now. so far, no reports of injury or damage but we are getting descriptions of people along the peninsula. jerry from san leandro writing me on twitter saying it was a really quick jolt, felt like a car had run into the house. what a way to wake up now on a wednesday morning. we're following another breaking story for us this morning, a microclimate weather alert. the strongest storm so far this year coming. live look at emeryville and our doppler powered radar by storm ranger as kari continues to monitor for us. thanks for starting your morning here with "today in the bay." i'm marcus washington. >> and i'm laura garcia. let's take a look at the seismograph as well, we have it here in our nbc bay area studios. it gives you kind of a look at what the earthquake looked like, a little jolt there, can you see it there, looks like it's been moved a little bit. prepare for aftershocks, just in case, but it was a 3.7, centered in piedmont. it was felt along the peninsula as well.
5:01 am
piedmont in the east bay, along the calaveras fault this morning. doesn't sound like reports of damage or injuries but we're monitoring anything that's going on. thanks to the viewers writing on twitter and facebook. what a way to wake up. >> that's what the woman just said, an earthquake would wake me up when i only have a couple hours of sleep since i have to work early tomorrow. that's what a lot of people are experiencing. meteorologist kari hall is tracking all of this for us this morning. talk to us a little bit about this. >> any time that you think you feel some trembling, one good resource will be nbcbayarea.com/quakemap, and you'll be able to see the magnitude and also just make sure that you weren't just dreaming, especially this early in the morning. we'll continue to monitor that. we're also watching out for this rain that's continuing to move through the bay area on storm ranger. scattered showers especially for parts of the north bay and the peninsula as you get up and get ready to head out the door.
5:02 am
clo light rain is moving through. most of what we'll see is light, as this storm continues to move in. heavier rain will be on track to make it into the bay area later on this evening, as well as some high winds. mike, you were saying for b.a.r.t. the standard procedure is to check the lines. >> that's right, they have to stop the trains and they do a standard track inspection. first, they make sure the computer is okay and they run the trains throughout their route on a slower speed, manual speed, to make sure there are no problems with the tracks, and then get back to speed. that's why you may have a ten-minute delay, just generally reported system wide. keep that in mind for b.a.r.t., as a result and reaction to the quake. the weather may affect the transit systems as well, we're tracking that and the wet commute, a crash coming out of the maze, east 80 around the berkeley curve. breaking news overnight, a fire tears through a san francisco home. several people are hurt, even more are left without a place to live this morning. >> "today in the bay's" pete suratos live at the scene there. what can you tell us this
5:03 am
morning? >> reporter: good morning to you, marcus and laura. we're still here at san jose avenue. number of people are displaced. firefighter was apparently injured with minor injuries, but they have released and you can see here the building that was affected, two buildings affected but of course the main fire building and the cause is too early to tell you about it may have started in that garage area. let it's show you some video of the scene when it was much more active, obviously, this fire is under control at this point, but we know that the fire started roughly at about 12:20 a.m. and we're learning it was put out just over an hour later. that fire affecting two residential buildings in the area, displacing more than 20 people. the fire building had about nine people in it. the other building had roughly 11 people living inside of it. now, this fire was difficult to put out due to the contents,
5:04 am
where a lot of the material in the homes, the crews had to work around, but the crews were able to do one of those rescues residents behind a front door and another on the second floor. >> outstanding jobs by units on scene. engine 33 did a fantastic job. they got the aupt off toccupante second floor. conditions were black smoke puffing out of both floors. >> reporter: quite the rescue there, guys. look, we're showing you a live look at this building, following the fire. we know the other occupants were located and rescued safely from the backyard area. now, as far as injuries go, we know five were sent to the hospital, two are in critical condition at ucsf. still no word or too early to tell right now what caused the fire. as i mentioned a fire official mentioned they saw the origins of the fire look like it may have been in that garage area. of course, we'll provide updates as they come in.
5:05 am
we're live here in san francisco, pete suratos for "today in the bay." >> thank you, pete. 5:04 for you right now. back to our microclimate weather alert for you. our satellite radar, we want to get there, you have it, showing that powerful storm taking aim right here in the bay area, and it's not just bringing rain but the threat of flooding. "today in the bay's" bob redell is live near alameda creek in fremont with a look at the preparations under way. >> reporter: marcus, the national weather service declared a flash flood watch for the entire bay area, starting at 3:00 this afternoon, lasting until 11:00 tonight, which could have a major impact on waterways like alameda creek behind me in fremont's niles canyon. on the peninsula and in the south bay, water managers are keeping an eye on the llagas creek in morgan hill, the san franciscosiquito bridge as well. they're going to get soaked with runoff rain in this storm and
5:06 am
that could cause flooding. the anderson reservoir which it manages is only at 24% capacity, and even if today's storm dumps several inches of water, the waters down street are not at risk of flooding not like what we witnessed a number of years ago. >> next dry period could be around the corner, we could have more dry years ahead of us. >> reporter: weather models show this might be the last storm of january. the water district wants to see good rain totals so our region can catch up to the seasonal average. reporting live in fremont, bob redell, "today in the bay." >> bob, a lot of people have to get ready and think about what could come. we're also going to continue to track this storm. tomorrow, we are going on air early for you at 4:00 a.m., this is just to make sure that you are ready for that wet morning commute. and we want to see what the storm looks like for your neighborhood. make sure you send us your

photos and videos to isee@nbcbayarea.com or post it on social media, our social media pages there and make sure you tag @nbcbayarea. at capitol hill today marks day 26 of the partial government shutdown, the longest in u.s. history. still no end in sight for hundreds of thousands of federal workers receiving no pay. soon, they are set to miss a second paycheck. lawmakers from the house bipartisan problem solvers caucus met with the president. they were planning on meeting with the president today, but hopes aren't high following yesterday's debacle when the president bypassed democratic leaders' invited rank and file democrats to talk of all of them declined. >> this was supposed to be a bipartisan lunch and the sheer fact not a single democrat was able to show up is telling. >> i'll meet with him any time he wants. >> to mitigate the shutdown's impact, the white house is reportedly called back nearly 50,000 federal workers to resume
5:08 am
functions, including food inspections, overseeing airline safety, and processing tax refunds, but they're going to do it without pay. now, the city of san jose wants to keep travelers moving through mineta international airport by paying tsa workers paychecks. of course, they're furloughed as well. "today in the bay's" kris sanchez joins us live from sjc with what the city is proposing, because you have to keep the workers working but it's tough when they're not getting paid. kris? >> reporter: right, well, laura, the concern is that they might have to call in sick in order to make money in another way, so sam sam liccardo wants to pay their paychecks at mineta airport. the city will consider using aviation funds to offer short-term no-interest loans to tsa workers but also air traffic controllers and customs agents. tsa sick calls have gone from 3% to 14% since the shutdown started 26 days ago.
5:09 am
mayor sam liccardo says the city has a moral obligation to help workers who might otherwise have to ditch work in order to get paid. >> the longer this goes, the more they're going to be struggling and if they have to choose, they're going to need to drive for uber in order to feed their families, and we cannot put them in that position. >> san jose is so expensive to live, so i think it's incredible that the city helps out with that. >> reporter: so this isn't free money, of course. the no interest short term loans would be repaid back once these federal workers get their back pay when the government shutdown ends. this is, of course, not only an issue for travelers trying to get them through security but it's also a security issue, because the fewer tsa workers there are on the job, the more possible it is that somebody could make it through security with something they're not supposed to. at mineta, san jose, kris sanchez, "today in the bay" >> thank you, kris. en from. did you feel the earthquake,
5:10 am
see that dot there, it was centered in the east bay just about two miles north of piedmont. 3.7 earthquake hit about 4:42 this morning. we've been hearing from a lot of different viewers, they're saying they felt it in san francisco, along the peninsula, as well, described as a quick jolt, but certainly waking up a lot of people this morning. >> we've gotten a lot of tweets from people, this is from marissa. "you think after all the earthquake drills we've had growing up in the bay area we'd be ready, but every time i just lay in bed thinking, wow, an earthquake, and the rest of my siblings sleep through it." that's what a lot of people are saying, they felt it in redwood city, over in berkeley. >> meghan from the oakland hills says it woke her up this morning, "i was awake during the shaking." it was interesting to see all the different areas along burlingame, as you mentioned as well. >> right. >> thanks for writing us. >> if you have more, please tweet us this morning. right now we go to meteorologist kari hall.
5:11 am
you were talking about this earlier, this is the calaveras fault? >> this is the hayward fault, and yes, kind of messed up my graphics there, but this is the hayward fault that we look at for some of those earthquakes that happened in the piedmont hills area, and so we'll continue to monitor those tweets and who else felt it and hopefully there was no damage. as we start out this morning, we are seeing really soggy conditions, as we track the scattered showers moving through, as we track it all on storm ranger, here is what to expect as the stronger storm moves into the bay area today. we're looking at about one to four inches of rain, and elevated flood risk, especially for those small creeks and streams. wind speeds reaching about 16 miles per hour, and an isolated risk of some thunder as well for the surf, our waves will come up to about 15 to 25 feet, so dangerous along the coast. here is how it looks as we go throughout the day, with some scattered showers to start out, getting heavier for the north bay, but most of us won't see that heavy rain until later on this afternoon. so we'll talk more about the timing and mike, you're saying
5:12 am
make sure the windshield wipers are working. >> good condition, folks, because we already need them on this camera at the richmond side of the richmond-san rafael bridge. you can see the drops falling right now. light traffic but slicker conditions. visibility may be tough at times, as you see the radar activity, i borrowed that from kari's system. our systems are tied together traffic and weather. the weather is hitting through contra costa county. the walnut creek interchange no problems. number of smaller crashes reported, i'll leave them on the map there. smooth drive for the rest of the bay. we'll look at what's going on in the south bay coming up. back to you been >> thanks, mike. coming up here on "today in the bay," a look at this strange natural formation on the east coast. some are calling this an alien ship. that is not it. what it is, coming up next. you've seen people walking around youtube with the blindfolds, youtube says no more, no more dangerous pranks, when "today in the bay" continues. kari weather tease

5:18 am
experience severe emotional distress." i don't know if this is included in those, but have you seen the ones where the kids are walking on balconies or railings or smoke stacks, hundreds of feet in the air? i hope that is included, because i hate those videos and i hate that other -- >> scary. >> and that other kids are even thinking about that. >> exactly, the challenges are horrible, and can have deadly consequences. thank you, scott. we want to go back to breaking news to tell you about this morning of a 3.7 earthquake that hit in the east bay this morning. this was near the piedmont area there. we have not gotten any reports of major damage there, but certainly people have been able to field this. we've gotten reports from oakland, berkeley, emeryville as well as over on the peninsula there, redwood city and of course other cities in the area. this is the hayward fault. i want to take a look at that area where it's hitting in the

5:20 am
we'll be rolling a lot of water later, rowing. >> you see some of the heavier rain moving in this afternoon. we're starting out with the saturated ground. some parts of the bay area yesterday measured an inch of rain or more. as we see more rain falling, most of it light, it's just going to add on to the totals we'll see later on today. so as you step out this morning, make sure you're prepared with all of the rain gear. we are seeing some of the scattered showers that will continue for us, especially the north bay by 7:00 this morning. we go into later this morning, with some reds and some yellows here, indicating some heavier rain, and that is where we're mostly seeing it until about noon. the rest of the bay area will also see some scattered heavier showers moving in, into the afternoon to evening hours. this is when the winds will pick up, right in time for the evening commute, and then we'll also have the risk of some flash flooding. so we are under a high wind watch for all of our coastal areas and the hills, the valleys will be under a wind advisory, meaning that we could see the
