and hoda kotb, live from studio 1a in rockefeller plaza. >> good morning, everybody. welcome to "today," thanks for being with us on a monday morning. yes, i'm wearing eagles green but my heart goes out to the bears' kicker. >> it was like doink and doink again. it's a tough loss for bears but eagles are on their way. >> we'll get into that in a minute. let's start with day 17 of the government shutdown one of the longest in history and there's no indication it will end any time soon either. coming up, its potential impact on your next flight. let's start in washington with kristen welker on the story this morning. good morning. >> reporter: savannah, good morning, this government shutdown is poised to become the second longest in history and there's no end in sight. the two sides can't agree on how the talks are going.

a democratic official countered no progressive was made, it all comes as real life consequences are escalating across the country. >> reporter: this morning the shutdown showdown deepening despite a series of weekend meetings still deadlocked over the president's demand for $5 billion over the president's border wall. >> schumer and nancy pelosi and myself can solve this in a few minutes if they want to. if they don't want to it will go on for a long time. there won't bend here. >> reporter: the president now bending on one aspect now saying the wall doesn't have to be concrete. >> beautiful concrete going up. >> they don't like concrete, we'll give them steel. steel is fine. >> reporter: democrats insist funding for a border wall is a non-starter regardless what it's called or made of. >> a wall is an immorality, not

who we are as a nation. >> reporter: in a bid to turn up the heat on democrats, president trump again threatened to call a national emergency and universal laterally send troops to the border. >> we're looking at a national emergency because we have a national emergency. >> reporter: it would provide legal challenges. democrats fired back. >> this president doesn't have the power to declare a national emergency. >> reporter: the shutdown threatens payments and food stamps and tax returns. and a letter went out encouraging workers to barter with their landlord for their represent. pressed by kelly o'donnell. >> i can relate. i'm sure that the people on the receiving end will make adjustments.

>> reporter: don't expect any major progress today. congress doesn't come back to washington until tuesday. while the president said there will be meetings this week, democrats say there are currently none scheduled. >> there is a report out some trump supporters and allies are concerned about misinformation now getting right to the president's desk. what is this all about? >> reporter: that's right, savannah, as we reported, former chief of staff,on kelly who departed recently was focused on regulating news stories that made their way to the president's desk. now there is concerned with his departure there is misinformation getting to his desk and expressed concerns of like a wild west atmosphere inside the west wing. those former officials note the president has made a number of statements false or misleading. we reached out to the white house, but so far no comment. >> thank you.

as they shut down roles, the tsa has the beginning of what's called the blue flu and calling in sick and concerned they will not get paid as the government remains closed. tom, what's the impact going on there? >> reporter: so far, minimal impact across the country. both the tsa and unions say they have seen an uptick in tsa officers calling out sick, it started over the holidays and some upset about the fact they're working without a paycheck in theory but an uptick in the flu. if they don't get paid according to tsa and union, you could see longer tsa no shows and that could mean longer security lines. on the front lines of aviation security, 51,000 tsa employees. the average pay, roughly $30,000 a year. >> empty pockets of all personal

effects. >> reporter: if the government remains partially shut down no one at tsa will get paid this week. >> we are a paycheck to paycheck family. >> reporter: brian turner has been an officer six years, now hoping president trump and congress come to an agreement within 10 days. >> we have mortgage payments, car payments, credit card bills and utilities and we also have childcare. with half of our income gone, it's very concerning. >> reporter: so far, tsa officers have not missed a paycheck. the tsa's union said some officers have already called out sick in protest. at dfw in dallas and jfk in new york, they report minimal impact and say longer lines were not unusual for the weekend after the holidays. >> if you don't have a check that will come in to pay your bills, what are you going to do? you will look for something outside what you're doing now.

>> reporter: for now, the tsa says security effectiveness will not be compromised and performance standards will not change. wait times may be affected depending on the number of call-outs. but many passengers say government employees should not be pawns in a washington power struggle. >> a lot of people can't go that long without a check. snow especially when you don't know if you're going to be compensated for the work you're doing, you could be jobless next week. >> reporter: the questions many tsa officers are asking now, will they soon need food stamps or have to look for another job. >> i have to keep food in the kitchen. i will have to make that call at some point. >> tsa says it's grateful to the employees showing up despite all this drama in washington and uncertainty going forward. we also checked with the faa about air traffic controllers, they, in theory, would also be working without a paycheck. their next paycheck is on the 15th. the faa says so far it has no reports of significant numbers

of traffic controllers calling out sick. >> we'll see how this plays out. this morning, a surprising twist in the shooting death of a 7-year-old texas girl. two suspects have been taken into custody. it happened over the weekend after the investigation took an unexpected turn. abe gutierrez is in houston. good morning. >> reporter: good morning. one of the two suspects is due here in court later today. the investigators nosay this shooting was not a hate crime but rather a case of mistaken identity. this morning, the manhunt for jazz jazz -- jazmine barnes killer. eric black junior is now charged with capital murder. prosecutors say he admitted to driving a dark colored suv when

his passenger opened fire on the car jazmine was in, by mistake, thinking it belonged to somebody else. authorities say the pair didn't realize they targeted the wrong vehicle until they saw it in the news. he may already be in custody although not charged yet. citing law enforcement sources identify him as larry woodruff arrested on an related drug charge. >> she did not deserve this at all. >> reporter: jazmine's mother was shot in the arm but survived. she had believed the shooting was racially motivated. the sheriff now says, it wasn't. >> this is likely the case of mistaken identity where the intended targets were someone else. >> reporter: they were looking for this composite sketch, instead a tip came in identifying new suspects. black was arrested during a traffic stop and prosecutors say

he later confessed and investigators found a gun at his home consistent with the eight shell casings found at the shooting scene. >> for this family, it didn't matter whether he was black or white, they wanted the right person involved captured. >> reporter: as for why the suspect description was so vastly different, the sheriff say this shooting happened very quickly, it was dark outside and the red pickup truck was probably the last thing jazmine's sister saw before the shooting erupted. the police still want to talk to the driver of the red pickup truck. the funeral is set for tomorrow. >> thank you. >> craig joins the table. the big story we're covering, golden globes last night. >> hollywood's party of the year, known for its unpredictability did not disappoint. natalie morales was there. >> hi. it took on a much lighter tone after being dominated last year

>> roker, you have a check of the forecast? >> that's good eating. >> we have winter weather to talk about. from the coast to new england, all part of a system. there's a cold part front of it and warm front part of it. where you see the rain, it's warm. where snow is happening, we have pretty cold air. the system pushing to the east. rain delays to the west and light rain and freezing rain, heavy snow for new hampshire and maine. secondary low pressure system develops, a second wave of rain late in the day. we're looking at upwards of a foot of snow in the u.p. of michigan and otherwise a half-inch of rain and in the northeast, we're looking at snowfall amounts in new england and other parts a foot or more. closer to new york, closer to

what is happening? >> we have lingering showers as we track it on storm ranger. most of it for the peninsula, and extending over toward the east bay, but then as we go into the rest of the day, all of this will be clearing out. we'll catch a break this afternoon as we go hour by hour. we see partly to mostly cloudy skies throughout the day. here we are at 2:00 p.m., and we're not seeing any rain, but there still will be slight rain chances especially for the north bay as we go into evening and as well tomorrow before another storm system arrives and brings in some more widespread rain for the bay area, starting out again tomorrow evening. i'll be tracking all of that. let's see how the roads are moving now bhoowith mike. >> we have the backup at the bay bridge toll plaza, more than we've seen the last few weeks. we're looking at damp roadways and possibly slick conditions. the green highlighting shows all over the place, including west 37, where there's also a crash headed over past mayor island west 37 out of vallejo. there is a crash on the shoulder

showing no signs of budging on his demand for more than $5 billion to build a wall along the u.s./mexico border. on sunday, though, he did say it could be built with steel rather than concrete. congresswoman alexandria ocasio-cortez is not mincing words when it comes to her feelings about president trump. here's what she told anderson cooper last night when he asked her if she thought the president was a racist. >> the president certainly didn't invent racism, but he's certainly given a voice to it and expanded it and created a platform for those things. >> do you believe president trump is a racist? >> yeah, yeah, no question. >> the white house denied ocasio-cort ocasio-cortez's claim in a statement saying in part president trump has quote, repe repeatedly condemned racism and bigotry in all forms. the pacific coast highway in southern california is expected to be reopened today after massive mudslides closed portions of the roadway over the weekend. road crews have been working

overnight to make the iconic coastal highway passable again. the slides came after heavy rains swept across southern california on saturday. al just mentioned those storms a few moments ago. he's going to be along with his forecast in awe few minutes. actor kevin spacey is expected to appear in a nantucket courtroom on sexual assault charges. good morning. >> reporter: good morning, kevin spacey is expected inside this nantucket courtroom at 11:00 a.m. this morning for his arraignment, the charge indecent assault and battery. this is stemming from a 2016 incident where a mother alleges he groped her then 18-year-old son. if he is, in fact, convicted, he could face up to five years in prison. >> this morning actor kevin spacey due in this massachusetts courtroom to answer charges of sexual assault. >> kevin spacey bought him drink after drink after drink, and when my son was drunk spacey

made his move and sexually assaulted him. >> heather unrue, the mother of the alleged victim and a former boston tv anchor says it was at this nantucket bar back in 2016 that spacey groped her then 18-year-old son who had told the actor that he was 23. >> it wasn't until kevin spacey put his hand inside his pants that he really knew he was in trouble. >> according to investigators, the teen sent a snapchat video of the incident to his girlfriend and in a preliminary hearing on december 20th, spacey's attorney can be heard questioning a police trooper who interviewed the alleged victim. >> he also never verbalized according to anything in your report, he never verbalized the word stop it. i don't give consent to this. i need you to stop, nothing like that, correct? >> that's correct. >> spacey is now facing a felony charge of indecent assault and battery. the two-time oscar winner fired from his hit netflix show "house

of cards" following a previous sexual assault allegation. spacey has not commented publicly. his only post on twitter for over a year is this recent video. >> you wouldn't rush to judgments without facts, would you? >> titled let me be frank, spacey appears to speak as his house of cards character, frank underwood, though it's unclear if he's speaking directly to these allegations. >> i'm certainly not going to pay the price for the things i didn't do. >> reporter: spacey, who according to court documents is expected to plead not guilty, asked the judge to allow him to skip today's arraignment saying, quote, my presence will amplify the negative publicity already generated in connection with this case. that request was denied. >> so morgan we do know spacey is expected to be in court today. do we expect to hear from the suspect as well? >> reporter: the family of the alleged victim said they will not come to this arraignment at this courthouse today because they said they want to protect

the integrity of the case. as you mentioned, spacey himself was ordered by the judge to appear, although we have not received comment from his lawyers. >> all right, morgan, thank you so much. we go over to al now, big busy times in the weather department. >> that's right. it's really in the pacific northwest and northern california. look at the wind damage that was caused as this -- look at these trees that came down on these cars. thankfully nobody injured, there was icing. there were power lines down, a lot of power outages, and we've got more of that same weather coming in. take a look, we've got another big storm that's getting ready. this is going to be in on tuesday. hey, everybody in the pacific northwest, northern california, this is just the first of a number of round of storms, this one develops, heavy rain approaches the coast today. tomorrow it's coming down pretty hard. we've got snow for higher elevations and gail watches for coastal areas that's going to cause more problems like that. rainfall amounts anywhere from two to four inches of rain. that could cause minor mud slide flooding, and then we're also

himself, dr. michael bruce. thank you for being here. let's start with the simple stuff, people wake up, i wake up at all points of the night. >> right. >> does that matter when we wake up? >> it absolutely matter, the more consistent our wake-up time is the more our circadian rhythm is in syny, it makes it easier to wake up and easier to fall asleep. >> you want to be consistent with where you wake up. >> i know that kind of stinks because the weekends people have a tendency to want to sleep in. only sleep in a half an hour on the weekend. you get what's called social jet lag. if you stay up late on friday, sleep in on saturday, guess what happens on sunday night, your body wants to stay up late. >> you also say it's important that we know something called our chrono type. >> it might be a word people don't know. if you've been called an early bird or night owl, you can learn what your chronotype is. it tells you when to go to bed. it also tells you when it wake up. >> what about what you eat and

drink, does that affect your sleep? >> it does absolutely. there are two big culprits there. those include caffeine and alcohol. those are two biggie's that can have a big section -- >> are those the polar opposites? the caffeine keeps you up and alcohol makes you sleepy? >> when you're looking at something like alcohol, while it make you feel sleepy it keeps you out of the deeper stages of sleep. >> why is that? >> it turns out alcohol has a particular effect on our overall sleep cycle. if you just wait about one hour per alcoholic beverage before bed, you're fine. let's say you have a couple of glasses of wipe ne at dinner, y dinner is at eight, at 10:00 you're fine. caffeine's a little different though. caffeine's got a half-life of six to eight hours. you want to stop caffeine around 2:00 p.m. that way it doesn't avffect you abilities to fall asleep. >> some people drink tequila and it acts like caffeine. >> that's another segment. >> that's a whole different ball

embelli embellish, launder, craft and create. >> you still have cooking? >> a little bit about cooking. >> care for your pets. >> i think we have a few seconds. here, again, you might have chairs that really need a refreshing. these are pretty chairs, but look at this hideous seat, and somebody did a real sloppy job. we found these actually like at a thrift shop. you can take this -- don't be intimidated. >> what are you trying to reupholster it and that's it? >> you want to make it a little more comfortable. >> can you add padding as well? >> it's a nice wooden base. you take that junk off. you use upholstery foam. this is called batting. this gives you that soft look. get a good commercial staple gun. you start in the center. why is that not working? there, there, go like that. all the way around. pull it up so it's nicely done
