"today in the bay" continues right now. :15 - a look at what means for the company. today in the bay continues right now. good morning and thanks for join gooding us. very i )m l morning andaur thanks so much for joining us. thursday already. i'm laura garcia. >> i'm marcus washington. mike will have a look at our commute in a bit but first we want to talk about that weather, kari. the fog is drifting around. it changes minute by minute. for a while we could see downtown san jose but not anymore. take a look at this shot. that's the downtown shot i was showing you a few minutes ago that looked fine. we're going to see that as an issue as you get ready to head out the door. sunnyvale looking nice in the 60s today. current visibility and mountain view down to half a mile. and then not dense fog everywhere around the bay area, it's been very patchy. heads up about that as you get ready to drive to work this morning. mike, now you have a new crash

in san jose. >> i do. kari, you and i have been following weather and track since they are tied together. road weather index indicates fog just cleared san jose read but not cleared the camera. between 10 miles to a mile of visibility. in the area, a tough spot here. a lighter commute overall, watching north from capital expressway. 87 could get jammed up if they don't clear quickly. meanwhile a slow tri-valley and east bay. new slowing and maybe a crash there. i'm checking it out. bay bridge toll plaza metering lights on. the fasttrack lanes having a tougher time. back to you. >> thanks, mike. today marks day 20 of a partial government shutdown. the moffett field in mountain view, most federal workers have been furloughed. with payday coming up, this is the first time since the shutdown those workers won't get a paycheck.

federal workers feeling the brunt of the shutdown will protest nationwide today. staten island to d.c. to utah, hundreds of furloughed workers -- federal workers, that is, will hold rallies demanding the government reopen. those workers include irs employees, air traffic controllers, flight attendants and more. >> while those rallies happen, president trump travels to southern texas to make another public push for the wall between u.s. and mexico. the shift comes after the talks between the white house and democratic leaders fell apart. jay gray joins us live at the border crossing in texas. he has more details for us. good morning, jay. >> reporter: hey, good morning, laura, good morning, marcus. as the. >> translator: travels to south texas as you talk about, negotiationings over the budget and his border wall seem to be in disarray. he's apparently moving closer to the controversial move of declaring a national emergency to really side step all of the

standoff. >> very simple. >> how long will you let the shutdown last. >> whatever it takes. >> meeting with federal republicans on capitol hill and democrats at the white house where talks apparently broke down. >> again, we saw a temper tantrum because he couldn't get his way and he just walked out of the meeting. >> president donald trump doubling down and digging in on his demand to build a wall along the border. a line not only division the u.s. and mexico right now but also dividing america. >> i think we're doing something, i think we're getting closer, but we really have to think about the people of our country. this is not a fight i wanted. i didn't want this fight. >> the president insists the barrier is needed to battle the threat of terrorism, gangs, drugs and human trafficking while democrats who have offered more than a billion dollars for border security say a wall is not the answer. >> he is holding the american people hostage to his ineffective, expensive wall. >> the number of people

apprehended at the border dropped dramatically since 2000. as the government shutdown over the issue stretches to its 20th day, the president is threatening to side step congress by declaring a national emergency. >> my threshold will be if i can't make a deal with people that are unreasonable. >> the white house and democrats locked in a fight as federal employees and the country continue to hang in the balance. we're learning more this morning about the president's schedule here. he will sit down for a "roundtable" discussion with politicians, local leaders and border patroling a, security agents, then he'll get a full briefing. that will happen along rio grande river at the border. it should be interesting, marcus and laura, not only to see what comes out of this meeting but what kind of pressure that puts on congressional leaders to reach some kind of decision. >> very much so. we'll be closely watching. jay, thank you so much. coverage continues later this hour.

scott mcgrew is going to join us with analysis at 6:45. at 7:00, the "today" show has reaction to trump's meeting with democrats. they say he stormed out. just a week into the new year and some palo alto residents are scrambling to find a new place to live. the owner of president hotel apartment on university avenue plans to build a luxury hotel on the property. that's where "today in the bay" kris sanchez joins us. kris, how long do they have to move out? >> reporter: they certainly don't have as long as they wanted or were hoping, marcus. the folks that live in the hotel behind me have until january 31st now to finally get out. they got notice last summer when we first started covering this for "today in the bay" that a chica chicago-based real estate firm bought the hotel and planned to turn it back into a hotel as it was an apartment building up to that point.

tenants of 75 unit six-story building got five months' notice. some of them have lived here for decades. here is what they told us when they first got that notice. >> many of my clients bike and walk to me. so not only would i be losing my home but my place of employment. >> do we need luxury hotels more than we need housing? >> so that is a good question. i looked up housing data for palo alto and there were fewer than 28,000 units of housing in 2018, 94% of those are occupied. 3700 is the average rent, $2.5 million is the average home price. the city manager at that time went on record saying displacement of 75 units is concern given the city's current housing shortage but hotel uses are permitted by right in the downtown area. there is a new city manager but the policy has not changed. according to palo alto weekly the building owner considered extending that deadline if the

city would take action to facilitate that conversion from apartments to luxury hotel, the city opted not to do that. as we mentioned, the conviction date is january 31st. in palo alto, kris sanchez, "today in the bay." >> not a good way to start the year. thank you. the idea of turning old bart cars into housing for the homeless may or may not start to crystallize soon. directors will debate the future of the so-called legacy cars. those are runs of current cars soon to be retired thanks to a new modernized fleet. other options being considered include reusing them for hotels, selling the cars to another transit system or just turning them into scrap metal. new this morning, city of san jose moving forward with a plan to help the homeless. the council just approved rezoning requests southeast of willow glen. it will allow shipping containers to be converted into 60 housing units. they will be placed near evans

land and canoga garden. today a popular high school senior gunned down in belmont will be laid to rest. he was fatally shot monday night. investigators are searching for that shooter who he apparently knew. they served a number of search warrants across the bay area including one in the home of pleasanton. classmates are shocked. >> he was such a good person, had such a big personality i can't believe he was a target of something like this. >> we had a moment of silence as well and our school set up a lot of counselor systems. >> belmont police tell us they are following promising leads and want anyone with information to call them with tips. major change for san francisco giants and something we'll all have to get used to. here is a live look at at&t park which is getting a new name. at&t is out, oracle is in. while we're at it, remember pac

bell, sec, distant memories. happening today, the team holding a news conference for the announcement. the new deal is supposed to go to 20 years. maybe by the year 2019 we'll get used to it. terms upwards of $200 million. oracle park. >> hey, something else. all right. so this morning we're watching the fog, looking at dublin right now, 580, it is still patchy and visibility not too bad here. we've seen some spots where visibility is basically near zero. if you're on your way out the door to the dublin bart station, a chilly start. we're in the low 40s. we're going to head to the mid-50s once the fog clears we'll get sunshine for today. heading out the door from antioch, also patchy dense fog in the area with 40s. as we go through the day we'll be in the mid-50s for early afternoon, eventually heading up into the upper 50s for a high today. tomorrow we go from fog watch to

good thursday morning. right now at we approach 6:14 we don't have any fog here on this span of highway 101 in palo alto. we've seen that fog drifting around the bay area. as you get ready to step out the door, a cool start with mid to upper 40s. we will get sunshine and a nice day today. we'll talk about our next storm approaching when it gets here coming up in less than five minutes. >> north 87 and curtner, the crash has middle lanes blocked as crews arrive. jam up quickly on capital. there's fog in the area as well, so just be careful. that's the only issue for silicon valley. street to close s morning.. as investors realize the government shutdown will >> good morning to you, happy thursday. look for wall street to close lower as investors realize the government shutdown is going to continue.

sensors. if you're driving, you almost see it. it looks like a wall and suddenly you're out of it. as you drive this morning just a heads up about that. also as you're getting ready, it is very humid. we can feel it though humidity will improve today. maybe a little extra oil or hairspray will get you going for the morning and going into the afternoon. as you make your way out the door to the warm springs bart station, still foggy and temperatures in the mid-40s. it's going to be a really nice afternoon especially once that sun breaks out. we are in between storm systems right now. really this is the only day where we have completely dry weather and then we can see the clouds and that large storm system that will be here for tomorrow afternoon. as we time it out hour by hour going throughout the day, we're going to get a little bit of sunshine but then mostly cloudy skies for tomorrow, even starting out for the day. when we start to see the green, that's the rain. it will be here in time for tomorrow evening's commute and

maybe heavier as we go into tomorrow night. this can change some of your friday night plans. saturday there will only be slight rain chances. by the evening those rain chances will be going down. we're looking at the potential of getting anywhere from a half, maybe even closer to an inch of rain in the santa cruz mountains but most of us will see half inch of rain or less. then as we go into next week, i just wanted to show you this. this is not a forecast, but just what one of the computer models is showing for the sierra and snow. check that out, king veil may get 70 inches of snow next week. we know it's busy as we see storms through the bay area next week. today the main concern is fog and a nice afternoon. tomorrow we're looking at the rain and off-and-on showers through at least next wednesday. mike, now you're still tracking that crash in san jose. >> i am, kari. that almost 6' of snow in the

forecast we'll track that as well. over here fog may be the only factor as far as roadways are concerned, slicker roadways because of a mist. you saw the map, very clear drive for most of the bay. this the problem for san jose. north 87 jammed up. as folks approach curtner, two lanes blocked by crash and crash activities. no major injuries, major problems for god lupe now seeing the jam we normally see. crawling as you get north of capital expressway and slowing the approach off 85. that is a factor as well as the fog through the area. that may be tougher at times as the patches roll through. farther south from here, we're still watching that monterey report as we're talking about folks over from santa cruz. that crash blocks one lane. talk about the monterey report, separate jurisdiction for chp. we checked their reports, all the reports around the bay. tri-valley looks great. a little build for pleasanton, 880 crash not complicating

hayward woman whose laminate floor didn )t last. 6:24 for you right now. nbc bay area responds to a hayward woman whose laminate floor didn't last. >> she said it started to bubble and break apart after a few years. chris chmura and his team tried to smooth things out. >> good morning in 2013 her washing machine broke and flooded her kitchen and laundry room so she had a new laminate floor. two years later linda said it started to swell and warp. it's hard to tell but damages basically right in this region right here and other places. so linda asked the manufacturer mohawk to fix it, because she said she had at 20 year warranty. after six months of back and forth, she got nowhere so linda turned to us. mohawk told us an inspector found that the floor was just fine but noted moisture intrusion was possible from underneath.

so we called the installer, paul davis restoration. it told us that there were many vendors involved here and the problem occurred as a result of a vendor warranty issue, which it intended to settle with the manufacturers. these two were going to go ahead and duke it out. paul davis didn't want to drag linda through that process. it went ahead and sent her a check for $6500 to get a new floor. we applaud linda for trying to utilize her warranty. that is a really good warranty right there. companies bake the cost of those warranties into the price you pay for their products. so if there's ever an issue, take advantage of those benefits you paid for. make sure you keep a copy of the warranty like that right there so you can prove what you deserve. got a consumer problem, call us any time. the number is 888-996-tips. we're online at nbcbayarea.com/responds. all right. thanks, chris. still ahead here on the bay,

describes what it's like to live in the neighborhood where her grand ploer was attacked. i'm quoting here. she said we're living in fear of each other, and it's just not right. this is after her 89-year-old grandmother was attacked on visitation avenue a few blocks away from the park in san francisco if you're not familiar with the area. the victim, an 89-year-old woman. seen in photos provided by her family. she is in intensive care suffering from life threatening injuries. this attack happened around 6:50 this past tuesday morning. the call came in as a burglary at wong's home. when police officers arrived they found wong across the street in grave condition. you can see what the scene looked like from this facebook video posted by her granddaughter. her granddaughter said this is the second time her grandmother's house has been broken into. as you're about to hear from her voice, she's at her wit's end. >> it's hard. i'm posting because i'm tired of

ferry ride from richmond. a brand-new ferry. you're seeing people here. we're on the second level of the ferry. a pretty cool moment as people are taking it in for the first service to san francisco. it left about 6:10 a.m. the richmond terminal near crane way pavilion, harbor way south. about a 35-minute ride. we'll be arriving in san francisco shortly. so we've had a chaps to speak to some of these commuters to see what they think about this new ferry route heading to san francisco. >> vibrant. it's so in tune with what we need to do to get cars off the road. it's such a wonderful community event. it's exciting. we've been waiting for this for years. >> we're also excited about richmond and, you know, the fact this makes it a more appealing place to live, a more convenient

out there? you said a couple of times you had to keep your balance. >> i'm sorry. >> he probably can't hear us. >> oh, yes. yes. >> yes, it is. >> too hard to hear, guys. >> we need to send over dramamine. >> yes, i heard that. >> he heard dramamine. only a 35-mile trip -- 35 minutes. >> 6:36 right now. also scheduled to appear in court today an east bay battalion fire chief accused of using his job to steal illegal prescription drugs. authorities arrested richard stevenson sunday. he's the ems chief of contra costa fire protection district. he's now charged with stealing fentanyl and other addictive drugs. investigators say stevenson had access to disposal bins. they also believe he may have been selling drugs on the street.

pg&e may have to cut power to some neighborhoods all in the name of fire prevention. the judge is forcing the embattled company to take drastic action for potentially unsafe transmission lines. the company will require reinspection of the entire electric grid. the proposal by the judge comes after two years of devastating wildfires where downed fire lines are expected to spark many of those flames. federal probation officials determine pg&e violated the terms of a settlement tied in part to a deadly san bruno pipeline explosion. they now say they will alert federal monitors about a million dollar deal with butte county prosecutors to avoid charges connected to a small fire in 2017. >> as part of probation, the corporation is required, a, not to violate the law. and b, if they do violate the law, they are required to tell their probation officer. what's alleged here is pg&e did

neither. >> now, the judge wants pg&e to explain why he should not impose a series of new restrictions on probation in advance of 2019 fire season. he ordered the utility to return to federal court at the end of the month. >> a last-minute extension for teachers threatening to walk off the job in los angeles. some 35,000 teachers planned to walk off the job today but now the union is pushing back the deadline to monday. the postponement comes after a judge determined the union should have provided more advance notice. teachers are asking for higher pay and smaller class sizes. la unified is the second largest school district in america. >> that was great getting that live report from pete on that first ferry heading over to san francisco from richmond. no delays recorded and pete was doing just fine. the ferry moving from richmond to san francisco. in the area coming into richmond, we have west 80, the crash at the road cleared to the

shoulder just in the last few. we should see things smooth out. a pleasant drive through that part of the east bay. north bay, contra costa county, slower drive 680 to benicia bridge. they just cleared the construction, a little late. the rest of the bay a nice drive. fog around the bay. just be careful there at times. the crash cleared 87 san jose, a good improvement. there's fremont with no problems. we just have your company, friends. >> nice to have friends, especially around the weekend, right around the corner. >> you and your friends may be huddled up inside. we'll have rain through at times. we may be making plans around the showers coming in. rains mostly in the morning. we should get clearing in the afternoon. on sunday that one may be a day when you're inside reading books and watching movies. we're going to see showers

coming throughout the day. i think saturday is the best day. if you want to go to the lantern light festival in pleasanton at the alameda county fairgrounds, it's going to be partly cloudy skies. temperatures in the upper 50s dropping back into the upper 40s later on at night. saturday also good for going ice skating in san francisco. the ice rink is still open. we are going to see those temperatures mostly in the mid-50s during the evening. if you're going out of town, maybe lake shasta, showers off and on throughout the weekend, some rain moving through and highs only reaching into the mid-40s. going to paso robles, saturday we should catch a break there, high temperature of 58 degrees, showers heading back to the bay area. we'll see the high of 56 degrees there. also in carmel valley, partly to mostly cloudy skies throughout the day, even though we won't see much in the way of rain. it's not going to be bright and sunny as high temperatures reach near 60 degrees. just let me know what you're doing this weekend.

they purchased the apartments last summer, it was once a hotel that became apartments. the new owners want to turn it back into a hotel. according to palo alto weekly, the new owners did consider extending the movout date but that depended on some concessions by the city council that weren't granted. because of that the owners want the property emptied by the end of the month. new for you, we're learning deadly camp fire in butte county topped the costliest disaster in the world. more than $12 billion in insured losses. that's according to new report by global reinsurance firm. that fire was also the deadliest in state history killing 86 people. >> take a look at this brand-new video from the camera at the bay bridge toll plaza. your eyes aren't fooling you. that pickup was going the wrong way on the bridge. that was on the eastern span. the pickup passed the toll plaza in oakland coming very close to

cars heading right towards them. luckily the wrong way driver pulls off the roadway and eventually disappeared. it happened a little after 4:00 in the morning as we were coming on air at 4:30. chp investigating how long the driver was going the wrong way olt bridge. electric scooters have been a hot button issue across the state especially due to safety concerns. this morning we're learning another rider in the hospital with injuries. a 15-year-old was hit by a car while riding the scooter without a helmet in national city near san diego. they aren't sure if the teen was riding in traffic lanes, with a bike lane or trying to cross the street at the time of that crash. some of the kids are in that area and saw it unfold. >> when they were taking him in the ambulance, his eye was all bloody right here. >> the driver at the car stayed in the scene. this is the latest in a series

of accidents involving scooters despite a new state law which allows adult riders to choose whether or not to wear their helmets, several bay area cities are imposing new regulations. san jose is now requiring scooter companies to obtain insurance and limit scooter speeds to 12 miles per hour. 6:47, the president and democrats have failed to make a deal. >> that means that the shutdown continues, scott. >> good morning. it's not just failed to make a deal but the meeting to reopen the government broke apart with hard feelings. tweet quoting he told democrats bye-bye. here is a description of the meeting from both sides. >> he asked speaker pelosi, will you agree to my wall? or a barrier on the southern border. when she said no, the president said good-bye.

>> unfortunately the president just got up and walked out. he said, you will you agree to my wall? she said no. he got up and said we have nothing to discuss and walked out. >> earlier he tweeted he could make a deal with democrats in minutes. now what happens. the gop is holding firm he says and people are making up reports he lost support. >> we have great republican support as you know. you're just making that up. but we have tremendous republican support. i don't think the democrats have great support. >> now the numbers disagree. they voted to reopen portions of the government without a wall. three republican senators, conner, garner and roberts said they would vote to reopen government without a wall. but that vote is never going to happen in the senate. mitch mcconnell won't allow it. the president will travel to mcallen texas to tour the wall.

she's a sweet heart. >> she's a sweetheart. exactly. >> she might plan for you. all right. not that cold here. >> no. i guess we can't complain, right? we're talking about 40s this morning. we do have some fog as you get ready to drive this morning on your way to work. check this out, a live look at dublin. not too bad. we've seen it lower this morning. the fog is kind of drifting by. in some spots it's completely clear. that's not the case in san jose. 101, a lot more people heading up and out the door. we've seen visibility very low in spots like mountain view a quarter of a mile. near 0 in san jose, then three-quarters of a mile in livermore. you head up toward the north bay, some patchy dense fog around santa rosa. make your way out, maybe to pleasanton hill bart station. still foggy until 8:00. then we'll get sunshine. it's going to be a really nice

afternoon heading into the 50s and 60s. once again in san jose, we're dealing with fog. it's a cool start. grab a nice warm jacket and the rest of the day nice long sleeves and pants will keep you comfortable. this is one day of dry weather. there's another storm system that will be moving in. there's several more right behind that. we're in a very active weather pattern. when that storm system moves in, we're looking at the possibility of some of that rain starting late tomorrow afternoon and through the evening and bringing us a half to maybe even three-quarters of an inch in parts of the bay area. so we are going to see the rain by tomorrow afternoon. it will be wrapping up on saturday. saturday afternoon is a break. then another storm system on sunday. we will still see some waves of rain in the forecast through at least next wednesday. very busy here. but once again we better enjoy today as we get sun peeking out from behind those clouds. tomorrow it's going to be cloudy, then the rain into the

evening. mike, you've been tracking the commute. how is the fog affecting the drive. >> fog on the commute. we are watching it drift. you start in one of the shots dublin grade. that's a no for folks over here in livermore, dublin, moving here toward the dublin grade. traffic still shows up green on our maps. we're looking at south bay. that's where dense fog registered over the last 20 minutes. definitely playing a part of your commute. the crash north 87 has cleared and good recovery. still a little slower than you'd like. capital to curtner. over here top of your screen a crash is registered north 101 matilda. towards ellis, mountain view or may be another one. we'll track that as you head past shoreline to 101. that's the jam. over here tri-valley moves nicely. no problems for the view, nice through pleasanton. speeds have improved a little there. getting to the bay bridge, just reached half hour mark, highway

today the high school senior gunned down in belmont will be laid to rest. eches fat he was fatally shot monday night. investigators are searching for that shooter who he apparently knew. they have served a number of search warrants across the bay area including one at a home in pleasanton. bay area police tell us they are following promising leads and want anyone with information to call them with tips. cdc said e. coli outbreak for romaine lettuce is over. illnesses started in october. 62 people in 16 states got sick. several were hospitalized. it was eventually traced back to adams brothers farms in santa maria. the cdc said no one new got sick since september. all potentially affected lettuce is off the shelf. new this morning california's own meghan markle has new royal duties. overnight the queen announcing two charities for markle to focus on, the national theater and association of commonwealth university. the duchess of sussex is also
