coming up in a few minutes. mike gets us out there for the morning commute. >> that's right. quick work was made of this crash on the bay bridge incline. good spacing and a good flow into san francisco. you still have the backup at the bay bridge. it didn't seem to impact the backup the last few minutes at the toll plaza. we have contra costa, an easy drive. a new crash in san pablo. i'll get details. the rest of the bay a standard build. breaking news this monday morning, pg&e filing for bankruptcy. the announcement coming a short time ago. it is a day after its ceo actually stepped down. not long after the state attorney general declared the utility could be held liable for wildfire damages. chris sanchez joins us live from pg&e headquarters. a lot of people probably thinking what does this mean? customers are thinking that, and then what about the employees? >> there are a lot of employees.

i'll tell you now there are barricades up here outside the corporate headquarters into san francisco. those are not usually there. we asked pg&e for someone to talk to us off-camera or on-camera, they said not today. we know today's anounlnouncemen the legally required notice to employees that the company plans to file a bankruptcy filing. they could do that by the end of the month, january 29th or so. it is the kind of brumtdankrupt that allows the company to keep operating while it reorganizes. pg&e is facing billions of dollars in financial liabilities related to the bute county fire that killed 88 people and the deadly santa rosa fire. the state attorney general said the company could face criminal charges in addition to financial setbacks. the investigative unit has done extensive reporting on that part of the story. just yesterday we reported that the ceo, geisha williams,

resigned after just two-years on the job. in the last hour and a half, the governor said the company would be ekt pekxpected to keep commi to the community. the ceo says employees should continue to expect to show up to work and get their paychecks and benefits. but as we know, bankruptcy filings can change a lot of things. a lot of those workers are likely to feel insecure this morning. we'll continue asking questions. when we get answers, we'll give them to you. in san francisco, kris sanchez, "today in the bay." right when we found out about the possible bankruptcy we sent out a push alert. you might have seen it when you woke up. you can download our nbcbayarea app to get more. president trump is tweeting for democrats to get to work. >> with no deal in sight on

trump's proposed poborder wall, the government shutdown enters its 24th day. it is the longest government shutdown in history. susan? >> it is the longest in history. there was one suggestion by a republican senator for the president to reopen the government for a few weeks. the president it also lashing out about a couple of reports about his possible ties to russia. >> reporter: now the longest in u.s. history, the government shutdown has federal workers worried about making ends meet, including border patrol agents. >> a lot of the employees work double shifts. with no paycheck. that's a slap in the face. >> reporter: still no give on either side of the stalemate in washington. >> the president made numerous offers about the stalemate. reasonable, too. >> reopen government. why punish people who are

applying for food stamps because the president is having a temper tantrum. >> reporter: the president is lashing out at a "new york times" report saying the fbi opened an investigation into president's behavior after the firing of fbi director james comb my, loey looking into whet was working on behalf of russia. the president responded on fox news. >> are you now or have you ever worked for russia, mr. president? >> i think it's the most insulting thing i've ever been asked. >> reporter: the president also denied a "washington post" report that he took extensive steps to hide conversations he's had with russian president vladimir putin. >> does the president have a right to conceal these conversations? probably. but i don't think it's the right thing to do. >> it's pretty much up to him in terms of who he wants to read into his conversation with world leaders. that's the basic fact. >> reporter: both stories putting the president on defense. >> as the government shutdown continues, coast guard families in the east bay are feeling that

squeeze. now they're getting a little helping hand. local businesses are pitching in with food and household goods. coast guard families missing paychecks will be given the items this weekend. over the weekend 200 families were given food and basic necessities. all the items were collected by the east bay coast guard spouse's club. graef grief counselors will be on hand at three ooeeast bay schools to help students cope after an suv packed with young people slammed into a tree in antioch. bob redell is outside a school in oakley. it will be a tough day there today. >> unfortunately it will. this is where jaile leitner

attended. she was just 13 years old. we spoke to her father over the weekend, he says the family is devastated. he tells us his daughter was a wonderful person. an avid soccer player. he says jey and five others were on their way back from a basketball game when they crashed friday night. police believe the driver was speeding when she lost control of her suv on a wet road, overcorrected and collided with a tree. one of the teens was ejected. the other five were trapped inside the vehicle. jai and the second teen were pronounced dead on the scene. the other teen killed was the driver, 17-year-old leanna rubin. first responders had to use the jaws of life to remove the other passengers. the other passengers were two 17-year-old girls, another 13-year-old girl, and a 17-year-old boy. they attended two other schools here in the antioch unified

school district. the district says it will have grief counselors at all three campuses this morning. reporting live in oakland, bob redell, "today in the bay." >> so sad. very tragic. right now a peninsula woman accused of trying to drowned her newborn in a toilet at a mcdonald's where she works is going to appear in court. the woman was arrested about a year and a half ago. she gave birth to her son during her shift and tried to drowned him. she could spend seven years in jail if convicted. that baby is said to be developing normally. the streets don't belong to cars anymore or just those cars. that's because -- this is the message coming from a bill that state senator scott weiner plans to announce today. the measure would require caltrans to add bike lanes, bus lanes and pedestrian walkways.

a similar bill died in committee. in north palo alto a road will be keeping its turn restrictions and lanes. middle field road has a long history of collisions and congestion. today the city counsel is expected to approve road modifications between forest avenue and the menlo park border. according to the city, the number of crashes on this stretch of middlefield road has dropped significantly during the pilot program. between 2014 and 2017 there were 100 crashes. in the last three months there's been three. happening now, a deadly winter storm is blanketing a big chunk of the country killing seven people. from colorado to delaware, icy conditions have knocked out power, canceled flights and contributed to hundreds of car accidents. in missouri, more than 20 inches of snow has been recorded. you can see right here crews at roanoke blacksburg regional airport were working to deice planes there and clear runways. snowplows were hard at work trying to clear those roads. virginia state police have

responded to more than 230 accidents. >> so they had 20 inches of snow. look what the sierra could get this week. 68 inches of snow. so a lot of these weather systems moving in. sierra snow, bay area rain. we're seeing some of those showers moving in with some light rain over the santa cruz mountains and approaching the south bay. i'll track that as this moves from south to north. we've seen a lot of lightning strikes offshore. a lot to of that is tapering off. i'm still watching for a slight chance of isolated thunderstorms. if you're on your way out the door, headed to the pleasant hill b.a.r.t. station, cloudy skies right now and rain this afternoon. mike? >> we have a crash in san mateo, two more in contra costa county.

bridge shows you the crash on the span. did not impact this present look at the bay bridge toll plaza. we have slowing on the east shore freeway, one or two crashes traveling down the upper east shore. . good morning. happy monday. these numbers all lower on friday, but a win for wall street over the course of the week. the big news as kris sanchez first told us, pg&e filing for bankruptcy. things you need to know. you still pay your power bill. your power stays on. that would seem obvious, but there were brownouts around the time pg&e filed for bankruptcy the first time in 2001. that was because of disruptions to the supply of electricity. people suing pg&e may have a harder time getting their money. if this is anything like last time, it could cost california state government a ton of money. kris sanchez is covering this throughout the day. shares in amazon remain high and amazon still the most valuable company in the world

but it faces uncertainty as its founder and wife split up. jeff bezos' soon to be ex-wife may have control of the company. >> if they split shares and she becomes a large shareholder, how does that affect the management of the company when your ex-wife is your largest shareholder? >> more about that on the "today" show at 7:00. trump twice divorced himself called jeff bezos jeff bozo over the weekend. monday is the 24th day of the shutdown. the president's position has not gotten stronger. over the weekend, he offered to bring daca back on the stable. you have that blockbuster "new york times" report. we'll talk about that at 5:45. i know you're talking about the detroit auto show. look at this. this is a cadillac. cadillac is working on an all-electric crassover. gm says the cadillac will be the company's effort in electric car.

as we look at stormranger, that's our mobile doppler radar, a bit more activity here as some light rain starts to approach parts of the south bay. getting a closer look, it's been moving over the santa cruz mountains. mainly some sprinkles, but that may make the roads more slippery starting out this monday morning. we're watching a large storm system approaching -- or moving that rain from south to north across the bay area. there's been some lightning strikes near the coast, but a lot of it has started to weaken over the last few hours. as we get a live look outside in dublin, already busy. but at least the rain is not yet thrown in the mix. make sure you're prepared for it. by 10:00 we could see that rain moving into the tri valley. still some cool temperatures. heading into the low 50s later this morning. as we look at our frizz factor, this is how your hair may fair for today. it's going to be wet, breezy. so it's just good to make it a

hat day. don't even worry about the extra effort. we'll start to see that rain moving into much more of the bay area by 10:00 this morning. and then moving into the north bay by noon. we will see that rain off and on today. it's going to be very spotty. even into this evening there will be rain chances. a lot of it starts to taper off tonight. there will be another wave of rain moving in by tomorrow morning. continuing pretty much throughout the day tomorrow. it will be pretty soggy. not only today and tomorrow, but as a bigger storm system moves in wednesday, we will have a lot more of that wet weather. this initial round of rain brings us about a half of an inch of rain or less for much of the bay area. but for the north bay as well as the santa cruz mountains. we're looking at a half inch to an inch of rain. much more of that rain as the winds pick up on wednesday. this will be the brunt of the storm moving in between wednesday and thursday. ending on friday. saturday looks like a break from

the rain. another system moves in on sunday. it's going to be a busy week ahead. mike, you're already busy tracking crashes now on san mateo. >> much busier than last week or for the last month. >> we see typical patterns for the tri valley. south bay just starting to increase. the crash in the tri valley has cleared. 101 from 92, folks getting off the san mateo bridge heading north. crash northbound 880 at tennyson, that traffic break may have cleared. there's the build, west 80 towards san pablo. motorcycle crash. activity is on the shoulder. it sounds like all lanes have cleared. there are your travel times. over a half hour now. considerable backup now forming in berkeley. be aware of that. just north of that, bay bridge, we have the richmond/csan rafae

it went down this morning while new video shows a deadly military plane crash in iran. it went down this morning while trying to make an emergency landing west of the country's capital. one person out of 16 on board survived. the plane skidded off the runway, crashed through a fence and into a neighborhood. the cause is under investigation. a wisconsin man accused of kidnapping a girl and killing her parents is due in court.

jayme closs escaped thursday after being held captive for nearly three months. these photos of her and her aunt are the first to emerge since her terrible ordeal. today 21-year-old jake patterson will be charged with kidnapping and two counts of homicide. investigators say that it's still a mystery why the family was targeted. >> i don't know. i don't know if he just saw her or what connection is. there's been no contact like everybody thinks. >> jayme's grandfather says she's doing well for what she went through. if you drive you can't help but notice the price of gas is down, even from the holidays. the national average fell another 12 cents per gallon since christmas. in the bay area, aaa says the average is 3.35 per gallon. slightly more in oakland. in san francisco, 20 cents higher. if you're around here, you can find gas stations offering gas under $3 a gallon. this morning the final four nfl teams are set. >> we're getting a better idea who will be playing on super

as we look at 101 in san jose, it will start to have much more of an impact going into late morning and early afternoon. as we get heavier waves of those downpours moving in i'll track this and also what's ahead for the rest of the week coming up. mike, you're taking us to the backup? >> throwback to before the holidays. we have the backup at the bay bridge toll plaza. we have the filling in of the area around the maze, so slowing off of 24, 580, and down the east shore freeway. a standard pattern, overall lighter than before the holiday. south 680 at main, that crash is out of the lanes. contra costa county looking great. we see some rain coming in. kari is tracking that for you. >> breaking news to tell you about, we now know pg&e is filing for bankruptcy. this is less than a day after its ceo stepped down.

not long after the state attorney general declared that the utility could be held liable for wildfire damages. kris sanchez has more. what does this mean for customers and employees there? >> for the employees, we know that the stock just lost about 50% of its value on early trading this morning according to cnbc. they should continue to get paid. they should also continue to go on the job. but they likely will find out more details today. this announcement today is really the first step in pg&e seeking that bankruptcy protection. they have to give notice to threes 15 days ahead of bankruptcy filing. and they say they could file bankruptcy by the 29th of january. this is the kind of bankruptcy that allows the utility to continue operating while it reorganizes. pg&e is facing billions of dollars in financial liabilities related to the bute county fire that killed 88 people an the

deadly wildfire in santa rosa last year. the state attorney general says the company could face criminal charges in addition to financial liability if the faulty equipment is what sparked the deadly wildfires. the nbc bay area investigative unit has done reporting on that story. and just yesterday we reported that geisha williams resigned after two years on the job. the governor said i will be working with the legislature and all stakeholders to make sure all customers have access to safe, affordable, reliable service, fire victims are treated fairly and california can continue to make progress towards our climate goals. in the last couple of minutes we got a statement from state senator scott weiner saying as disruptive as this is, pg&e filing for bankruptcy presents an opportunity for san francisco to take back its utilities and create some sort of publicly owned electric utility in san francisco. that is something that we'll be

pete suratos joins us live from ocean beach where the chase eventually ended. this one went back and forth for a while. >> definitely did. good morning to you. we're still waiting to confirm details with san francisco police, but we're hearing reports that it started over at the stonestown mall next to san francisco state before ending right where we're standing near ocean beach. let's show a map and plot out the points where this chase took place, where it started and ended. sfpd told crews on the scene that the driver was a dui suspect, and the chase began around 10:30 p.m. near the stonestown mall off of 19th and winston streets in san francisco. that goes through daly city and ending here near ocean beach. here's scene from when the crash took place. this was a dui suspect, that's why the officers were approaching the suspect. the suspect reportedly drives off, hitting a sergeant's patrol car.

this leads to that high-speed chase reaching 80 miles per hour. the chase goes down 280 through daley and pacifica before heading towards the great highway and slope. that suspect in the video is being taken to the hospital for unknown injuries. we're working to get more details on charges for that suspect. we'll provide you with any new information when we do. pete suratos for "today in the bay." >> all right. thanks. also new this morning, a person is dead following a crash in vacaville. this happened after 7:00 last night in the area of taleri drive and alamo drive. another person was also hurt when the car flipped and went off the road. the second victim is in critical condition this morning. it's not clear what caused the crash. happening today, an access point to mount diablo state park could soon be gone. clayton city council saying this set a vote on closing the

entrance at reej regency and ri drive. the city could choose to fence off the area creating an on-street parking program, or do nothing. this comes as neighbors complain and created petitions saying park visitors take up off of the on-street parking on weekends, blocks driveways and even leaving behind trash. a fence could cost the city $22,000, parking permits could cost $49 each for residents. a historic building in san jose is being preserved. this weekend the sheller house was moved to a new location on san jose state campus. this house was built by theodore linton. it was built in 1904. that house was lifted out of its foundations on to wheels and then dragged by the semi. at one point during that move, the san jose mayor became stuck behind the house. check out this photo he shared on twitter. he wrote the next time you're frustrated with traffic consider yourself lucky you didn't get

heading back into the weekend. >> going to get drenched. >> yeah, before we get to it. >> it will be a busy week, at least for me. by the weekend i'll be so ready for it. we'll see several storm systems moving in. this is the first one with some rain, slight ralight rain in th area, it may get heavier as this rain moves from south to north in the bay area. there will be a stronger storm system moving in between tuesday and wednesday. that could bring in also some gusty winds. looking at our seven-day forecast, highs in the upper 50s all week long. by saturday we will catch a bit of a break before another system moves in on sunday. so if you're planning to go to the sierra, we are looking at a lot of snow this week. by friday they may still be cleaning this up. but at least it won't be falling from the sky. also on saturday, we will see a bit of a break before it returns on sunday. russian river valley will also catch a break from some of the rain as we head into the end of the week.

good monday morning. right now it's 6:43. though most of the bay area starts out with dry weather, it's about to get soggy quick. here's a live look outside in palo alto. still looking good on highway 101, showers moving in off and on throughout the day. our highs only reaching the mid 50s. this is the first of several storm systems for the week. i'll talk more about it coming up in less than five minutes. right now the commute is building again. richmond side of the richmond/san rafael bridge. we had some water droplets on the lens, but they have dried out. we are watching for that commute to build. santa rosa church leaders will talk about the list of

names released over the weekend, identifying priests tied to some sort of sexual abuse. the diocese sent out names of 39 clergy members, all of whom are deceased or left the church. one-third of those listed are tied to accusations elsewhere. many accusations go back years, some cases occurred as recently as 2008. at 10:00 this morning, bishop robert vossa is expected to respond to questions about that list. home to the raiders just got a little closer to vegas. here's a live look there from vegas from the team's live camera showing construction for the stadium in progress. when it opens in 2020 it will be a few blocks from the strip. here's video of what it will look like. right now the raiders are without a home for next season. that's not stopping the team on breaking ground on its new vegas headquarters in nearby henderson. that takes place this afternoon. happening today in los angeles, teachers at the second largest school district are

going on strike after weeks of negotiations between the school board and teachers unions stalled. more than 30,000 educators serving 600,000 students won't be going to work. >> we're going on strike for our students, for our schools and for the future of public education in los angeles. >> teachers are asking for smaller class sizes, higher pay, and more nurses, counselors and librarians. schools will stay open with substitutes and volunteers filling in. some parents are keeping their kids at home. the government they say is extra shut down today. >> scott mcgrew, not enough money and too much snow. >> way too much snow. the lack of a budget means we're on day 24 of the shutdown, the longest in u.s. history. a mid-atlantic snowstorm means not only are government workers not getting paid, they'll stay home in washington. the federal government declaring a snow day in washington, d.c. not much is moving.

president trump over the weekend put daca back on the table with this tweet. democrats say daca is not worth it and don't want to include it in the talks. this is unusual for two reasons. the president's position all along up until friday has been daca is off the table. he thinks he can win that one in the courts. to bring it back into negotiations is unexpected. you may recall earlier last year, chuck schumer offered far more money for the wall in exchange for legalizing dreamers. the president said no. of course we're still talking about this, this blockbuster report over the weekend from the "new york times" that said the fbi launched an investigation into whether the president was acting on behalf of russia, an allegation that rippled across washington. >> whether the president was working with the russians, that's a very different thing. it collapses the obstruction inquiry into that larger collusion inquiry. >> moments ago president trump said he was not working for

that's giving us the best live view of the north and south bay. as we track this system moving in from the south. i've seen lightning this morning with this storm near the coast, but a lot of that has diminished. i'll watch for a chance to see if that could develop over the bay area today. mostly we're looking at rain off and on and some breezy winds. as you get up, get the kids ready for school in martinez, you're starting out with dry weather. temperatures in the mid 40s. but by later this morning, as you go back to pick them up from school, as you're walking home from school, it will be wet with some showers moving through. a live look at san jose, as you're getting dressed you need a jacket for the morning and an umbrella for this afternoon. here's a look at how the day pans outgoing hour-by-hour. we see the rounds of showers moving through. it may be heavy at times. here we are at 1:30. we're seeing a good coverage of rain for most areas south of the golden gate bridge. then it rolls to the north. we'll see the waves of rain

coming in. some breaks in between. it's one of those days where it's raining heavily and then it stops, you may see a rainbow pop out for a few minutes. going into the afternoon, still seeing some rain moving through. then much more of a break for tonight. by tomorrow, as you wake up, another wave of rain moving in. this is how the week will pan out. we're just going to see showers off and on. at times some gusty winds. our rainfall totals with this initial round of rain, it looks moderate for most of the bay area. from a quarter to a half inch. maybe higher for some hills. a stronger storm system will be here wednesday into thursday. i'll track all of that it looks like at this point we'll have a tiny break for saturday. another system moving in on sunday. heading over to mike, you're tracking the jam. >> that's right. the jam in hayward. both directions of 880. let's show you overall, traffic know looks like a typical pattern. no rain from the south.

we have a possibility of wet roads for silicon valley. no major problems reported. no flooding. we'll track that. a little rain traveling through the area here through hayward. we have two crashes just north and south of the san mateo bridge. northbound 880 coming up towards 92 anden industrial pa en duind lane blocked in the middle. south 880 starting to recover. middle lanes were blocked, but they may have fixed that in the last few minutes. coming in through the try valley area, a build for 680. down south of san mateo bridge, the dunn marmbarton bridge, we' tracking that. so there will be slowing out of fremont. there's some build on 101 northbound. this is 101 from 85 to the split
