line of duty. and this morning her killer is breaking news. a young davis police officer killed in the line of duty, and this morning, her killer is dead. police departments across the area mourning the loss of one of their own in blue. >> this is just an absolutely devastating loss to the police department. >> devastating is right. good morning to you. thanks for joining us. i'm laura garcia. >> i'm marcus washington. we'll get to that breaking news in a moment. first, we want to get a look at the weather this morning. meteorologist kari hall is standing by >> we are starting out with patchy fog, as we get a live look in fremont this morning as you get ready to head out, it's clear there. increasing cloud cover throughout the morning, after

starting out at 48 degrees. we'll head into the upper 50s. right now storm ranger our mobile doppler radar all clear, as you get ready to start out the door. we'll see rain moving in as not one but two weather systems move in, in time for the weekend. mike, you were telling me there is a car on fire? >> there is a car faire. the altamont pass area way over here. traffic is flowing smooth through dublin. it's on patterson pass road, where there is a car fire reported. no injuries. there is patchy, dense fog in solano county, specifically, but there are other patches we track. not showing up on our road weather index or san rafael camera. this is a much clearer view. we'll track it this morning. you of course have the big story of the day. >> that's right, mike. back to the breaking news

where a rookie police officer has been killed in the line of duty. new this morning, we've learned her killer also dead. >> a lot of developments on this overnight, but here is what we know so far. 22-year-old davis police officer natalie corona, only a few weeks on the job, was shot last night after responding to a car crash in downtown davis. here is video from a short time ago. law enforcement officers from across the region held a procession which took the body from the sacramento hospital to the coroner's office in woodland. it happened a little before 7:00 last night. after the shooting, the gunman ran from the scene, and that prompted a massive manhunt, which ended in a standoff. >> it was around 1:00 a.m. the suspect was found dead after shooting and killing himself. investigators have not released any information about the suspect. news conference was held overnight. corona's fellow officers say that to them, her death is like losing a family member.

>> i haven't seen anybody work harder in a part-time capacity and be more motivated to be a police officer than natalie. she's just an absolutely star in the department. >> corona started at the davis police department in 2016 as a part-time employee. she had finished the academy in july and completed the field training, just before christmas. it's the first time davis had an officer killed in the line of duty since 1959. ahead at 5:00 this morning, "today in the bay's" pete suratos will join us with a live report from davis. as soon as we get any new details, with he'll bring them to you on air and online at nbcbayarea.com. a new reward is out to help track down at tacker who robbed and severely beat an elderly san francisco woman. police officers association is offering $10,000 for information leading to an arrest. that attack happened tuesday morning in visitation valley,

not far from mclaren park. an officer respond to a 911 call made from the home of the 89-year-old woman. they located her across the street from her home with serious injuries. she is now said to be in grave condition on life support. and still no update this morning from police in fremont, after a shooting outside of a bowling alley. this happened last night around dinnertime at the clover leaf bowling alley. someone shot a man in the parking lot. that victim not seriously injured. in a story you'll see only on nbc bay area, highly sensitive apple products may have been in the cargo in a deadly bay area crash this week. if you were watching "today in the bay" on wednesday morning, we covered this story all morning long. box truck that crashed on northbound 101 causing virtual gridlock during the morning commute. we learned a retired police officer was driving the truck and that he and his partner drove in tandem from los angeles. he told police he fell asleep at the wheel. his passenger had been sleeping

in the back of the cabin, and died in the crash. our sources say the men worked for a security firm and they were transporting highly sensitive products for apple. >> what was in the truck? >> that we don't know at the time. there are questions that still remain open, which is why we're continuing the investigation. >> apple is not confirming the items in the truck. the man who died is identified as 64-year-old richard bartolo. he's a retired police officer from irvine. developing at 4:35, the government shutdown entering its 21st day, but today is a little different because this is a payday, or it would be. here is a live look at the capitol in washington. this is the first day to be impacted by the shutdown. some 800,000 federal worker a e will not receive their paychecks any soon if the shutdown continues. the fight over the border wall continues with no resolution in sight. president trump is hinting more

about declaring a national emergency and using defense and disaster recovery funds to pay for the wall. the funds are set aside for hurricane cleanup in puerto rico, fire recovery in california and more. [ gunfire ] the new governor is gavin newsom is out now. >> historic investment in our investment in school system, it's worth taking a look, where we were in 2011, 2012. >> the new governor is proposing nearly $2 billion to improve early child today education. he's especially encouraging more schools to provide full-day kindergarten. he also wants more money for community colleges to make the first year tuition free, and other proposals include a billion-dollar working families tax credit which doubles tax breaks for low income workers.

good morning, i'm frank holland at cnbc global headquarters. wall street will try to continue its winning streak. the dow up for a fifth straight session but the gains were capped by disappointing holiday sales from macy's, which dragged down other retailers. also, revenue warning from american airlines, which hit its other u.s. rivals. there are also still worries the government shutdown could last for a while. that's really weighing on investors. on today's watch list, a report

on consumer prices. speaking of the shutdown, many businesses are offering assistance to people impacted by it, that includes the major wireless carriers. at&t is offering flexible payment options for phone, tv and internet service. it will also waive late fees and provide extensions. sprint and t-mobile will work with their customers to find deferred and flexible payment options. verizon has a promise to pay program allowing customers to set a future date to pay their bill. some entertainment news, imdb is launching a free streaming video service called free dive. it will be available on both imdb's site and amazon fire tv devices. unlike hulu, it does not require a subscription, as content will be supported by ads. free dive will include some big shows like "the bachelor" and older titles like "fringe" and "heroes" as well as a range of new and old movies. those are your cnbc headlines. marcus and laura, back over to you. >> i've never seen "the

outside in san francisco. it looks beautiful out there as we start out on this friday morning, and it is dry now, but the way we go throughout the day, it won't end that way. we'll see our temperatures starting out in the mid-40s, even some low 50s, and it's a mild start, as we've seen some patchy fog developing in some areas, so we're going to see that in walnut creek, as you head out the door, some patches of fog through about 8:00, and then we will get some sunshine for a little while, before the clouds roll in, by 11:00 to 12:00, we are going to see some of the clouds rolling in. here is a live look outside in san jose at the s.a.p. center. now, as get started, you do need a warm jacket and make sure you have the umbrella, especially if you'll be gone throughout much of the day, but storm ranger right now showing that we don't have any rain as of yet, but we are tracking not only one but two storm systems set to move in. so the first one will arrive by this afternoon. the next one will get here by the end of the weekend. as we time it out, we're looking at our hour-by-hour forecast,

and by 2:00, we're just starting to see that rain making it into parts of the north bay. the rest of the bay area will get some heavier rain. that's for the evening commute. so that's going to slow you down. getting home on this friday even more, and we'll see scattered showers continuing during the overnight hours. into the day tomorrow, still some slight rain chances, but rain will be very much less coverage across the bay area. then here we are on sunday, with the next wave of rain coming in, that could continue into early monday morning. so for most of us, we are looking at about a half of an inch of rain, maybe a little bit less as you head farther to the north, and the rain tapering off mostly for the bay area tomorrow, highs in the low 60s. our next storm system comes in on sunday afternoon, and we'll see more waves of rain going through at least the middle to end of next week. it's going to be busy here, mike, over the next few days, and you're looking for some trouble. >> yeah, well you've got some

changes, i will say that, we won't say trouble but the roadway is what i do. on the chp report, i'm sorry to say or happy to say there's nothing of note to report on this map except for the investigation that folks are headed out to a car fire on the altamont pass road at north flynn. no injuries reported and in fact, not a lot of detail. as we take you farther north than we often show on your commute, over here solano county, napa, vacaville, there may be fog drifting through. it does not show up on our road weather index but it will be a factor in many factors and chp reports that as well. note as folks head out of the area starting early on a friday, be careful, because kari is talking about the snow at the sierra, that will be a concern opinion be prepared for that. smooth drive approaching the bay bridge and no delays down the area through berkeley. look how clear the view it. we had a lot of fog yesterday and the drive is clear apoach g approaching the bay bridge, about 15 to 20 minutes off of highway 4 down through the area and no delays for mass transit.

back to you. >> thank you very much, mike. it is 4:49. an abusive dog walker has the bay area community cringing in outrage. >> a man was hired by a contra costa couple but the couple's nest camera caught him in the act mistreating their dog. authorities are now involved. >> he is just a little love, a super cuddly pup that just, you know, wants to cuddle up and lay with you. >> reporter: lorre receipt rah is heartbroken after seeing what her dog, ollie, was forced to endure. folks and her fiance using wag! to hire a dog walker. at first, everything appeared to be going great, until the dog walker claimed ollie tried to bite him, prompting the couple to check their surveillance video. >> it goes from grabbing his snout and yanking him to hitting him with the leash, to kneeing his chest. he has him on the front porch and kneeing him backwards ollie is freaking out.
