welcome to wednesday morning. already january 23rd. taking a live look, wow, what a gorgeous look at the beautiful golden gate bridge. nice and clear out there. a cold start as well. good morning to you and thanks so much for joining us. i'm laura garcia. >> and i'm marcus washington. right now we want to get to meteorologist kari hall to talk about the cool temperatures this morning. >> it is cold this morning and it's going to be cool the next several mornings. here is a look at our new camera in walnut creek, a good morning as we start out with some of that cold air that you're seeing, and everyone heading out the door fairly well, no issues from the weather department, except you do need an extra layer or two. our temperatures in the 30s, pretty widespread for our inland valleys. right now it's 47 in san francisco. as we go throughout the rest of

the day, we go from the low 40s to the mid-50s by noon and it's going to be a nice afternoon. we'll talk about more warmer weather in the forecast. and mike, you just missed the traffic break. >> i caught it but we just missed showing it on tv. northbound 101, well, not even any trucks remain with this work going on at willow overnight. we had a couple lanes blocked. full lane closures for the last few minutes, just reinstated for palo alto so the speed sensors will quickly start to clear as coming off of the dumbarton bridge. it's moving nicely around the bay, a smooth flow of traffic. word is northbound 680 will have construction around sheridan. you may have a couple of lanes where there's a little bit of slowing but southbound moves smoothly as well. back to you. >> thanks so much, mike. new this morning, authorities in the south bay investigating a late night shooting, it happened outside a casino a little before 11:00 p.m. in the bay 101 parking lot in north first street in san jose. there were bullet holes in a car and a shoe left on the street.

police force tells us the victim suffered some kind of leg injury. kris sanchez is digging deeper into what happened right now. she'll join us with a live report at the top of the hour. another developing story in the south bay, a san jose grandmother shot in her own home in front of two grandchildren. police still searching for the shooter. >> officers swarmed an east san jose neighborhood saturday night. officers are searching for the person who shot and killed 58-year-old grandmother lili santiago hearen in daez. one neighbor says a family gathering was interrupted by a single shot around 5:30. >> when i go to the restaurant, i listen, boom, and then, oh, my god, what happened? everybody happy. >> he says no one knew someone was hurt until two children next door started crying for help. family members of that victim who don't want to talk, who didn't want to talk on camera say that two kids, and 7, were cooking with their

grandmother, when she was shot. police have not said a motive in this case. and new information this morning, police arrest a man accused of robbing a santa rosa cell phone store and trying to rob another sonoma county store last month. that robbery failed after an employee noticed that the suspect had a bullet jammed in their gun. the employee refused to hand over that money. officers say gerald scott, jr., you see there, was one of the three men involved in holding up another cell phone store in petaluma a short time later. that trio took off in a car that was later abandoned. hundreds of jobs are up for grabs today in san francisco. the mayor's office is holding a career fair. it's aimed at providing young people with job opportunities. job seekers can get practice with mock job interviews and opportunity to get help with their resumes. this begins at 11:00 this morning at war memorial building along van ness avenue. it lasts until 6:00.

last night berkeley councilmembers voting unanimously to pass its litter reduction ordnance that charges people 25 cents for each disposable cup they use. some say it has to be done. >> it's two-thirds of our street litter in the bay area, and it causes significant cost and harm to our environment. >> some business owners say it comes at a bad time now that minimum wage has been increased to $15 an hour. there is one more vote and the plan is set to go into effect in january, 2020. new for you this morning, bay area transportation leaders are reportedly speeding up the opening of the third westbound lane on the richmond-san rafael bridge. you may remember last spring a third eastbound lane opened and that's been a big hit for commuters. the ij now reporting it's possible that the new lane could open for walkers and bicyclists as soon as april. some people are hoping that that

good morning. i'm frank holland at cnbc global headquarters. here are today's top business headlines. wall street is set to open higher this morning. the markets sold off yesterday as weak data out of china and lower growth forecast from the international monetary fund. there are new worries about the health of the overall global economy. stocks fell to the lows of the day on reports the u.s. canceled a tradeek, m that was later denied by the white house. the dow closing down 301 points, snapping a four-day win streak. on today's watch list, earnings from procter & gamble, united technologies and ford. uber is rolling out rewards program in 25 u.s. cities and metro areas today, expanding beyond nine launch cities, including san francisco. it calculates how much you spend on uber and uber eats in the past six months and awards perks like a $5 credit, no fee cancellations if you book your ride, and free car upgrades.

along 101. folks up and out the door. good for you. 4:43 right now. niagara falls can't seem to let it go this morning. parts of the natural wonder literally frozen, but as you can see, water still flowing just a bit, because of high speed of the water that actually falls into the river, it's actually difficult to freeze. tourists are still braving blistering cold temperatures to see it all. niagara falls this morning feels like negative 4 degrees. that's cold. >> those shots are always beautiful to look at. >> from a distance, in video. from california. >> right. our temperatures are a lot warmer. >> yes, it's going to get even warmer over the next few days. it's going to be really nice here in the bay area. although we start out with some cool temperatures and some of us are even around freezing for inland valleys, here is a live look outside in san rafael, 101 looking good, and our temperatures are now in the mid to upper 30s. fairfield the coldest at 34 degrees, and it's 42 in oakland,

the warmest in san francisco at 47, and 37 in san martin. the seven-day forecast is up at the bottom of the screen. s with as we check out your transit forecast headed out to the fruitvale b.a.r.t. station it will be in the low 40s around oakland and mostly clear skies. we'll see mostly sunny skies throughout the day, headed into the mid-50s by noon. as you get dressed this morning, you need some layers and maybe a scarf or some gloves, and then the rest of the day a nice warm sweater will keep you comfortable as our temperature also reach into the upper 50s and low 60s. gilroy headed up to 63 degrees. we're also going to see some low 60s for much of the east bay and hayward today, 60 degrees. 61 in san mateo, and san francisco. up to 60 in the mission district and for the north bay we're looking at a high of 63 degrees in santa rosa, and in napa. our quiet weather tncontinues. we have a lot of dry out there

and high pressure is steering any of these clouds up and around the bay area, so we're seeing still some active weather for parts of the pacific northwest, but that will not move into our area, at least in the next seven days. so we keep the sunshine, and we are going to start a warming trend for today, up to 62 degrees. it's still going to be chilly tomorrow morning, but then look at the high, 64 degrees. we'll get up to 67 for sunday into the start of next week, and morning temperatures will get a little bit milder as well, but still quite chilly, staying in the 40s. heading over to mike, you were saying things have started to clear on the peninsula. >> we had the traffic break and the road crews, the full closure for 10 and that cleared on the northbound side. never was a full closure on the southbound side, not in the last few minutes during our show. we're looking at road crews southbound 808 from san leandro down toward hayward and 92. they're working on the electrical syste f median there 680 northbound, counter commute headed into sunol out of

fremont. we're looking at a nice drive here, this is:c contra costa county. looking over 680, walnut creek, camera shows folks traveling in your commute direction with the tail lights toward highway 24 and the 24 interchange. very light right now. we'll check on that later on as the build happens later in the show at the 6:00 hour. getting in through the area, the tri valley shows no delays, a nice smooth flow of traffic, even for 84 and coming out of the altamont pass. there are slower drivers until you get to grant line, when all the lanes open up and a smooth flow. getting toward the bay bridge no delays either. 14 minutes is your minimum you'll see from highway 4 to the bay bridge. back to you. >> thanks, mike. new details about the san jose teacher accused of assaulting a student. ricardo chavvia it is said sexually assaulted a student

between november and december last year. it is sexual batterys emeryville say it happened thursday. a 22-year-old man picked up a woman hyatt. the woman alleges the assault occurred during the ride. lyft releasing a statement saying in part "the safety of the lyft community is our top priority and the allegations described are deeply disturbing. we have extended our support to the passenger involved and are actively assisting law enforcement in their investigation." the suspect has not been identified. 4:47. now to capitol hill. lawmakers considering two different proposals to end the government shutdown. there's little hope either one will pass. it's now day 33 of the will hold open votes on dual propo l proposals to reopenhe judge las against santa clara which argued to preserve its at-large election system. minority groups sued, seeking a larger voice on the city

council. despite the legal defeat, santa clara city attorney is still vowing to appeal. according to "the mercury news" the judge ruled the city has to cover $3.1 million in opponents legal fees. the city is not commenting. teachers in los angeles back in the classroom this morning. the strike that started more than a week ago is officially over. last night, teachers overwhelmingly approved a new contract between their union and the school district. union leaders say that that deal includes much of what they were asking for, a cap on class size, hiring more nurses and librarians and a pay increase for 6%. palo alto is back in the spotlight in the wake of a new documentary examining the epidemic of teen suicides. >> after months of silence on the issue, district leaders agreed to talk about how they're addressing student mental health issues. here's senior investigative reporter vickyuyen. >> good morning. teen mental health is taking

thank you so much for starting your morning right here with us on "today in the bay." >> i'm laura garcia. let's get to that forecast this morning. another chilly start. >> yes, it's colder than it was yesterday morning at this time, so we are going to have these cool mornings, but then it will shape up to be a nice day. here is a look at the numbers you'll feel as you head out the door, mostly 30s for inland valleys and right now 45 degrees in san francisco, even cooler there, but it will be a nice day to head out and go hiking in the east bay, looking at sunshine, and the temperatures will be warming up, as the winds increasing going throughout the day. in san jose headed back to school looking at temperatures 39 degrees as you walk to school. by the time you get out of school, 60 degrees. we'll look at more of our microclimates. mike, you have a note for commuters out of the nn. >> there will be a delay for folks, because they're using buses instead of the ferries coming out of vallejo for the first one at 6:40 in the morning. keep that in mind, that will affect folks getting out of san
