boston down to jacksonville. but temperatures get above normal from texas into parts of ohio. warmer than usual. but there's another batch of cold air coming in from st. louis, little rock, on into houston. look at this. later this week, we had the warm air in the east, but then temperatures start to plummet. friday chicago's at 5, new york city 30 on saturda1 >> all righ. thank you. now to some problems tied to this deep freeze. ka t kathy park is with us. >> reporter: millions are waking up to this builtitter cold. the high in albany today is 20 degrees. compared to yesterday at 2 degrees. that's the hudson river with a thick layer of ice. from the plains and midwest all the way to upstate new york and new england.

>> getting out of the house to get into the car is like an extra half an hour today. >> reporter: parts of northeast see windchills as low as 40 below zero. the arctic blast transforming driveways and sidewalks into solid ice. so how cold is it? take a look. watch what happens to boiling water. in new jersey, the atlantic freezing solid trapping a hunter on an off-shore island prompting a coast guard rescue. and in pittsburgh, a truck treating icy roads losing control on the slick surface flipping over. in connecticut, the weight of all the ice bringing down trees and power lines. >> it's just been really windy. you know, obviously everything's freezing on the trees an the wind's forcing things to break. >> reporter: a utility worker killed repairing a downed line after a tree fell on him. the winter weather is being blamed for at least five deaths

already. including a 12-year-old girl outside of chicago who died after a snow fort collapsed on her on sunday. >> we're trying to also every half hour or so cycle crews out so hypothermia doesn't set in. >> reporter: the first big storm of the new year coming in strong. >> it's like an eternity right now. it's really, really cold. >> reporter: and for now folks are looking forward to some relief by midweek. but still feels like 9 degrees below zero. back to you. >> kathy, go inside right this minute. thank you so much. today marks another grim deadline when it comes to the government shutdown now stretching into a second month. and the financial pain is really starting to hit home. if it lasts another week, it will cost the u.s. more than $7 billion. more than the money that the president wanted for the wall. we do have two reports starting with tom costello. hey, tom. good morning.

>> hi, good morning. well, midnight is a critical deadline. here's the problem. that's the deadline for the paychecks for this week. if congress and the president do not come to an agreement by midnight, that means another missed paycheck for many federal workers among them tsa officers and that means on day 32, that right now there is no end in sight. >> go ahead and grab your bags. >> reporter: this morning the front lines of aviation security are feeling the pressure. with 51,000 tsa employees on th. and it's starting to take a toll. the tsa says the number of workers calling out has spiked. now up to 10% of the workforce nationwide. compare that to just 3.1% this time last year. the tsa says many officers are blaming financial hardship for not showing up. the no shows are causing problems at some of the nation's busiest airports. with the tsa acknowledging

staffing issues at guardia, newark, miami, and atlanta. on sunday entire check points in baltimore and houston were forced to close. but it's not just at the airports. five weeks into the shutdown, the ripple effects are now being felt across the nation's economy. small business loans not being processed by the government. the fda cutting back on routine inspections at some food processing facilities. and the faa limiting investigations into accidents like this plane crash in ohio on monday which killed both people on board after the plane hit power lines and crashed in front of a home. in all, if stretched into another week, the shutdown will cost the u.s. $7.1 billion. for some americans, the only relief is coming from local churches and nonprofits. food banks and free grocery veay bills and you have to call and you have to, like, ask people can i skip this payment and move to the next? >> reporter: without money coming in, furloughed fda

analyst michelle scott has already applied for food stamps and doesn't know how she will beyond february. >> i've been working since i was 13. you know, very consistently. and so that's all i know. i didn't have a plan "b." i didn't know what a plan "b" looked like. >> this is just so devastating for so many families, tom. going back to the folk who is are going to the airports, if they're going to see the tsa lines, how long do you think they'll be waiting? >> reporter: so listen. tuesday in january is usually a slow day. let's give a sense of what happened on sunday. that's the most recent day we have data for. most of the country we had wait times under 30 minutes. however, minneapolis st. pall had wait times of 35 minutes there. and st. louis had a wait time of 45 minutes there. i'm sorry, not st. louis. it was new orleans. but keep in mind, new orleans had the playoff game on sunday. so they had a big airport crush. other wait times we've been

watching, sunday we had la guardia, tampa, chicago o'hare, miami, baltimore all getting very close to that 30-minute wait line. again today probably won't be bad. tuesdays in january usually pretty good. the question is as more and more officers call out sick or call out for financial hardship, might these wait times grow even longer. >> all right. tom costello, thank you. let's go to washington now and what is actually being done to end this stalemate. both sides have made offers. votes are expected on capitol hill, but it is not looking like it's going to lead to any progress. nbc white house correspondent peter alexander has the politics of this. good morning. >> reporter: good morning to you. it is now day 32 of the shutdown. still no resolution in sight as congress prepares to take up co though. so this week you have the house expected to pass a series of spending bills that would reopen parts of the government but offer no money for the wall. while the senate takes up the president's plan.

proposal as a nonstarter. >> we want the symbol of america to remain the statue of liberty, freedom, equality. not a divisive wall. and we will fight for that. fight for that, we will. >> well, i guess the question is what are the pressure points? is anyone feeling the heat? is any side looking like maybe it's time to make a deal? >> reporter: let's be clear. given it's 15 degrees in washington, nobody's feeling the heat. the frigid temperatures here represent the stalemate that's frozen in place. despite all these headlines like g ose you saw from tom about on their sides. their supporters don't want them to cave. many republicans feel like what the president said gives them a chance to talk to their constituents to say they're the ones looking to address immigration in a broader comprehensive way. not a single democrat came out to support the president's proposal. clearly the concern right now is

"today" senior correspondent keir simmons has the latest on that. good morning. >> reporter: good morning. this morning, his lawyer telling journalists he is doing pretty well and that he is, quote, maintaining his dignity in that russian prison. but in the past few hours, a russian judge upholding the decision to deny him bail meaning he will stay in prison a case where if he's convicted, he could face up to 20 years in jail. paul weiland appeared in a glass enclosure. wearing a blue button down shirt, he stood at times straining to hear his lawyer during the five-minute hearing. the judge reading his decision

ruling against releasing the michigan native who is charged with espionage. mr. whelan was arrested in december. his family insisting he is not a spy. after a month, they have little information, his twin brother says. >> nobody knows the details other than the russian government about why he was charged as an alleged spy. it's unbelievable to many. >> reporter: the family insists he was in russia for a wedding while according to russian media this morning he was found with state secrets. but some suspect the former marine is a pawn in a diplomatic game with the russians hoping to exchange him for mariia butina . >> it sounds very much like a russian entrapment. >> reporter: what's your message to president putin? >> m the charges are false. >> reporter: there are many aspects of this case that are mysterio

oscar nomination for "the wife" she's still looking for her first win. standing in her way in the lead actress, lady gaga, the favorites olivia, melissa mccarthy. in the supporting categories, golden globe winner regina king grabbed her first oscar nomination. she's up against emma stone and rachel weiss. and amy adams. herschel ali is grabbing his second nod in three years. he's up against sam elliot, richard e. grant, adam driver, and last year's winner sam rockwell nominated for "vice." some surprising snubs. no acting nominations for ethan hawke, john david washington, or emily blunt.

sparking intense anger online. authorities now say let the threats against the team the school in kentucky. this shows the student nick salman face-to-face quickly exploded across the weekend. many of the students in d.c., wearing make america great gear, some are making racist gestures and others chanting. a new e-mail says the incident is being fully investigated by an independent third-party investigator. the school condemns the kids' action and looking at possible expulsion. the defender of the students say there was a rush to judgment. a fuller picture comes into view when more emerge. a student whose parents did not

we're excited about being in detroit, and especially this time of the year it's cold, so we're cooking italian food that cooks for a long time in the oven, and it's just like super comfort. >> what's going to be the must have item on the menu there? >> we're making the lamb shank today. that is on the menu. especially like sunday it's like the time to like make kind of stuff like this. we have time to do that. the lamb shank here. >> that hoda kotb is not messing around either. >> it's so good. >> what do we have? what do we start with here, andrew? >> we have the lamb shank, which is the hind shanks of the lamb, and then this is all about flavor and flavor building. it's about onions and celery and tomato paste and bay leaf and citrus. we call it lamb ausbucco. it's got citrus peel, orange peel, you just kind of like building that flavor up. it starts with, you know, searing the meat, right? because just like vegetables have sugar, meat has sugar inside. you want to caramelize that and

get those little brown bits in the sauce to kind of like build up the sauce. >> and you said you've got to season these shanks in advance, right? bit th salt and pepper, it's while you're cooking, and then at the end you put a little more salt and pepper. you want to kind of like build that up. >> if i don't have a lamb shank, what can i swap it out for? >> you know, short rib works really good, lamb stew meat works really good if you can't find the shanks. again, you have the celery and the onions, all that kind of good stuff. it's all about building that flavor, right? >> a lot of garlic, there, too. >> the gstand it gets kind of b. it's about putting that flavor inside the sauce. you want to make sure it gets nice and caramelized. it has that nice caramelization on it. that's the sugar inside the vegetable. >> how long are we going to sere

a sudden everyone's eating polenta. >> polenta is the same gras gri. this is like our mac and cheese. cornmeal polenta cooked a long time, you finish it with parmesan cheese and butter so it gets really creamy, pepper, a little bit of olive oil. >> could you use stone ground grits if you wanted? >> you probably have to cook them a little longer. my uncle when he makes this, you actually make it really thick and he puts it right on the table from the pot so you almost can kind of like cut it a little bit. that's my favorite thing on earth is a great bowl of polenta, this time of year. >> you and me both. the ravioli is this actually your grandmother's recipe? >> my grandmother had like a team of professional pasta makers, it's kind of like an ode to that sunday ravioli, very simple with short rib inside, a little bit of pork, a little bit of veal, and fresh tomato sauce not cooked too long. really super fresh tasting. >> and the gravy? >> the gravy is from -- this is
