"today in the bay's" kris sanchez joins us live. we've kind of been anticipating this, kris. >> yes, this is a much anticipated announcement and certainly we've been watching all of her events because we thought perhaps she would do it in person. instead, she chose to make that critical announcement in a video she posted to youtube and her social media channels. >> that's why i'm running for president of the united states. i'm running to lift those voices, to bring our voices together, so please, join me in oakland on sunday, january 27th. >> the senator mentions that

event in oakland on january 27th, but her website, kamalaharris.org lists a campaign launch rally today at noon at her campaign office at frank ogawa plaza in oakland which as you know maybe that's where she was born. she's been having book events because she has a second book, a children's book and you may recall before all of this, before she was elected to the senate as a second african-american from california, elected to senate in 2016, she was california's attorney general, the district attorney of san francisco, and she began her career in the alameda county district attorney's office. this morning, we believe the senator is in new york, talking about this big announcement, her campaign launch. we are working to get a comment from her. we'll bring you updates every 30 minutes. >> sounds good. we'll check back with you. now a lot of political news to get to this morning, to capitol hill. you saw it there, day 31 without a paycheck for central workers, as the shutdown lingers on.

over the weekend, president trump offered a deal to reopen the government. democrats have already rejected it. "today in the bay's" tracie potts joins us will i have in washington, d.c., to explain why. tracie? >> laura, good morning. good morning, everyone. it's because the president put that $5.7 billion for the border wall in the deal. democrats say that's a no go, but he also is offering temporary protection for about a million immigrants. president trump's offer to reopen the government goes up for a vote in the senate tomorrow. >> this bill would reopen the government. >> reporter: he's offering temporary protection for 1 million immigrants, refugees, and dreamers, those brought here illegally as children. in exchange for $5.7 billion for the border wall. >> straightforward, fair, reasonable, and common sense, with lots of compromise. >> reporter: house speaker nancy pelosi and other democrats call it a non-starter.

>> it's outrageous and he's just playing politics and this is a bad deal. >> it was i think an effort to prop up the president's sagging poll numbers. >> reporter: despite report from some republicans. >> i think the president's put a reasonable compromise on the table. >> reporter: some conservatives are calling the president's offer amnesty for immigrants. clara street where preliminary work is set to begin. bob? >> reporter: marcus, in order for b.a.r.t. to run a tunnel underneath downtown san jose, the workers have to know what's down there underneath so starting today and continuing on for several weeks, workers will be digging down about 100 feet at different points along santa clara avenue here in the downtown area, between market and third. they'll be collecting soil samples and mapping out where the utilities are located. now, this is not the start of the actual construction of b.a.r.t. to downtown san jose. that won't happen until 2020. what starts today is a recon mission of sorts. >> we're really looking at what's underneath the surface. we need to look at soil conditions and where the utilities are placed, so when it's time to do heavy construction and build the tunnel in the stations, we know where everything is located and what we're dealing with underground. >> reporter: this work could impact some of the businesses

along santa clara, the people at city fish, for instance, we spoke with them. they believe the work could complicate deliveries and pickup orders. vta, which is managing b.a.r.t. to san jose, tells us the work will require one lane to be shut down along santa clara, again, talking between market and third, along with some parking spots, but will still maintain access for pedestrians and bicyclists. this is expected to take about seven weeks. when complete, i'm talking about the overall project, when it's complete, it will extend b.a.r.t. from berryessa north san jose underground to alum rock 128th, downtown san jose and diridon and back up aboveground santa clara so it will be adding four stops. reporting live in downtown san jose, bob redell, "today in the bay." >> bob, we appreciate you for that update there. 5:05 right now. pg&e's bankruptcy has san francisco leaders talking more about more than just power plan. "the examiner" reporting some are rethinking the future of renewable energy. clean power sf talks about the

possibility of green energy programs slipping through the cracks in the midst of pg&e's troubles. supporters are now calling for a new locally sponsored green energy platform that would include pouring resources into more green energy projects. renowned activist erin brokovich plans to protest against pg&e once again. brokovich is set to appear this week in sacramento with wildfire survivors to oppose pg&e's plans to file for bankruptcy. the utility claims it doesn't have the estimated $30 billion to cover liabilities from the 2017 wine country fires and last year's camp fire. that rally is set for noon tomorrow at the capital building. >> 5:06. this morning, police need your help finding the man who held up a cell phone store at gunpoint. according to "the east bay times" it happened yesterday afternoon on monument avenue in concord. the man took off with money before getting away. luckily no one was hurt. anyone with information is asked

to call concord police. also new this morning, an east palo alto woman accused of breaking into a stranger's home. police say she livestreamed the whole thing using the victim's cell phone. in the social media rant, the woman invited people over to the home to throw a party, before stripping down to her underwear. she now faces two felony charges this morning. if you're anywhere near san francisco's embarcadero this morning, sheer is a sneak peek at what you may see on the waterfront. visitors near pier 14 yesterday morning got a good look at the king tileds in action, and later this morning, it's said to be a similar scene. the bay area flood advisory will be in effect for coast and inner bay from 8:00 a.m. until 1:00 p.m. today. so people need to be mindful of that. let's get a look at the forecast right now. boy, a nice look out at san francisco this morning. good way to start our week, kari. >> it is a nice way to start out, especially when you see the view with the sky starting to clear after all of the rain we

had across parts of the bay area yesterday. we're also going to be watching out for king tides today. we will have astronomically ohio tides as well as extremely low tides later on this afternoon. the high tide later this morning may cause some coastal flooding, so i'll have to watch out for that. also, for parts of the inner bay, low-lying areas may be inundated so we'll continue to monitor that as we go into the late morning/early afternoon hours and low tide at 5:41. i'll have more on what to expect as the sun breaks out today, coming up in a few minutes. vianey has a look at the morning commute and we've had a couple of minor issues. >> we have. i did check up on that crash along 580, but i want to start you off with a look at the overall bay area. we haven't had any major issues along the peninsula, the north bay. we had a minor fender bender in the south bay that checked out. let's see what's going on. i am noticing slowing along westbound 580 near the 238 connector just east of

and throughout the week. more on that coming up in a few minutes. and a live look right now at the golden gate bridge. we're seeing holiday light traffic. we have an issue, though, along 580, westbound 580 near the connector. i'll give you an update on how that situation is doing as well as a look at drive times in the nn a north bay and peninsula coming up. happy monday to you. the markets are closed for the holidays so no trading but looking back on friday, tesla got hit hard after it said it would lay off 7% of its workers. sales force says it's going to build a sales force tower in dublin, ireland. this looks like pretty unexciting video, i'll admit, but it really is important. it's chinese officials this morning announcing their economy has slowed. china has the second largest economy in the world. now for perspective, the growth on this, the chinese said the economy was growing at a rate of 6.6%, instead of last year's

6.9%. that's really strong growth either way. that said, it is adding pressure to the chinese to make a deal to end the trade war. official chinese state media also announced there's another gene edited baby on the way. you recall scientists created the world's first gene edited babies last month, two of them. apparently there's now a third. chinese state television says the scientist will be punished. it's day 31 of the government shutdown but once the government opens up, gets running, we are expected the federal trade comission to hit facebook with big fines over its problem with cambridge analytica, as in like the biggest fines are, bigger than the fine against google, and that fine was enormous, $22.5 billion. this was first reported by "the washington post." now, we've reached out, of course, as we always do, to the ftc. the ftc got back to us with an auto email, we're not here. >> exactly. >> we'll wait on that. >> sounds good. >> facebook going on, a lot of

well. the seven-day forecast is already up at the bottom of the screen. you can see how warm it's going to be as we go through the week. our storm ranger mobile doppler radar, that's the red scan, it's picking up on a few spotty showers along the coast and the santa cruz mountains. we're still going to see some rain moving through fairly quickly and start to wind down as we go into the rest of the morning. then after that, no more storm systems out there. we're going to see high pressure building and also some drier weather. in los gatos this morning, as you get ready to head out, upper 40s at 7:00 and a cool and breezy start to the day. those temperatures will be slow to warm up but we will head into the mid to upper 50s later on today. so here is your frizz factor forecast. it will be a smooth hair day, even though we start out with humidity at 77%, we will see improving conditions, lower humidity and won't be as windy. i think your hair may look more like this once you go through with the flat iron. as we look at temperatures

across the country, here is a look at the high temperatures, and this outbreak of some bitterly cold temperatures across parts of the east coast and the midwest, and you've probably heard about the big snowstorm that really caused a lot of problems. so that's what we're going to be hearing about on this holiday, and if you're following me on facebook, twitter or instagram, i'm @karihallweather. you can also get updates on the forecast. it looks good throughout the week. our inland temperatures for the next few day also stay in the upper 50s and start to warm up headed toward the end of the week with upper 60s and morning temperatures near 40 degrees. san francisco looking at nice and dry weather throughout the work week. vianey has been tracking the morning commute and so far, so good. >> so good. always nice to see holiday light traffic where we can notice the speed sensors are green and for me, that means we have no major backups, but we still have one issue, and this is along 580, but it's cleared out quite

capitol murder charges developing right now, an alabama teenager now faces capital murder charges in the killing of a police officer. that shooting happened yesterday afternoon in mobile. police say that officer sean tudor was following up on an investigation, when a 19-year-old suspect shot and killed him. officers late ear rested that suspect. tudor has been at the department for three years. ♪ a wisconsin church is celebrating a 13-year-old missing teen was found safe. it had a special service over the weekend. jayme closs attends the church. the 13-year-old escaped her alleged kidnaper earlier this month, 88 days after she was taken from her home. jake thomas patterson is accused

88-year-old woman in san francisco, but the good news is that sfpd arrested the suspect in this over the weekend, after committing another robbery. here is a picture of that victim we're talking about, 88-year-old qui yik oi huang. she was attacked by 18-year-old keonte gathron earlier this month. the suspect burglarized her home after viciously attacking her. huang is suffering from life-threatening injuries, some involving her head as a result of that attack. here is what one san francisco supervisor who has been in close contact with the family had to say about her progress. >> we heard miss huang is smiling now, so that is something that has been a positive information that we received lately. >> reporter: we want to point out a family spokesperson did tell nbc bay area by phone that huang is in critical condition

and apparently is still in and out of consciousness, so she's still recovering from those injuries. despite this arrest, this is an ongoing investigation. if you have any information, contact san francisco police. we're live in san francisco, pete suratos for "today in the bay." >> thanks for the latest there, pete. the country is remembering the life and legacy of dr. martin luther king, jr. today. here is a live look at the memorial in his honor in washington, d.c. several events are planned today. caltrain in the bay area will have a special mlk train to take riders from san jose to san francisco. the ride is free for anyone headed to san francisco's annual observance for dr. king. in san jose, the african-american community service agency will hold its 39th annual martin luther king, jr. luncheon at noon. roland martin is the featured speaker there. in oakland the anti-police terror project plans to hold an jowel day event at the frank

ogawa plaza they call a day for action to reclaim dr. king's radical legacy. it begins at 5:00 tonight. it is 5:35 in the morning right now. we know who is next for teachers in oakland. many took to the streets over the weekend. they are demanding better pay, smaller class sizes and more resources. a vote on whether or not to strike is expected to take place a week from tomorrow. teachers have a chance to vote by secret ballot through february 1st. yesterday, they made signs and banners in case a strike takes place. union leaders and school district officials are set to meet at a hearing later this month. oakland a's angling for a new stadium at howard stadium. but the team also hopes to redevelop the neighborhood around the coliseum and that has long time residents concerned about gentrification. "the east bay times" spoke to people fearing they may be priced out of the neighborhood. the a's promise to give current residents a say on the future of the neighborhood.

tomorrow in concord they will discuss an 18,000 seat stadium proposal. it includes a soccer stadium along with a convention center and hotel. it would be all built on vacant land near the concord b.a.r.t. station. that plan comes from an investment group that recent bought the rights for the u.s. soccer team. the stadium would cost an estimated $750 million and could require significant financial help from the city. >> 5:37 right now. heads up as you make plans for your commute this week. in san francisco, the t line is out of service along third street. don't expect it up and running any time soon. according to "the examiner" it will be out of service for two months. starting tomorrow, instead of trains, buses will run from embarcadero to bay shore boulevard and sunnydale avenue. that move is in line with plans to expand mission bay platforms on third street. it is 5:37, and now we have

a big problem in dublin. if that is your commute, listen up. the rest of the bay area is okay, but that earlier crash is now officially a sig alert. chp is reporting a four-vehicle crash along southbound 680, just north of 580. all lanes are completely blocked. your best bet and alternate route to take san ramon road, a surface street to the side. our speed sensors are picking up delays and i noticed a hazard up ahead. if you're traveling through dublin along southbound 680 just north of 580, all lanes are completely blocked off. we'll keep monitoring that. the rest of the tri valley is doing okay. westbound 580 from grant line road to 680 you're looking at 19 minutes. i'll keep you updated on the sig alert. some people are extending their commute on this monday morning, if not, maybe you're looking foord to next weekend.

mesa park. the home lists at more than $6 million. the fire damaged the second floor and attic of the 4,000 square foot house. the three people who live there were not home at the time of the fire starting. ended up on its side, as you dozens of tutors in and around richmond will reportedly lose their jobs in a matter of months. the west contra costa school district announced about 80 layoffs on friday. half the cuts will be through attrition and reorganizing. the district will also eliminate its graduate tutor program amounting to about 40 tutors. pink slips are supposed to be handed out in mid march. right now, both sides in the los angeles teachers strike are trying to come to an agreement as we come to week two of the stalemate. we're spending the holiday weekend in hopes of ending protests that cost students five days of classes so far. the school district wants to focus on salaries. the union has a large list of demands, including a greater role in decision-making.

new details on the recovery process following the deadly camp fire in butte county. crews there are starting to clear that debris from lots starting next monday, according to cal oes. the november fire was the deadliest and most destructive wildfire in state history. 86 people were killed there. that fire tore through the entire town of paradise, destroying more than 18,000 homes and businesses. a new lawsuit this morning surrounding marijuana in california. two former chp officers suing after they were arrested after a traffic stop. according to "the sacramento bee" the pair who run a licensed cannabis distribution business were arrested in stanislas county. the chp kept $257,000 they were transporting. the pair is asking a judge to direct state and local governments not to interfere with legal marijuana distribution. marijuana is legal in california but still illegal under federal law. quarter to six right now.

today is day 31 of the shutdown. >> scott mcgrew, there of an effort over the week to understand come to a deal. >> there was. the president offered what he said was a compromise, but when democrats got a look at the details, they didn't like it. for that matter, either did conservatives who pushed back at the president's offer. president trump offered to suspend deportation of dreamers and immigrants under temporary protected status for a limited amount of time in exchange for money for the wall. it was not a good enough deal for democrats. daca kids will remain protected anyway until the supreme court agrees to hear the case. notably the president defined what he means by the wall on saturday. he said "this is not a 2,000-mile concrete structure from sea to shining sea. these are steel barriers in high priority locations." the president's lawyer rudy giuliani was on nbc's "meet the press" on sunday, responding to the now very questionable report

from buzzfeed that the president told his previous lawyer, michael cohen, to lie to congress, as you no doubt heard late friday. the special counsel's office made a statement to say this report was not correct. giuliani also made news when he said the president was making deals with russia much later than we first thought, all the way and beyond november 2016 election. >> well, it's our understanding that they went on throughout 2016, there weren't a lot of them, but there were conversations, can't be sure of the exact dates but the president can remember having conversations with him about it. >> throughout 2016. >> yes, probably up to, could be up to as far as october/november. it's covered to the election. any time during that period they could have talked about it but the president's recollection of it is the thing had petered out quite a bit. >> we're not sure the strategy here but giuliani does this often, reveals facts that are not favorable to his client, the

recently. now things are starting to calm down, but still a couple of quick-moving spotty showers along the coast and as we go throughout the day, we are going to see that storm system moving off towards the east and then a lot of dry weather back behind that. we're going to enjoy some sunshine as we go throughout the rest of the week, and as you make your way out the door to pleasant hill, it's going to be in the upper 40s, a cool start to the day, and cooler tomorrow morning, but then we'll see those temperatures gradually warming up into the mid-50s. as you get ready, get dressed this morning, you're getting a look out the window. the rain once again has pretty much moved on, but it's going to be a cool start, so you do need a jacket, maybe pants will keep you comfortable today, but that's nothing compared to what they're having to layer up in other parts of the country. this is a look at the high temperatures, as a lot of people will be outside for the martin luther king parades and celebrations. new york city the high temperature today 15 degrees. compare that to our 58 degrees we'll see today and it gets
