the singer sexually assaulted her inside a paris hotel suite earlier this month. she says they met at a nightclub. brown's publicist at sony music is not commenting just yet. brown's been in repeated trouble since pleading guilty in 2009 felony assault of his then girlfriend rihanna. to capitol hill, today marks day 32 of the partial government shutdown. overnight senate republicans released the 1,000-page deal they plan to vote on this week. it's based on president trump's latest offer to end the shutdown. the fbi's agents association, will address the media in d.c. you know, we get a lot of reports about california roads we drive, but new this morning, we have one that actually may surprise you, it puts california at the top in one particular category. "today in the bay's" kris sanchez joins us live in milpitas this morning. kris, you well know, we hear a lot of complaints about potholes, road repair. you got some good news here. >> reporter: we talked to some folks at a gas station in milpitas and the first lady said california roads are terrible, there are potholes everywhere and i had to tell her, this is a report about how safety laws are working in california. so we rank right at the top in terms of the number of safety laws here, both in terms of the number of laws in place to keep drivers on the straight and narrow and also in terms of the number o deaths. the report this morning from advocates for highway and auto safety survey states for what they list as 16 fundamental safety laws. these are from seat belt laws to helmet laws for motorcycle

riders to laws regarding car seats. california ties for third place in the nation in terms of how many basic safety laws we have. we have ten of the 16 suggested laws, including those seat belt motorcycle helmet and car seat laws. what the group says california is lacking are laws restricting when young drivers can be on road, and also ignition locks for anyone who is a dui offender. california -- >> i'm here back and forth from detroit, so yeah, i mean, pretty safe as far as i can see. i'm not afraid to be out here. >> reporter: all right, so that gentleman talked with us. he is a truck driver from detroit, so we said you have a lot of opportunity to see how people drive in different states. he says definitely he can tell that california has a lot of safety rules in place. tried t let me tell you, i think the cold is getting them to say no. so definitely chilly out here this morning. do mind your safety laws as you're headed off to work.

protest against pg&e once again. brokovich set to appear in sacramento with wildfire survivors to oppose pg&e's plans to file for bankruptcy. the utility claims it doesn't have the estimated $30 billion to cover liabilities from the 2017 wine country fires and last year's camp fire. the rally is set for noon at the capitol building. an advocacy group concerned about the future of oakland public schools meets tonight to address the district's budget crisis. tonight's meet something about a lot more than justract talks. there's also real concern and the district will have to cut up to $30 million from next year's budget. over the coming decade, more than 20 oakland schools may be on the chopping block. the group go public schools organized tonight's meeting to look crisis tomorrow. happening today, concord city leaders will discuss if they want to continue evaluating an 18,000 seat stadium proposal. the plans include a soccer stadium along with a convention center and hotel. it would all be built on vacant

land, near the concord b.a.r.t. station, that plan comes from an investment group that recently purchased the rights for a u.s. soccer league team. early estimates say that stadium would cost as much as $750 million, and could require significant financial support from the city. heads up as you make plans upon your commute this week, in san francisco, the "t" line is out of service along third street. don't expect it up and running soon. it will be out of service for two months, starting today, instead of trains, bus also run from the embarcadero to bay shore boulevard and sunnydale avenue. the move is in line to expand mission bay platforms on third street. and right w, at 5:08, as you get up and get ready to head out the door, iartsfarea. we're jusan also cooling off qut but most of us, you're walking out the door to some 40s. as we head over toward walnut creek with that cold start, it will be a nice day. we're going to see those

front of a home. here )s a look at the aftermath. two men are dead this morningft a plane crashes in front of a home. this is a look at the aftermath. the faa says an aircraft hit power lines, went down after takeoff, it happened near akron, ohio. investigators say the plane was not under air traffic control at the time. both victims are from ohio. happening now, a new u.s.-bound migrant caravan is waiting to cross into mexico. 000 are traveling from guatemala in hopes of eventually crossing the texas border. they are trying to escape the widespread poverty and rampant gang violence in the country. another group has been stuck in that area near tijuana just across the california border. they have not been able to get into the u.s. under asylum claims. new this morning, president trump weighing in on the drama surrounding kentucky high school students and their tense weekend confrontation with a native american elder in washington.

many of the students wore "make america great again" hats. here is what the president tweeted about an hour ago. "nick sandmann and the students of covington have become symbols of fake news and how evil it can be. they have captivated the attention of the world and i know they will use it for the good, maybe even to bring people together. it started off unpleasant, but can end in a dream." classes today are actually canceled at covington high school, they're saying because of the weather. >> the video of the confrontation pretty much everywhere on social media shows the students in the standoff with a native american man outside of the lincoln me alpro. the native american seen banging his drum, nathan phillips addressed concerns about his safety over the weekend. on the "today" show this morning, he opens up to some more. >> i was afraid. i felt threatened, because when we were there, and we were in front of them, they surrounded

us. >> a student nick sandmann, at the center of that video says he did not try to block or even threaten phillips and was actually concerned about his own safety. parents are also now coming to his defense, and the defense of those students. you can watch that full interview with phillips on the "today" show, which starts at 7:00, that's right after "today in the bay." happening today, a los angeles judge will determine whether stormy daniels will have to pay for president trump's legal fees. the adult film star says she signed an agreement before the 2016 presidential election to stay quiet about an alleged sexual encounter with the president. she later sued the president claiming he tried to defame her by accusing her of lying about the incident but a judge dismissed that lawsuit back in october. while we here in the bay area may be waking up to some cooler temperatures there, it is nothing like the northeast, what they're dealing with right now, parts of new york and new england are seeing windchills as low as 40 degrees below zero this morning.

those areas have a lot -- look at the snow they're having to dig out to get their way on the road this morning. some parts are up to two feet of snow, as part of a massive winter storm. a follow-up to layoffs at tesla. the wife and employee who lost his job says the company is not paying full bonus laid off workers earned while plead with the company, according to "the merkley news." last week the are carmaker announced it was cutting 7% of its workforce. the company says their sign-on bonuses are given out on a schedule. over the weekend, they clarified the worker would receive one of 48 payments from the 2018 bonus plan. the company says the cuts will help reduce the price on the model three. okay, so anyone can count to ten for the most part, but the way klay thompson did it last night had fans dropping their jaws coast to coast. warriors played on national tv against the lakers. klay nailed his first ten three-pointers and tied an nba record there.

altamont expected. berkecally coup take a major step toward eliminating rest wrah an tonight. bob? >> reporter: bring ordinance that could pass tonight the city council will vote on whether or not to a cup or pay up. approve the disposable foodware and litter reduction ordinance. it's a mouthful. it's a new law aimed at reducing waste caused by restaurants, cafes and coffee shops and other places that serve food and drink and if passed, starting in january of next year, the ordinance would require all foodware for takeout to be compostable, no more plastic and businesses to charge customers 25 cents for disposable cups, the idea being customers would start bringing in their own cups just like we now bring our own bags to the grocery store and then starting in july of next year of 2020, all dine-in foodware would have to be reusable. berkeley council member sophie

"today in the bay's" pete suratos joins us live from the trans bay transit center with those numbers for us this morning. pete? >> reporter: good morning to you, marcus. it's definitely saving the city some money and as could you see behind me, the trans bay transit center remains closed so it's bad news for commuters but at least overall, if there's a silver lining t is saving money for the city. i was going to talk about the new report in the "san francisco chronicle" explaining how much money it is saving. according to "the chronicle" the

unexpected closure of the $2.2 billion project is saving roughly about $550,000 operatin month so that's a lot of money for the city. the center costs more than $2 million a month to operate but staffing has been slashed with the shutdown by 27%. muni and ac transit stand to benefit the most from the savings, according to this report, reducing their annual contributions of 2 million to $6 million toward transit center operations. i want to point independent oversight committee approved a plan to repair the support beams at the new transit center which was the root of the closure severalmontes ago. according to trans bay officials no date is set for reopening but they could make an announcement as early as next month. we're live here in san francisco, pete suratos for "today in the bay." >> saving money, but i'm sure a lot of people still not happy that it's closed. thank you. >> it is 5:35. the search is on for a driver who hit and badly injured a woman walking in fremont .

the driver took off. they say this is a tricky case because investigators say the victim has no memory of what happened. no witnesses have come forward. right now in the north bay, police in petaluma need your help finding a man suspected of punching a target store employee and then running away. take a look at this picture on your screen. according to "the press democrat" the man did all of this while trying to steal from the store friday night. it happened at the target along kennelworth drive near east washington street. call police if you know who he is. new for you this morning, the recent sale of ford's go bikes division reportedly has uber asking questions about san francisco's bike share rules. go bikes has an exclusive operating deal with san francisco. uber is concerned, because lyft is the company that purchased go bikes operations. according toe "the examiner," bay area transit leaders recently received a letter from uber's bike share company which

today, all about the sunglasses as we get all clear skies and look for san francisco's high temperature to reach 59 degrees. 63 in napa. oakland 59, and morgan hill we're going to see the high there of 60 degrees, so a really nice day, and this is about normal for this time of year, as we are going to catch a break from the wet weather. we had several storms move through last week, but this week, it is all quiet, as high pressure brings us some sinking air, clear skies, and no storms developing out there in the pacific. as we look at how much of the benefits we had from the storms we had last week, we look at the sierra snowpack. the statewide average is at 111%. we are doing very well, after all of that snow really fell over the sierra last weekend. this week, as we dry out, we hope that we can hold on to some of that snowpack but it will be warm, inland valleys reach into the mid-50s and upper 50s today,

but then looking at some 60s for the rest of the week, and mostly sunny skies. san francisco not much different. we're going to be at 56 today and reaching into the low 60s for i weekend. mike, you've been tracking the roads and now is there a crash on the bay bridge? >> that's the big question. we have two reports on the westbound direction for interstate 80, that's your commute across the bay bridge, and in toward san francisco. you see some slowing around the bend, as folks hit the new tower, i should say newer tower. it's been there for a while. westbound slows in toward the tunnel. in the tunnel, one crash reported but no details on that, and just on the san francisco side, at fremont, another crash reported. now they may be the same incident and i think they may have vehicles moving slowly off of the roadway. we will track that, but that will slow you down westbound across that bay bridge, at least for the time being. richmond-san rafael bridge to the north and carquinez bridge continues west 80 at
