that's our mobile doppler radar. the red scan coming from san bruno mountain. some spotty showers for parts of marin and sonoma, as well as northern napa counties and we're going to see once again the storm system arriving as we go throughout the day, and that will bring in some good totals. as we time it out, we start out this morning with some sprinkles all across the bay area. little bit of a break for early afternoon, and then shortly after sunset we'll see some heavier rain rolling in. i'll get you ready for what to expect and mike, so far it's not a bad commute. >> not a bad commute but it is a commute and that's more than we've seen the last couple of tuesdays. the bay bridge toll plaza metering lights are on. it turned on later today than your typical tuesday. traffic on the east shore freeway moving nicely and lag r lighter through the maze. smooth drive through contra costa county, disabled vehicle west of highway 4. it's on the shoulder, the rest of the bay moves nicely. something new popped up for

hayward. it looks like 880 around "a" street we'll find out. back to you. >> thank you, mike. 6:01. we begin with the ongoing government shutdown. today marks day 18, which is now the second longest in history. tonight, president trump makes his biggest pitch yet for border wall. it's happening live at a prime time speech from the oval office. "today in the bay's" tracie potts joins us live from washington this morning. vice president pennsylvania is also speaking out this morning. >> he is. you'll see more of this on the "today" show. here is a sneak preview of what he says president trump will say during the first ever oval office speech to the nation. he says this is all about making the case for border security. >> majority of those people now are families and unaccompanied children, and it simply is overwhelming the ability of our customs and border patrol to address it. so the president will take those facts to the american people.

>> obviously there's been a big fight between the president and democrats over whether to pay for this wall, but the vice president also said this morning that president trump isn't the first leader of the united states to pitch more of a focus on border security. >> i know i've seen clips of previous presidents talking about the importance of border security, the importance of addressing the issue of illegal immigration. >> you'll hear more from him shortly. now, keep in mind, border security and the wall that the president is pushing for, whether it's steel or concrete, isn't quite the same thing. border security is a much larger arena, and that is something that democrats do have in their plans, it's something that they have supported, air support and other things that can help keep the border safe, but after that steel or concrete wall, whatever it turns out to be, they're not willing to give up money for that, and that is where we're

stuck and that is what has caused a shutdown. >> all right, so the speech is tonight, and the democrats, of course, they're speaking up as well, they want equal air time. what do you think we can expect? >> well, laura, they have a response tonight. they'll probably attack the president on the numbers and the facts behind his case for the wall for the need for the wall. for example, the 4,000 known and suspected terrorists at the white house have been talking about, a homeland security report to congress showed at the beginning of last year, the first half of last year, there were 41. six of them were immigrants. so you will hear from the democrats after president trump tonight, nbc plans to air both. >> of course. equal time there. tracie potts, thank you so much. here is a note for you at home. the full interview with the vice president airs within the first five minutes of the "today" show this morning at 7:00 a.m., and the president set to speak at 6:00 p.m. tonight. you can watch it right here on nbc bay area. 6:04.

today an oakland man who pleaded guilty to trying to help isis will be sentenced. 23-year-old amir al hagagi was convicted of giving material support to a terrorist organization. he admitted to opening email and facebook accounts for people he believed supported isis. prosecutors want him to receive a 33-year sentence. defense attorneys are asking for four years. new this morning, authorities hope surveillance images can help track down a restaurant robber on the peninsula. san mateo county deputies say this man robbed a tacaria on spring street north fair observings last thursday. it happened aft the height of dinner rush. workers say the robber used a knife and demanded all the cash in the register before taking off. anyone with information should contact the san mateo county sheriff's office. this morning, san francisco's search for a new fire chief ramps up with a second pivotal meeting. even as the rank and file raises issues with the selection process, the question is, who will replace chief joann hayes

white, who stepped down in october? "the examiner" reports tensions from the firefighters union which believes an experienced replacement can be found within. the union believes that the most worthy internal candidates are being ignored. the commission meeting starts at 9:00 this morning. this week is a big week of change in the bay area, with many new legislators taking office. among those being sworn in today, san francisco public defender jeff adacci who takes the oath of office for his third term. later this afternoon, several new san francisco supervisors will be sworn in as well as sonoma and marin counties. new mayors will take their roles in cities including mountain view, sunnyvale and richmond as the new board of supervisors are being sworn in, others are leaving, including san francisco's jan kim. she's a strong advocate of pedestrian and bike safety, especially south of market street. kim left behind a new bicycle lane safety project, including a projected bike lane, which she

cut the ribbon on yesterday. now to our other big story everybody's talking about this morning, there's another storm brewing, you see it out there on the monitor, taking aim at the bay area. we moved nbc bay area storm ranger to san bruno mountain this morning to scan the skies for you, to give you an hd look of athat storm, as it moves closer. our team of meteorologists set to issue a microclimate weather alert. we'll have more in a moment. first we go to bob redell in los gatos as preparations are under way before the wet weather hits most of us tonight. bob, what are you seeing right there? pretty dry right now. >> reporter: we could start to feel the wind picking up behind me. national weather service has a high wind advisory going in effect in under an hour officially at 7:00. winds will be 20 to 30 miles an hour, gusts of a45. they expect the santa cruz mountains behind me to get

walloped. the big basin state park will be shut down at noon today, won't reopen until thursday morning. this is a precaution due to the incoming storm. this is from the pacific up here, normal amount of wave activity, but starting tonight, we expect waves to grow in height as high as 18 to 24 feet. the national weather service issued a 24-hour high surf advisory starting at 9:00 tonight. this is video from yesterday from santa cruz, two waterspouts formed. at least one did come ashore. one was clocked at 70 miles an hour, the other at 85 miles an hour. no one was hurt, and just some minor damage. just be careful out there. reporting live here in los gatos, bob redell, "today in the bay." >> that is always very good advice. thanks, bob. kari, you've been tracking that storm for us. what is it looking like? >> we've had some crazy weather

and more on the way. another new storm is approaching the coast, and we are starting out with some light showers across the bay area this morning, as you get ready for your drive. so no big problems for your drive through antioch this morning, except for a few sprinkles, mostly cloudy skies, low 50s to start and we'll see some of that rain arriving by early afternoon. we also have a wind advisory that goes into effect starting at 7:00 this morning, and that's for all of those areas you see the lighter shade of the brown there, for the coast, we may have some gusts up to 45 miles per hour, and for some of our hills and mountains, we could see some gusts to 60 miles per hour. that could cause some power outages, bring down some trees, so now is the time to prepare for some high winds throughout the day. i'll have more on that in just a few minutes, and mike, you have more info on the crash in hayward. >> that's right, kari, we got that from chp arriving on scene. we don't see a lot of additional slowing. it is your commute direction southbound 880. let's show you the rest of the bay, south bay moves nicely.

i'll talk about one incident you can't see on the map. 880 at the 90 interchange. lanes are clear, three vehicles involved. there will be a distraction, be careful south wynton toward whipple, dyer and a smooth drive. toward the santa cruz mountains northbound 17 coming into the area, if you're watching here redwood estates and summit road, a lot of flashing lights and distractions around the summit. southbound headed toward santa cruz is moving smoothly. farther over to the west, to the east, you have 101 with typical slowing through san martin. typical slow spot over the upper east shore freeway. it's a great drive as you head richmond through berkeley. back to you. >> thanks, mike. next and new for you this morning, the story behind that video we first showed you a few minutes ago.

look outside at s.a.p. center in san jose. we see some dry weather to start out the day, but there will be some showers by this afternoon. you don't want to forget the umbrel umbrella. it's windy, as this storm arrives. we'll talk about what to expect as we go through the day, coming up in less than five minutes. we're looking at great travel times, minimal delay out of the altamont pass and dublin interchange. 84 slows a little bit so you might not want to cut to livermore. we'll show you the bigger look at the bay coming up. a happy tuesday to you. tale of two companies here. the best of times and the worst of times. amazon best of times, now the most valuable company in the united states, beating out microsoft. apple is out of the running, after its latest trouble selling phones. the worst of times, pg&e, standard & poor downgraded the energy company to junk status on worries of lawsuit and coming

regulation and that stock plunged. i mentioned apple's trouble. samsung warned of a sharp decline in profits as well. it's tempting to compare samsung to apple but we need to wait until the company's full report to really understand what's going on. more bad news, tens of thousands of sears worker also find out if they're out of work today. there's one last chance to save sears. its chairman can buy it for $4 billion, but he's got to get the approval of a court, and this could be very well the last day in history for sears today. the white house says it will order the irs back to work in the midst of the shutdown so americans' tax returns are not delayed. it's not real clear where the money to pay for that would come. it's kind of a non-story. as of now, you can't file anyway, shutdown or not. last year the irs started accepting tax filings in late january. the consumer electronics show continues in las vegas. we sent our digital journalist jonathan bloom, over there, to take a look. here is a bit of his report. >> look inside, and you can see

got a little locked in las vegas. it ended up in a parking lot roadway and then ironically a self-driving tesla hit and knocked that robot over. the robot war there happened a few days ago. the company says the robot will not be able to attend the consumer electronics show, which started yesterday. jonathan bloom was there, take a little longer recovery there. >> ouch. >> i'm sure we'll talk about it later, why that happened. >> it was the robot's fault. which one? which one? >> so we're tracking our weather. we don't need a robot to handle that. kari is here. >> you can use your smartphone, track the storm ranger on your nbc bay area app. we're using it to see how the rain is going to affect your day. as we start out, most of the rain is in the north bay, where we'll see it for much of the first part of the day, and then the system will work its way across the rest of the bay area by this afternoon. seven-day forecast is coming up

at the bottom of the screen, as i show you the wide view of this storm, and here is the center of that area of low pressure, and we can see moisture being drawn up into the system and so we do have more of a southerly wind for today, and it's going to be pretty brisk. as you get ready to head out the door on your way to the fruitvale b.a.r.t. station, you may not need the umbrella the first part of the day but prepare the showers that may arrive as early as afternoon. as you head out the door in the south bay, rain will be a little bit later. you may be able to make it throughout the whole school day without seeing hours. headed to school in the low 50s, mostly cloudy and reaching into the low 60s by 1:00. as you are getting ready this morning, forget it. it's going to be windy and raining and you don't want to bother with the hat because it might get blown off as well. even with the sprinkles, it's a frizzy hair day. it's going to be windy, and then we do have a little bit of a

break before the heavier rain arrives for this evening. we see it working its way into the coast by 7:30, and moving from north to south, as we go throughout the day. so we are going to see some waves of rain during the overnight hours, along with the gusty winds and we're looking at the possibility of some lighter rain for the south bay, up to about 0.1 to 0.25 of an inch and higher amounts for parts of the north bay as well as the hills, where we may get anywhere from one to two inches of rain. we're not done there. we're going to take a break on thursday, see another storm system arriving on friday. that one winds down on saturday and another storm system arrives on sunday. it's going to be busy over the next seven days, as our temperatures stay in the upper 50s. morning temperatures will be quite mild as well, reaching into the upper 40s to lower 50s. as we get an update on how the roads are moving, so far, we've only seen a few areas dealing with the wet roads, mike. >> kari, one area that popped up and it was unusual, look how much green is on the map.

i'll step in here now and point out what i spotted seconds ago, northbound 101, the speed sensors dramatically changed from that green we expect for the south bay, with the lighter traffic flow, down to the red and orange. northbound 101 approaching great america parkway we just heard about a lot of metal debris. maybe some sheet metal debris, it's not quite clear from the details as chp arrives. we can confirm the slower sensors traveling north on 101, headed up off of 880, past the airport, 87 and great america parkway in santa clara. that is a tough drive right now. we're staying with our map system and move farther north, looking at a smooth, easy drive toward the bay bridge. only the metering lights are on, no major problems through the area. the disabled vehicle is not an issue, not a major issue as you head over bay point in toward concord and a smooth drive toward the walnut creek interchange for 680 and 24. great stuff. at the bay bridge we're seeing this change, traffic lighter off to the left approach lanes, that indicates a lighter flow through

the maze, that is a good drive. there is the north bay, a little glow, a little haze, light rain through the north bay, just beware. back to you. >> it's already coming. thanks a lot. 6:20. next and all new this morning, seven killed in the deadly bar shooting near a popular mexico resort town. where it happened, and now the bigger concerns alarming americans. and at 6:30, the alabama roll tide rolled over last night at levi's. how clemson fans celebrated overnight. a few days turns into a couple months for an rv owner awaiting repairs and he says the van he got back was in worse shape than when he left it. i'm consumer investigator chris chmura, "nbc bay area responds," next. more violence erupting in

mexican resort city of playa del 6:24 on your tuesday morning. more violence erupting in playa del carmen. several people were found shot to death outside of the bar. outside the resort zone. it is along the caribbean coast south of cancun. it had long been spared by the drug cartel but that changed. last year alone the homicide rate doubled. there were nearly 700 killings reported in 2018, mostly away from the tourist zones. nbc bay area responds to a san jose couple whose rv repair

request turned into what they call a lost summer. >> consumer investigator chris chmura and his team helped get their conversion van back on the road. >> good morning, when perry lee took his dodge sprinter to a dealer for recall repairs, he assumed he would have it back in a few days, but the dealer took two months, spoiling perry's summer plans. when he finally got his van back, perry says he found a crack in the windshield, and the wheels were out of balance. when the dealer didn't respond to his complaints, perry asked us to step in. we contacted the dealer. without giving an explanation, the general manager agreed to pay perry $1,456.75 for the damage. keep this in mind, when you need repairs, every dealer and auto shop in california must be licensed by the california bureau of automotive repair, and the bureau logs complaints. they tell us people like perry filed 18,000 complaints in 2017, 98% of them warranted further investigation. so if you're upset with a dealer

morning. good morning, i'm laura garcia. >> and i'm marcus washington. let's head over to meteorologist kari hall for that look at the weather. >> starting out with some wet weather across the bay area, especially in the north bay. most of us just seeing some sprinkles but we're tracking it all on our storm ranger, that's our mobile doppler radar and the red scan you see coming from san bruno mountain. as we get a closer look at the north bay, you have a soggy commute ahead of you and the evening commute is worse as the storm system moves closer and the rest of the bay area starts to see some heavier rain moving in for the afternoon. not only that, but we'll have some high winds. i'll talk about the high wind advisory and what's ahead, as more storms arrive in time for the weekend. that's coming up in a few minutes. mike, you're tracking the road hazard in santa clara. >> i am, along with the rest of the commute of course. take a look at your screen and the south bay, 101 is recovering north of 880, but it's jamming up as you approach 880, coming off of the 680/280 interchange. the issue was metal debris across the roadway, 101 at great

america parkway that got pushed to the shoulder without any subsequent crashes or flat tires from what we understand, so that's a good drive but slow for the section of 101 through the south bay. everywhere else is moving nicely. the crash is on the shoulder there. you see 880 at 92. bay bridge toll plaza metering lights are on, but mild slowing still under a half hour from highway 4 to the backup to the toll plaza. a teenager in the north bay is credited by police for potentially preventing a mass shooting at two schools. >> very thankful. "today in the bay's" pete suratos is live in napa with details that are coming out this morning, with how this teenager came to help. pete? >> reporter: good morning to you, laura and marcus. this is always a reminder for folks and if you see something or hear something, to say something, and notify police in any of the circumstances, and in the case of the shootings, they were planned for the school behind me here at river middle school in napa. the other school is vintage high in napa. we'll show our viewers a map that we put together. you could see it's about three

miles apart when it comes to the schools. according to napa police, they were contacted new year's eve by a student that attends this middle school. that student said that a fellow student communicated plans to carry out shootings at both schools and threatened to kill that student if they told police or parents about the plans. after the student provided evidence of the threats to police, they were able to eventually serve a search warrant on the suspected student, who was taken into custody days later on january 2nd. the names are not being released of the students since they are both juveniles. this is still an active investigation by napa police but they don't believe there are any other threats at this time. we're live in napa, pete suratos for "today in the bay." >> good thing the threats are gone. thanks, pete. new this morning, a woman struck and hit by a driver there in benicia over the weekend has died from her injuries. 70-year-old sharon de la more was walking near st. dominic catholic church when she was hit saturday night.

the car is described as a red or maroon sedan with possible front end damage. police are asking everyone to check their security cameras. happening today, san jose leaders want to get your input on marijuana rules and regulations. the city is considering making changes to current regulations for businesses. if approved, san jose would allow businesses to test and manufacture marijuana in specific locations across the city. locations would be required to be 600 feet away from public schools and parks. several other bay area cities have also been talking about taking steps to allow pot production and testing. saying good-bye, a well-known san jose restaurant is closing tonight to make way for new development. >> harry's hoffbrow's location on saratoga avenue off of interstate 280, it's st been in business for 42 years. they are carving up the final signature sandwiches at 11:00 tonight. the san jose restaurant part of

a larger chain. the original location in redwood city and another in san leandro will remain open, but big development plans going on there. this morning, a commute warning for b.a.r.t. riders. an upcoming change in service start times. employees are out at the antioch and pittsburg stations talking about the upcoming schedule. beginning on february 11th, service will shift from 4:00 a.m. to 5:00 a.m. system-wide. it will be a temporary change as b.a.r.t. works on a massive project that will seismically retrofit the trans bay 2. some clemson football fans will probably remember this moment, standing in a long line, they were waiting outside of a sporting goods stores in the south carolina, just to buy new 2019 championship gear. that was in south carolina there, so the gear is

celebrating celebrates the 44/16 win against alabama yesterday and for some lucky clemson fans that are still here in the bay area, half off gear is celebrating at levi's stadium. you want to get that. if you don't see it, clemson's freshman quarterback trevor lawrence led the way, look here, passing 347 yards. he helped the tigers finish with a perfect season, including the first 15-0 season in the modern era. >> young man shows promise. >> it was funny, his girlfriend says you don't show emotion. you need to be excited when you win, and i think he was. >> in his own way. >> we'll see if steve harvey can get him relationship counseling as well. green is great for the south bay, but over here, this section is not great, a slower drive developing from 280 interchange all the way up toward the

oakland road. i talked about the backup because of the earlier debris at great america parkway, that cleared, but now there was a crash over on the shoulder at 880, that's how quickly things hit and cleared because traffic is still relatively light throughout most of the bay. it's lighter than a typical tuesday, that's great news. we have your slowest spots there, the south bay. everything else moves nicely, bay bridge toll plaza metering lights are on and there is the san rafael cam camera, the glow, the light rain. watch for slicker roads. i think we have someone better qualified to talk about that. >> you're big on talking about the roads. she's big on talking about the rain. perfect. >> it's already coming down in the north bay and we'll see more waves of this as we go throughout the next several days. let's talk about what you're going to see, headed out the door right now. storm ranger tracking it for you with a light of green from marin county to all the way up to mendocino county this morning, and then we're going to see once again some much wetter and windier weather headed into the day. now tomorrow, we take a break, another storm system arrives for

friday, and that could change some of your weekend plans. saturday maybe a little bit of a break during the afternoon, but sunday is looking pretty soggy, so for carmel valley, headed down there, saturday may be your only day to really get outside and enjoy it, highs in the low 60s, and then the rain comes back on sunday. we'll also see the same in russian river valley. some showers will be wrapping up on friday, and then again on sunday. squaw valley also looking pretty dicey, except for saturday. we'll talk about what's going on today, that's coming up in about three minutes. >> we'll look forward to it thanks. coming up, a sign for north bay fire victims, the new numbers we get on people looking to rebuild their homes. at 6:56, will she or won't she? the step senator kamara harris is talking today that has a lot of politicians paying attention before possibly announcing a run for president. meanwhile, president trump readying a prime time address.

through dublin. you see company but don't see a problem. you see low clouds in the distance as well as rain in the area and slower drive for 84, that's your cut-through for livermore, that may be a tougher drive right now. >> thanks so much, kari and mike. another top story this morning, we're getting an update on the slow road to recovery for victims in the deadly 2017 north bay fire storm. at least 24 people died in the series of fires that raged across three counties, that includes the tubs fire which destroyed more than 5,000 homes in and around santa rosa. so far, sonoma county issued 830 home building permits and just 31 homes have now been rebuilt. the county adds that california hope, a crisis counseling program, is working to provide service for nearly 74,000 people. today the sonoma county board of supervisor also vote to extend a local emergency as those wildfire recovery efforts continue.

if passed, the emergency measure would be extended another 60 days to allow for more assistance and counseling. 6:42, and new this morning, authorities are investigating a deadly accident in san francisco. chp says that an unidentified person was walking onto the bay bridge when they were struck and killed by a car. this lapped near bryant street just before midnight last night. the driver stayed at the scene and so far no arrests have been made. all lanes are back open this morning. new this morning in san francisco, this man is locked up after police say he tried to steal $34,000 worth of merchandise from bloomi ininblo at the restfield shopping center. authorities just released these pictures showing what it looked like he was after, right there, after that arrest. look at that. you can see quite a mess there in the store. michael smith tried to take the 90 items through an emergency exit, but he didn't get far. security saw what he was doing and stopped him. also now this morning,

comedian kevin hart is apologizing to the lgbtq community after his homophobic tweets recently resurfaced. the tweets stem back to 2000 the when he made controversial jokes about gay people. last friday on "ellen" hart apologized and did so again yesterday on sirius xm radio show, he apologizes to a lot of people coming after hart stepped down from hosting the oscars. the oscars, by the way, is still without a host, some six weeks from the telecast. >> it is 6:44 right now. in southern california, the second largest school district in the nation is on the verge of a massive teacher strike. on thursday, teachers at more than 900 schools across los angeles are preparing to walk off the job. the strike would affect well over a half a million children and their parents. teachers are asking for more money, smaller class sizes, less standardized testing and better regulation of charter schools. >> the rainy day is now, and our kids deserve this investment.

starts. >> you look at it in the prompter, it get mushed in there together. all good line-ups there. kari is getting choked up thinking about it. >> starting out with some rain for parts of the north bay. the rest of the bay area sees some of the showers and the gusty winds as we go into the afternoon, this as a new storm arrives. live look at the golden gate bridge is already wet on some of the roads, and you have to turn on the windshield wipers. make sure they're working well. you've going to need them over the next few days. here is a look at our storm ranger, our mobile doppler radar. we have it parked on san bruno mountain and giving us a good view of some of the light showers moving in once again, a lot of the light rain starts out this morning. we're going to see the main storm system arriving today. if you're out the door headed to diridon station in san jose, you may not need the umbrella to start out. maybe just a jacket with the hood in case you get caught with some of the light showers. it is going to be windy today, and so as we take that live look outside, as you get ready, the

look at the bay bridge toll plaza. saw a lot of drops form on the lens over the last five minutes, and then they wiped it over here. we're looking at these cars, though, rob mayeda calls them our rain gauges on four wheels. that's accurate for our shots. we don't see any wipers, maybe a swipe or two, light rain and damp roadways. as the traffic builds, that may be a bigger concern than you might think because of the slick roadways. folks focus on the build for traffic and if you do have to tap those brakes as things start to slow, that will be a factor for the traction. lower drive for the walnut creek interchange. west 24 out of laveifayette tow orin da and the caldecott tunnel. the bay bridge metering lights are on and the laeft approach is looking lighter than the others. smooth drive for tuesday around most of the bay. slower across the san mateo bridge. 85, 87, 280 typical through san jose. your commute much stronger than the last two futures. remember, those were holidays. over here 880 has had a couple

the bay area. we moved nbc bay area storm ranger to san bruno mountain to scan the skies to give you an hd look at that storm, as it moves closer. our team of meteorologists also set to issue a microclimate weather alert. here is a live look at pacifica pier, where there is a normal amount of wave activity but starting tonight, those waves expected to grow in height as high as two feet. the national weather service issued a 24-hour surf advisory starting at 9:00 tonight. the big basin redwood state park in boulder creek, shutting down at noon today and it won't reopen until thursday morning. this is a precaution due to the incoming storm. at 6:55 a teenager in the north bay credited by police for potentially preventing a mass shooting at not just one but two schools, that includes river middle school and vintage high school in napa.

i fellow student planned to carry out shootings at both schools and officers say he threatened to kill a student if they told police. they served a search warrant on the suspected student who was taken into custody for those threats. new this morning, authorities hope surveillance images can help track down a restaurant robber on the peninsula. san mateo county deputies say this man robbed a tacaria on spring street last thursday in the height of the dinner rush. the robber used a knife and demanded all the cash in the register before taking off. anyone with information should contact the san mateo county sheriff's office. will a leading bay area lawmaker be making a run in 2020 for the presidential primary? >> california senator kamala harris released a memoir called "the truths we hold." experts reading the tea leaves
