their own in blue. good morning and thanks so much for joining us. i'm marcus washington. >> and i'm laura garcia. we'll get more to you on that story in a moment. first, we want to check in with kari. dry right now, but late this afternoon, some rain? >> yes, we will see rain moving in once again on this friday, headed into the afternoon. here is a live look outside in san jose, where we start out with our sunnyvale temperatures in the low 50s. we'll get some sun peeking out from behind the clouds, at least early in the day and we'll warm up to 61 degrees by early afternoon. our storm ranger this morning showing that we don't have any rain moving in now, but we have not only one but two storm systems set to move in for the weekend. i'll be tracking that, and details coming up in a few minutes. mike, it's a quiet commute right now. >> it is, kari, a quiet commute on the chp blotter. not a lot to report except for some patches with construction, but no full freeway closures, that's why you see green all over the bay. drive through the east shore freeway shows a 14-minute drive from highway 4 to the bay bridge

where traffic is light, lanes are flowing smoothly. san rafael the difference yesterday, we can clearly see this shot but there's patchy fog drifting around the bay, specifically the north bay with more. we'll see if we can catch that. back to breaking news in yellow county, a davis police officer just weeks on the job killed in the line of duty been. >> and new overnight, the suspect is dead. "today in the bay's" pete suratos is live in davis, as a community in blue pays respect for this very big loss. pete? >> reporter: yes, good morning to you. tragic story with the police officer of the davis police department, talking about 22-year-old natalie corona. we want to show you guys some pictures of this young officer who was killed in the line of duty. we know she started at the davis police department in 2016 as a part-time community service officer and she just finished the academy in july and get this, guys, she just completed her field training just before christmas. she was only on the job for just a few weeks.

i want to show you some new video of the procession, as corona's body was taken from the uc davis medical center, to the yellow county sheriff's office in woodland. let's catch up our viewers on exactly what took place. according to davis police, the shooting happened in downtown davis, just before 7:00 last night. corona was shot while responding to a multicar crash. she was rushed to the uc davis medical center, where she eventually died from her injuries. now this all led to a shelter in place across davis, with uc davis being placed on lockdown, as police searched for a suspect. now, police did eventually find that suspect dead inside of the home, from what appeared to be a self-inflicted gunshot wound. now, here is what corona's fellow officers with the davis police department are saying about this tragic incident. >> i haven't seen anybody work

harder in a part-time capacity than natalie. she's a star in the department. >> reporter: now police went on to say corona was considered to be a rising star in the police department. of course she's passing away at the age of 22, but police say she is survived by her parents at this time. we're live here at the davis police department. s. s. for "today in the bay." >> just thinking about the parents, they have to be devastated. so sad. we have a crew outside the coron coroner's office in woodland where her body was taken. gosh, i can't imagine what the family is feeling. there are law enforcement officers there from across the area. there was a fire truck outside. they've got a flag raised in her honor. no doubt, a lot of tributes will be coming. uc davis shelter in place is lifted. this morning the university released a statement writing "our deepest condolences go out to her family, friends and fellow officers. while details are still unknown, we've learned from the davis police that the suspect is no longer a threat, and we have lifted the shelter in place

request." obviously that was before they knew the gunman killed himself overnight. if a news conference happens during this newscast, if we get any updates, of course, we'll bring them to you. we're also posting the latest developments, as soon as they come into our newsroom, and our crews gathering them in the field, it's all on nbcbayarea.com. in fact, we'll have another live report in our next half hour. 5:04. live look in washington. on capitol hill, today marks day 21 of the federal shutdown. government workers caught in the middle of missing their first payd payday. tomorrow this becomes the longest stalemate in u.s. history, with no resolution in sight to the fight over president trump's border wall. democrats and president trump remain deadlocked. he's hinting more at declaring a national emergency, having the pentagon pay for it with the defense and disaster recovery funds. >> we're not changing our mind. the wall works. >> the funds are set aside for

hurricane cleanup in puerto rico, fire recovery in california, and more. we're told the white house lawyers are working to look at things on the legal justification of how to shift that money to the border. democrats have made it abundantly clear that they would fight the president's declaration every step of the way, and as for that stalemate, it continues in d.c., thousands of federal workers across the country and right here in the bay area don't know how they will pay the rent, mortgages, car notes, and credit card payments. "today in the bay's" bob redell is live for us in mountain view, at moffatt field. nasa workers there are also not getting checks on this payday as well. >> reporter: correct, marcus. you can perhaps see behind me, maybe you can't in the dark, but security guards are still screening visitors here to nasa, but they're deemed to be essential employees and haven't been furloughed during the government shutdown. the people you don't see are the couple thousand of nasa aims

federal employees who have not worked since christmas, and even though today is payday, they will not receive their paycheck. their federal employees union will give members a rebate of their dues to help with the cash flow but that's not enough. one worker tells us here she tells us that not receiving a regular paycheck is going to hurt, especially considering her husband has medical bills of $6,700 a month. similar story up in san francisco, where yesterday, you can look at your tv screen, federal employees marched and chanted outside the epa's headquarters on hawthorne street, waving signs saying "we want to work." 800,000 americans aren't getting that paycheck today and they're now worried about how to make ends meet. >> our household now has zero income. >> we implement the clean water act, the clean air act, safe drinking water act, that's not happening. >> reporter: and we threw some numbers together for you on the tv screen there.

you could see just kind of get a sense of the types of employees who will not be receiving paychecks today, 3,000 air traffic controllers, 51,000 tsa officers. 4,000 employees with the national weather service, and 13,000 fbi agents, just a small number of the 800,000 total. reporting live here in mountain view, bob redell, "today in the bay." >> so many people caught in the middle of this. hopefully there is some relief soon there, bob, thank you so much for that report. well, new details about a deadly police tasing incident on the peninsula. last october, chin du okobi was tased by deputies on el camino reale in millbrae. "the examiner" reports the district attorney plans to publicly release all relevant video in the coming weeks. investigators say the suspect was running in and out of traffic, and then attacked a deputy. this was one of the three taser-related deaths last year involving san mateo county law enforcement officers.

>> access to legal marijuana just got a little closer for anyone living in san leandro city is getting its first miracle marijuana dispensary. today is a grand opening for tarratack. the ribbon cutting happens at 9:30 this morning. more inaugural celebrations for libby schaaf. the mayor hosts a dinner and dance party to benefit the oakland promise at the fox theater. schaaf began her second term in office monday. moving forward, she has to tackle issues such as housing and affordability in the city as well as homelessness and oversight of the police department, which dealt with a number of controversies. that's not the only big event happening today in oakland. live look at the city skyline. >> today is also the start of the ninth annual restaurant week. more than 100 restaurants are participating in that event, which runs through january 20th, but the big question, kari, is will the foodies need umbrellas if they head out this weekend? >> no, the big question is who

made reservations? >> right. as we start out this morning, we are seeing some dry weather in dublin. but we will see some rain off and on as we go into the weekend. we are starting out with some light patches of fog. it's not as foggy as it was yesterday, but i do think the visibility may get worse over the next couple of hours, in parts of the bay. we are going to see some of that fog rolling through in spots like pleasant hill through about 8:00, and then we'll get some clearing for a little while throughout the morning, before the cloud cover increases, as our next storm system moves in. by 2:00, we'll be tracking some spotty rain in parts of the north bay, and mostly cloudy skies elsewhere, but we will see some pockets of some heavier downpours moving through in time for the evening commute, and it will be off and on overnight, as we get some of that wet weather bringing in also some gusty winds, and we're mostly looking at the potential of getting about a quarter to half inch of rain, so we'll be tracking all of that, and what else is hel d headed our way for the weekend.

mike, what is going on now on the radioed? >> not a whole lot. i've been trying to find any of the fog we've been talking about on our live cameras. it's skipping around and avoiding the camera spotlight. the green son sores is the spotlight for the entire bay pretty much. look over my shoulder, right here we found a patch that registers on our road weather index, stuck around for the monitors to report that around brentwood just south of antioch, it's a smooth drive despite that for highway 4. the san rafael bridge you can see the low clouds in the background, making the silhouettes of the trees stand out but no other problems. it's a good drive toward the north bay. down toward the bay bridge your minimum 14 minutes, highway 4 to the bay bridge toll plaza we have a couple, literally a couple of cars waiting to pay cash, that will build over the next 10 to 15. back to you. >> thank you, mike. coming up here on "today in the bay," are you tired of your teens always glued to their smartphones? how about locking it up? that's what one school is trying out. what the students are say being

happy friday. right out now at 5:30, a mostly cloudy start to the bay area. live look in san jose, even though we start out with dry weather, the rain will be here later on this afternoon so we can enjoy at least the morning. temperatures will be cool with low 50s and headed up to 61

degrees. we'll track that rain, talk about the weekend, too, coming up in less than five minutes. chp reports fog coming out of the altamont pass. there's a low amount of cars so it's moving smoothly. in the north bay we have fog but no problems. speeds are at minimums for the drive times. a happy friday to you. wall street took an unexpected turn to the positive on thursday. that's five in a row for the dow. reports say apple will come out with three new phone this is year, and making your iphone 10 the old model. apple hasn't commented. macy's biggest fall for that stock in ten years, after the company warned investors about falling profits and sales. really startling tweet from president trump this morning announcing a path to citizenship for h1b have is aholders. silicon valley is full of highly educated, highly skilled immigrants on h1b.

it is just a work visa, didn't have a path to citizenship. we'll look at this more closely as we look at politics coming up. today we enter the 21st day of the government shutdown, this ties us with the longest shutdown ever. if you go to the airport today, the tsa agent that keeps you safe, the air traffic controller who clears you for takeoff were supposed to get paychecks today and didn't. this puts us in uncharted territory. we won't know until this is over how badly we hurt the economy. here is fed chairman jerome powell. >> in the short term, if government shutdowns don't last very long, if typically they've not left of much a mark on the economy, which cannot isn't to say there's plenty of personal hardship people undergo, the aggregate level of the economy generally does not reflect much damage from a shutdown. longer shutdown, if something we haven't had, if we have an extended shutdown that would show up in the data pretty

40s and reach up to 55 for noon. styling your hair today it's a pony tail day. it's friday and humid outside and rain will be moving in later on this afternoon and it's going to be breezy, as our high temperatures reach into the mid to upper 50s all across the bay area. storm ranger showing that right now things are fairly quiet. once again, we have not only one but two storm systems on the way over the next few days, so that may change up some of your weekend plans. let's time it out, going hour by hour, 2:00 this afternoon, we start to see some spotty, light rain shown by the green in parts of the north bay. some waves of heavier rain, more widespread for the bay area in time for the evening commute, off and on rain for tonight, as you head out, and then early tomorrow morning, we do wake up with a chance of some spotty showers that may linger into parts of the bay area for the afternoon, but overall we'll start to see things drying out. law camera, you'll be really excited about this one, a live look outside, squaw creek. let's check out -- >> let me put down my phone.

this morning about the discovery of a 13-year-old girl who has been missing for over three months.

developing now in wisconsin we expect to learn more about the discovery of a 13-year-old girl who had been missing for over three months. jayme closs was found at a small development about an hour from where she disappeared. police have a suspect in custody in connection to the case. speaking to reporters on the phone, family members say they were shocked, but they never lost faith. >> actually here, it's unbelievable and we're all just so grateful and happy. hopefully she's okay. we don't know what shine she's in. we don't know a lot, other than she's alive. >> authorities will give an update around 8:00 a.m. our time. a case of a man charged with manslaughter last july in florida, he shot and killed another man who parked in a handicapped parking spot outside

of a convenience store. originally authorities did not arrest him due to the state's stand your ground law. eventually he was put on house arrest. 5:24 right now. now is the mist seen around the world. some are calling this the double doink. >> cody parkler sit down with the "today" show and open up about his infamous last-second blocked field goal which have could have sent the bears into the next round of the nfl playoffs. the bears had the chance for a last-second win, if they made that field goal against philadelphia last sunday. his kick hit the upright and cross bar and the eagles pulled out a man. bear fans spewed a flood of hate on social media. cody parkey, full interview at 7:00 a.m. on "today." >> we're all human, but these aren't. >> no, these certainly aren't,

orcas all in one place. whale trackers were busy all day yesterday, tracking orcas up on the washington coast. they say they spotted more than 40 in the northwest region of puget sound. cameras recorded two separate whale groups, a rare sight considering researchers say there's only 74 of them left in that area. >> beautiful sight there. >> an orca party, right? 5:26 right now. coming up for you on "today in the bay," the top stories we're following on this friday morning, including that breaking news in davis. a young officer gunned down in the line of duty. the suspect also taking his own life. in. we start out with dry weather in martinez. we'll be in the low 50s as you head out the door and a few peeks of sunshine before more clouds move in and we see the rain approaching. storm ranger is the red scanner, our mobile dapler radar not giving us rain as of now. we're tracking not only one but two storm systems set to arrive over the next three days. i'll have more coming up in a few minutes. >> i'll accept that, it was about seven minutes and we started to see slowing after our last report. the bay bridge toll plaza camera shows no backup, but if we look at the speeds just past the toll plaza our 3-d system mapped out of you get that congestion as you approach the funnel as folks make their way to the incline just past the toll plaza headed toward the metering lights and the incline metering lights are not yet on. there is the build. the rest of the contra costa county looks great.

patches from the north bay as well as coming through south county at times but no major problems. the speeds are looking great right now. back to you. >> thank you very much. back to breaking news, a rookie davis police officer killed in the line of duty and no overnight the man who killed her is dead. >> "today in the bay's" pete suratos is still at the crime scene this morning as authorities across the area mourn this loss. pete? >> reporter: good morning to you, laura and marcus. as you can see, we've moved to that crime scene, just off of "d" street here in downtown davis where 22-year-old natalie corona, a rookie police officer with the davis police department, was shot and killed, when responding to an incident just last night. you can see the activity behind me, as we're just getting here to this area. as far as background on corona, she started at the davis police department, in 2016, as a part-time community service officer. she just finished the academy in july and get this, guys, just completed field training before

"today in the bay's" kris sanchez from fremont with the so-called walk-in. >> reporter: this is one of 40 schools in fremont alone and a dozen others around the bay area, where you will see teachers rallying, dressed in red, calling for better pay, and also better working conditions, and better classroom conditions for the students. oakland teachers voted to approve a strike, so they are very close to walking off the job. that could happen sometime this month. los angeles teachers are walking off the job on monday if negotiations fail this weekend. teachers are calling for better pay, smaller class sizes, less standardized testing, among other things. fremont teachers in particular also want to highlight the fact that they're working without a contract for the current school year and if their negotiations stall, they could follow suit. >> i think in fremont, educators have definitely tried to play nice and do the right thing, which we of course want to

continue to do for our students, but we are reaching a breaking point in seeing that we have to sometimes take more extreme measures, and we're going to be more willing to do so with the momentum that's building in l.a. and oakland. >> reporter: so you can expect to see teachers rallying in fremont, in oakland, richmond, san jose, and santa rosa today. you may also see the hashtag red for ed on social media. today's walk-in will happen before in, that's why it's a walk-in, not a walk-out so classes will not be impacted. tomorrow, oakland teachers are holding a rally at noon at oakland city hall and nbc bay area will cover that for you tomorrow. we'll continue to follow the rally, the red for ed rally today as well. in fremont, kris sanchez "today in the bay". >> we're hoping that the teachers as well as the school boards can meet somewhere in the middle and everyone could be happy. thank you so much, kris. it is 5:35 right now. new reward is out to help track down at tacker who robbed and severely beat an elderly san

francisco woman. police officers association is now offering $10,000 for information leading to an arrest. that attack happened tuesday morning in visitation valley, not far from mclaren park. officers responded to a 911 call made from the home of 89-year-old yik ohang. she had serious injuries across the street from her home. she's said to be in brave condition, on life support. california may have one day, an extra day off, if the idea of a new holiday passes. what do you think of this? bay area assemblyman campbell wants to celebration election day. he's proposing the state to the state in a bill that he hopes increase voter turnout. they want to get people out there to vote. >> yes, all right, 5:36 for you right now. two of the hottest teams in hockey faced off in las vegas last night. >> sharks fans travel to the strip, they saw what people are

we'll get sunshine during the afternoon and looking at sunday's forecast, with the rain rolling right back in, and i think for the afternoon, we'll really start to see that rain covering the bay area. so if you're headed to oakland for tomorrow, going to restaurant week, this is going on all over the city, and you're going to eat your way through the city. it's going to be in the upper 50s. we will have some mostly dry weather. we are looking good for saturday and also as the day ahead, pleasanton for the lantern light festival tomorrow, once again, staying mostly dry, as our temperatures go from the upper 50s to the lower 50s, fairly quickly, after the sun sets. now, we are going to see some nice weather for the sierra this weekend. there will be still some good travel conditions, and mostly some rain to start. our temperatures a little bit warm with this system moving in, and saturday things do clear out. if you're going out of town to l.a., we're also going to have some fairly dry weather. temperatures staying cool in the lower 60s. half moon bay i think the best

killed himself, 22-year-old davis police officer natalie corona, just a few weeks on the job, as i said, shot last night, after responding to a car crash in downtown davis. the manhunt for the killer ended just a few blocks away from the crash scene. we'll bring you a live report on the latest details coming up at 6:00. very tragic there. 5:44 right now. developing this morning, california department of justice attempting to block the sale of three hospitals to santa clara county. among them, o'connor hospital in san jose, st. louise regional center in gilroy, and the de paul center in morgan hill. the california attorney general filed an appeal of the u.s. bankruptcy court's sale, asking the court to stop the sale. this is putting the $235 million deal in jeopardy. santa clara county was hoping to add the hospitals to its health care system after verity health wanted to sell them. it includes santa clara valley medical center in san jose. happening tooled, the u.s. supreme court is scheduled to

review and perhaps decide the white house decision barring transgender military members. in 2017, president trump first indicated that the government would no longer allow transgender people from serving. later, the defense department clarified transgender people could serve as long as they "end their buy liological sex." they may issue a ruling or continue until a later date. a startling tweet from president trump that could have big impacts on silicon valley. >> the president wants to give h1b visa holders a path to citizenship. >> startling. we need to think of this, frame it as a negotiation bid in the immigration debate, but this would be enormous for silicon valley, where we employ thousands of people from overseas, highly educated, highly skilled workers who are here on that special visa.

we're doing pretty good there. seven-day forecast is already up at the bottom of the screen, as you check out a lot of rain icons there, over the next few days. we have a little bit of a break at least as far as the rain until the early afternoon. we're going to start out in san jose, as you're headed to school with temperatures in the upper 40s, low 60s in some spots by the afternoon, so as you're getting dressed this morning, it is still a cool start. you need a jacket, but don't forget the umbrellas especially if you're gone throughout most of the day. by the afternoon, we'll start to see some showers coming in, with our high temperatures reaching the upper 50s for a lot of our inland valleys. here is a look at storm ranger right now. it's showing not a drop of rain to start out this morning, but that storm system is fairly close. it's just offshore. we can see it here, and then as it moves in today, we're going to see some rounds of possibly some heavy rain for a little while, then there say break, and another storm system right behind that, that will be moving in on sunday. so let's time it out. we start to see some scattered

showers moving in to santa cruz by 2:30 this afternoon, and still some spotty rain for the north bay, but much of the bay area won't see that rain until about 5:00 to 6:00, and where you see the yellow, that indicates some heavier rain. off and on rain for tonight, into the start of the day tomorrow and even for the afternoon, slight rain chances, but we are only going to see a few of those light showers moving through here and there, and then we take it to sunday. sunday night we'll see some widespread rain moving through. so this first round of rain brings us anywhere from half to possibly an inch of rain in the santa cruz mountains, but most of us seeing a half of an inch of rain or less, and then by tomorrow afternoon, once again, rain chances going down, another system moving in on sunday, off and on rain all next week, and it's going to still stay kind of cool with some mid to upper 50s. mike, you were taking a closer look at what's happening on the peninsula. >> that's right, specifically east palo alto with our camera

near university turned now toward willow. the off-ramp vehicles leaving just fine. no problem on the roadway but that is where chp had a report, one of the attenuator barrels were busted up. we don't see debris or slowing north past that scene but we'll follow that. there may be something in the area over here. bigger traffic will be expected coming over from the fremont and newark side across the dumbarton bridge, but there are no issues. these smaller crashes just reported over here on 880 over in the south bay, and i'll check on what they are, because they just popped up in the last few seconds. no slowing on the sensors. smooth drive through contra costa county, a little fog registers behind us over there in brentwood. just a note for folks headed down toward discovery bay out of antioch. we have no metering lights yet. you could see that because of the steady flow, the solid build all the way up the incline for the tail lights, once the metering lights are on, they'll wait right here but not so far. the backup at the bay bridge toll plaza is lighter but it's slow across the span and getting across richmond to san rafael westbound we see folks waiting. if you carpool or fast track,
