trending to mid-50s by noon. we are seeing low visibility in parts of concord where visibility dropped to a half of a mile. be careful as you drive to work this morning. we'll talk about what's ahead as the next storm system approaches. mike, you're already tracking a couple of crashes. >> we're here for highway 4. the reason i'm calling them out and a little concerned about it is because of the numbers you just showed. lower visibility. folks, look at this. the map around the bay around all sides of the bay. moving smoothly, visibility okay. the road index show you throughout portions of the north bay and along highway 4 where there are a couple of crashes. one as you leave antioch and head to brentwood. the other around 242 in concord. they are pott on the shoulder. again, fog may make things an issue as far as coming up toward the area. we saw very dense fog coming through portions of your north bay commute. san rafael having trouble seeing the roadway. tri-valley, you see our camera here captures low clouds

drifting along 580. back to you. >> thank you very much, mike. 5:00 right now. today marks day 20 of the partial government shutdown. at moffett field in mountain view, most federal workers have been furloughed. with heyday coming up, the first time since the shutdown the workers will not get a paycheck. no movement on the stalemate in washington, d.c. two days after addressing the nation president trump heads to u.s.-mexico border today in southern texas. nbc bay area tracie potts live on capitol hill this morning following negotiations for us. good morning, tracie. >> reporter: hey, good morning. day 20. 21 is the longest shutdown we have ever seen in this country. it looks like that's where we my be headed. after a tense white house meeting, democrats and the president seem no closer to ending the shutdown than they were a few weeks ago. negotiations between president

trump and democrats to reopen the government have fallen apart. >> he sort of slammed the table. >> nobody slammed their hand on a table. >> he asked speaker pelosi, will you agree to my wall? she said no. he got up and said we have nothing to discuss and walked out. >> reporter: or as the president put it, nancy said no and i said bye-bye. >> the president made his position very clear today. there will be no deal without a wall. >> today democrats continue their piecemeal attempt to close the shutdown for farmers and food stamps. >> the bill is passed. >> eight house republicans joined democrats to reopen the irs. five republican senators also say they want the shutdown to end. >> both sides are going to have to give a little. >> how long are you willing to let the shutdown last, mr. president. >> whatever it takes. >> it's frightening for federal workers who could miss their

first paycheck tomorrow. >> missing one paycheck is a big deal. >> he thinks maybe they can ask their father for more money but they can't. >> stop playing chicken with our lives. >> lives in limbo with no strategy to end this. >> reporter: it's not clear when this is going to end. whenever it does, these workers will likely get back pay. right now as they are struggling to pay bills and make ends meet, that's not the issue. back pay may not be enough. it may not come soon enough. >> exactly. they have bills to pay and their credit could be affected. that's interesting to follow. tracie potts, thank you very much. 5:03 right now. as i mentioned happening today, president trump visiting the border wall. federal workers certainly feeling the bankrupt of the shutdown. they will be protesting, in fact, nationwide, staten island, d.c. to utah. hundreds of furloughed workers will hold rallies demanding the government reopen. the workers include irs

employees, air traffic controllers, flight attendants and more. >> new year, new home, but not by choice. just a week into the new year and some palo alto residents are scrambling to find a new place to live. the owner of president hotel apartments plans to build a luxury hotel on the property. chris joins us live. shocking to a lot of people there. how long do they have to move? >> they don't have as long as they want. that's for sure, marcus. they are living in the high-rise building behind me. it can't come as a complete surprise as we've been covering this story since last summer on "today in the bay." that's when the real estate firm gave notice they were going to turn it back into a luxury hotel which it used to be. the tenants of the 75-unit six-story building got five months to vacant, which means they had to be out by the end of the year, though some were

hoping they would either have more time or the city would intervene. here is what some of them told us back then. >> many of my clients bike and walk to me. so not only would i be losing my home, i would be losing my place of employments. >> do we need luxury hotels more than we need housing? >> the city of palo alto city manager's response, "the displacement of 75 units is a concern given the city's current housing shortage but hotel uses are permitted by right in downtown." unless that toefler changes the outside facade, they don't need much more permitting than that. according to palo alto weekly, the building owner did consider extending that move out date if the city would take action to then facilitate that conversion from the apartments to the hotel. the city did not do that. now the movout date is january 31st. we'll continue to follow the story for you. in palo alto, kris sanchez,

"today in the bay." >> a lot of packing for people. the idea of turning old b.a.r.t. cars for housing for homeless may or may not start to crystallize soon. happening today parity board of directors will debate the futures of its so-called legacy cars. hundreds of cars soon to be retired thanks to modernizing. other options include reusing them for hotels, selling those cars to other transit system or turning them into scrap metal. new for you today, the city of san jose is moving forward with a plan to help the homeless. the council approved a zoning request southeast of willow glen. it will allow shipping containers to be converted into 60 housing units. the proposal still needs to be secured by the city funding from the next -- from the council next month. >> it is 5:06. a possible high school senior

gunned down will be laid to rest. investigators are searching for the shoes who he knew. police say they have served a number of search warrants across the bay area including one at a home in pleasanton. they are still in shock. >> he was such a good person, such a big personality, i can't believe he was the tarlgt of something like this. >> we had a moment of silence. our school set up counselor systems. >> police tell us they are following promising leads and want anyone with information to call them with tips. in just a few hours, a suspended san francisco police department officer charged with robbing a bank is due back in federal court. prosecutors say 44-year-old daughtry approached a teller at a sunset district bank last september and demanded cash. he got away with over $9,000 but was later arrested with the help of surveillance images. he's one of nine san francisco police officers who in 2015 were

accused of sending racist text messages. this morning a covered california tour bus will be making a stop in the bay area. it will arrive at the grand theater on mission street in san francisco. the stop is part of the agency's statewide tour to remind you that open enrollment ends on tuesday. this year's deadline is shorter than previous years. covered california previously announced that over 1 million existing customers renoud their coverage for 2019. a mainly change for san francisco giants fans. here is a look at at&t park, which is getting a new name. at&t is out, oracle is in. while we're at it, pac bell and sbc are both now distant memories. >> oh, my gosh, i've worked here that long, i can say all of that. holding a news conference to make that official announcement. new deal is supposed to go to 20 years.

as you get ready to head out, maybe heading to the fruitvale parity station. partly to mostly cloudy. we will get sunshine and milder weather. we'll talk about our next storm coming in in a few minutes. mike, you have warning for the commute. >> oracle park, started by oracle arena. i like how you transitioned. over on the south a smooth drive. both sides of the bay look good as far as speeds go. we're talking about the city side as well as the town side, oakland. we're looking at conditions, lower visibility, many patches of fog rolling through. not really registering on this particular map but you do see it here, highway 4 concord the crash on the shoulder past 42 interchange. that's reported as a hit-and-run. if you hear about anybody talking about a crash early morning through the area, encourage them to call chp with the details. low visibility at times as you come across the city. i've amped up the light.

reported since the global entrepreneurship monitor started back in 1999. >> and from making money to owing it. if you're in debt, you're not alone. according to a separate new study from credit cards.com, 65% of americans, adults there, don't know if they will ever be debt-free. that includes 41% who don't know when they will pay off the debt. on a brighter note, 35% of americans with debt believe they will copinger it at some point in their lives. happening now, a home for sale on the peninsula turning a lot of heads. not just because of the asking price but rather what it's missing inside. this home is in san carlos. the asking price, $1.6 million. look at that, a fire destroyed the kitchen a year ago. all over the top floor. realtor estimates $400,000 to renovate. they already have seven offers.

by 7:00 we will see fog clearing and sunshine later on this morning. getting up and out the door for school in san jose, it's going to be a nice day. starting out cool upper 40s. by the time the kids head out for lunch or recess, it will be upper 50s and sunshine as you do back to pick them up. if you're styling your hair this morning getting ready, it is a humid morning. we've seen the dense fog but it will be improving today, so maybe a little extra oil or hairspray will help you out for a good hair day. our next storm system for tomorrow, today is our break, the only completely dry day in the forecast. hour by hour shows gray indicating clouds by tomorrow morning. our cloud cover will continue to increase but the green shows where the rain will start to pop up. here we are tomorrow afternoon at 3:30. we're seeing some spotty showers moving through. that rain may get a little bit heavier as we go into tomorrow night and continue through at least the first part of the day

on saturday. some of the models still showing a slight chance of rain for saturday afternoon. this next storm system brings us anywhere from a half to maybe closer to an inch of rain in the santa cruz mountains. for the sierra, check this out. next week there may in some spots be several feet of snow. look at kingville where they may measure 70" of snow. wow, that would be amazing. we do see it's going to be busy over the next several days, even going through next wednesday. off-and-on rain. won again today is the dry day. still sa slight chance on saturday. other than that we're still going to have a lot of rain and sierra snow in the forecast. heading over to mike, you've been tracking the drive. the fog is the main issue. >> it's an issue over here. even in the south bay we're looking at the glow for these lights. traffic flow much better than yesterday. no problems on the bayshore freeway through san jose but the glow of low clouds hovering around might encounter a patch of fog or two.

welcome back. it's 5:24. across the country, protesters are calling for the boycott of hip-hop artist r. kelly. that includes outside his recording studio in chicago. outrage was spawned after lifetime released a series called "surviving r. kelly." in it about 50 women accuse kelly of physical, mental, and sexual abuse. kelly denies the accusation. now lady gaga is coming forward on twitter. last night she tweeted her support for the accusers. she says she's also taking down from itunes a provocative song she once made with r. kelly. a stunning crash and rescue is also caught on a florida highway by patrol troopers-o et

camera. take a look at this. he pulls over to help the driver. the rear facing camera on the cruiser was rolling. moments later that car swerving to avoid slowing traffic hit the guardrail and slams into the trooper's cruiser. the car then catches fire and the trooper pulls that driver out of the car. that man was seriously hurt but survived. and on "ellen" today, a little boy who spent his short life helping hundreds of dogs and cats in shelters finds a loving home. >> we talked about thp seven-year-old before today. he started making videos to help animals find homes. he helped over 1,000 animals even getting a national award for his work. now he's helping out a lot of dogs but there are other animals, too. >> we to other animals because i actually have once made a video of guinea pig. his name was niblet.

a very good thursday morning to you. it's been a foggy part in many parts of the bay area as illustrated in this live look outside somewhere in the bay area. it does. it looks like that. be careful as you head out the door this morning. depending on where you are, though, downtown san jose was pretty clear. >> it was. >> pretty amazing. good morning to you, thanks for joining us. i'm laura garcia. >> i'm marcus washington. let's go to meteorologist kari hall, a better look at where we see that fog. >> showing a shot on san rafael, highway 101. you head into san francisco, we do have low clouds. at least you can see. in some parts visibility is very low, in san jose. in one spot it's down to a mile and a quarter. it's at four miles in livermore. if you head to dublin it may be a lot lower. it's been coming through in patches. that's what we'll see as we head

back to you. >> thanks, mike. developing now. san francisco police need your help for whoever robbed an elderly woman. >> family members are in shock. bob redell joins us at the scene of the crime. it happened in visitation valley to tell us what happened here. bob. >> they describe what it's like in the neighborhood, living in fear of each other and it's not right. this after her 89-year-old grandmother attacked on her home of 1,000 block of visitation avenue just a few blocks away from john mclaren park in san francisco. the victim, 89-year-old. she's seen her in photos provided by the family. she is in intensive care suffering from life threatening injuries. this attack happened around 6:50 this past tuesday morning. the call came in as a burglary at wong's home.

when police officers arrived they found wong across the street in grave condition. you can see the facebook video posted by her granddaughter. she said this the second time her grandmother's house has been broken into. as you're about to hear from her voice, she's at her wit's end. >> it's hard. i'm posting because i'm tired of this and i want there to be peace in the southeast. i want to take some action, some community action. can't we just call come together. >> wong's granddaughter also into at a news conference yesterday arranged by newly elected supervisor walton during which he demand police build a new substation in this part of the city to help reduce crime. reporting live in san francisco, bob redell, "today in the bay." >> that is a concern. thank you, bob.

pg&e may have fire in some neighbors in the name of fire spreng prevention. they are forcing them to take action for potentially unsafe transmission line. the company will be required to inspect its entire electric grid. it comes after two years of devastating wildfires where downed power lines are suspected of sparking many of those flames. federal probation officials determined pg&e violated the terms of a settlement tied in part to the deadly san bruno pipe explosion. they now say the company failed to alert federal monitors about a million dollar deal with butte county prosecutors for charge in a small fire. >> as part of probation, they are required, a, not to violate the law. b, if they do violate the law, they are required to tell their probation officer. what's alleged here is pg&e did

neither. >> the judge mathis wants pg&e to explain why he wouldn't impose serious restrictions on probation for the 2019 fire season. he ordered the utility to return it federal court at the end of the month. 5:35, also asked to appear in court an east bay battalion chief accused of using his job to steal illegal prescription drugs. police arrested richard stevenson sunday. he's ems chief of contra costa fire protection district. he's charged with stealing fentanyl and other addictive drugs. they say he had access to pharmaceutical bins and drug disposal areas. they also believe he may have been selling the drugs on the street. >> after forcing people to spend hours in long lines and weight rooms, the dmv is getting an overhaul. governor newsom is launching a strike team to improve the agency services. yesterday he appointed isn't of state government operations to

head the team. no word yet on how much that will cost. currently long lines and suspicious of voter registration errors are plaguing the dmv. nine years and $13 million later an old dam in the bay area getting a new bridge. tomorrow the crystal springs dam bridge is opening, located on skyline boulevard and crystal springs road in san mateo right across the freeway from the famous flintstone house. the brim is the last piece of dam renovation project. without it the road is closed. works director jim porter and mario are opening that park tomorrow at 4:00. 5:36 right now. happening today, a new way to commute to san francisco if you live in contra costa. >> live from richmond with details on the new ferry service that's being offered to make of the people there. good morning, pete. >> good morning to you, laura

and marcus. good news from my hometown. the new ferry service beginning in richmond that will take you directly to san francisco. the new terminal behind me next to harbor way south. i want to show viewers a map for the direct route. it's pretty cool, there's no stops along the way. directly to san francisco, direct line for commuters this morning. that's going to leave at about 6:10 a.m. we're told it's a 20 minute ferry ride to san francisco. told the spokesperson that 3 million commuters used the ferry last year with an average of roughly 9 to 10,000 people using the service during the week. a spokesperson expects richmond to become a popular destination in the future. >> we have pretty conservative estimates in our ridership models for richmond. we're expecting about 400 riders a day through this year. we've heard a lot of excitement from the community, so we're actually thinking we estimated pretty low and a popular service

this morning we're learning a rider is in the hospital with injuries. a 15-year-old was hit last night by a car while riding an electric scooter without a helmet in national city, just outside of san diego. police aren't sure if the teen was riding in traffic lanes or pike lanes or trying to cross the street at the time of the crash. two witnesses nearby. he suffered injuries to his head. the course of the collision broke that scooter you saw there into multiple pieces. >> when they were taking him in the ambulance, his eye was all bloody right here. >> the driver of the car stayed at the scene. this the latest in a series of accidents involving scooters. several cities are imposing new regulations. san jose requiring scooter companies to obtain insurance and limit scooter speeds to 12 miles an hour.

>> 5:45 right now, last minute extension for teachers threatening to walk off the job in los angeles. some 35,000 teachers plans to walk off the job today but now the union is pushing back the deadline to monday. the postponement comes after a judge determines the union should have provided more advance notice. teachers are asking for higher pay and smaller class sizes. l.a. unified is the second largest school district in america. the president and democrats have failed to make a deal. >> that means the shutdown continues, day 20 now. >> not just failed to open the deal, the meetings to open the government just broke apart with hard feelings. trump tweeting he told democrats bye-bye. here is a description of the meeting from both sides. >> he asked speaker pelosi if he opened things up quickly, reopened the government quickly, would she be willing to agree to funding for a wall or barrier on the southern border.

and when she said no, the president said good-bye. >> unfortunately the president just got up and walked out. he asked speaker pelosi, will you agree to my wall? she said no. he said we have nothing to discuss and got up and walked out. >> the president said he could make a deal in a matter of minutes. the question is what happens with republicans. mr. trump says gop is holding firm and people making up reports he's losing support. >> we have great republican support, as you know. you're just making that up. we have tremendous republican support. i don't think the democrats have great support. >> numbers disagree. as you can see eight republicans voted yesterday for a measure to reopen portions of the government without a wall. three republican senators, colin, garner, roberts all said they would vote to reopen the government without a wall as well. that vote in the senate is never going to happen. mitch mcconnell won't allow it.

you get ready to step out the door. we've also seen fog in martinez and it's going to stick around through about 8:00. then we'll start to see the sun breaking out with temperatures heading into the upper 50s. we are starting to see some light patchy fog here in downtown san jose. so as you get dressed this morning, expect it to be cool stepping out the door. mostly some 40s. you do need a nice warm jacket. some pants will keep you comfortable, too, with light long sleeves for the afternoon. we are taking a break from all of the wet weather but there's another storm system approaching. we can see the clouds in the pacific. that will be here by tomorrow starting to bring us rain. we see patches of gray here indicating some clouds as we go hour by hour today but not anything in the way of rain. for tomorrow we do start out with mostly cloudy skies and starting to see showers near the coast at about late morning to early afternoon. we probably won't see that rain until about the evening commute for much of the bay area. some of that rain may get

heavier as we go into tomorrow night as well as early saturday morning, then rain chances go down. during this time we're looking at the potential of getting anywhere from a quarter to a half of an inch. there may be some spots like santa cruz mountains that get close to an inch of rain but a pretty decent soaking there. then it tapers off on saturday. sunday another storm system will be moving in to bring us wet weather that looks like we'll see waves of rain coming through, even through the middle of next week. mike, you're tracking a delay in the silicon valley. >> that's right. kari, it's not for folks from the peninsula, tri-valley, although the build is starting to happen. hayward, castro valley shows a little slowing for sensors. the road weather index highlights lower visibility, definitely have fog creeping through silicon valley. as you get through foggy santa cruz moups, foggy at times. we're looking at northbound 17. a crash blocks one labor.

as crews arrive we start to see this slowing. that will be a distraction out of los gatos and down the santa cruz side. the crash and clearing that's on the northbound side. we zoom out, north county 101 at san martine, more slowing because of that volume of traffic but also fog. drifting around bayshore freeway. 101 towards san jose. that will be a factor for a lot of folks hitting the road over the next few minutes. >> the bay bridge and approach hasn't seen problems. for five minutes only fasttrack lines with a back-up. they are starting to fill in at 6:00. we have that standard build at the toll plaza but lighter on the approaches like oakland where we have plenty of traffic but no problem past oracle arena. >> thanks, mike. happening now, scientists have a way to hack photosynth thesis. a process of turning food and
