country. al has the forecast and the impact today tuesday, january 15th, 2019. >> from nbc news, this is "today" with savannah guthrie and hoda kotb live from studio 1a in rockefeller plaza. hey, everybody. welcome to "today" on this tuesday morning. thank you for joining us. getting ready for the big snow headed our way. >> i guess it will be a couple storms. so we'll check in with al on that. but our top story is the growing toll and backlash over this government shutdown because a lot of americans across the country are really starting to feel it. >> yeah, the impact is being felt especially hard at our nation's airports. staffing shortages have led the tsa to shut down some checkpoints and in some cases passengers are waiting in hours long security lines. we do have two reports. we're going to start out with nbc's tom costello. he's at reagan national. hey, tom, good morning. >> reporter: hoda, good morning.

boy, we had a mess yesterday, specifically in atlanta and houston with closed check points and very long lines. an update this morning, the tsa says the lines are much shorter. more tsa officers are showing up to work but just to be safe, tsa says if you're flying get to work early. shutdown day 25, and two of the country's busiest airports are this morning dealing with their own shutdowns. tsa checkpoints at houston and atlanta, closed. >> we had to come here like two hours before. >> reporter: the bottleneck leading to 90-minute lines stretching all the way to baggage claim in atlanta, as more and more tsa officers working without pay call in sick. >> that is ridiculous. this is 2019. you do a job and you get paid for that job. >> reporter: the tsa sick rate, 7.6% on monday, more than double the rate a year ago. many screening officers struggling to make ends meet now choosing to start looking for second jobs. >> a lot of people call me to confide in me and say hey, i don't know how i'm going to make to work, i don't have no more

gas. >> reporter: air traffic controllers also working without pay, now handing out protest leaflets to passengers demanding their pay. >> now you are thinking about keeping your house paid for. >> reporter: and it is not just chaos in and around the nation's airports. under intense pressure for stopping food inspections, the fda has ordered hundreds of inspectors back on the job, though they won't get paid either. same for 4,000 national weather service workers in the middle of winter. among the 800,000 federal employees and 4 million government contractors now affected and turn nothing gofundme pages and community food help. >> i have two little ones. my wife who doesn't work, it is hard for single income families. >> reporter: from california to boston, food banks for coast guard families working dangerous jobs with no paycheck. food banks. >> food pantry ain't a rent

check or mortgage check. >> reporter: the shutdown also directly impacting the white house. with most of the staff there furloughed, there was no one there to cook for the clemson tigers who were invited on monday to celebrate. president trump decided to order in fast food, lots of it, stacks of burgers, fries and chicken nuggets that he says mernlly paid for out of his own pocket. >> because of the shutdown, as you know we have the great clemson team with us, national champions, so we went out and we ordered american fast food. paid for by me. lots of ham bergers, lots of pizza. i think that they would like it better than anything we could give. >> all right. tom, the shutdown is obviously affecting a million workers, but there's also a trickle-down effect that affects the economy. >> reporter: that's right. economists are all over the map on how much this is going to hurt the economic activity in january.

some estimates say if this goes on through march, it could shave literally half a percentage point off the gdp. that is a big hit. the bottom line is nobody knows for sure, but if you have literally about 4 million to 5 million people affected and they are not paying their bills, how it starts to ripple across the economy, the economy could take a big hit. >> all right. tom costello at reagan national, thanks, tom. and also this morning the pick for attorney general is facing the first day of confirmation hearings on capitol hill and a lot of people will be listening closely to what he has to say about the mueller investigation. nbc's peter alexander is on the hill getting ready for the hearing. peter, good morning. >> reporter: savannah, good morning to you. it is now under way, william barr will face two days of grueling questions, with the heavy focus on whether he will protect robert mueller's investigation. of course, if confirmed, barr will oversee mueller's work. according to prepared remarks,

he will say before this saying that congress and the public should be informed of the result saying his goal will be, quote, to provide as much transparency as i can consistent with the law. william barr, president trump's choice for attorney general trying to calm democrats' fears that he might ends the russia investigation. barr saying it is in the best interest of everyone that this matter be resolved by allowing the special counsel to complete list work, adding the country needs a credible resolution of these issues. still, barr fears advocates for strong presidential powers will come under scrutiny today for his past criticism on robert mueller's inquiry and possible obstruction of justice by the president. detailed in an unsolicited memo he sent last year to justice department official it's and to the president's lawyers. >> i'm going to be pressing william barr tomorrow to allow the mueller investigation go to its logical conclusion. to submit to the ethics officials in the department of

justice to see whether he should recuse himself. >> reporter: barr's confirmation account comes after he open the counterintelligence in 2017 after he fired fbi director james comey. that an effort to determine if president trump was secretly working on behalf of russia. >> have you ever worked for russia? >> i've never worked for russia and i know that answer better than anybody. not only did i never work for russia, i think it is a disgrace that you even asked that question because it is a whole big fat hoax. >> reporter: no evidence has emerged publicly that the president took direction from the russians. president trump arguing the investigation was launched by fbi officials who were out to get him. >> the people doing that investigation were people that have been caught that are known scoundrels, i guess you could say they are dirty cops. >> reporter: the president also lashing out at a "washington post" report that he went to extraordinary lengths to hide details of his private

conversations with vladimir putin, even taking away an interpreter's notes. top democrats now discussing whether they will subpoena that interpreter. >> subpoenas should be a last resort, not a first resort, but it should be a resort if it is there and the american people can't find out what really happened. >> reporter: back to william barr's hearing, right now, you can see that live picture. we expect questioning shortly. it's important to note that barr has been friends with robert mueller for 30 years. in a letter, now lindsey graham a republican from south carolina, barr tries to clarify that controversial memo saying he believes the president can obstruction justice. >> we'll get to that later in the day, thank you, peter. meantime disturbing new details are emerging about the kidnapping ordeal survived by jayme closs and the murder of her parents. ron mott is in barron, wisconsin where the suspect appeared in court for the first time.

hey, ron, good morning. >> reporter: good morning, hoda. this is a very chilling read. this criminal complaint says jake patterson told them he not he had gotten away with homicide and kidnapping when he was not caught within the first two weeks of this tragedy. but because of jayme's daving escape this past week, jake patterson is behind bars this morning and could spend the rest of his life there. from. >> you are charged in count one -- >> reporter: dressed in an orange jail uniform, jake patterson sat attentively for his initial court appearance answering questions matter-of-factly. >> yes, sir. >> reporter: the 21-year-old now charged with killing james and denise closs and kidnapping their daughter holding her captive for nearly three months. a disturbing and graphic 12-page criminal complaint released hours before the hearing, alleging patterson told investigators during his arrest, i did it. later describing how he saw jayme boarding a school bus on his way to work one day. >> saw her and had made the decision at that point that he was going to take her. >> reporter: patterson allegedly

telling authorities he stopped by the closs home twice to carry out his plan but got cold feet. on the third try, he stormed in armed with a shotgun. according to the complaint, he shout james closs through the door and then found jayme and her mother denise huddled in a locked bathroom, embraced in a bear hug. jayme said patterson told her mom to tape jayme's mouth before killing denise, dragging jayme to the trunk of his car. patterson allegedly confessed he only learned jayme's name after the abduction. the complaint also stating that patterson made jayme hide under his bed and stacked totes and laundry bins around the bed with weights making it easy for him to tell if she tried to escape. these pictures reportedly showing the inside of the remote home where she was held captive. they have not been independently verified by nbc news or authenticated by authorities. despite alleged threats from patterson, the 13-year-old worked up the courage to escape last week, wearing patterson's shoes on the wrong feet, asking a woman walking her dog for

help. >> she said he killed my parents, i want to go home, help me. >> reporter: patterson faces possible life in prison if convicted. his father and brother attending the brief hearing. >> in addition to being supportive of him, his family is very heartbroken for jayme and for her family. his dad said to me that his heart hurts for them. >> kidnapping while armed. >> reporter: his bail set at $5 million. >> we're so grateful for jayme and her safe return. and now it is time for us to obtain justice for her and for her parents. >> reporter: officials say douglas county which is two counties north of here where jake patterson was living say additional charges could be filed in this case, that is based on information not yet publicly released. in the meantime, jake patterson remains in barron county in jail

bail set at $5 million. let's turn to sean henry, former executive assistant director of the fbi and current chief security officer. i mean when you read this 12 pages, it is so disturbing. wh >> you know when i read through the complaint, it's really the callousness of this premeditated crime. it reads like a horror script from a movie. and you have patterson allegedly in his own words talking about how he identified jayme as she was getting on a school bus and from that point on, the meticulous way he planned this vicious crime and there was nothing that was going to stop him from getting to her including murdering her parents. he shaved his head so he wouldn't leave dna behind. he wiped the gun. how he bought a mask. it was very met ticket meticulous and well planned out. >> he had even removed according to the papers the trunk device that allows a kidnapping vehicle to tim to get out. >> he's watched csi and other types of law enforcement shows. >> most criminals i guess don't go from zero to a horrible crime like this. so what do you think the odds are that he wasn't on somebody's radar at some point? >> we don't know what we don't

know. what type of activity he may have been engaged in. and that is exactly what investigators will be looking for. they will be looking for any type of electronic devices that they can go through, photographs on a phone, his internet search history. they'll be doing extensive investigation and interviews related to neighbors, people that he went to school with, and that sort of thing. >> you don't think this would be this guy's first crime, do you, in your experience? >> i think that in the course of this investigation, there are a lot more questions than answers. as they go through this, they will find actions or activities that he has been involved in, things he said, activity perhaps some trauma early on in his life that led him to this type of thing. >> still a lot of questions about what exactly his motive. you can speculate, but no one really knows why he did this. >> that's right. and there is a type of kidnapping called expressive where the actual taking of the victim is an end unto itself, where they look to dominate or put pressure on somebody, somehow victimize them. and that looks to be like what

happened here. there was no ransom demand. i think that as investigators go through this, there will be a lot more information that will come out through their review of evidence and as well as the interview of jayme. here's a young woman, a young girl, who has been traumatized. she saw her parents both murdered. and then she was held against her will for 88 days. i think investigators have very clear evidence about the alleged crimes. two murders, a kidnapping. they hold multiple life sentences. there may be other charges to come down the road, but at this point, i think they don't want to exploit the victim. they will continue their investigation and make a determination as this continues. >> sean, thank you very much. >> we appreciate it, sean. and another big story we'll be watching all week, that one-two punch of winter storms set to bring heavy snow and sleet and rain to a lot of the country. al is tracking this one and especially the timing. al, what can we expect? >> hey, guys, thanks so much and thanks for getting your first

weather from us. really two-thirds of the country storm free from the rockies to the atlantic. but we have about 3,000 miles from the east coast to this first storm, 4500 to the next. the first one will start big problems for our friends on the west coast. we'll continue to watch that. but here is number one storm, it we'll give you more on that coming up in the next half hour. but here is number one storm, it brings snow from chicago, cleveland on thursday, new york city early friday morning, and then moves out. it is a quick hitter. low impacts. thursday we're talking maybe 1 to 3 inches. as you get up into parts of northern new england, you may see a little bit more, 6 inches or more. but this second storm is the one we're really watching. it will cause more rain, more heavy showers from los angeles, snow moving into the rockies. then on friday, its energy transferred down into the central plains, potential for rain and snow. impacts for the central u.s. saturday, snow from chicago, cincinnati, into new york. right now it looks like it will stay to the north as far as new york and parts of the mid-atlantic. i-95 corridor snow to rain.

king claims his remarks were taken out of context. mitt romney is calling on king to resign from office. frightening dash cam video. it show es a toddler falling ou of a moving car. you can see a gray or silver car driving around a bend in the road. then suddenly, a toddler strapped to a car seat falls out of the vehicle. see it there? the car keeps driving. the man who was following the car jumps out of the vehicle, stops the traffic. he picks up the toddler who was uninjured, brings the baby to safety. the child's mom walked back to find the toddler. it was not properly fastened to the vehicle. authorities are looking into child endangerment charges. >> be a lesson. breaking news overnight. a frantic rescue operation in spain after a 2-year-old boy fell down a deep and narrow well there. we have been following this. good morning.

>> reporter: good morning to you. rescuers are calling this a complex operation. you can see why. that's the actual opening this little boy fell down. his parents say that they saw him disappear below ground sunday afternoon and immediately called for help. on this spanish hillside, rescuers are literally moving mountains to save a 2-year-old. digging a parallel well, hoping to reach him deep underground. he slipped down the narrow hole sunday while on a picnic with his parents. he screamed out as he fell. hasn't been heard since. his mother desperate for news. rescue cameras spotted his bag of candy 240 feet down, but not him. they couldn't move their gear any deeper. the operation delicate and dangerous because the well is just ten inches wide, too small for an adult. 330 feet deep. as deep as the statue of liberty

is tall. the walls may be unstable. local media reporting the well had been dug just a month ago and not been covered. we are reinforcing the tunnel where he is, the civil guard said, to protect him from mudslides. the fear now, that he may be stuck in sand and water at the bottom of the well. this morning with time against them, rescuers not losing hope, saying they won't give up until they find the boy. rescuers on the ground told nbc news this morning they have more than 100 people working on this. police, fire department officials and people from the private sector. local officials are actually reaching out to caterpillar in the u.s. hoping for special equipment to dig in and reach the boy. >> we hope we get to him. now to texas were a search is intensifying for a young mom

who vanished more than a week ago. kerry sanders is in texas near dallas with details. good morning. >> reporter: good morning. it's now ten days since anybody has seen emily. her mother and her ex-boyfriend, who is the father of their 7-year-old daughter, say it is unlike her to get up and simply disappear, which is why they now fear foul play. >> it just rips your heart out. i'm having a hard time. every day gets harder. >> reporter: this morning, a mother's heart is breaking. >> i'm scared i will never see her again alive. >> shirley living with her 38-year-old daughter emily in ennis when ten days ago, her daughter disappeared. emily, a waitress, reportedly went to a co-worker's for pizza and a movie. she hasn't been seen since. >> emily was last seen wearing a

them. 15,000 tsa officers working without paed. we also have so many air traffic controllers working without pay as well. and let's make the point about coast guard men and women. 43,000 of them right now working without pay. out on the ice in the water conducting rescues while their families back at home in many cases are also struggling and having to go to food banks set up on both the east and west coast. the tsa has been advising, if you're traveling today, get to your airport two hours early. they're advising three hours early in atlanta. again, things have improved. one last point. it is january. it's a tuesday, and the government is shut down here in washington. so the lines at reagan airport are really not a problem at all. but across the country, more tsa officers are expected to be calling in sick over the course of the next few days and weeks. guys, back to you.

>> all right, tom. thank you. officials have released new details in the kidnapping of wisconsin teenager jayme closs and they are disturbing and heart breaking. ron mott has been covering this story. he's in barron, wisconsin, where the suspect made his first court appearance yesterday. ron, good morning. >> reporter: good morning again, savannah. there are troubling details in this criminal complaint including how jake patterson targeted jayme closs for abduction in a rare chance encounter one day. patterson told them he was driving to work one day along the main drag through town highway 8 when he had to stop behind a school bus. he noticed a girl standing there, turns out to be jayme. she was boarding that bus and he decided then and there that that would be the girl he would take. the then according to the complaint hatched a plan. he made two dry runs at the house, was scared off each time before blasting his way into the closs family home back on october 15th with a shotgun on

his third attempt. the complaint talks about how he killed james closs at the front door. he had jayme's mom tape her mouth before he killed her. he then put her in the trunk and set off what became an intense search for this 13-year-old girl that ended when she made that daring escape from that home late last thursday afternoon. we're hearing from douglas county officials where jake patterson lived that he could face additional charges. >> all right. thank you very much. california's governor is calling on all sides to return to the bargaining table as the los angeles teachers' strike enters its second day. miguel almaguer has a look now at how schools and families are dealing with this walkout in this country's second largest school district. miguel, good morning. >> reporter: good morning. teachers are poised to stay out of the classroom once again while negotiations that have now lasted 21 months remain stalled with no agreement in sight.

joe fryer joins us. >> dna testing kits have become incredibly popular. they're best known for helping people learn about their ancestry and sometimes finding long lost relatives. some companies say this information can also help with diet and exercise, but many genetics experts warn the science is still in the early stages. >> for many a new year brings an old resolution, losing weight, and some wonder to fit into those jeans with a j, could the answer rest in your genes with a g. the consumer dna company 23 and me is teaming up with lark, maker of an app that offers health coaching. they can use genetic results to create personalized suggestions for diet, exercise, and sleep. >> one of the things you can learn is how your body responds to certain foods. we can tell you if you eat a high saturated fat diet some people are more likely to gain weight eating a lot of saturated fats. >> many genetics experts say when it comes to diet and

romances sometimes it's our personal relationships that need a good dusting and cleaning. how do you know when you should stay, when you should go, which friendships should be purged. dr. argie allen wilson is relationship therapist and counselor. we actually have some great viewer questions to get to. first you said there are some telltale characteristics you should look out for and that will tell you whether or not the friend is a keeper or not. >> yeah, if your friends are judgmental, if they're jealous. if they're untrustworthy or too selfish, those are signs that say you're going in the wrong direction. >> if you see some of those red flags, how much rope, slack do you give these people who might be negative influences? >> fool me once shame on you, fool me twice shame on me. if you've got those signs you need to be paying attention to those signs. >> are you advocating like a break up call with friends? >> i am. >> oh, i think that's -- >> today you just unfollow. >> it's a digital cleanup, too. >> you don't want to break up with people over text or social
