would not immediately comment. brown's been in repeated trouble since pleading 2009 felony assault of his then girlfriend rihanna. you may call this a glass is half full assessment of the trans bay transit center closure. the joint powers authority is reportedly saving a lot of money. it is saving about half a million dollars each month in operating costs. it won't make anything easier on consumers. pete suratos will join us with a live report at 5:30. senator harris made it official yesterday she is running for president. senator harris plans to hold her first kickoff campaign rally in oakland this weekend. yesterday she made the rounds stopping at howard university, her alma mater and posting this video on twitter. the oakland native got her law degree from uc hastings and was san francisco's district attorney in 2004. she became the state attorney general in 2011, turning around

a woman in fremont. it happened early yesterday morning. the driver took off. they say this is a tricky case because investigators say the victim has no memory of what happened, no witnesses have come forward. right now in the north bay, police in petaluma need your help finding a man suspected of punching a target store employee and then running away. take a look at this picture on your screen. according to "the press democrat" the man did all of this while trying to steal from the store friday night. it happened at the target along kennelworth drive near east washington street. call police if you know who he is. an investigation is under way after a freak accident at a home in san francisco's outer sunset. nbc bay area sky ranger captured these images of a deck that collapsed on 39th avenue near maraga street. two people were rushed to the hospital yesterday. it's not clear what caused that deck to collapse. the victims are both adults and do not have life-threatening injuries. a warning for south bay

commuters. neighbors in downtown san jose may see and hear b.a.r.t. construction this morning. we were telling you this morning yesterday on "today in the bay." b.a.r.t. crews are collecting soil samples and mapping out where utilities will be located. crews will be working on santa clara street between market and third and there will be lane closures. the work will sound similar they say to a lawnmower. new for you this morning, the recent sale of ford's go bikes division reportedly has uber asking questions about san francisco's bike share rules. go bikes has an exclusive operating deal with san francisco. uber is concerned, because lyft is the company that purchased go bikes operations. bay area transit leaders recently received a letter from uber's bike share company which is only allowed a few bikes in the city. the letter challenges go bikes exclusive deal. some believe that may signal jump bikes iso.

good morning. i'm kate rogers at cnbc global headquarters. here are today's top business headlines. wall street set to open lower this morning as u.s. investors get a chance to react to china's gdp numbers, which show the world's second largest economy slowed late last year, that's adding to concerns about global growth. the markets coming off a positive week. the dow had its best week since november and longest weekly winning streak since august. on today's watch list, a report on existing home sales and earnings from johnson & johnson. tesla is cutting supercharger prices after getting backlash from customers days after raising them. tesla had hiked prices by an average of about 33% in m reducg prices is because there are a lot more tesla cars on the road and electricity isn't getting n cheaper. starbucks is expanding its coffee delivery service. the chain is launching it today

emeryville this morning as you get ready to head out, with the heater on full blast headed to work this morning. 34 degrees.ah now, we're down to it is 45 in napa and 50 in oakland. palo alto at 44 degrees and it iso the pleasant hill b.a.r.t. station it's in the low 40s and we'll see our temperatures gradually warming up as we go throut morning and this afternoon will be nice so you should make plans to get outside, and then it's not going to be raining today, but looking at our san jose school day forecast, with the kids headed back to school, we are going to see a mix of sun and clouds, and temperatures headed into the upper 50s as you go back to pick them up from school, so as we get ready this morning, you do need a nice warm coat, and maybe even a scarf, some of those extra layers we don't always use, but later today, sunglasses, and you'll be peeling off that really heavy coat. as we look at what's happening out there in the pacific, no major storms developing. in fact, we have a lot of dry

air in place. high pressure here and the wind is flowing around that high pressure. it's clockwise, so we are going to see a lot of the clouds that we are seeing now staying well to the north of the bay area. and then as we get an update on what's happening with our sierra snowpack, we are doing so well. the statewide average is at 111%. sierra at 110%, but we don't have any more storms moving our way, at least not in the near term, and we are going to see at least for us some very warm temperatures, going from the upper 50s today to the upper 60s by the weekend, and once again, not a drop of rain at least for this week. heading over to mike, you've been tracking the roads, and any issues heading out? >> kari, i've been watching this live view of the san mateo bridge, since we just showed you that. i thought i saw some slowing. it does look like the cars are bunching up and they sort of ease up again, but the thing that was critical, i was watching for brake lights and i

haven't seen them tapping the brake lights. it must be an optical illusion. the speed sensors show smooth traffic flowing across 92 and the san mateo bridge and the dumbarton bridge bridge, a nice drive all around the bay. the crash on the shoulder 205 before 580. a frontage road alongside 680. the word is from may be black ice, and a smaller roadway with a little bit of water could have frozen over, so let's track that. no major problems in the east bay. we have eastbound 80 getting toward the carquinez bridge a little crash there on the shoulder. no one is injured but we'll check with chp once they arrive on scene. across the bay bridge you have the cash lanes that are stacked up a bit, until they all open in the next 15 minutes and across the golden gate bridge a clear view and drive coming down through the north bay or into the north bay. back to you. >> thanks, mike. now to details on a harrowing ordeal. a bay area man is sharing his story of survival after he was

lost in t lost in the mountains and had to spend the night in the bitter cold alone. >> it was a huge challenge to live through this thing and quite rewarding at the end to say yeah, i did it. it was fantastic. it worked out. i'm out and i'm good. >> reporter: what ought to have been a simple hike turned into an emergency search for angus powelson. the 65-year-old man from berkeley. he was hiking with his son, ian, in the san gabriel mountains north of los angeles. >> relieved. i thought he was dead. it was, i mean it was freezing cold last night. he didn't have anything with him. >> reporter: he says when his dad got tired, the two decided to separate and meet up at a picnic area,y of hypothermia, which could have easily been the case, had powelson not come across a vita crummy, really awful sleeping bag, but it was dry and compared to what i had on, it was a huge

and non-emergency phone numbers stopped working for several hours yesterday. the numbers are meant to ensure cell phone calls in oakland go directly to police. 911 was never down, but those calls typically go to the chp first and then to police. everything was back to normal by 7:00 p.m. a new documentary by bay area epidemic of teen suicide in palo alto and also put renewed spotlight on an issue our investigative unit reported on extensively. >> vicky nguyen is here with a look at how they are trying to save lives. >> it's not an easy subject to talk about. since 2009, ten students from the palo alto unified school district have taken their own lives. last february, we showed you how some districts are responding to co tracking 5150 holds on students. 5150 refers to the state law used to identify people at risk of harming themselves or someone

commute in just a bit. 4:55 for you right now. nbc bay area responds to an orinda man who wound up with a deposit dispute with an electronics store. >> consumer investigator chris chmura and his team heard his call for help, when he couldn't get ain jerry c. recently retired and decided to spend some of his savings on a high-end home theater system. jerry made a $5,000 deposit with all video media solutions in dublin. he picked up part of his order, five speakers, but he ended up changing his mind, andse. well, jerry says the deposit was supposed to be refundable. so he asked all video for the unused portion. jerry tells us he kept getting excuses and some of his calls weren't returned. we contacted all video. that same day a manager told us "i have reviewed the information and we are crediting him in full today." they did. though they didn't tell us why
