>> 6:01. on capitol hill, today marks day 34 of the government shutdown. president trump said there will be no state of the union address until it's over. this after house speaker nancy pelosi made it clear the president is not welcome on capitol hill. "today in the bay" tracie potts joins us live in washington with more on the two votes today and he did meadowlands to get these employees back to work. trac tracie. >> reporter: this year's state of the union address is off. i will do the address when it is over. president trump tweeted overpass, i'm not looking for an alternative venue. nanny pelosi said lawmakers will not authorize his visit until government is open. >> she doesn't want it hear the truth. she doesn't want the american public to hear what's going on. she's afraid of the truth. >> the shutdown must end, and it must end now. >> the senate will try today with two votes.

the city council to protect federal employees from eviction during the government shutdown. if his plan is approved, it could go into effect as soon as today. the city council will consider that plan this afternoon. a follow-up now, the man accused in the recent brutal attack is due in court today. 18-year-old keonte gathron faces multiple charges including murder. officials say he left the 88-year-old near death after beating her during a morning walk. investigators say he stole her keys and burglarized her nearby home. he's also now being linked to a series of other recent violent crimes including carjacking and robberies. dna evidence and surveillance video helped track him down. >> have you driven it? the new third lane in the san rafael bridge is supposedly a hit with commuters. now north bay tropical storm leaders want to speed up plans for a third lane in the westbound direction. eastbound lane opened this year,

westbound set to be completed this spring. it's only available for pedestrians and bicyclists. depending what cal traps determines, the time line would then have to be developed. the group, save oakland sports is among those leading the charge to make the proposed stadium for the oakland a's. they plan to meet at ricky's sports bar. the brass is scheduled to attend. it's scheduled at 6:00 p.m. happening today former california governor jerry brown is moving quickly into his new role. that is to tell us how much closer we are to apom lips. we're not kidding here. if you're familiar with doomsday, 30 minutes to midnight scale, tracking how close we are to extinction. last fall he agreed to become the group's new executive chairman. today scientists will release their latest annual assessment

where you live and what we've seen so far. so we're doing as bad as 67% of normal around mountain view but as well as 90% of normal in the north bay and santa rosa. look at the rainfall we've measured since october 1st in santa rosa we've measured 17" of rain. that's pretty much what we're seeing across the board. even though we've had a lot of rain, we're still lacking just a little bit and we're still going to see more of that deficit add up as we continue on with dry weather. we are tracking patchy fog in santa rosa, visibility down to three-quarters of a mile, clear around the bart station out the door. it is chilly with low 40s. as you step out we go from 41 to 54 to noon we'll warm up a few more degrees. the crisp factor is pretty low.

a smooth hair day even though they start out with relative humidity at 86%. it is still fairly crisp because of those chilly temperatures. then we will see highs in low- to mid-60s. a cloud-free sky. i've seen clouds developing to the south. that's going to ride up and over our high pressure and not bring us rain. it will filter our sunshine heading into the weekend. so our temperatures go from the low 60s today in the inland area to the upper 60s by the weekend. and our morning temperatures will also get milder looking at still some dry weather into the middle of next week. for san francisco expect a high to reach to 60 today and mid-60s for the weekend. make some plans to get outside. mike, you're tracking a traffic break. >> we do have some, i want to show you off the top. the reason i'm not showing that first, this has more impact. traffic alert affects folks out

of the altamont pass or into the altamont pass. heading to the bay bridge, this is not a traffic alert but i'm going to give you a big heads up. over the overpass you can see it. that overpass, show you the maps, show you how that configures. it takes a loop, horseshoe shape. talking about a crash involving a motorcycle before the horseshoe. see the path we're showing with the illustration, cars showing you getting by but only on the left side. that's exactly what's going on by the motorcycle crash, blocking two left lanes so far. this will affect folks coming in off the maze. east shore freeway, traffic should flow smoothly but you'll see traffic lights. contra costa and the maze moves smoothly westbound 580. that's the one taking the toll. seeing the build there towards bay bridge toll plaza. the rest of the bay close to the water moves very smoothly. typical slowing from the nimitz past the bay bridge.

over here, this is where we have the official alert. eastbound 580 jamming up out of livermore and in towards the split, 580 eastbound with 205. there is a crash involving the big rig. there's gas spilling out of the rig. we hear they have blocked all lanes temporarily to take care of this. some injuries as well. this affects you out of the area, out of livermore, into altamont and toward tracy. if that's your commute, might want to investigate staying off that commute for the time being. there is a full closure eastbound 580 at 205. sky ranger heading out. >> we'll keep an eye on that one. >> much more ahead on "today in the bay." help for a teenager kidnapped and held for months. the aid jayme closs is getting after her family was murdered. an apartment renter stuck with a $4,000 repair bill. i'm chris chmura. we help patch things up when nbc bay area responds next.

the reward money offered by the foodmaker to find the missing wisconsin girl is now going to the girl herself. the parents of jayme closs was killed last fall when she was kidnapped. the employer, jennie-o offered a $25,000 reward to find jayme. the couple that called 911 when she escaped turned down the money. she is donating it to closs with hopes of starting a trust fund. they arrested the accused kidnapper shortly after finding her. he faces kidnapping and murder charges. someone pulled one over on pg&e. a fake website claiming the ceo is digging into her own pockets to help fire victims. this is what the site looks like. a fake press release saying the former ceo is donating her $2.5 millions severance to help camp fire victims. pg&e tells us they are aware of

the fake site and the company is not aware of any donation being made. according to the internet records, the website's domain was anonymously registered last sunday. 6:23 right now. nbc bay area responds to a walnut man who felt fooled buying a freezer. >> the appliance p was handled. >> good morning. cynthia looking forward to the arrival of her new bedroom set but she didn't expect this. that is her balcony and that is damage she says the delivery truck did when it knocked several boards loose. the apartment management said she was responsible for the repairs which cost nearly $4,000. cynthia went ahead and paid it, then asked the furniture store to reimburse her, but they said they weren't responsible. they said the delivery service they hired was. cynthia said she went back and forth to the furniture store for 10 months, then she turned to us for help.

the scene. we're talking about the closure. taillights eastbound 580, folks forced off the roadway, frontage road, exit, heading to the 205 split. the commute direction with headlights, westbound 580. again, this is a big rig crash. stepping onto the screen, folks getting off the freeway can't access 205 and split off eastbound 580 right now. we'll get you out to the map and explain what's going on here. there's a big rig crash where the sky ranger shows you. the back up about three miles. patterson mean an option for you but not a quick one, that's for sure. if you can hold off heading out of livermore and into tracy, that will benefit you. only one lane open. the sky ranger shows you maybe no lanes open. we'll keep tracking that as it evolves. meanwhile the rest of the commute moves slowly. over to the bay bridge, this commute as well. flashing lights, you just saw

it, they cleared the vehicle from the motorcycle crash. we should have traffic flog back to the bay bridge off the berkeley curve. back to you. >> thanks, mike. the breaking news we've been covering since 4:30. a search going on for hit-and-run driver in the south bay a woman killed near city hall in san jose. >> kris sanchez live at the scene. kris, what do you know? >> hi there, they don't know who the driver was behind the wheel. that's the reason for the placard behind me asking for anybody who saw something to call the police department for tips. this is where the woman was hit and left to die in the middle of the street. she was in the crosswalk on north 10th street on east santa clara when she was hit by a whooi white van. the driver of the white van kept going and police don't know who was behind the wheel. it was about 12:30 this morning. in addition to asking the public for information, we expect police will also be looking at neighboring businesses for

surveillance video including a 7-eleven convenience store right here at the corner. the woman is the third pedestrian killed by a vehicle this year. in the other two cases the drivers did the right thing. they stayed at the scene and cooperated with police. the first was a 55-year-old man who died on january 3rd, four days after he was hit by a car on bass com in san carlson. the second an 83-year-old man hit on mckee road and died three days after he was hit. the coroner is now going to work to identify that woman and make sure her family is properly notified. in san jose, kris sanchez, "today in the bay." >> kris, thank you. 6:33. a new video just in overpass as protests take to the streets in venezuela. what you're looking at here is footage of police firing tear gas at protesters. the leader of the national

assembly declared himself president of the country yesterday. the news comes after years of crisis in venezuela. president donald trump is backing him. many in the bay area community have opposed nicolas maduro, so president trump's announcement of support against the regime is welcome news for a lot of people here. >> greatest democracy recognizes a democratic leader in another company, it's like a seal-of-approval. >> now, new this morning, republican senator marco rubio tweeted he plans on working to get congressional support for humanitarian aid for people of venezuela. planning to send a message >> it is 6:34, students plan to send a message to oakland school leaders, keep the schools open. they are organizing a news conference on the heels of a rally that turned into a protest. they held signs opposing the closure of roots academy.

the district says it has open too many public schools and not as many students as it once did. they will vote on the closure next week. the county's assessment appeals board cut the value of levi's stadium to the san francisco 49ers in half. that means the team is only going to be assessed during football season. this comes despite the fact the stadium does make money year-round on other events. $36 million must be refunded to the team from the county. the school district will have to shell out $13 million of that money. the district will lose out on $2 million every year going forward. it promises no programs will be cut. all right. if you've been looking for a reason to carpool into the peninsula, this may be the option for you. a new program in san mateo county is being introduced later today. this is going more commuters to ride with others. has been asking questions. pete, what did you find out? >> the program will benefit those who work in san mateo county or live in san matt county. the ensint i wincentives. it's a program called carpool 2.0 put together by san mateo county and the bay area air district. it's going to track carpoolers through the app. they can input the number of carpool rides they take into the county or out of the county and in return they will receive incentives in the form of e gift cards. i got a chance of looking at incentives, they range from retail stores to restaurants.

that's a couple options. i did speak to drivers in south san francisco about the traffic issues coming into san mateo county and if these incentives, e gift card make it worth it to carpool. >> part time, i work in the city. it's really hard, really hard to get parking. >> ideas are cool. one offs are just one offs. so if i carpool for the whole month you're going to give me a gift card every day? or are you going to give me a gift card today and say carpool for the rest of the month. >> different perspectives there from two driver's this morning. right now you're looking at the app where you put in the information. depending on the number of carpool rides you make, you could get up to $100 in e gift cards awards. more details on the press conference set to take place at

all-star pucks and a place for beautiful selfys. of course you can watch the all-star game right here on nbc bay area saturday. >> the kids have to wear their nhl jerseys if they want to skate for free. >> there you go, the best of the east and west that's where you go. the worst is here because of the crash eastbound 58 on. sky rangers over the big rig crash. i'm going to step out of the way. you see it there. worries this big rig has spilled fuel as well. chp said one lane of eastbound 580 is open but i see no traffic flowing onto 205. they are forced to continue down eastbound 580 and use surface streets to get back to 205. on the map you see that. that's the slower drive out of the livermore area. towards 205, that's a big problem. patterson pass road flooded with traffic and that's noncommute direction. commutes out of the pass looking good. toll plaza cleared, now we have

all the lanes filled in. it's actually better coming out of the mix. >> see the sun in that shot as well. we've been having some sunny afternoons. >> it's going to get warmer over the next few days. we're looking at great weather going into saturday and sunday. we do start out still with cool temperatures during the early hours. then look where we end up. highs in the low- to mid-60s. from the coast to the inland areas. on sunday more of the same as we keep our sunshine. as you make plans, maybe you're heading to the chinese new year's extravaganza in the hillsdale shopping center. either going to be upper 50s in the morning and low 60s as we go into the early afternoon hours. also the oakland a's fanfest happening in jack london square starts at 9:30. it will be cool in the upper 40s, then gets warm pretty fast as we go into early afternoon with low 60s on the way. if you're heading to the sierra,

bart says its outreach team last year made contact with more than 700 people. 75% or 537 were connected with homeless services. san francisco's millennium tower may have issues to work out but its newest tenant is reportedly creating a lot of buzz. the honorable former san francisco mayor willie brown recently moved into that high-rise. according to the examiner, lots of locals surprised by the news. brown apparently getting a good deal. the fix in the works to solve the leaning problem. the newest tenant may be able to lean a little harder on city leaders. 6:46 for you right now. the president will not deliver the state of the union as scheduled sprf delaying the address until after the shutdown is over. >> that's right. it is nice to hear people actually talking about a day when this is over,a isn't it?

as you know president trump and speaker pelosi have been going back and forth on this. she said security concerns were a problem. he said no. she said he wasn't welcome. he said, all right, it's the speaker's prerogative to make that decision. he called it a ploch. he will not seek an alternative venue. meanwhile mitch mcconnell will allow votes in the senate aimed at ending the shutdown. he's absolutely prohibited them up until now. the house voted on quite a few solutions. none were allowed in the senate. the democrats are going to offer a senate bill today to reopen the government temporarily until early february, funding the departments that have been closed but no money for the wall. the republicans are going to offer a bill that does fund the wall and extends some protection for immigrants. this is the idea president trump raised on saturday. there is no chance either of

the door, we have a lot of 30s especially in the north bay, very close to freezing. a few in our inland valleys. 37 right now in livermore. it's 39 in san martine, stepping out the door in san jose to 41 degrees. if you're on your way to the dublin bart station upper 30s there. our sunshine will warm us up. we'll go from 39 to 59 by 1:00 today. as you get up and get the kids ready for school this morning in the south bay, in campbell it's going to be 42 degrees walking to school. then as the kids head out for recess, it's going to feel a lot better. going back to pick them up, windows down, we're taking in some sunshine. as we get a look alt our forecast, what to expect as you get dressed this morning. it is a cold start so you do need a nice warm jacket. because it will be very mild later today, you might want to make sure you're wearing comfortable shoes to spend some extra time out there going for a long walk. our temperatures will head into the low- to mid-60s today. i'm still looking at some dry
