police shot by officers outside of the home in stockton. the shooting happened late last night, and stockson police say they got a tip from san jose police about the felon wanted for kidnapping and carjacking. during the confrontation police say the suspect pulled a gun, when officers fired. the suspect is said to be in critical condition. it is now day 28 of the longest government shutdown in american history. tensions only getting higher between the president, top democrat in the u.s. house nancy pelosi. "today in the bay's" scott mcfarland is live in washington, d.c., where so far there's been no end in sight. >> this is what a stalemate looks like. congress is returning home this morning for the long weekend, and in the meantime, many workers, federal workers are ordered to return to their jobs, but without pay. three-quarters of a million federal workers start the day without the promise of a

paycheck and the leaders who could put them back to work started the day without plans to negotiate. president trump has no meetings scheduled with members of congress and blames the top democrat in the house. >> while many democrats in the house and senate would like to make a deal, speaker pelosi will not let them negotiate. >> reporter: the president grounded today's overseas trip by the speaker and top democrats which included a secret visit with troops in afghanistan. in a letter he wrote "i am sorry to inform you that your trip to brussels, egypt and afghanistan has been postponed." >> we think this is a completely inappropriate action, this is obviously an action directed at the speaker and we think as far as we can tell, this has never happened in the congressional history. >> reporter: the white house says the president is scrapping his own trip to davos for the world economic forum citing the shutdown. throughout the nation, air traffic controllers and tsa officers are toay tsa is import

protest on the field in mountain view. in a few short hours, teachers will be protesting in the east bay, holding a one-day strike. teachers from several oakland schools, including skyline high, oakland tech and fremont high, will hold a sick-out this morning. the teachers say they are striking for livable and competitive wages to keep teachers from leaving the bay area, and also for smaller class sizes to benefit those students. we spoke with a teacher at skyline who says that she understands the impact this could have on students but he believes that everyone will benefit. >> i would love things to be fixed. i would love for us to, you know, approach education and our students with the best intentions and with a vision that knows you need to invest money in your teachers and your students if you want it to do well. >> now here is a portion of a statement from oakland unified school district suped kyla

"we want to know that everyone on the board of education and in districtde paid more than they currently are." at 8:00 this morning, before marching down to oakland district building, they plan to hold a rally at the location until 1:30. east bay teachers are not alone. today marks day five of an ongoing strike in los angeles, the nation's second largest school district. teachers there walking the picket lines again today. contract negotiations are ongoing with no word on whether either side provided a new officer. the educators are asking for be pa smaller classes and more support staff. a new legal setback for pg&e in a criminal case tied to recent deadly wildfires. a judge has ruled uninsulated wiring may be linked to major fires in 2017 and 2018,

including in butte county. that mismanaged equipment may violate the terms set down by a criminal probation settlement tied to the 2010 san bruno explosion. pg&e recently announcing plans to file for bankruptcy. it's not clear if this will affect pending lawsuits. also this morning, there's growing concern about long-term housing for hundreds of butte county fire victims, about 600 people are still being sheltered at silver dollar fairgrounds in chico. that shelter is supposed to close by the end of the month. the red cross now trying to help find those people other housing. happening now, the sierra is getting a lot of freshe prepare. those chains are required along interstate 80, once you hit the blue canyon. now, the recent storm created whiteout conditions along interstate 08 and highway 50 in the sierra. caltrans has been working overtime to clear those roads

and looking at a great drive across the san mateo bridge, not as much wind as yesterday, not as much traffic as yesterday, but we will track the changes for you coming up. and good morning to you. a very happy friday. it's day 28 of the shutdown. irs flees have to go back to work today without pay. netflix reported profits showing lots of growth. elizabeth warren wants san francisco's wells fargo banned from college campuses, after the government study shows wells fargo charges students more money than any other bank, actually more money than any other bank in the study and there were 573 other banks. big story though, the layoffs at tesla. the company announced earlier this morning it would lay off 7% of its workers to cut costs. elon musk says "there's a very difficult road ahead." shares in tesla under severe pressure this morning. the company says it will hope that the cost of savings on that

will let it make the tesla model 3 for cheaper, so the called low-cost model, which so far is not very low cost. part of the problem with tesla is its tendency to spend money on things other than making the model 3. last week, elon musk announced he would build a new factory in china, despite analysts and reporters are fretting about where exactly this money is going to come from. speaking of china, the "wall street journal" says the white house is thinking about dropping tariffs against china in order to spark the stock market. others say it's just a trial balloon incentive to distract the media from the latest blockbusters out of washington. marcus and laura, a little trivia on our friday. i was working on our television show "press:here" this week and looking up in our archives. >> we're not going to take a look back or something? >> i am, but here's why! listen to this, discovered completely out of random, yesterday i figured this out. >> um-hum.

>> the sugar rush. >> all right, well look, if you don't want your kids to be stuck inside with the sugar rush, take them out today while you can, while we catch a break from the rain. get all that energy out after being stuck inside for so many days because of the storm. right now in san jose, it's 51 degrees. the wind speeds are calm and we're still seeing some light scattered showers out there. san francisco 53 degrees. the wind speeds are nice and calm. i do want t you satellite radar, because you can see we've still got plenty of activity, but a lot of the storm now centered off to the north, and we're watching out for an incoming system a weaker one for tomorrow morning and sunday. let's show you what areas are seeing light showers right now. a majority of the rain off through ukiah. you might watch a couple areas of drizzle especially for san francisco, napa and santa rosa, in through the afternoon. as far as your microclimate highs for today, we'll be topping out into the 60s. 63 degrees for oakland. 67 for san jose, and that high

surf warning will also remain in place until 5:00 p.m., talking about dangerous wave heights, possibly 45-foot waves as we head into the afternoon. another thing i'm also monitoring very closely are the conditions in the sierra, squawk creek-lake tahoe very calm. it is a break in the window in terms of the next amount of snowfall we're tracking, saturday night into sunday, talking about additional accumulations. look out as you head up through the weekend, i would not suggest traveling up there, they've got some avalanche warnings posted as you drive up there, so look out for that. as we head in toward the next seven days, temperatures will remain in the 50s. the winds will kick up on sunday along with those king tides and we're expecting very high tides as we head in towards monday. inland areas also expect to see a slight chance of rain early saturday morning but again it looks like that initial saturday system is mainly going to be sticking off to the north. sunday is when we see our best chance of seeing more widespread

rain make its return to the bay area. mike, i know the roads are slightly, slightly light in rain. >> a little bit of rain in the north bay, vianey, so that's the good note. we may have some slicker roadways. not hearing about problems or flooding. the mudslides have cleared. the trees and the wires down are much calmer today, so we don't have that kind of problem, but we have this one crash west 580 at hacienda on the shoulder, flashing lights. that's what you'll see approaching the dublin interchange and that's about it for this big view of the bay. as we zoom toward contra county coming from the north bay and over here from antioch, no slowing for highway 4, walnut creek, bay bridge. just a little slowing starting for the folks getting over there. we'll show that in a second. no delays reported for any of the mass transit agencies, including your longer rides, capitol corridor and ace train moving nicely. looking at the bay bridge toll he we are nowow it's going to b the incline, that's it so far. erinlights just yet and a little farther to the north the same westbound route over from richmond to san rafael. look how much lighter and darker

thousands of people will rally in washington, d-c for the happening today, thousands of people will rally in washington, d.c., for the annual march for life rally. the crowd will gather at the national mall around noon and march to the u.s. supreme court building. pro-life group is calling on lawmakers to end abortions. the day will feature a series of events and speeches from both o. thousands more children than previously first thought were separated from their parents at the southern border, before the zero tolerance policy. now that's according to a new government report. it found that the total number of children separated from a parent or guardian by immigration authorities is unknown. the government has previously identified more than 2,700 children in its care. happening today, a hayward man found guilty with two counts of attempted murder will receive his sentence. cesar valdez shots atwo sfrafr

police officers in 2017 in the castro. one of the officer was hit by bullets. the nine-year veteran was able to fully recover after spending three weeks in the hospital. 5:24 right now. new details in the family of a man who was shot to death while camping at malibu creek state park is failing a lawsuit against the l.a. county sheriff's department. the $90 million lawsuit accuses the department of failing to warn the public about several h before. 35-year-old tristan butreau was killed while camping with his two young daughters. they were not hurt. the vying rant wagu vagrant who surrounding area is facing charges. homes are evacuated in the hollywood hills due to mudslide dangers. when firefighters responded to one of the homes they found a lot of unstable soil. geologists were called in to

assess the soil sliding near a home. the slide caused minor damage to a fence and swimming pool. a 3.4 magnitude earthquake rattles southern california, it was centered about four miles out of fondo, south of palm springs. people reported feeling the quake, however, there's no reports of any damage. when it comes to being protected from the big one, california still has work to do. that's the takeaway from a new report, timed with the 25th anniversary of the north ridge earthquake that killed nearly 60 people. the "l.a. times" reports that the usgs projects the catastrophic damage from a 7.8 quake on san andreas fault including 1800 deaths, 1500 buildings destroyed and $200 billion in damage. they added vulnerable structures can be found up and down the west coast. happening today, the bay

5:30 for you. thank you for beginning your morning here with us on "today in the bay." i'm marcus washington. >> and i'm laura garcia. let's get a look at the forecast. a really nice start to our morning. >> definitely. look at the temperatures. it's not cold out there. a little chilly in santa rosa, 47 degrees as you head out the door. 56 in san francisco. 49 in palo alto, and 51 degrees in through san jose. now, the temperature trend by the afternoon will eventually climb into some upper 50s and low 60s, and today, we're going to get partial clearing. there will be moments where you see peeks of sunshine but we'll keep some of that cloud cover along with a chance of those scattered showers, at least through the next couple of hours, but mainly a lot of that moisture will be far off to the north bay, so santa rosa, napa, far off into ukiah, has the best chance of seeing continuous rain through the afternoon, and the least the south bay, as we head into tonight, but how are those roads doing, mike? >> vianey, they're going great and much better conditions than yesterday, but we have the backup at the bay bridge toll

plaza the last few minutes have seen a lot more traffic kind of stacking up here approaching the incline, where things are slow, but a smooth drive in general across and to the area, in fact, no problems through contra costa county, or for the north bay. south bay and south county all moving nicely. we do have an issue, the san mateo bridge westbound is your commute, it's going up a bit and i'm watching for signs of slowing because there is a crash reported around the high-rise. we'll track this live shot and i'll get another word from chp. happening today a final farewell for a rookie davis police officer gunned down on the job. s syt and killed last week. >> "today in the bay's" bob redell is live in davis where thousand also gather. this is something that touched so many people across the country. >> reporter: and that's why it will be over 6,000 police officers and deputies from not only our area, from northern

california, but from across the country here at today's public memorial service at the uc davis art pavilion behind me to pay respects for the city of davis police officer, natalie corona. she was just 22 years old, a rookie with the police departments, just weeks on the job, when she was shot and killed a week ago last night. her father, who himself had been a sheriff's deputy, told us she had wanted to be in law enforcement ever since she was a little girl. officer corona was responding to a traffic accident when a man rode up to the scene on a bicycle, shot her in the neck, and then more times after she fell to the ground. the shooter, kevin douglas limbaugh, he shot and killed himself after a short standoff with law enforcement at his home, not far from where he shot officer corona. police don't believe limbaugh or knew orco specina. he left a note accusing police of bombarding him with officer her mother, father and three younger sisters. as i mentioned, this is a public

the most year over year by nearly 20%. there were 46 homicides in 2018, ten fewer than the year prior. as for the drop in car break-ins, chief bill scott credits more officers on the street. in fremont a woman became the third robbery victim in just 11 days outside of a popular shopping center. it happened monday afternoon at the fremont hub near fremont boulevard and argonaut way. the suspect attacked the woman with a metal pipe and then took off with her purse. she had cuts on her hand and head but is expected to be okay. officers are still searching for that suspect. police say ten other robberies have happened outside of that new for you this morning, levi's stadium isn't quite the cash machine the 49ers were banking on, but it's the city o clara's fault. >> "today in the bay's" kris sanchez joins us live from santa clara this morning. a lot of fingerhere, kris. marcus, the 49ers season was a snooze for sure, but the team is blaming the city of santa

clara's early curfew for that dip in revenue. as you may know, the city of santa clara requires any show, concert or festival be shut down by 10:00 on weekdays and 11:00 on friday and saturday nights. as nbc bay area has reported that didn't happen when u2 came to town in 2017, coldplay played past lights out that year as did beyonce in 2016. ed sheeran ditched his levi's stadium stop canceling his concert over the curfew. the 49ers which manage levi's stadium say that is costing them big. "the mercury news" reports the n non-nfl revenue instead of $5 million they've seen in past years. mayor lisa gilmore said in a statement "we are going to hold the 49ers to the rules they agreed to when stadium opened in 2014. we can have successful concerts at the stadium on weekdays and weekends and allow for people in

"today in the bay's" kira klapper joins us with what you need to know, as you sign up. good morning, kira. >> good morning, laura and marcus. as you said, the deadline to sign up for health care coverage under covered california is midnight tonight. it was extended earlier this week. the change was made after a surge of interest that saw more than 15,000 customers sign up and select a plan just on monday of according to the agency, the majority of the uninsured californians who are eligible for financial help either do not know, or mistakenly think they don't qualify. you can find out if you're eligible for financial help and see which plans are available to you by going to covered california's website. you just need to enter your zip code, your household income and the ages of the people who need coverage using the compare tool californians may qualify for the low cost or the no cost medi-cal

killed by police officers in pittsburgh has a civil claim. the shooting happened 12 months ago. the suspect terry eamons was shot and killed in his car in a nations parking lot. officers claimed they believed he was reaching for a gun seen in his center console. the sferpz were never charged. according to "the east bay times" the family is filing a wrongful death lawsuit. the shutdown is taking a toll on the fire fight that hasn't even started yet. piles of dead trees are left unattended and federal forests to thin fire-prone forests isn't happening. the winter months are critical for fire managers who use the break to prepare for the next onslaught of flames. another blockbuster accusation against the president this morning. >> scott mcgrew, one of the most serious the president ever faced. >> it is, and i'll get to the details but first, let me say these allegations were first raised by buzzfeed.
