around from time to time so that may be a factor as folks come out of the altamont pass. keep that in mind for early commuters. a clear view as folks make their way over this high-rise, the san mateo bridge and no problems 92 moves smoothly, so does the peninsula and the north bay. back to you. thanks, mike. we begin with the ongoing government shutdown. today marks day 18, which is now the second longest in history. >> tonight, president trump makes his big pitch. the biggest one yet for the border wall live in a prime time speech from the oval office. "today in the bay'"''s"''s" tas potts joins us live from washington. vice president mike pence is also speaking out this morning. >> he is. you'll see him soon. we saw him on the "today" show. he has said declaring a national emergency and using money that the government already has to build this wall is still on the table. he of the case
5:01 am
will make tonight, he says the need for the wall at the southern border. >> majority of the people now are families and unaccompanied children, and it is overwhelming the ability of our customs and border patrol to address it. the president will take those facts to american people. >> now remember, this is the central issue in the shutdown, asked specifically about the 800,000 workers who aren't getting paychecks, who aren't getting paid, some of whom have to come to work, vice president pence was less clear on that. of course, they want some clarity, some of them tsa workers specifically may not get checks if this continues through friday. >> i know i've seen clips of previous presidents talking about the importance of border security, the importance of addressing the issue of illegal. >> now that may be true, but border security is one thing.
5:02 am
building a wall is part of that, but it's also quite a dumpb thing, the argument that president trump's opponents have been making, you can do effective border security with surveillance, with more people at the border, but not necessarily building this concrete or steel wall or fencing that many of them think is not a good use of money, because it won't necessarily keep people out. >> tracie, as we prepare to hear from the president tonight, the democrats want equal air time. what can we expect? do you think that's going to happen? >> well, it certainly could happen, and they're insisting on this, because they are challenging the president's numbers. vice president pence talked about the numbers of people who are coming into the united states illegally. you'll hear that later this morning, but the administration has said that 4,000 known and sp stopped at the border, but homeland security told congress
5:03 am
that it was only 41 in the beginning of last year, and only six of them were migrants. obviously that's a big difference from 4,000. so they'll be challenging the basis for the need for this wall based on the data and the numbers, the facts. >> tracie, we will be watching. thank you. well, you know that full interview with the vice president airs at the top of the "today" show, that's coming up at 7:00 this morning, following "today in the bay." once again, the president is set to speak at 6:00 p.m. our time. you can watch it right here on nbc bay area. it is 5:03 right now. today, an oakland man who pleaded guilty to trying to help ice his be sentenced. 23-year-old amir algahagi was convicted of giving material support to a terrorist organization. he admitted to opening email and facebook accounts for people he believed supported isis. prosecutors want him to receive a 33-year sentence. defense attorneys are asking for four years. new this morning, authorities hope surveillance images can

los gat los gatos before the wet weather hits us tonight. >> reporter: the national weather service is expecting the winds to pick up within the next couple of hours. that's why at 7:00 this morning, a couple hours from now, there will be a high wind advisory in effect, talking about winds at 20 to 30 miles an hour, gusts of 45, 60. we get higher in the upper elevations. they're expecting the santa cruz mountains behind me here, highway 17, they're expecting that area to get walloped. as a result, the state is going to be shutting down, the big basin redwood state park in boulder creek, shutting down at noon today and it won't reopen until thursday morning. this is a precaution due to the incoming storm. i want to show you live pictures up the peninsula from the pacific up here. you got a normal amount ofav heh as 18 to 24 feet. that's the prediction from the national weather service, and as a result, they have issued a 24-hour high surf advisory.

5:08 am
the storm system arrives and moves inland as we go throughout the day. right now, a lot of the heavier rain still well to the north of the bay area. we are getting light showers, a few swipes of the windshield wipers as you drive to work. the wind advisory starts at 7:00 this morning, but the peak of those winds will be later tonight and the wind advisory will expire tomorrow morning at 10:00, and during that time, we may have gusts anywhere from 45 to 60 miles per hour, especially for the coast and the hills. all those areas that you're seeing in the shade of tan, that's where we will have the wind advisory in effect. so i'll be tracking that as well as the incoming rain. more on that in a few minutes, and mike, you're getting us out the door. how is it lookinlooking? >> pretty smooth. in high waayward northbound 808d wynton avenue. reports of a dump truck fire.

umbrella. at noon we could see the rain chances going up and it's in the upper 50s. not only will it be wet but it will be windy as well. the wind advisory starts at 7:00 this morning, and our winds peak later on this evening, and then the wind advisory expires at 10:00 tomorrow morning, and during that time, the coastal areas as well as the hills could have some gusts up to 60 miles per hour. let's time it out when the winds will which can up. as we go through 10:00, the coastal areas like half moon bay will already start to have the wind gusts up to about 35 miles per hour. inland areas in some of the valleys, you're not going to have winds as strong but you'll get some of the gusts later on tonight, and during the evening commute, so some of our east to west roads will really have an impact as the southerly wind picks up for tonight, and some of the heavier rain arrives as well. so as you're getting ready, just forget it. don't spend a lot of time trying to style your hair. it's going to be windy, and also very muggy, and we'll start to

ait's a hat day. toward the truck fire in high ward still on the shoulder and still out. no major concern over there at the tri valley. we have northbound 680 just past the dublin interchange the issue on the shoulder. right here we have no traffic break and no lanes blocked for the disabled big rig, before you get to the walnut creek interchange for south 680. 24 moves slowly, so does highway 4 through contra costa county and the maze itself is where we're picking up volume. little more traffic through the maze and i turned our camera to look at the bay bridge and right here those are the metering lights, that expansion right there. i can tell, even though i can't make out the metering lights by the lighter shot, traffic is steady through the area. once the metering lights are on, everybody is lining up like a racetrack here and that should happen over the next 90 seconds. that's what keeps traffic on the bridge moving spooth smoothly, there are problems crews can get there safely.

13 years i've been looking at a shot similar to this as part of the morning commute. fast track lanes and coming off of 880, the cash lanes are light and no metering lights registered by chp. also i didn't see that from my emeryville camera. that may indicate the folks who are in charge of the metering lights determine the traffic flow say little bit lighter than your typical tuesday, coming down the east shore freeway, one of the cues they use to turn on the metering lights done by hand. it's not an automated situation. you'll be delayed oakland into san francisco. smooth drive for the rest of the bay. crashes in the tri valley and the east bay on the shoulder. no problems, 680 or the nimitz. back to you. >> thanks, mike. 5:30 right now.
