have one that may surprise you. puts california at the top in one milpitas. we hear so many complaints about potholesyouave good news for us morning. >> the first lady we tried to talk to in milpitas said the roads are terrible, potholes everywhere. that may be true, but this report is related to traffic safety laws that keep us safe and alive on our roadways. this is in terms of number of safety laws that are in place, also in terms of the number of traffic related deaths. these are new numbers out this morning. the report for advocates for highway and auto safety survey states 16 fundamental safety laws from seat belt and helmet laws to laws regarding car seats. california ties for third, green light from this organization in terms of how many basic safety laws we have. we have ten out of the 16 suggested laws from the advocacy group. what the group says california lacks are laws drive in the

this afternoon, renowned activist erin brokovich plans to protest against pg&e once again. brokiccramento with wildfire to file for bankruptcy. the utility claims it doesn't stimathe e 2017 wine country fires and last the rally is set for noon at the year's camp fire. ca it is 6:06 right now. an advocacy group concerned about the future of oakland public schools meets tonight to address the district's budget crisis. tonight's meeting is about a lot more than just stalled contract talks. there's also real concern the district will have to cut up to $30 million from next year's budget. over the coming decade, more than 20 oakland schools may be on the chopping block. the group go public schools organized tonight's meeting to look at possible long-term solutions. the school board is supposed to address the budget crisis tomorrow. also in oakland, city leaders plan to debate the -- plan to remember police shooting oscar grant with a street named in his honor.

ten years ago, a b.a.r.t. police officer shot and killed grant on the platform at the fruitvale police station. someone with a cell phone captured that shating. grant was shot in the back as he lay face down. last week, a supervisor's committee approved naming one currently unnamed street near the fruitvale b.a.r.t. station oscar grant way. tonight the full council hears that resolution. >> 6:07. happening today, concord city leaders will discuss if they want to continue evaluating an 18,000 seat stadium proposal. the plans include a soccer stadium along with a convention center and hotel. it would all be built on vacant land near the concord barth station. the plan comes from an investment group that recently bought the rights for a u.s. soccer league team. early estimates say the stadium would cost as much as $750 million, and could require significant financial help from the city. happening today, giants fans or lots of them anyway wondering if maybe this is the day former star slugger barry bonds finally

makes it into the hall of fame. baseball writers announced this year's inductees later today. barry bonds' legendary career of course forever tainted by a steroid scandal. over the past two years of and right now, at 6:08, as you get ready to head out, we have some cooler temperatures around the bay area. look at santa rosa, we are at 38 degrees, but compare that to ten degrees warmer in napa. we have still a wide range in temperatures as you head out from 42 in san jose to 50 in half moon bay. after this cool start, kids are getting up and back to school today, after a long weekend. san jose is looking at temperatures that will be in the low 40s headed to school. so you need a heavier coat walking, but then coming home, we will have some much more comfortable air and a lot of sunshine. we'll get a look at more of our microclimates coming up, and mike, you're talking about what's happening out there on the roads, and what's happening on i-80. >> that's right. we will feature interstate 80 since folks love it so much.

we touched chinese officials announced the country's economic growth was slowing. now, it's still growing at a phenomenal pace, but a slightly less phenomenal pace. president trump tweeted this morning "china posts slowest economic numbers since 1990 due to u.s. trade tensions and new policies. makes so much sense for china to finally do a real deal and stop playing around." the world economic forum gets under way in davos, switzerland. president trump will not be there due to the economic shutdown. an important poll taken of ceos during the summit shows a growing number being pessimistic about the future. back here in the bay area, munchery is shutting down. the service delivered meals, but ran into big problems trying to predict how many meals to make every day, and often made way too much food, burning through millions of dollars in the process.

low 60s. a nice little rebound in our temperatures, going into the weekend, with saturday and sunday reaching into the mid to upper 60s, and then as we check out san francisco, also on a slight warming trend over the next several days, so by monday of next week, we're up to 61 degrees. headed over to mike, you've been tracking the commute and any issues right now? >> i have nothing major but you heard me mumbling as i was putting in the latest issue in the computer. sorry about that, folks. i was talking about north 87, we do have a new crash and we have the slowing right here you expect capitol to san jose, but up here by skyport and the airport, you see the landing strip there, that will be where you're watching for crash activity that just was reported to chp. wanted to warn folks. as you see from the sensors, this is the time when we start to see the commute build coming in through that area. meanwhile the rest of the commute coming down this direction, a little slowing hayward, we talked about that and the san mateo bridge. no surprises. we're looking over here toward the bay bridge as well,

westbound 80, slowing through richmond, berkeley and emeryville and the maze, builds toward the bay bridge toll plaza. haven't seen any further problems and not even anymore slowing around treasure island. it's a smooth drive. the issue reported around treasure island has been static on the reports. no static here. transit agencies are moving without delay, b.a.r.t., muni, ferries and the vta in the south bay, we talked about that. a quick look at the dublin interchange. yesterday it was a nightmare, i understand, vianey covered that well but right now it's moving nicely. i get the break today, and so do these folks. back to you. >> th new stories at 6:30, the trans bay transit center still shut down in san francisco. new for you this morning, the unexpected benefit all that lack of activity is reportedly having. he thought his $5,000 deposit was refundable, but when he tried to get some of it back, he ran into trouble. i'm consumer investigator chris chmura, "nbc bay area responds," next.

plastic-free city. >> "today in the bay's" bob redell with a live look at that ordinance that could pass tonight. bob? >> reporter: laura, you want to drink something in berkeley at a restaurant? someday you might have to bring a cup or pay extra. tonight the city council will vote on whether or not to approve the disposable foodware and litter reduction ordinance. better known as fdfalro, the acronym. it's a new law aimed at reducing waste caused by restaurants, cafes and coffee shops and other places that serve food and drink and if passed, starting in january of next year, the ordinance would require all foodware for takeout to be compostable, no more plastic and require businesses to charge customers 25 cents for disposable cups, the idea being customers would start bringing in their own cups just like we now bring our own bags to the grocery store and then starting in july of 2020, all dine-in foodware would have to be reusable.

bay officials it's saving a lot of money. "todaye ba in ths" pete suratos joins us live from the trans bay transit center with those numbers for us this morning. pete? >> repor good rning to you, marcus. the trans bay transit center remains closed, but there are some numbers showing it's at least saving the city money when it comes to the bottom line. let's j intofransco chronicle." the unexpected closure of the $2.2 billion project here in san francisco is saving roughly about $550,000 in reduced operating costs each month for the city. that's a lot of money we're talking about. the center costs more than $2 million a month to operate but with the shutdown, staffing has been slashed by 27%. the biggest beneficiaries of this are muni and ac transit. they stand to benefit the most from the savings, reducing their annual contributions of $2 million to $6 million toward transit operations. i want to point out an independent oversight committee approved a plan to repair the

support beams which was the root of the closure several months ago. i talked to a computer about the prolonged closure. here's what she had to say. >> it's just a bit longer walk. other than that, not been no big change. we just walk down the stairs when we're there, but kind of miss going up to the park. other than that, not really much different.officials, no date ha set for the reopening but they could make an announcement as early as february. we're live here in sansuras for uess it wasn't open long enough for a lot of people to get used to it. >> almost. >> maybe that's why a lot of people aren't that upset. thanks, pete. >> 6:36 right now. the search is on for a driver who hit and badly injured a woman while she was walking in fremont. it happened along calaveras road early yesterday morning. the driver took off. this is a tricky case because

investigators say the victim has no memory of what happened. no witnesses have come forward. right now in the north bay, police in petaluma need your help finding a man suspected of punching a target store employee and then running away. take a look at this picture on your screen. according to "the press democrat," the man did all of this while trying to steal from the store friday night. it happened at the target along kennelworth drive near east washington street. call police if you know who he is. right now you can't use a popular park in san jose. this is after free concerts during the college football national championship celebration, trucks drove over the soggy grass and left parts of the discovery meadow park a muddy mess. >> it's frustrating, because now i have to get off here, bypass the shortcut and go the long way, zigzag through the train platform. >> theey will pay for the repais the bay area's most recent

storms before they will replace the fields. >> they have a cool garden at the children's discovery museum but that expanse of land at discovery meadow a little too much for the kids to take care of. we're looking at the entire south bay which is building. typical northbound commute direction we're not surprised by that. i talked about the crash near the walnut creek interchange. it is northbound 680, so counter commute. the slowing shows southbound in your commute direction so it's your typical build as you head over there. meanwhile a smooth flow of traffic for most of the bay, getting across the carquinez bridge, we are looking at traffic flowing a bit more slowly toward magazine, and the earlier crash at highway 37 presents a little bit of a problem, a distraction, i think but that's not a big deal and there is the bay bridge, a smooth flow of traffic. the earlier disabled vehicle looks like it has cleared from the area, so that's good stuff so far. >> that's great stuff so far. this is going to be awesome. look at this right now. look what's in our studio. can you see?

in milpitas. when it comes to roads, california getting a green light when it comes to traffic safety laws. a new report out this morning by advocates for highway and auto safety finds california has ten out of 16 fundamental safety laws, that ranges from seat belt and helmet laws to laws regarding car seats. we spoke with one truck driver from detroit who says he feels safe on california roads. >> i'm here back and forth from detroit, so yeah, i mean, pretty safe as far as i can see. i'm not afraid to be out here. >> it suggests california have drivers for younger drivers. the wife of an employee at tesla who lost his job says the company is not paying full bonuses to those laid off workers who earned them while they were employed with the company. that's according to "mercury news." last week the carmaker announcing it was cutting 7% or. the company says that their

sign-on bonuses given out on a schedule, over the weekend, they clarified that worker would receive one of 48 payments from the 2018 bonuses plan. the company says that the cuts will help reduce the price on the model 3. quarter to 7:00 right now. an update to breaking news you saw here on "today in the bay." we brought this to you live yesterday. two people sadly killed this morning, after a tree collapsed on top of a san diego home. it fell in theoint loma heights neighborhood. investigators say the pair were believed to be sleeping when it came crashing down at 6:15 yesterday morning. >> i heard a very large gust of wind come through, and the walls kind of shake. my husband came stairs, looked in the backyard, up at the tree. the supreme court is clearing the way for president trump's administration to start barring most transgender people from serving in armed forces. the court won't hear arguments but voted 5-4 to grant a stay. president trump announced in a july tweet that he was reversing an obama administration policy allowing transgender men and women to serve openly and to receive funding for sex reassignment surgery. 6:46, the president's lawyer walking back on some of the things he said. >> scott mcgrew, rudy giuliani startled us all with talk about russia. zble real >> he really did. he said the president was dealing with russia up and even through the 2016 election. take a look. >> it's our understanding they went on throughout 2016, there weren't a lot of them but there were conversations. can't be sure of the exact dates but the president can remember having conversations with them about it. >> throughout 2016?

here are the top stories on today in the bay-- welcome back. before you head out the door, it is 6:56. >> breaking news we've beenornit now, after a rape complaint was filed against him. two other men are also being questioned, including brown's body guard. according to the bbc, a 24-year-old woman is claiming the singer assaulted her inside a paris hotel suite earlier this month. she says they met at a nightclub. brown's publicist at sony music not immediately commenting. brown has been in repeated legal trouble since pleading guilty back in 2009 to the felony assault of his then girlfriend rihanna. a live look in berkeley, people are getting their morning cup of coffee. soon it's possible people will pay a little more if they don't bring their own cup. tonight, berkeley city council members will discuss a new plan to do away with plastic food and drink containers.
