wet weather moves ahead. kari's latest forecast so you know what to expect. a big confirmation hearing starts today as lawmakers questions president trump's choice for attorney general. also new the north bay school district taking up the issue. today in the bay continues now. thanks for joining us. i'm marcus washington. >> rain in the works once again could effect your morning commute. where is it now? >> it has been very spotty and scattered. that's the nature of the rain we'll see. here is a look at storm ranger. we are seeing here i havavier r.

it is pushing to the north. there has been a couple of lightning strikes. i'm watching that and potential of a few isolated thunderstorms. here is a closer look at the east bay. it is really coming down. it will slow you to alamo and moving up towards martinez as well. we will also see light rain continuing for us into the south county. sheer what to expect today with rainfall mostly staying about half an inch or less. the flood risk is minor. the isolated thunder risk along with the surf that could build up to about 12 feet. a higher impact storm will be here tomorrow. i'll detail that coming up in a few minutes. rain also showing up for the commute. >> on our camera you can see this coming down. i think this is getting caught in the light but it looks dramatic. if you notice over here i have been studying this.

there is very little windshield wiper activity. you'll need to do that as you travel through the area. you see that really hitting and highway 4 and the volume builds. 580 through 880 in oakland. it is tough to see the rest of the kplucommute. a little slowing for pleasanton. typical spots but for our tuesday this is looking pretty light. be careful out there. >> thank you. 6:02 right now. we continue to follow breaking news here. this is there kenya in nairobi. two explosions happened there. several vehicles on fire. this is outside of an upscale hotel there. the injured are being carried away from the scene. telling the bbc we are under attack. you can see there people dressed up as they try to look for

anymore explosives in that area there. we'll continue to follow this story there right here on today in the bay. we'll bring you the latest as soon as we get it. >> i can sense the panic there. back here at home and all new this morning the debate over one school district's name is ch bay. today board members will consider a petition to change the name of the district, pete. >> reporter: yeah. the dixie unified school district will discuss a possible name clang during the board meeting scheduled for later tonight. for folks that aren't too familiar with the district it is a fairly small district. about four schools here roughly serving about 1,700 students. the change the name group. people calling for a name clang saying that it is named after the confederacy during the civil

war. there are those that want to keep the name that claim it is named after an indian woman with the last name dixie. they do have the required number of signatures. he says the name needs to be clanged regardless of its origins. >> it is not really the intent. it's the impact. you have to take a look at that either from the time or now. it needs to be changed. >> now, i want to read off a portion of the statement sent to me. they an unanimous group but they are a group that wants to see the name. they say we are dixie.org bla believed it was named after the geographic southern region of the united states. they say it's our opinion not a single will receiver any

city leaders consider a plan to clang there at large to a district based election. the council is scheduled to hold a roll call vote. campbell only has to look at a few thousand. that's where the city held district based council elections in november. authorities argued it could boost minority representation. one of the two seats up for grabs went to a seat immigrant. the judge is appealing to district based ruling even though vote rs aprovered the measure to add to the city charter. happening today on capitol hill, confirmation hearings start for william barr, president trump's pick for attorney general. they want to know how he would handle the ongoing russia investigation. we are live there washington with more on the tough questions that barr most likely will face.

good morning, susan. >> good morning. that's right. this is getting underway in about 20 minutes on capitol hill. there will be lots of opening remarks and barr will give his opening remarks. we already have a transcript of those. lawmakers are sure to zero right there on the mueller investigation. >> he knows director mueller. think he is on record saying he should be allowed to complete his work. >> he was highly critical and arguing that the president should not be questioned about obstruction of justice. barr's views have some

questioning his ability to fairly oversee. >> i have questions how he will perform or how his approach is as far as independence of the justice department. >> given that the man that nominated him is fighting new reports that the fbi investigated and that he concealed detailsov of meetings with russia cea's president. >> i never worked for russia. >> he will also face requesting we about voting rites and abortion. >> and barr also says he believes results of the mueller investigation. 6:08. happening now an important deadline to tell you about. this year's deadline shorter than previous years.

if you signed up your coverage will start february 1st. we are in a microclimate weather alert for you. you can see right here throughout the bay area san francisco, dublin there. i don't flow rain there those areas just yet but that rain is moving through. >> yeah. most of it has been fairly light. we have seen a few pockets of heavier rain now mostly moving through san francisco and through the east bay. as we get a closer look you can see the reds and the yellows there indicating visibility may be low at times. i take off the storm ranger radar and you can see the amount of detail that we lose. it is also several minutes behind. looking at our live view gives you the best tools to track this storm. we are seeing light rain across the south bay. once again, it will be pretty

soggy. wavesover ra waves of rain. the brunt of the storm hits us tomorrow. this includes the valleys. our gusts may reach up to 60 miles per hour. we can see the winds that will start to pick up today but we'll have some of the strongest winds for tomorrow afternoon. i'll be tracking that and also when the heavier rain arrives in a few minutes. mike, you're starting out with the impact on the wet roadways. >> that's right. they are seeing the rain that hit the roadway. you can see the slicker conditions. the kplut was impacted as it built. the rain came through. the timing, you floets all of this through oakland and coming in. you b careful through that area. you can see that green highlighting and blending in with mostly green sensors. let's try to keep it that way. be extra aware and watch those

good morning and happy >> let's head over towards concord. we are going to see a round of heavier rain arriving by later this morning. we are tracking it on storm ranger showing the heavy rain mostly from marin county. a closer look at this and the timing of a stronger storm coming up in less than five minutes. a live look at the bay bridge. it shows you the back up and also shows you the roadways. you'll have to deal with all of this. it will show you the distribution coming up. afrmgts lot of companies report profits this week. netflix on thursday. san francisco's wells fargo

turned in numbers a few minutes ago. revenue up and profit down. we didn't see any terrible news out of that company. no new scandals this morning. wells fargo's biggest may be maxine waters as the house financial services committee. she is the first african american woman to do so. she is expected to be very tough on banks and wall street. no progress in the government shutdown this morning. it means we will not get the usual economic data an employee was arrested for just that. huawei makes more phoning than apple does and has a facility in the south bay.

s the daughter of the founder is in the accused of spying but violating sanctions. we have this robot. this is a robot for the east coast grocery store chain giant. they are going to start using him in stores all over. they will have hundredsov of these. he will go patrol looking for spills and checking the price of goods on the shelf. now, he will stop and get too close to them. apparently a lot of people -- >> take pictures. >> i love the googley eyes. obviously they are completely nonfunctional but it makes it less scary. >> yes.

>> nike posted to amp up the hype there. it appears you'll be able to adjust the power laces using your smart phone. they will cost you $350. >> a look at where it is happening on storm ranger. a lot of it has been proving through parts of the east bay with heavier rain now moving through berkeley and oakland. that's where you see the bright yellows and the reds. it is also lifting to the north. it is moving towards martinez and concord. we are seeing light rain in the

south bay. for the most part it is looking really soggy. as we head into tomorrow there will be a stronger storm moving in that could bring us 1 to 4 inchesover ra 4 inches of rain across the bay area. with the high winds we play have high winds and power lines, gusts up to 60 miles per hour. a slight chance of thunderstorms and coastal waves could build up to about 25 feet. as you get ready head out the door in the south bay we are looking at wavesov of rain and temperatures that will stay in the mid-50s into the afternoon. as we talk about when the heavier rain will arrive it looks like we see the rain becoming much more intense. by 1:00 it is moving through parts of the peninsula, the south bay and sba the east bay. this is also when we play have a cup m of rumbles of thunder. it will be lifrting and making it to the north bay in time for the evening kplut. we'll get a little bit of a break tonight.

once again, the main focus will be on the storm systems set to move in tomorrow afternoon. most of tomorrow morning looks dry we'll see widespread heavy rain by 6:00 to 7:00 tomorrow evening continuing through the overnight hours and gradually tapering off on thursday. during this time frame we are looking at potential of two to three and a half inches for parts of the north bay. the rest of the bay area looking at from an inch and a half to 2 inchesov 2 inches of rain. along with gusty winds it may cause a lot of problems. all of it starts to move out by friday. saturday is looking nice and clear but still cool. another weak storm system moving in on sunday. it will be very busy. we'll be tracking it all for you right here. you have also been tracking the rain and the impact on the roads. >> that's right. it has been spotty. i was able to catch it right here at the bay bridge. it is on the lens and on the road and falling from the sky. you expect it to fall from the

sky. that's not the issue. the volume not so bad for tuesday. that's a great flow of traffic. look at all of this activity. it is a little more activity as she is talking about over on her radar. that's what we share, the traffic and weather systems. well pull it away. you can see all of the green. that's great news. of course this is still standing. watch slick conditions and be careful as you're coming offover freeway speeds. a little slowing. no big surprises. it had earlier rain. over here we are looking at the tri-valley. a crash that is clear to the south bay. that's the only slower spot there. let's show you as you map out over towards sunnyvale a lot of folks take that route. i can save you 25 minutes off of

to get a refund for her vacation rental went awry. consumer investigator chris chmura and his team checked in to this dispute. chris and his team checked into this dispute. >> good morning. melissa king sbook booked a rental home on home away. she cancelled right away. she believes she was entitled to

a full refund as long as she cancelled at least 14 days before her stay. she says she did 15 days out. the homeowner didn't accept the cancellation until the day after. the home away policy stated melissa could get half of her money back not a full refund because she missed the deadline. melissa went back and forth and did get most of her money back. she was still short about $1,400. she says the company told her she had to get the money from the homeowner. she said she tried that but the homeowner refused. she turned to us. we asked them to take a look. when it did she got what he wanted, the remaining 1,406 and 50. we asked home away to explain what happened and didn't get a response. booking these short-term rentals is easy. you still need to read the terms and conditions. we say don't book until you understand the cancellation

heaviest rain is falling as of now. you get ready to head out the door and extending towards concord and for brentwood. we are also seeing light rain for the south bay. a lot of this has been moving to the north. as we go through the day there will be times of heavy rain moving through late morning into early afternoon. check out all of that red by 1:00 this afternoon. this may keep you inside during the lunch break. bill tracking that in a few minutes and might get you out with a look at the weather story. >> that's right. your report is my story. i'm going to relax and copy you. this shows you the green all over the bay. this is the activities. look at how much is out there. looking at the speed sensors they are not so bad. a slower drive develops but the slicker roadways are the story. this is a look at the richmond

side. back to you. >> thank you very much. 6:30 right now. en audiotape date n update to b. take a look at the scene. at least two explosions. they happened outside of a luxury hotel. you reporting that a militant group is claiming responsibility. we dwoen know how much people have been injured but there's ban lot of chaos there. we have been receiving live pictures into the news room. a person inside told the bbc we are under attack. you see some of the injured being rescued from the scene. we'll keep an update on what's happening there. new update in the last few

moments on what is being called a deadly police shooting. the shooting followed an intense policem police manhunt. police confirm the suspect, holland, died when officers fired at home late last flight. police say he was armed with a knife and earlier in the evening stabbed a woman and a girl at a home in vacaville. investigators say it went up in flames. a four-year-old girl suffered burns in that fire. late last flight authorities shut down one stretch in vacaville. investigators say one officer opened fire and a cay phone lni stabbed. police say the dog is expected to survive. also police say the stabbing victims will recover. >> new for you this morning a new development in the removal of radiation from the old hunters point shipyard.

>> reporter: this story might be familiar to you because our own nbc bay area investigative unit has covered this extensively for a number of years. the u.s. department of justice has filed three lawsuits against a company called tetra tech. they were hired to clean up the radiation at hunters point in san francisco. the feds accused the company of fraud that was fliinitiated by corporate directors. they submitted false bills to the navy. employees falsified soil sample test results by switching out soil that was contaminated with soil that was cleaned.

they also falsified results from tests on some of the buildings. now a company spokesman says that tetra tech stands by its work. the work performed was tlor row and overseen by the navy. health and regulatory agencies to ensure compliance and public safety. the misleading claims made by alleged wlis l blowers during the 2011 and 2012 time frame. it immediately conducted an extensive investigation and took a number of collective actions.

those two employees, by the way, did plead guilty in 2017 and were each sentenced to eight months in prison. bob redell, today in the bay. >> a lot going on there. thank you for that update. investigative unit has been looking into the clean up of the formal naval shipyard for years now. you can check extensive reporting. new this morning a hotel employee is attacked in downtown san jose. new video of the scene near the hilton hotel. police say the employee was stabbed with a metal object on the side of his neck. it happened just after 1:40 in the morning. he was taken to the hospital in the back of the ambulance. officers arrested a suspect a short time later inside the hotel. the employee we are told is expected to be okay. it is not yet clear what lead up

to that attack. 6:35 right now. the impact of the government shutdown continues to trickle down and ripple into our local community. >> today santa clara county is helping people that depend on federal services that could be caught in the middle of all of this. chris is joinings now from san jose with what the county is doing to make sure people put food on the tables. >> reporter: hi there. we are talking about folks that depend on the electronic version of food stamps which is only funded through february. santa clara county along with other counties in the bay area, alameda and other counties are issuing benefits early to make sure people get the assistance they are expecting and counting on. they are not extra funds. they are benefits that will be issued starting today and tomorrow. if the government shutdown at the federal level goes into march there will be no funding for snap which is the nutrition

assistance program. those programs could be effected as well. according to one nonpartisan policy group 42 million counted on snap benefits in 2017. 65% or more were families with children. 44% were families that were working and still could not make ends meet. the food banks know that's where they are going to turn to next. we'll continue to watch this for you. today in the bay. >> a lot to follow there. thank you. important too. 6:37 right now. within the past few minutes this morning we found out you're soon going to be paying more for

netflix. raising pricing by 13 to 18%. it would be the largest increase since netflix started. its most popular plan will see the hike from $11 to $13. it effects nearly 58 million u.s. subscribers. it is the first time netflix raised prices ever. you and i have been here for so long we remember when they sent them out on disk. >> yes. hard copies and movies. now you can't get movies. this is the roadway. lighter traffic but you can't see it on this map because of all of this radar activity. you're dpeeling with this. we removed that and you see the green highlighting all over the bay. it still talks about slicker roadways. that's what we are talking about. it is just starting to build but watch here 84 just changed recently.

it happened about 2:30 this morning on monterey road close to where 85 meets 101 in san jose. emergency responders say one car rear ended another. the driver of that car was actually hit after walking around after the crash. the other driver suffered serious injuries and is in the hospital. the crash closed monterey road far time. sit back open again. >> an important day for the president on capitol hill. big questions, already has his answers ready. we are certain that senators will ask william barr if he will allow mueller to do his job. you are looking at live pictures from the senate committee that is barr in the center of your screen. that is hatch ton left side of your screen.

he will be introducing barr in just a moment. barr will replace jeff sessions. he is facing the committee as part of the confirmation process. he specifically said president trump had the right to fire james comey. so much has changed with the release of the devastating new york times article. we will hear it really soon. all right. the memo tops our list. barr has been attorney yen before under the first george bush and been in government for most of his career including a stint at the cia. other things you need to know, the new york times says that president trump has act ifrly talked about withdrawing from nato. we are on day 25 of the shut down with no end in sight. president trump rejected a plan

has just moved out of san francisco. i'm talking off the storm ranger layer and showing you the level of detail. that's a mobile doppler radar we don't have scanning the low levels of this moving through. it is giving us an accurate view and showing us where that rain is falling. as we look at the south bay parts of the east bay mostly light rain right now. it will get heavier as we are seeing more of this moist clur being drawn up and falling overthe bove over the bay area. north bay getting a break from the rain. the south bay seeing another round of heavier rain. it gets really intense far little while during the noon to 1:00 hour as we start to see it also lifting to the north. there will be a slight chanceovchance of thunderstorms. by tonight we are seeing much

less rain. a little bit of a break. as we go into tomorrow we start to see a wave of really heavy rain approaching in time for the eveni evening commute. he will also move through before early thursday morning and kind of continue throughout early thursday into the afternoon. we are going to see the possibility of getting any where from 2 to 3.5 inches for parts of the north bay. it may cause isolated street flooding. most of us will see any where from an inch and a half to 2 inches of rain. this is a high wind watch that has been issued for all of the bay area. this also includes the valleys, where the gusts play reach 60 miles per hour. we play have rainfall from 1 to 4 inches and also an elevated flood risk. the surf will churn up to about

25 feet. all of this moves out. friday and saturday looking good frm weak system moving in. the focus will be on wednesday evening into thursday morning. you have been tracking the wet roads. >> good conditions. you'll need them. behind me if you don't have wipers you'll look at the road kindov of like this. it shows you that we haven't used the windshield wipers. the traffic was not bad except for 85. we have seen this change. this is up towards highway 17. the crash i heard was on the southbound side. it was enough to cause a distraction. be careful. a lot of flashing lights and activity. a new crash on 87 here. it happened between capital right now. the rest of the bay looks pretty
