but much of the bay area doesn't see a lot of action going on, and then as we go into tomorrow, still some spotty showers moving through into the afternoon especially for the north bay, once again, but then we all get some rain by 8:00 tomorrow evening, and it still lingers into wednesday off and on scattered showers continuing and then a little bit of a break again on thursday. by friday, we've got another storm system moving in, and this could shake up your weekend plans.

you want to make sure you keep checking in as we time out the storm systems that roll in every couple of days into the bay area. heading over to mike, we still are dealing with the rain and wet roads this morning. >> that's right, kari. i'll put this on, look at this. look at all that green, all that radar activity, also the yellows and oranges, this is kari's data. she interprets it for you. i can tell you where the yellow is, is where the most rain is, right over the freeway. fairfield, vallejo, we see some slowing there but not a whole lot. as we removed that, we still see that green highlighting, where the rain has hit, and left that wet roadway. watch highway 4 through concord, the walnut creek interchange. it's been holding steady through contra costa county. little build for the upper east shore but nothing major. more traffic than we've seen the last couple of mondays so that is a note for you. we have slowing for 680 and 880, headed south of 580, your commute through the tri valley and fremont funnel at mission boulevard. we have southbound 101 slowing at university, there's a car with a flat tire blocking part
