"today in the bay" continues right now. a very good morning to you. thanks so much for joining us. i'm laura garcia. >> and i'm marcus washington. mike will have a look at the commute in a bit but first we start with meteorologist kari hall and a cold start. >> upper 30s across the bay area, and we're also going to see those temperatures in los gatos low 40s by 8:00, sunshine will help us warm up, as we go throughout the day. some of our south bay temperatures will be hitting the low 60s today, up to 64 in morgan hill, and for the east bay, look at that, 62 in concord. in oakland today 61 degrees, so

make plans to get outside. we'll talk about what else is ahead for the rest of the week coming up. and mike, it's the south area for the commute. >> a pretty calm commute overall but have the traffic alert in the concord, walnut creek area. green sensors starting and the slowdown for the south bay, silicon valley north through san jose, 87, 101 shows some slowing. it's 680 southbound which continues to have the traffic alert. two lanes are blocked, southbound 680 right around treat that's causing the jam out of concord, pleasant hill off of highway 4 and coming down in your commute direction. at least one tow trucken is at scene but i think we need two to remove the two vehicles involved. this pays benefit for anyone south by the b.a.r.t. station in walnut creek, southbound 680 moves smoothly, a little bit lighter flow than we see because of that crash back at treat. back to you, marcus. >> thanks, mike. new for you this morning a shooting near san jose casino is raising a lot of questions including where the shooter was, when they took aim at that

person who was found shot outside bay 101. "today in the bay's" kris sanchez joining us live from the scene with what we know so far. kris? >> reporter: hi there, march us can. the victim was found in the newer part of the bay 101. here is what crews saw around 10:00 last night, a car with bullet holes you can see there and also a shoe in the middle of the street. san jose police and the chp were both here on scene last night, but because the shots may have come from the highway, the chp is now leading this investigation. that person who was found shot in the parking lot here was taken to a local hospital and is expected to survive. the chp, if they have a vehicle or suspect description at this point, they have not released it. what that means usually is that either they don't have a description of that suspect or that vehicle at this point, or that they know who they're looking for and they're just

going to go try and track him down first. whenever we find out what the answer is, we'll let you know. in san jose, kris sanchez, "today in the bay." >> thanks so much for the update there. as we enter day 33 of the government shutdown, something we've never seen before, the senate votes tomorrow to end it. will the votes restore federal workers' paychecks? >> we check in with "today in the bay's" tracie potts live in washington. tracie? >> hey, laura and marcus, we are not there in terms of ending the shutdown t doesn't appear that way. are votes happening, yes, in the house and in the senate, where they have not taken one vote in 33 days to end the shutdown. however, the votes that are happening are short of the support needed to get those folks back to work. two plans, two votes, and no solution. >> this is nothing for anybody to be proud of. >> reporter: tomorrow, for the

first time since the shutdown, the senate votes to end it. republicans will pitch the president's plan, temporary protection for a million immigrants if he gets money to build a border wall. >> why are democrats not supporting the president's proposal? >> reporter: because they have their own, reopen government for two weeks, then negotiate border security. without support from the other side, both plans are expected to fail. >> people are saying isn't there a way out of this mess? >> reporter: right now, there's just finger pointing. >> it's nancy pelosi. >> the speaker's position seems to be that she demands the unconditional surrender of the president on every position involving the shutdown. that's unreasonable, illogical, it's irrational. >> we cannot have the president every time he has an objection to say i'll shut down government until you come to my way of thinking. >> reporter: the fbi says the shutdown is making america less safe. >> the failure to fund the fbi is making it more difficult for

us to do our jobs, to protect the people of our country from criminals and terrorists. >> we appreciate all of your help. >> reporter: food banks feeding furloughed workers now a daily symbol of washington's dysfunction. >> amid the shutdown, hundreds of, employees are getting permission to skip work due to financial hardship. union leaders expect that number to surge as part of the coordinated protest. this could hamper the government's ability to process your tax refunds on time. president trump's administration recently ordered at least 30,000 irs workers to process refunds without pay. speaking out. the high school student at the center of that tense weekend confrontation outside the lincoln memorial. student nick sandmann is talking exclusively this morning on the "today" show with savannah guthrie. >> do you feel, from this experience, that you owe anybody an apology?

do you see your own fault in any way? >> my position is that i was not disrespectful to mr. philips. i respect him. i'd like to talk to him. i mean, in hindsight, i wish we could have walked away. >> the video seen around the world, generating controversy, and concerns about protests outside the school where sandmann and his fellow students attend. the individual know shows covington high school students standing toe to toe with nathan philips. many of the boys are wearing "make america great again" hats. president trump tweeted his support for them. you can watch the full interview on the "today" show starting at 7:00 a.m. after "today in the bay." >> 6:06. four of the nation's largest banks are stepping up to ensure pg&e continues operating smoothly through bankruptcy. the utility announced an agreement securing nearly $6 billion in loans. without the financing, pg&e could have major money problems. at the same time, governor

newsom yesterday nominated a new puc commissioner, along with three people for the states new commission assigned to assess and distribute wildfire costs. a south bay pumpkin farm has sold its last jack-o'-lantern. it's shuttingity doors due to market conditions and other uncontrollable factors. as part of the closure, the farm is selling off millions of dollars of farm equipment. the farm which serves several counties is well-known for its san martin pumpkin park. it is unclear so far if it's going to continue into the new year. i take my kids there every year. it's really cool. i'm going to post some pictures. you see how they grow in the pictures. >> we were supposed to go together, laura. >> i know! >> we missed our chance. here is a look outside right now at palo alto as you get ready to step out the door.

some low 40s and we're going to see some mostly clear skies throughout the day. after this cool start, it will warm up, and fairly quickly, as we head into the mid-50s by early afternoon. heading over toward concord, 39 degrees, throw an extra layer or two as our temperatures start out cool. we will head into the upper 50s for the early afternoon hours. heading over toward fremont, as you make your way out to the warm springs b.a.r.t. station, we will also see some upper 30s there but look at the afternoon temperatures, much better, 60 degrees, and we'll see more days like this in the forecast. we'll have a look at that in a few minutes. mike has a look at the morning commute and we've had one major issue, especially in the east bay. >> that's right, we continue to follow that traffic alert on 680, it's not the bay bridge toll plaza in the east bay. that's just fine, standard backup there. it's southbound 680, look, south 242, south 680 as they merge and blend with south 680 toward treat, two left lanes are

good wednesday morning. right now at 6:12, it's a clear start but also very chilly. here is a live look in san jose, at highway 101. looking good as you get ready to head out. headed toward willow glen, it will be 39 degrees through 8:00, and then we'll see those temperatures going up, headed into the low 60s today, which will actually be a little bit warmer than normal. we'll talk about more warmth in the forecast at least for the afternoon. that's coming up in the next

five minutes. >> kari, san jose looks great. it's concord, pleasant hill, walnut creek, all having trouble and so are folks headed out of pittsburg and bay point over on the right side. the traffic alert for southbound 680. we'll bring you the latest. good morning, happy wednesday. the markets fell on further fears the economy is slowing down. the white house insists the meeting with the chinese to talk trade is not canceled. a first for netflix, its movie "roma" was nominated for best picture yesterday, that is pretty amazing for netflix. oracle in trouble after the u.s. government accused it of discrimination against women and minorities. the redwood shores company underpaid thousands of female, black and asian employees by more than $400 million in total. no comment from oracle. oracle's run by a woman, and a man, they're co-ceos, though if you google who is the ceo of

oracle, you get the man's bio. target is adding apple pay, so too are taco bell and half a dozen other stores, meaning three-quarters of all major chains that take apple pay where you just tap your phone to check out. cvs joined recently but you'll still get that massive paper receipts there. 150 million americans play video games. that estimate may be a bit low considering 200 million people alone play fortnite, though that number is worldwide on fortnite. 150 million americans is amazing, nearly half of the entire company's population. a santa clara company will start testing a mobile market in boston. it's not robotic. the little car is driven by somebody remotely. "the boston globe" points out that may not actually be legal in massachusetts. it has all kinds of interesting things in it. when i was a kid they had an ice

like. >> i think it's the liner of it. >> do you want to eat it? >> did you have a gender reveal party? they weren't a thing. >> no, i just told everybody. >> ours was, we had the ultrasound and then here's what gender it is. that was our party. >> i remember my doctor, here is the baby, here is another one. oh my gosh, there's one more. >> all of them. >> pretty much. >> rainbow cake. >> two lasagnas, three lasagnas. >> everyone's not a fan. we start out with cool temperatures. it's chilly as you get ready to head out the door and then as we go through the day, really nice. let's get a look live at san francisco, all clear skies, as you start out, but look at these numbers. we're at 45 degrees, and in san francisco, you've got the warmest temperatures, because we are just above freezing in livermore, 33 degrees, put on a few extra play layers especially headed out the fruitvale b.a.r.t. station at 44 degrees

and later on today, we'll have some nice weather as you get ready to head out. now, just getting ready for the morning, it's a good hair day, even though we do have the very chilly air, and the humidities at 85%, those temperatures are so low, it still feels really crisp outside. so good hair day for all, and we're looking at highs that will be very nice and comfortable with highs reaching into the low 60s in the south bay. we're up to 61 in walnut creek, and in pleasanton and for the peninsula, upper 50s, up to 62 degrees in palo alto and 59 degrees in the outer sun sset, e north bay, 63 in ukiah and santa rosa. our dry weather continues, that gives us some very chilly mornings, but also some warm afternoons, when you have some really low humidity and some dry air, so we're not going to see any changes in that overthe next seven days, and then we're looking at our temperatures warming up at least for the weekend, we're going to see those inland valleys reach up to 67 degrees by sunday into

monday, and then still no rain in the forecast through at least tuesday of next week. so we are going to have some great weather for getting outside, enjoying it, but we'll also keep an eye on the sierra snowpack to see if it goes down, especially with some warmer temperatures in the forecast. heading over to mike now, you have more on that alert. >> and i think we're going to close out the traffic alert after this report. we'll keep you in the red notification just to let you know about the severe slowing southbound 680, just got word the chp cleared that from their report, south 680 at treat boulevard looks like we're in recovery mode from the traffic alert, headed out of walnut creek and out of concord and pleasant hill, there is the slowing off of 242. traffic continues to build off of highway 4. i want to show you, if you are traveling in that area out of pittsburg and bay point we'll take you to our waze system and show you how traffic is flowing off of highway 4 in toward the area. waze is up getting slowly there. there you go. we have a drive that's registering at 48 minutes, if you take kirker pass road,

that's good news, because you'll be avoiding all of that backup over here, but even in the last few minutes we've gone from an hour and 17 to 57 minutes. save ten minutes if you take the cut-through. you might want to stick to the freeways. they will recover, traffic is lighter in the area. stick with bay area wazers to help you map out any changes in the morning. back to the regular maps again, we're showing the east shore freeway slowing from highway 4 to the bay bridge. nothing severe, your typical build, a little bit lighter than a typical wednesday. a smooth flow of traffic for the rest of the bay. the south bay just starts your northbound push to gently build through san jose and here we have 680, or 880 southbound. we talk about a crash around 238, it looks like the big rig is over on the shoulder. it's a distraction, but not a major impact. so we just have your typical slowing headed down toward the san mateo bridge, there's 92 and the dumbarton bridge, there's 84, both westbound with your commute. back to you. >> thanks, mike. >> thanks, mike. a big day ahead for uber riders and drivers, all new for

"nbc bay area responds," to a palo alto man who experienced financial static with his cable company. >> technically his former cable company. he turned to consumer investigator chris chmura and his team for help. >> good morning. masato yasuda told us he canceled his at&t u-verse and returned his box way back in 2015. at&t mailed him what he believed was the final bill and that was that, until this past august. masato discovered at&t had never stopped charging his credit card each month. so over the past three years, he

6:24 right now. self-driving cars could cause a longer commute, that's what a new study published in "the east bay times" says would happen. in order to cut down on gridlock and pollution self-driving cars need to be shared and electric. it says doing so allows more access to jobs, and health care. we were talking about this earlier on "today in the bay," in the south bay, shark tank is getting prepped for this weekend's nhl all-star game. crews installing special equipment including new cameras that will bring you even closer to the game. there will be a skills competition on friday night. the game itself is on saturday night and you can watch it right here on nbc bay area. the 9-year-old napa girl who inspired steph curry to market curry 6 for boys and girls is driving curry to offer more. >> the late late show he showed off his newest line of shoes being released march 9th.

peninsula, the works! we have it all covered on "today in the bay" for you. good morning, thanks for joining us. i'm laura garcia. >> and i'm marcus washington. we go to meteorologist kari hall with a look at the morning forecast for us which is cold. >> no matter where you're stepping out around the bay, it is chilly out there. here is a live look outside at fremont, and we have all clear skies, no fog, no weather issues, except for those very chilly air. so upper 30s and we'll hold there through about 8:00, and then quickly see our temperatures warming up. we're headed into the low 60s today, getting the kids up and out the door for school this morning, if the alarm clock doesn't wake them up, maybe push them on out the door. it's 39 degrees. it's going to be very chilly, but a very nice afternoon as well. we'll talk about the weekend coming up. mike, you have a look at the morning commute. >> i do. i've tried that, kari. they keep finding a way back in. looking toward the commute in the east bay, a smooth flow of traffic, upper east shore shows slowing and there may be a fender bender, hit-and-run

reported at the bay bridge toll pla plaza. we don't find any additional slowing over there and we find recovery from the earlier traffic alert, but the crash cleared 680 at treat southbound, that is your commute direction and see, lafayette sees more traffic and so does 680 headed toward alum and danville, where we expect your morning commute to be heavier in those spots. slowing hayward past the san mateo bridge, slowing fremont toward the dumbarton bridge and northbound routes through the south bay so traditional patt n pattern, no surprises. >> it's 6:31. in a new hours a number of people plan to protest inside the san mateo district attorney's office. they are upset with how the d.a. is handling the case in which i man died after being tased by law enforcement. it is the third such death in the county over the past 12 months. "today in the bay's" bob redell spoke with the d.a. and new this morning, he is live outside the government center in redwood city with the response. bob? >> reporter: laura, later this

morning, between 10:00 and noon, about 10 to 20 people with the gripe called justice for chinedu will perform a sit-in protest at the office of district attorney wagstaffe, to demand he release the video and 911 calls related to this deadly incident. they argue it's been 100 days and the public has a right to know what happened. last october, five san mateo county sheriffs deputies tased chinedu okobi during an encounter in millbrae. okobi, who was 36 years old and had a history of mental illness, died during that struggle. the d.a. has 25 minutes of video from a surveillance camera, dash cams and witness cell phones that show some but not all of what happened. okobi's family saw the video and questioned whether deputies had a right to stop him in the first place. they say chinedu was walking down a sidewalk, not running in and out of traffic, as the sheriffs office has said. we spoke with d.a. wagstaffe who

says he will publicly release the 25-minute video and transcripts of interviews with the deputies and witnesses once his investigation is complete mid-february. >> i understand the impatience, but the question is, as i've said multiple times, 25 years ago johnny cochran said something that's run in my mind when he accused the d.a. of a rush to judgment. i remember that, when i make my decisions now that we're not going to rush to judgment. >> it's not fair for chinedu's sake. he's gone. he doesn't get to speak for himself. we are here to speak on his behalf, and we want to see change in this county, and we're not going away. we are not going away. this has to change. here in san mateo, and across the united states, black men need to be treated with dignity. >> reporter: d.a. wagstaffe says he is waiting for a report from an outside use of force expert before deciding whether or not to file charges against the five deputies. protesters question the

independence of that expert, given that he is former law enforcement. okobi was the third person to die after being tased in san me meatmateo county last year. another man died during an encounter with redwood city police in august, a third in january with daly city police. no charges filed in those last two incidents. reporting live in redwood city, bob redell, "today in the bay." >> thank you so much for that update there. 6:34 for you right now. later today, in the east bay, teachers, parents and students in oakland will protest their school district. this is the second protest in less than a week, but this one will be for a different reason. "today in the bay's" pete suratos joins us live at oakland unified and pete, what are the details surrounding this protest? >> reporter: good morning to you, marcus. in the second protest within five days is actually over a proposal to close a middle school in east oakland. the middle school is roots international academy. so that's going to be discussed during the oakland unified

school district's board meeting later today, taking place roughly at about 5:30 p.m. so at that meeting, we're being told, i got a text about it that teachers and supporters plan to shut down this meeting by protesting it. the potential school closure could be the first of as many as 24 school closures around the district, as the district deals with budget issues. the protest taking place is taking place during a busy day of events throughout the district, including a community meeting set to take place about 10:00 a.m. to discuss the current budget crisis and potential cuts throughout the district. all of this is adding more tension between teachers and district officials with the teachers holding a one-day strike this past friday, unhappy over wages and class sizes. you got this other protest taking place tonight and i'm being told there's a good chance a longer strike could take place as recally as next month. you got teachers protesting tonight's school closure proposal and tonight's board meeting but a final vote on the closure will not take place until next week. we're live here in oakland, pete suratos, for "today in the bay."

>> pete, thank you. berkeley city councilmembers taking a bold step to do something about its disposable waste problem. last night councilmembers voting unanimously to pass its litter reduction ordinance, charges people 25 cents for each disposable cup they use. some say it has to be done. >> it's two-thirds of our street litter in the bay area. and it causes significant cost and harm to our environment. >> some business owners say it comes at a bad time now that minimum wage has been increased to $15 an hour. there is one more vote and the plan is set to go into effect in january, 2020. happening today, uber rolless out its rewards program in 25 new cities today, including san francisco. the program calculates how much you spent on uber and uber eats in the past six months. perks include things like $5 credits, no fee cancellations if you rebook a ride, guaranteed

prices between your two favorite spots and free car upgrades. the feature will show up automatically in uber app. >> 6:36 right now. new for you this morning, bay area transportation leaders are reportedly speeding up the opening of the third westbound lane on the richmond-san rafael bridge. you may recall last spring, a third eastbound lane opened and that's been a big hit with commuters. the "marin ij" reporting it's possible that the new lane could open for walkers and bicyclists as soon as april. some people are hoping that that same lane could be used for vehicle traffic during the morning rush. the original plan was to keep the third lane car free for a few years. i think that westbound commute could use another lane but that's just my opinion. >> that's just the traffic guy talking. >> what do i do except watch the traffic backup there. the bay bridge westbound here moves pretty smoothly. we don't see a problem in this live shot but in the area, chp has reported someone called and they're standing in front of a car that they claim hit them, and so that may be going on somewhere near the toll plaza. that sounds dramatic, but chp is

on scene and so is the bridge crew, so we'll sort out the details, our news desk as well. sean is following that. i'll let you know if he finds anything of interest or note for traffic flow. the flow through the area is moving nicely. richmond builds in volume and so does the recovery for concord southbound 680 continues to show a smoother drive, the earlier crash, the traffic alert cleared southbound right around treat. the rest of the bay shows a nice gentle build right now. we have a smooth flow of traffic in the south bay, where north bay runs through san jose. >> here we are on wednesday, hump day, seeing the weekend in our past. >> for a lot of people it's a short week and we're almost there into the weekend so we're making plans and it starts out cool. here is a look at saturday's forecast, that will be really nice for getting outside, and enjoying time out with family, going hiking, going even into the beach. it will be in the low 60s there. you need still some layers, but it will be nice to just take in

some sunshine. we're going to do the same on sunday, with more of the same kind of temperatures, and also great weather for the oakland a's fan fest that will be happening at jack london square. a little cool to start at 9:30, but temperatures warming up fast, making it into the upper 50s by noon. if you're headed out of town, going to lake shasta, you won't have the major travel issues we did last weekend. we'll reach up to 56 degrees on friday. sunshine continues on saturday, 61 degrees, but a few more clouds on sunday, but rain does hold off. looking at the tri valley, we also will have some nice weather, all throughout the weekend, for enjoying some time at some of the vineyards there, or headed to monterey with our high temperatures almost to 70 degrees, but it still looks like it will be a great place, maybe a great destination to spend some time this weekend. so we'll talk about what's going on today, as we try to make it through this work week, coming up in about three minutes. >> thanks, kari. you got to stick around for this one. they say cats have nine lives.

grandchildren on saturday. officers swarmed a home near 608 and capitol expressway in east san jose. 58-year-old grandmother lili santiago hernandez was shot. >> when i go to the restaurant, i listen, boom, and then, oh, my god, what happened? everybody happy. >> he says no one knew someone was hurt until two children next door started crying for help. family members of that victim who don't want to talk on camera say that two kids, ages 9 and 7, were cooking with their grandmother, when she was shot. police have not revealed a suspect's motive. new information this morning, police arrest a man accused of robbing a santa rosa cell phone store and trying to rob another sonoma county store last month. that robbery failed after an employee noticed that the suspect had a bullet jammed in their gun. the employee refused to hand over that money.

officers say gerald scott, jr., you see there, was one of the three men involved in holding up another cell phone store in petaluma a short time later. that trio took off in a car that was later abandoned. teachers in los angeles are back in the classroom this morning. a strike that started a week ago is officially over. last night, teachers overwhelmingly approved a new contract between their union and the school district. union leaders say that that deal includes much of what they were asking for, a cap on class size, hiring more nurses and librarians and a pay increase for 6%. good news for students at california state. according to the "l.a. times," tuition won't go up in the fall. the university's chancellor made the announcement during the annual state of csu address yesterday. governor newsom says that he has proposed a $300 million increase in funding for cal state as part of the state's budget. happening now, thousands of central american migrants back on the road in mexico, headed north toward the u.s. border.

there they're more than 900 miles from the nearest border crossing. some are undecided which route they'll take. most members are from honduras. president trump is vowing to stop the central american caravan sending troops to reinforce the border. the president has a new catch phrase. >> build the wall and crime will fall. >> he's asking you to use the phrase and pray, he tweeted that this morning. critics responded with mexico will pay, you used to say. people who come in the caravan and apply for asylum are following american law to the letter. those who sneak across are of course breaking the law pri prima facie but looking more generally, immigrants of all types statistically break fewer laws than native born americans. interesting progress in the senate.

we're headed in walnut creek from 39 at 8:00 to 56 at noon and continuing to head into the upper 50s as we go into the rest of the day. time to get the hids up akids u the door. in the south bay temperatures chilly at 39 degrees and we'll see it make it into the low 60s as you go back to pick them up. you'll enjoy some time outside this afternoon. as you get dressed, you do need some layers, maybe a coat and a scarf and later on today you'll take some of the layers off and stay comfortable with a light sweater. dry conditions, as i show you the wide view of what's happening in the pacific. we have high pressure right here, so that's steering any of the clouds that we're seeing some of the rain well to the north of us. we are not going to see many changes in that as we go through the next seven days and our temperatures will be going up as a result. so our inland valleys will reach into the low 60s today, but by the weekend, we're in the mid to upper 60s, and that's the kind of weather we'll see continuing

into the start of next week, and for san francisco 58 today, and some low 60s, really nice for the next several days. headed over to mike now, you're tracking what's happening across the bay. >> we had the south bay slowing kari, northbound 87, it was slow up toward curtner from capitol, it's starting to smooth out now. 101 had a similar slowdown toward capitol expressway. it indicates more folks suddenly hitting for the commute. crash silver valley creek road near yerba buena. be prepared for traffic control as you head through that area as well. overall, san jose pushing up in toward cupertino, santa clara, sunnyvale, all moving nicely in your typical pattern there. a smooth flow for the rest of the bay as well. tri valley no surprises, and same thing for 880. although there are a number of crashes marked there, most of them are out of the roadway. south 880 approaching 92, we may have a trailer that's stuck in one of your lanes and that will cause folks to swerve or get around it, not swerve, because

here are the top stories on "today in the bay." new this morning, authorities in the south bay investigating a late night shooting, it happened outside a casino a little before 11:00 p.m. in the bay 101 parking lot in north first street in san jose. there were bullet holes in a car and a shoe left on the street. what police don't know is whether the victim was shot at the scene or on the nearby highway. redwood shores oracle suddenly facing federal accusations that may lead to a fine. regulators say that the company discriminated against women and people of color. they believe oracle underpaid thousands of female black and asian employees, collectively, by more than $400 million. it's not clear what kind of penalty, if any, oracle will have to pay. and in a few hours, people plan to protest in san mateo county at the district attorney's office. they say that they are upset at how the d.a. is handling the investigation into the death of

chineduokobi. he died after being tased by law enforcement last october. protesters are demanding the release of video of that incident. the da says that he will release their recording, once the investigation is complete next month. the demonstration is expected to get under way at 10:00 this morning. 6:57 and new details the city of santa clara reportedly on the hook for more than $3 million after losing a lawsuit that led to district-based council elections. a judge last year ruled against the city which argued to preserve its at-large election system. minority groups sued, seeking a larger voice on the city council. despite the legal defeat, santa clara city attorney is still vowing to appeal. according to "the mercury news," the judge ruled the city has to cover $3.1 million in opponents legal fees. the city is not commenting. a pro soccer team could be coming to concord. last night the city council entered into an exclusive agreement with a developer to bring a new 18,000 seat stadium
