>> blizzard warning. a rarity in the sierra as snow keeps on falling as we speak. on early at 4:00 a.m., nu in fact, just to try to get you ready for the morning commute. there was so much rain, we knew there could be a lot of damage out there. i'm laura garcia. >> i'm marcus washington. first i want to talk about the rain. is it gone? >> it's not gone and we still have residual effects because of that rain. i'm still tracking some flooding and the flood warning that has been extended in sonoma county until 8:15. any areas from petaluma to sebastopol, if you live near a creek or petaluma river, keep an eye on water levels. it will possibly rise offense the next couple of hours. then as we look at the bigger picture, still tracking rain. m

rain moving in. also one little cell moving through concord right now. that's going to make the roads wet. thet pt of the storm has passed us and we are also going to see a chance of some lightning. those winds were a beast. wind speeds and rainfall totals in a few minutes. mike, you're starting out with a delay on mass transit. >> i am. we're continuing with the slowdown we talked about. out of the west oakland station, mechanical problems cleared on the tracks. over to antioch, dublin, pleasanton, those are the lines that may be affected. no weather delays, that includes frereries and trains out of the capital corridor. nice drive on the roadways, out. small patches of standing water outh of there, a lot of activity in the santa cruz mountains. i'm going to hand that whole

thing off to you guys. that heavy rain slammed santa cruz mountains. a lot of road closures. >> "today in the bay" kris sanchez joining us live in los gatos with the latest there. kris. >> reporter: hi there, marcus and laura. sapt cruz road, a big work around is closed because of the downed trees and power lines. the biggest problems for commuters in the area is going to be this. this is a mudslide that came down across highway 35 in both directions just west of summit road. this was just after 1:00 this morning. the chp estimates it's going to be shut down until at least 9:00 this morning. so potentially longer. there are no reports of injury at that location at this point. that's one chokehold. the other one is here, highway 17, that was still impacted in the southbound direction after a mudslide came down there right around the midnight hour. it happened between los gatos and bear creek road just after

midnight. crews were still working on it when we passed by. we are trying to get more information from the chp computer assistedthing. so before bear creek road was shut down this morning, two commuters did come down separately, and they told us it was like a war zone. we're going to let you hear coming up at 6:30. kris sanchez, "today in the bay" purchase can be dangerous out there. thank you. more video out of the santa cruz mountains. this from one of our photographers. just shot pictures of large trees down around the mountains and summit road just west of highway 17. in fact, when our photographer was there, there were sparks flying as pg&e working on downed power lines. if you're headed to santa cruz mountains, of course, take your time and be extra cautious. now even though most of the rain has moved on, flooding also remains a concern among other issues. >> "today in the bay's" bob redell is in concord for us this

morning. just moved to danville. bob, talk to us about what's happening there. >> well, you see behind me, marcus and laura, there's a minor mud side, on the left side of your screen you can't see it, that's southbound 680. there was so much rain, some of this mud came down the embankment onto the road here. this section of the road is shut down. the good thing is, no one was hurt. this did not go on anyone's property. just a minor inconvenience people like to travel locally. i want to show you video. this is around 1:00 this morning. this is up in concord. flooding along port chicago highway in front of concord naval weapons station. that's because mount diablo creek flooded. it was shut down for sometime. flooding only 2 to 3". we were up there early and the road is back open and floodwaters had receded. some other video from pleasant hill north of where we are now, astrid avenue. again, local waterway inundated

with rain and flooded the road. we're not talking about anything where property was damaged. the fact back out here live, contra costa county. that means contra costa county fared pretty well given t menti damage, no one hurt. reporting live in danville, "today in the bay." >> thanks. we're also watching creeks. this is a live look at san anselmo in the north bay. watching this closely. it's a hot spot for flooding. business in san anselmo, it's a routine to get the sandbags out. good news, there weren't any problems. good for businesses and people that shop down there. in the years past we've seen it flood, really high. >> really high but usually that happens later in the season. we are still fairly early in the season. even with that amount of rain, we are seeing it going down. there are still some areas we

must watch over the next few russian river in geyserville,k. the river still under a flood watch until about 8:15. look how much rain we've gotten san anselmo, 3" and still not flooding. pretty good. elsewhere we've seen anywhere from 1 to even 5" of rain in the santa cruz mountains. we'll talk more about those rainfall totals and what's ahead as we still may see rain coming through coming up in a few minutes. looking forward to that. pg&e crews making good headway and bringing areas back online after having power knocked out during the storm. at one point there were more than 80,000 bay area outages. right now one-third of a peak overnight number. this morning the government shut down impasse in washington, d.c., is hitting a new level with a fight over the state of the union address. today marks 27.

>> right now more than 800,000 federal employees without pay. blayne alexander in washington with concerns house speaker nancy pelosi is raising. blayne. >> she sent a letter, because of government shutdowns, there are security concerns when securing something of that magnitude because a number of people are furloughed or not working at all. unless it's over by the end of the week, the president should postpone his address until the shutdown ends or submit it by paper in writing. homeland security kirstjen nielsen is pushing back seeing dhs and secret service stand ready and perfectly capable to secure the state of the union as planned. she said he will have a venue

everywhere on planet earth played fortnite. it made $2 billion on a free game off that. >> that's an amazing amount of money for that. >> taking it to the next level. thanks, guys. happening now driving conditions in the sierra difficult at best. as kari mentioned, the area around tahoe dealing with blizzard-like conditions. live look at 880 in kingville. we've seen cars go through but very slow going. we'll get to that in just a little bit. first i want to mention we do have breaking news right now. another earthquake hitting the bay area. a 3.5. take a look at our seismograph right now. it was felt in pleasant hill. kind of a slight jolt for folks out there. 3.5 following an earthquake they had just yesterday morning at 4:45 or so in the morning up near berkeley in the piedmont area there. so no reports of damage or injuries so far.

look at the snow bank i'm standing on here. they have been digging out for days. they are running out of places to put the snow as they continue to pile it up. over at the lodge, these cars here have been dug out. on the other side, cars like big marshmallows. they are completely buried in snow. do n donor pass road, starting to get that tunnel effect, which is what we expect in the sierra. kpilt i-80 to donner pass road, the exit feels like a tunnel across the road there. this is what we expect in the sierra. after a few dry years, this seems lying an anomaly. this is how it should be. i'm glad to hear the storms will get colder. the snow lines should drop down and that should make nice powder for skiing and snowboarding. certainly we've got the base we needed. if you're headed to the sierra, cisco grove, pretty high up,

the mobile doppler radar showing more rain coming in. we have a little bit of a break during the overnight hours. now starting to roll right back into marin county. some of those areas that racked up over 3" of rain, that extends across richmond, san rafael bridge over to richmond and el sobrante that measured 2" of rain. tri-valley, dublin, pleasanton getting in on some more of those showers. that's moving over toward livermore. we have a chance of rain. you don't want to walk out the door without the of tt southern california. atmospheric river now targeting still some lightning strikes in the center of the storm very close to the baytheday. north bay and santa cruz mountains. that could also move into the south bay, east bay. it's going to be very scattered. then we start to see this activity winding down tonight. let's check out those wind gusts. this is the reason why. if you had a wind gust at 98

miles per hour, things were really rocking in novato around that area. for mount saint helena, 86 miles per hour gust. sunol grade 68. even at the airport in san francisco, 61 miles per hour gust this. san jose, 44 miles per hour gust. even though we are seeing the brunt of the storm moving through, and it's moving out of the bay area, martinez you're going to have rain chances and breezy winds later on this morning. as we go through the rest of the forecast, our rain chances go down. saturday is looking much better. a quick moving system will bring us additional rain on sunday. mike, you had that quake follow-up. >> that's right. earlier quake we reported. have that plague tmagnitude. remind me in my ear. when it was felt by bart system, began that protocol yesterday. bart advising possibility of 15-minute delay, a system check and run trains a little slower

here we go again. breaking news on this thursday morning. another earthquake. 3.5 quake centered near piedmont. this is a live look at our seismograph. you can see that little blip where it happened this morning. >> it happened at 6:11 centered in piedmont. this after the earthquake yesterday, a 3.4 in piedmont.

right there along the hayward fault. we've been talking about that fault for a while. you can see on the map where that fault lies and runs along foothills of east bay hills. experts say it's the biggest threat to bay area. we talk about it all the time. what makes it so dangerous, it runs under heavily populated cities. the last major earthquake occurred, get this, 1860s, destroyed downtown hayward. something to be mindful of. >> we asked you to write us on social media. thank you so much. lots of people feel it from alameda to walnut creek, san francisco, pleasant hill. a small, quick jolt waking up a lot of people. someone saying did we just have one or did i have a nightmare. no, we had one. maybe you had a nightmare as

following that, then the quake. the second one, second day in a row in the piedmont area. 3.5 quake is what we're talking about. bart reported we did feel it through the system. they began their earthquake protocol as well. there may ab 15-minute delay. they run it slower through the areas to make sure no track damage. no shifts or anything hurrica h. we're starting to see the commute build for the south bay and san mateo bridge. >> we'll continue to follow that. also talk about microclimate weather all right with all that rain. storm leading to mudslides, also bringing trees down. >> "today in the bay" kris sanchez live near highway 17 with the latest there. kris. >> reporter: hi there, marcus

and laura. it's a good thing highway 17 is mostly clear. a lot of backroads like bear creek behind me are a mess of trees and power lines down and even pipout wipeouts for the r. the big thing is this mudslide this shut down highway 35 in both directions south of summit road after 1:00 this morning. the chp estimates it's going to be shut down until at bear creek shut down because of trees across the roadway along with power lines. we talked with riders who made it there before the road was closed. they say it was really scary. >> it's a war zone on bear creek road. for those of us who use it as an artery between here and highway 17, it's not advisable for anybody to drive. >> you can round the corner. before you know it, at least half the road is washed away, so

you have to try to divert. there's downed power lines, trees, rocks, mud and just debris covering the roads. >> as we made our way here to highway 17 this morning, crews were still clearing this mudslide on the freeway just south of los gatos. it came down around midnight. give you an idea how long that cleanup takes. we just saw caltrans crews heading up bear creek road with bulldozers, a sweeper and scrapers. so hopefully that cleanup won't take too long and the roadway will get back to normal. again, the whole roadway is shut down so that cleanup is going it take a minute or so at least. near highway 17, kris sanchez, "today in the bay.." thanks so much, kris. bringing areas back online after having power knocked out during the storm. at one point overnight there were more than 80,000 bay area

outages. look now they brought it down to 28,500, a third of that number. >> crews working hard to restore power to thousands of people. >> thom jensen live in san rafael with more. thom. >> reporter: you guys, this is a good example. this rain started coming down again. it was a combination of the rain and high winds that caused a lot of damage like this that knocked out power. this tree with saturated soils in the high winds came crashing down. neighbors telling us this morning at 9:30 last nigh in mi though it's been down so long, pg&e crews out here even just minutes ago telling us notre t think the line could be active. still waiting for crews to get out here. they have been very busy around this entire area making repairs. even a larger tree with the top

of it knocked off just down the street about 50 yards from here just missing a power line. another example of how bad it is out here. they have been doing a lot of work. as you said, 80,000 without power last night. now down to 28,500. 13,000 of those, almost half of them, in the north bay, 7,000 plus on the peninsula and 6,000 still without power in the south bay. another 1900 in the east bay. as we responded to power outages roere gh not only were their trees down and trees down on roads, lots of limbs down on roads. as you get up, go to work or school this morning, be careful out there. there are a lot of limbs, branches and maybe even power lines on the roads we just don't know about yet. we're live in san rafael, thom jensen, "today in the bay." >> it's dark. you don't want to come up on

we've been monitoring social media. everybody in the bay area talking about the earthquake. what a way to wake up. getting reports from alameda, walnut creek, pleasant hill, castro valley, also in albany this morning. in fact, one of our "today in the bay" viewers, julie, is joining us by phone to tell us what she felt this morning. are you there? >> hi, i'm here. >> tell me, did it wake you up? were you already awake? what did you feel? >> i'm embarrassed. i was snoozing the alarm. i felt a big jolt. i wondered if it was a big truck driving by or what it was. >> then you realized it was an earthquake. >> yes. i realized it was another earthquake. like you guys said, it's a good reminder to be ready. >> did you happen to feel yesterday's, julie? >> i did not feel yesterday's. they were talking about it from work. we have a woman from ohio who

had never felt an earthquake, in the office. she was shook. >> living in the bay area you've felt an earthquake or a jolt before. what do you do after you hear it -- >> feel it. >> feel it. what do you do next? >> i usually run up to my boys' room and see if they are okay. they are so old now, i don't have to see about them. >> that's a good mom. >> you i believely go to a doorway. that's kind of what i've always been taught, just to run to a doorway. >> it's a big one we're waiting for right there on the hayward fault. we're trying not to alarm people. we have talked about it for years now that we're really overdue. julie, you were around for the '89 quake? >> yes, i was. >> great comparison there. no comparison 3.4, 3.5, bay area. >> at the time, it seemed to go on forever. this one was in a second seemed

'89 seemed to go on for minutes. it was only seconds. >> any damage at your home this morning? >> no, nothing. i looked around. it was nothing. we're all good. >> okay. it's good to note you're all right there. julie, thanks so much for talking to us this morning. stay safe. hopefully no more wakups in the middle of the night. 3.5 earthquake at 6:11 this morning hitting the bay area this morning. you see the map centered in the piedmont area that runs along the hayward fault. a little alarming to people because yesterday mompk rning a 4:44 we had a 3.4 -- >> 3.7. >> it came in at 3.7 and was downgraded to that. keeping an eye on the bay area and a good lesson to be prepared. >> a reminder for all of us. we see this happen every day and we know the last one happened in the 1860s.

people saying it could be the big one. be prepared there. >> winds are gusting and still dealing with -- >> that's the thing. we're coming off a big storm where there were so many noises and trees down. >> we've had a lot of issues in the past 24 hours across the bay area. so yeah, it still stays busy. we're going to continue to track all of your comments on social media about that. how about the storm. look how much rain we measured the past 24 hours in santa cruz mountains, 2 to 5" of rain. over towards el sobrante we had 2", san north bay, 3", san francisco an inch and a half. palo alto an inch and a quarter, a little more than that. and we had an inch and a quarter in san jose. as we look at some more of those rainfall totals, oakland hills an inch and a half there, morgan hill, pacifica, measuring decent rainfall totals. take a look at these towns with

naacp measuring 2" of rain. those winds were also unbelievable strong. 98 miles per hour gusts at big rock ridge in marin county near novato and moving over toward mount saint helena, 86 miles per hour gusts, sunol grade, 68. san francisco airport 61 mile an hour and san jose airport 44. we do have breezy winds, scattered showers moving in. a closer look at storm ranger shows another round of heavy rain has moved in ir from san rafael extending to the bridge, richmond, and also martinez moving toward concord in the next fewe track the system. the focus of that atmospheric river has now moved into southern california. we're still getting someft o energy near the center of that storm just to the north of us. don't put down the umbrella just yet. we still will have rain chances throughout the day off and on. most of it will be farther to

the north. as we go into the night, we'll start to see things winding down. we could measure a tenth of an inch for most of the bay area. it could be higher. another half inch possible for the north bay. then for the weekend, we're going to get a chance to dry out. a little sunshine, highs in the low 60s on saturday. another quick moving system will bring some rain on sunday. heading over to mike, do you have an update from bart? >> i do. we talk about earthquake protocol, they slow the trains to make sure the track is okay. track inspection sounds like it's complete with no problems reported. a mode. they did warn us they may have a 20 minute delay for a couple of trains. after that 3.5 quake we're talking about, the second one in two days, the same area around the piedmont hills so we're watching. no weather related delays for slowing the trains, the buses are moving just fine. we're looking over at the rest

of the bay, dealing with wet roads, damp roads. santa cruz, wet, trees down. off summit road, sanborn, watch those area. familiar here, a mudslide. the road index showed you slicker conditions. the speed sensors show you mild slowing through wall net creek as well as east shore. bay bridge, fasttrack lanes backed up but it's a smooth drive through the lower the speeds. back do you have. >> good advice. thanks so much, mike. happening now, the partial government shutdown may be making robocalls worse. there's no one in washington to administer the country's anti-robocall rules. and there's no one to warn americans about possible scams that involve those calls. to make matters worse, if you want to add your number to the no call list or make sure the number is on the list, you're out of luck.

in this case a tree fell into power lines on irwin state michigan avenue knocking out power in the surrounding areas. at the same time pg&e crews are making good headway bringing neighborhoods without power back online. at one point overnight, there were more than 80,000 in the bay area. a third of that, the peak from overnight. >> the storm with deep flooding in concord, video overnight, port chicago highway near formal naval weapons station is now clear and again open to traffic. >> this morning the damage is piling up in santa cruz mountains there. the storm leading to mudslides and also bringing down trees. bear creek road and a work is shut down because of the trees and power lines in the roadway. the biggest problem will be the mudslide that shut down highway 35 in both directions west of summit road. chp estimates the road will be closed until about 9:00. it's the big one covering the
