dangerous mix of rain, ice, and snow that's expected to impact millions. >> a powerful and deadly winter storm that started in california, has been working its way across the country hitting the northeast overnight. that storm and another one right behind it could dump more than a foot of snow in parts of the eastern seaboard this weekend. this morning authorities are preparing for that double dose of winter weather, the first flurries already falling in some areas including northern new jersey. but it's that second storm set to hit the east coast saturday night that is causing concern among officials. >> assume it could be something serious, saturday, sunday assume like an actual blizzard. >> in new york city, nearly 700 salt spreaders are being readied with 1,000 plows set to keep the roads clear statewide. nearly half a million tons of salt on hand. authorities across the northeast are urging caution. >> as always, it is a good time for residents to ensure that they are prepared for a snowstorm.

>> reporter: many residents are already stroking up on snow essentials. >> i'm shopping for a new shovel and salt and just getting prepped for the storm this weekend. >> you never know with these type of storms what's going to happen. you know? they tell you one thing, and you get something else. >> reporter: in addition to snow, an expected temperature drop on sunday night, coupled with the snow already on the ground is expected to cause what's known as a flash freeze, creating dangerous travel conditions. >> they're predicting like an arctic blast. if anything does come in and we get rain or any precipitation with that cold weather, you have to be on top of it. >> reporter: there are slippery spots here in new york city. while things are winding down, for the moment, of course the worst of the weather is ahead of us. craig and savannah? >> thank you. dylan is in for al this morning tracking what you can expect today and this weekend. what are we looking at? >> we've got a lot to talk about. we've got 1,500 miles worth of winter weather advisories. we have winter storm warnings, advisories, we have winter storm watches.

no blizzard warnings posted yet, and it doesn't look like wind is going to be a big factor with this storm, but it's the snow and the ice potential. right now the snow that we're seeing across the northeast, this is just going to create a dusting to an inch, maybe up to two inches back towards erie, pennsylvania. this has nothing to do with the bigger system that's developing back through the northern plains. you can see the heavier snow is falling across south dakota. this is what's going to make a mess of the weekend. as we go through today, the storm is still gathering itself. we are still going to see some of that heavier snow work into iowa. as we go into tomorrow, that rain/snow line crosses right through st. louis. north of that line we're looking at heavy snow for northern missouri, northern illinois and even central indiana. then as we go into sunday, it's going to continue through the northeast, but right over new york city into southern new england, that's where that rain/snow line sets up. where we do have that ice, if it falls as freezing rain, that's what sticks to the trees and the power lines, and that could lead to significant power outages.

as for snow, not that much back towards the midwest. we're looking at two to six inches. it's reallily across the interior northeast, central and northern new england where we could seizely see a foot to foot and a half of snow, perhaps up to two feet in some areas. lesser amounts as you get closer to the coast, and that's because of that icing that's possible. we could see perhaps up to a half an inch of ice. that's why power outages could be very significant, especially when you consider how cold it's going to be on monday. if you're without power that could lead to further dangers. savannah? >> thank you. we are going to have the latest on the storms throughout the morning. now to this new bomb shell report about the mueller investigation. michael cohen, the president's long-time lawyer reportedly has told the special counsel he was ordered to lie to congress by the president himself. we've got complete coverage. we'll start with nbc's chief white house correspondent hallie jackson who's on the story. good morning. >> reporter: good morning to you. one texas democrat now says if

this explosive new report is true, president trump must either resign or be impeached. that gives you a sense of how some see this as a possible political game changer with buzz feed saying the special counsel's office has evidence, documents, e-mails, text messages to back up this claim. another night, another bomb shell, a potentially damaging new report from buzzfeed says president trump directed his long-time attorney michael cohen to lie to congress about negotiations to build a trump tower in moscow. nbc news has not independently confirmed the report which cites two federal law enforcement officials involved in an investigation of the matter. at the same time donald trump was denying business dealings with russia during the campaign. >> i know nothing about the inner workings with russia. i don't deal there. i have no businesses. i have no loans from russia. >> reporter: buzzfeed said the candidates and his children,

ivanka and don jr. received regular detailed updates from cohen, a deal donald trump hoped could bring him $300 million in profits. cohen telling special counsel robert mueller the president personally instructed him to lie to congress saying the negotiations ended months earlier than they did to hide president trump's involvement. overnight cohen's lawyer lanny davis saying in a statement out of respect for mr. mueller's and the office of special counsel's investigation, mr. cohen declined to respond to the questions asked by reporters and so to i. the president's lawyer rudy giuliani telling "the washington post" if you believe cohen i can get you a great deal on the brooklyn bridge. and this morning, renewed attention on this exchange with attorney general nominee bill barr this week. >> you wrote on page one that a president persuading a person to commit perjury would be obstruction, is that right? >> yes. >> okay. >> any -- well, you know any person who persuades another. >> okay. you also said that a president or any person convincing a witness to change testimony

would be obstruction? is that right? >> yes. >> okay. and on page two you said that a president deliberately impairing the integrity or availability of evidence would be an obstruction, is that correct? >> yes. >> okay. >> reporter: overnight, democrats demanding answers. adam schiff, the chairman of the house intelligence committee calling it among the most serious allegations against president trump to date, tweeting in part we will do what's necessary to find out if it's true. this now intensifies the focus on what michael cohen will say when he appears before congress in less than three weeks. one top democrat, elijah cummings tells nbc news he spoke with cohen yesterday and that cohen is more determined than ever to share his story. craig, savannah. >> hallie, thank you. let's get more now on the legal and political fallout from all of this us. for that, we are joined by justice correspondent pete williams and our political

director, chuck todd. pete, we will start with you, sir. if the president did instruct michael cohen to lie to congress, does that definitely constitute obstruction, and if it does, what could the consequences be for the president? >> yes, and don't just take my word for it. the nominee to be attorney general william barr has said this both in his testimony to congress this week and in that memo that he wrote last june unsolicited when he sent it to his colleagues at the justice department. he said if a president knowingly suborns perjury or reduces a witness to change testimony, p someone to change testimony he commits the crime of obstruction. it's not illegal to tell somebody to lie to cover up for political problems. but if it's true that the president directed cohen to lie to congress, then that would be a crime. but, of course, the question is as has come up repeatedly in this, can a president be charged

with a crime and that's something that the justice department says the answer to is no and presumably mueller has to abide by that opinion, long standing opinion from the office of legal counsel. it becomes more of a political potentially than a legal matter. >> thank you for segueing to chuck todd. rudy giuliani said last night if you believe michael cohen who is, of course, an admitted liar i have a bridge in fwloin sell you. the report states that the special counsel has emails, text messages and a cache of other documents that corroborate this claim. how big a deal is this politically if congress is told hey the president told a witness to lie to you. >> you know, savannah in the trump era we have a hard time sometimes of under calibrating and everybody is saying oh, my god this is it.

this is it. you can't overstate how significant this development is with the caveat of the "if true." this is a lot of if true. if mueller has the receipts which this report says he has, not just michael cohen's word because the fact of the word is he's an admitted liar. if he has the receipts -- let's also remember the president was afraid of the truth that michael cohen knew. you know, we're talking about instructing somebody to lie to congress is something that, by the way, both richard nixon would have been impeached for and bill clinton was. what he was obfuscating is pretty damning this idea the trump tower project was much more expansive and much more on the front of the president's mine. clearly the president was afraid of what cohen could tell congress if he told the truth. >> all right. pete williams and chuck todd, good to have your perspective. michael cohen was the in early february and chuck i know you'll

be unpacking it on sunday on "meet the press". chuck has an exclusive interview with mike warner. >> and where while the feud between president and democrats over the government shutdown has taken yet another twist this morning. the president responding to house speaker nancy pelosi's request to delay the state of the union address by cancelling an overseas trip she had planned. nbc white house correspondent peter alexander has more on that. peter, good morning. >> reporter: good morning to you. president trump using the power of his office to shut down nancy pelosi's planned trip leading a congressional delegation to visit american troops in a war zone. his letter to the speaker laced with sarcasm underscores how bitter this back and forth has become and this stalemate has no signs of ending. this morning an escalating feud between the president and the house speaker. the latest flach point nancy pelosi's planned trip abroad including a secret stop in

afghanistan. grounded by president trump less than an hour before she and other democrats were set to depart. president trump writing i am sorry to inform you that your trip has been postponed calling the trip a public relations event. the president's power play an apparent payback for pelosi's call to postpone the state of the union address until after the government re-opens. democrats furious. >> i think the actions of the president were petty, mean-spirited a >> pelosi's aides say the trip was designed to thank the troops and receive critical national security briefings from those on the front lines. the president's aides argued pelosi should stay in washington to negotiate an end to the shutdown, but no formal talks between the president and speaker are scheduled. >> the party has been hijacked by the open borders fringe within the party, the radical

left becoming the radical democrats. >> reporter: pelosi's sensitive trip requires military aircraft which the president controls though he suggested if you would like to make your journey by flying commercial, that would certainly be your prerogative. how could the nearly month-long shutdown finally end? one scenario the democrats cave and agree to give the president more money for that border wall, but that appears unlikely with polls showing most americans oppose a wall, and blame the president for the shutdown. another option, president trump gives in reopening the government without receiving additional money for the wall, but that's also unlikely given the president's hard line stance driven by pressure from conservative media. >> we are very fortunate the guy does not cave. >> he is dead in the water if he doesn't build that wall. dead, dead, dead. >> another possibility, the personal hardship for federal workers or the impact on the economy becomes so great that

something gives. also cancelled, the white house delegation's scheduled trip to an economic forum in switzerland next week. the secretary of state and treasury secretary apparently now staying home, and after president trump hit back at pelosi, lindsey graham one of the president's allies criticized both sides in this feud saying quote, one sophomoric response does not deserve another. craig sand savannah? >> peter, thank you. now to taos, new mexico, where two skiers were buried under an avalanche. it happened at a popular ski resort there. one person reportedly passing away overnight, the other in critical condition. nbc's gadi schwartz is covering the breaking news. good morning. >> reporter: good morning, savannah. that survivor is still listed in critical condition. meanwhile out here at the ski resort, this peak is an absolutely massive mountain. it stands more than 12,000 feet tall and is one usually the most experienced skiers only tackle. in this case experience alone wasn't enough to outrun an avalanche.

>> a day on the slopes taking a terrifying turn in an instant. >> an avalanche hit kachina peak. there's been multiple victims. >> reporter: two men caught in a sliding mountain of snow caught in an avalanche that piled snow as high as 30 feet. lee backer was on a ski lift and witnessed the horror unfolding from above. >> all of a sudden we saw a skier at the top and the snow breaking off, and we saw the skier fighting really for his life as all the snow started moving underneath him. >> dozens of rescuers and volunteers jumped into action with the help of dogs, probes, and shovels they found the two men unconscious, not breathing and managed to pull them out and resuscitate them with cpr. former new mexico governor gary johnson was involved in the rescue. >> people were crying up there, and i'm one of those. there were 200 people up there with probe poles, so it was everybody's best friend that they were searching for.

>> reporter: an experienced skier, johnson stressed the ever present danger of avalanches. >> a lot of people think of fluffy snow, gee, how can i not get out of fluffy snow. it's basically ten feet of concrete. i mean, that's what happens in an avalanche. >> reporter: the park is home to some of the most extreme skiing in the area. no beginner trails, only double black diamond or expert only terrain. it's an area of the mountain that up until three years ago was only accessible by foot. >> taos is as steep as it gets, and this run is as steep as it gets. >> the ski resort said they had been detonating explosives that morning as part of their routine to try to reduce the risk of avalanches. >> nobody's to blame for this accident, nobody, but this is stuff that does happen, and they bomb regularly, and in spite of all that, it still happened. it's just devastating. >> reporter: at this point neither of the men have been identified. we are told both of the men

weren't wearing avalanche beacons which extreme skiers wear to make it easier to find when they are buried under the snow. instead, hundreds of people stood arm in arm, complete strangers probing the snow carefully to find the men underneath. the pictures are a testament to how many people came together to help. guys, back to you. >> incredible act of courage. thank you. dylan is back with a look at the rest of the country's forecast in addition to those storms. >> there's a lot going on across the country. we have that little bit of snow in the northeast this morning. the snow starting to really gather itself back through the northern plains, another storm moves into the northwest. we also have a chance of severe storms across eastern texas later today. that's a look at the weather across the country. we'll get to your local forecast in the next 30 seconds.

go back to the locker room to get the right pair. he returned to the court a few minutes later. the lakers ended up winning that game by ten. also this morning, the queen's husband, prince philip is recovering after flipping his suv. this was a frightening accident. "today" east international correspondent keir simmons joins us with what happened here. good morning. >> reporter: good morning, police this morning confirming that a 9-month-old baby was in the vehicle that prince philip's car collided with. as you're going to see with from these pictures, it was quite clearly a serious collision. one woman describing his car as careening and tumbling across the road. >> shocked and shaken but unhurt, the duke of edenboro at the wheel involved in a car accident. the suv seen here lying on its side. >> i saw the car rolling across the road.

tumbling, i tried to open the car door to get him out. >> first at the scene, roy warren helped the prince out of the vehicle from its shattered sunroof. >> he was trapped in the car, and i showed him how to move to free his legs and help get him out. he's a very brave man. >> in the other car involved, two women treated for cuts and an arm injury and a baby all out of danger. witnesses say the prince was pulling out of this intersection when he collided with another car, his suv overturned, the windshield smashed. the suv taken away, the palace quickly saying the duke was uninjured. >> i mean, it's an extraordinary looking crash and more extraordinary that the duke at 97 has walked away from that. >> the 97-year-old still insists driving himself and even drove president obama when he visited the queen at windsor castle in 2016. >> i have never been driven by a

with older relatives, and it's going to be a tough one for prince philip. this is a proud guy, savannah. >> we're glad he's okay. thank you very much. let's turn to the latest on these storms headed this way. >> we talked about how if we see a will tlot of power outages th could be bad for monday. right now the cold air is settling in across the northern plains. we've got temperatures running about 15 to 20 degrees below average. high temperatures today in international falls, seven degrees below zero for a high. on saturday we're looking at 11 in pierre, minneapolis, alpena. st. louis about 33. that's why we're on that borderline. we should see more rain than anyone else in st. louis. on sunday indianapolis 16, burlington, vermont, nine degrees. that's why it's all snow in that area. as we go into monday, in the morning we're going to be well down in the lower single-digits. high temperatures in boston monday, 13 degrees, 13 in pittsburgh, indianapolis, 18

the images are breathtaking. we're going to talk to the diver you see there in a moment. first, how she managed to capture some of the best instagram photos ever. >> it looks like a scene straight out of steven spielberg's thriller "jaws" but for marine biologist ocean ramsey, this rare sighting of a great white tells the real story of the ocean's fiercest predator. ramsey and a team of divers were studying tiger sharks on tuesday when they encountered the enormous predator and captured the dramatic interaction on film. ramsey estimates the shark, a female, tips the scales at over two tons, and it's eight feet wide and nearly 20 feet long, making it one of the largest in the world and the oldest, too, 50 years old. to really grasp the enormity of this great white, a yellow school bus would surpass it in length by ten feet. it stands as tall as an adult giraffe. it towers shaquille o'neal three

indianapolis, even into chicago, that's where we're going to see trouble spots. it moves east through the day. up and down the east coast by the time we get into saturday night, and then sunday we're looking at mostly snow, especially for the interior northeast. back through the midwest, again, it's not going to last long enough to produce a lot of snow. we'll see about two to four inches, some areas closer to six. you get up into new england, we could see 12 to 18 inches of snow. notice, though, the totals go down as you go closer to the water. that's because we've got to deal with some icing. we could see sleet and freezing rain. that could cause some power outages. here's the thing to keep in mind, especially where we do get some rain and we get some snow and some slush, you need to shovel it away right away because it's going to get very, very cold back behind this storm, eight degrees to start off the day in new york city. albany, eight below, nine in philadelphia. all of that is going to freeze. windchills will be even colder, feeling like 15 to 20 degrees below zero.

skiers were buried under an avalanche at a popular ski resort leaving one dead and another in critical condition. nbc's gadi schwartz has the latest. good morning. >> reporter: good morning, savannah. this avalanche happened on the 12,000 foot kachina peak, a peak that is usually only skied by the most experienced of skiers. witnesses say they saw two men coming down a narrow chute when all of a sudden the snow gave way underneath them, and they were buried under a fast moving avalanche. it happened within sight of a ski lift. hundreds of people ran to help. strangers standing side by side as they went foot by foot with snow probes, long poles trying to find those men. they found those men, dug them out of the snow. neither of the men were breathing. they were resuscitated with cpr, taken to local hospitals. one of those men has died. the other is still in critical

a bombshell announcement good morning, it is 8:26. a bombshell announcement this morning from tesla as ceo elon musk warns about a difficult road ahead for the silicon valley carmaker. the company announced plans to lay off 7% of its staff. that amounts to about 3,000 worker. no word on how many cuts will cut the freemont plant or other bay area positions. musk said the cuts are necessary because tesla wants to produce a more affordable model 3. this is the second time in less than one year tesla has issued pink slips. the company's stock price is down near lly 10%. mike inouye has a check of traffic. >> a pleasant drive but i have to bring some sad news on to this report. i just saw a whole bunch of

phone. it was more like we went to couple's therapy. >> writer cassie schwartzly noticed that her smartphone was taking up too much of her time. >> i went across the street to get a cup of coffee and i didn't have my phone on me, and i actually started to have a panic attack. it was kind of a moment of clarity where i was just like i need to kind of reassess this relationship with my phone. >> it was a wake-up call, a moment of anxiety that sparked a month of moderation. she decided to do a digital detox, 30 days of limiting time with her smartphone, chronicling every step for "men's health." step one, putting an end to something that more than one-third of us do, checking our phones in the first five minutes we're awake. >> instead of waking up and looking at my phone and seeing what awaited me in my inbox, i started going on a morning walk without my phone. left my phone here, woke up, and my husband and i would go on sometimes just a ten-minute walk around the neighborhood. >> so you got him on board? >> i got him on board, yes.

>> he said i want to do the digital detox too. >> or i said you're going to do the digital detox with me. >> reducing screen time meant gaining perspective. >> i kind of started to realize that i hadn't been living in the present moment, so i was missing all of these things around me, whether it was just a quiet morning before the day started or the sunrise, or you know, saying hi to somebody. we all walk around and don't say hi to each other. >> we're staring down. >> right. >> i found that it made me feel calmer and kind of just it gave me my mornings back. >> and she was on to something. the average person checks their phone 47 times per day and spends nearly three hours on it, and while a digital detox is something that two-thirds of americans say would help them, only 28% have actually gone ahead and tried it. >> excess phone use is linked to anxiety and depression. there's even a term for the fear of being without your phone,

it's nomophobia. the fear of being without your phone. >> do you think as a society we're even aware of how dependent we are on our phones? >> i think a lot of people are aware of that and aunless you kind of take the time to assess that relationship and really think about how it's impacting your mental health, i don't know how much awareness there is. >> taking a break can mean taking a lesson to heart for all of us. >> life's going to go on. it's fine, you're going it get the work e-mail, and you're going to come back and it's going to still be there. you don't need to answer it 14 seconds after you got it. >> your phone isn't in charge of your life, you are. >> so how much time are we really racking up on those phones, and what's the best way to take a break? we've got tech expert katie linendall with advice for everybody. >> i guess the first tip is knowing about how much your on your phone and getting real with yourself. >> it is eye opening when you realize how much time you're spending in front of all of your devices.

one thing that's really resourceful is apple's screen time, and android comparable as well. if you are not using this feature, it's in the settings of your phone. it will literally tell you from how many times a day you're picking up your phone to how much time you're spending on social media, productivity, creativity. what i like about it is you can set limits. >> what's the metrics of that? how much is too much? i did it once, 18 hours, is that a week, is that a lot? is that a little? >> we'll get to some resources -- we're all, and myself included i think we're going through this phase where it's get back to you time. is picking up your phone, is it bringing you joy, is it bringing you success at your job? i think we all are asking that question right now. >> you can set it up. you've got to go and find it. >> it's right in your settings. and note that time limit. i think it's resourceful for kids if they are on an ipad you can set a pass code so you can limit the amount of time they're spending on certain apps or progra

programs. >> another thing is you can remove the pop-up notifications. >> this was driving me crazy. we have those notifications. we're trying to focus whether we're out or we're at work, those notifications pop up. it's nonstop, it's relentless. go into your settings and toggle your notifications whether it is for facebook, whether it is for twitter and get less, i think it keeps you more on point to the task at hand. i think that's a big one. it's an easy one, but it also can be really resourceful ain a very simple way. >> i feel more scatterbrained. >> when i'm playing fortnite, the drop downs are ruining my game. that's another reason. >> i do love fortnite as well. >> you can also put do not disturb on your phone. >> another easy tool. what i like about do not disturb, i started using this at night. it allows you to instead of muting, it will shut down all notifications so your screen will not light up. what's great about it too is you can put favorites on there. you can allow your favorites to come through if heaven forbid

there's an emergency or you get multiple calls in the course of a few minutes, it will allow the call to come through. do not disturb, great feature. >> so much stuff in settings we don't even know about that can help us. >> because we're playing fortnite the whole time. >> well, it happens. >> totally digitally detox. >> so i have to tell you, ten years ago for a tv segment i was doing i went to a digital detox facility. i was told i was the worst patient of all times. that was a decade ago and now here we are. there are select hotels and places across the globe that are no phone zones. if you turn in your electronics they will give you amenities from spas and facial treatments to activities like kayaking. one here is in the grand villas in mexico in mri playa del carm. they encourage you to do so many activities. then they'll give you your tech back and you get prices off. >> that's a great idea. >> in addition to really select customized vacations that are all about no phone zones, family

time, and again, resorts that offer for digital detox specifically. >> and before we let you go, this is at the consumer electronics show, what are these goggles supposed to do? >> this is a new device called you may care. just coming off of ces i found this and this tells where we're at in 2018. >> what's happening to that woman? >> this is a cool thermal meditation device that helps erase screen time. you're in front of the screens all day, it actually uses heat and also cooling depending on which choice you have to reset the effects of all that screen time that's happening on your eyes. crazy that technology is helping technology but that's where we're at. >> giver them your quick dinner tip. >> i was saying back in the day, if you're with a big group and everybody's wanting to look at their phones, everyone put your phones in the center of the table, and whoever picks their phone up first has to pay the bill. >> i think that's a great one. >> game of phones. >> game of phones katie called it. i love that. something to look forward to as we head into the snowy
