welcome to friday morning, january 25th, 2019. what's going on with the bay bridge? >> oh, no! commuters. >> people out the door, maybe going to get a jump on that weekend or friday at least. good morning and thanks for joining us. i'm laura garcia. >> and i'm marcus washington. right now we want to get a check on the weather. >> another cold morning and it's all clear across the bay area. we're going to start to see the potential of some fog creeping into parts of the delta and the north bay, but other than that, it is mostly clear around the bay area, as you get ready to head out the door. we look at concord, our temperatures 40 degrees through about 8:00 and starts to warm up

quickly headed into late morning and early afternoon. we have some really nice weather on the way and mike, a possible crash in san francisco? >> possible. initial reports 101 at cesar chavez, getting the direction and details from chp. i'll track that. this is an issue, we may have construction crews still going on northbound 680, headed out of fremont toward auto mall and we don't see any slowing. we should have lanes open. some folks waiting in the cash lanes toward the bay bridge. the fbi arrests roger stone. he was president trump's former campaign adviser. this follows an indictment by a federal grand jury in special counsel robert mueller's investigation, indicted on five counts of false statements and one count of obstruction and witness tampering. stone was arrested in ft. lauderdale outside of his home.

he's expected to make an initial appearance today later in federal court. we'll have more as it develops and a live report from washington, d.c., at 5:00 a.m. senator kamala harass expects to kick off her 2020 presidential campaign in the bay area this weekend. it is expected to be a crowded field of candidates. >> "today in the bay's" pete suratos joins us live from oakland, where that event will take place this weekend. a lot of people talking about this, pete. >> reporter: good morning to you, marcus and laura. senator harris will kick off her campaign rally on sunday in oakland, just days after making this announcement. >> hey, everyone. so it's official. i'm running. i'm running for president of the united states. >> reporter: that's harris announcing her intentions to run for president on her twitter account this past monday and of course it's been a busy week for harris. she's made the rounds on tv and also at her alma mater, howard university, letting people know

why she's jumping in the presidential race. she, of course, has deep ties here in the san francisco bay area. she's an oakland native, getting her law degree from uc hastings and with san francisco's district attorney back in 2004. she went on to become the state attorney general in 2011, but before becoming a u.s. senator in 2017. nbc bay area's political analyst larry gerston calls her the next generation politician who made a smart decision by getting in the race early. >> she's wise to get out early, because right now, she won't have to fight for as much publicity, as say even three or four weeks from now. >> reporter: here the information on that rally that i was referring to. it's going to take place here at frank ogawa plaza at 12:45 p.m. sunday. she's expected to explain why she's running for president of course and she's a bay area

native so expect to see a big crowd in oakland sunday. we're live in oakland, pete suratos for "today in the bay." >> bringing it back home. >> we'll cover it all weekend long as well. thanks, pete. 4:33. pg&e off the hook for the dead deadly tubbs fire. it has a lot of people wondering what is next? >> this is the second most destructive fire in california history. calfire revealing this started by faulty electric equipment on private property, so the big question a lot of people have, is pg&e free and clear? >> not necessarily. nbc bay area's sergio quintana reports from the flash point of the deadly fire near calistoga. >> reporter: neighbors told us they saw investigators going up and down this driveway. we've known for some time that calfire has determined that this property is where the fire started, but they've been trying to figure out whose equipment was responsible.

on the night the tubbs fire started, kenny strauss went back to save his dog. he lives on bennett lane acrossed street from where investigators say the tubbs started. he's not surprised calfire found pga is not to blame. >> we figured that. we've seen everyone around here, they were investigating so much and i'd never met the neighbors, but heard it was an old lady and it's not surprising she wasn't maintaining her electrical equipment. >> reporter: we did try contacting his neighbor for comment and have not received a reply to multiple voice messages. cal fire's final 08-page report does not spell out any sanctions against the property owner but concludes pg&e has no blame. >> we have to be 100% right. there are no outside influences. this is purely scientific methodical. >> reporter: this raises a major issue for families who lost their homes and filed suit against the power company.

one plaintiff's attorney says he plans on moving forward. >> they had the opportunity to shut the power off knowing a spark would happen someplace. that hasn't changed. >> reporter: governor gavin newsom questioned the recent plans to file for bankruptcy. >> this obviously begs the question, now what? do we anticipate that pg&e will move forward? >> reporter: "regardless of today's announcement, pg&e still faces extensive litigation, significant potential liabilities and a deteriorating financial situation." pg&e's stock value has rebounded somewhat since cal fire released their finding today. their stock price has surged 77%. in calistoga, sergio quintana, "nbc bay area news." our nbc bay area sky ranger threw over coffey park yesterday evening. the santa rosa neighborhood was

decimated by the tubbs fire. you can see plenty of construction going on there. we'll keep a close eye on any new developments >> it is day 35 of the government shutdown. tsa workers union sounding the alarm and says air traffic controllers cannot be trusted to keep passengers safe. many of the federal employees have continued going to work but missed two paychecks. many have taken a second job to make ends meet. the workers are struggling to stay afloat financially. the "today" show will have the latest on this coming up after "today in the bay." we now know more about a deadly hit-and-run crash in san jose involving a driver chased by police. the driver of a white bmw matched the description of a burglary suspect in san jose. officers went after the driver. the car got away, speeding down meridian avenue at the intervention of remiddian and kooser the bmw crashed, colliding with a black suv. the two male passengers in the bmw were injured, one later

died. the driver of the bmw fled on foot and is still on the loose. coming up here on "today in the bay," a new op-ed by facebook ceo mark zuckerberg hits the newsstands today. the big promise that he's doubling down on this morning. and from the gym to outer space, the nfc on one company's new intergalactic partnership.

headquarters. here are today's top business headlines. futures are pointing to a higher opening on wall street this morning. the dow slipped around 22 points yesterday amid lingers u.s./china trade concerns. several strong reports offset the worries. the nasdaq ended higher. mark zuckerberg penning an op-ed in the "wall street journal" defending the social media giant's ad business and repeating the company does not sell user data. zuckerberg emphasized users have "complete control over how their information is used for advertising." the piece comes after more than a year of scrutiny over targeted ads and data privacy. under armour and virgin galactic struck out a partnership, set to develop space suits and physical recovery programs for pilots and passengers of the space tourism

i heard it was a great concert. >> next time i go to the concert get the video this way, not this way. >> good to note. another cold start, kari. >> we are going to start out cool, nice afternoon on the way. looking at a lot of sunshine. we have a clear start as we take a live look outside in walnut creek, and we may see some drifts of fog rolling by. we've seen that especially in the north bay, and then in concord, visibility down to about two miles, and it's a little bit thicker, as you head off towards the east, out of the bay area. we're looking at the low visibility in the north bay, so heads up about that, temperatures in the upper 30s, and it's still cold, and we're going to see in parts of the inner bay and the coast some upper 40s, so if you're on your way out the door headed to the fruitvale b.a.r.t. station it's at about 47 degrees in the next hour, and then reaching into the mid-50s by 10:00. noon we're at 58 degrees. so nice little recovery there. a live look outside in san francisco, and standing in front of the closet it's a day to have

a nice warm jacket, and then maybe some pants, some jeans if it's casual friday. we are going to see temperatures headed into the upper 60s today. so maybe some short sleeves under that jacket. upper 60s for morgan hill. east san jose 67 degrees will be the high. in danville up to 66 degrees, and oakland 64 degrees today. we'll see a high of 65 in redwood city and for san francisco. look at the mission district 64 degrees. north bay reaches up to 68 in ukiah and napa today 66 degrees. we still have the clear skies, but we will see the increase of the cloud cover as this disturbance moves over our high pressure, but we're still going to keep some dry conditions, just a few more clouds in the mix, and no rain. we're looking at our high today of 66 degrees, and then up to 68 on sunday. those winds may pick up early next week but it's still looking very nice into next thursday. heading over to mike, you are tracking a crash near the maze. >> near the maze, kari.

it was just as folks were exiting, what we are looking at here. the flashing lights are gone now and we have some jerky movement because of our internet connection but we're showing a smooth flow of traffic. the crash is cleared from the on-ramp just as you get on at paul. it's a smooth drive. tail lights in the commute direction westbound 80, the berkeley curve out of emeryville, appropriately named apparently. contra costa county a smooth flow of traffic. highway 4 at bailey we may have a crash, i'm checking on details once chp updates on the scene. a smooth easy drive, south bay, peninsula. the crash 101 at cesar chavez i think it's gone, once it clears from the chp report hopefully in the next couple of minutes. no problems here, nothing to worry about for the mass transit system. a great day to ride into the city, and then perhaps hang out afterwards with friends. we're looking toward fremont, looking at a smooth flow of traffic as well and look at that, a calm look at the flag there, so the wind is at least not so bad right here. back to you.

>> thank you, mike. 4:49 right now. happening today, hundreds of people will be out this morning to count the number of homeless people in sonoma county. the county's community development commission is conducting today's count. u.s. department of housing and urban development requires it. it's part of what has to be done for the county to receive $3.5 million to build supportive housing. the count gets under way in just about ten minutes. a live look at san francisco's skyline, all of those high-rises will be getting an added safety inspection. this is all for earthquake safety. mayor london breed issuing an executive order yesterday to strengthen the city's high-rises. this means that the city will begin working with building owners to identify any engineering issues. experts say there's a 72% chance that a 6.7 magnitude earthquake or greater will hit the bay area before the year 2043. one of the best swimmers in the world has cancer. five-time olympic gold add millionist and cal alumnae than

adrian posted on his instagram page he has testicular cancer. he's undergoing treatment and optimistic he'll be able to compete in the 2020 olympics in tokyo. of course, we wish him the very best. 4:50 and new information on the deadly shooting of a great white shark. the nine-foot shark washed ashore in atos last summer. it was young so state investigators had the body examined. x-rays showed it had been shot several teams. a telephone tip led to the arrest of a san jose man who worked on a fishing boat. he confessed saying he shot the shark, saying it became too close to his fishing net. he has been fined $5,000 and sentenced to two years' probation. 4:51. coming up next on "today in the bay," "nbc bay area responds," plans for a trip quickly turned into a very expensive experience for a union city man. the big surprise he got on his bill. but first, happening now, teachers in denver might be the next to strike. last night, educators rallied outside the denver public school

board meeting. teachers say they want higher pay and benefits very similar demands to teachers in los angeles. negotiations failed last week and the teachers union decided to strike, but it's still unclear whether they actually will. that's because the school district asked the state to intervene which would prevent the teachers from going on strike. we'll keep following it. more news right after this break.

mistake. he asked chris chmura's team for help. >> ray ruellos booked a simple spring trip for his family of four. turns out the travel agency charged him repeatedly for the four tickets. ray wound up with 96 different reservations, enough to occupy a third of all the seats on an international airliner. you needed four tickets but you got 96. >> that's correct. >> reporter: could you even fill up 96 seats with your friends and family? >> no. >> reporter: it's silly but ray was on the hook for serious money, more than $50,000. he said he tried to point out what he thought was obvious, the charges were duplicate, and yet over a two-month span, he wasn't able to get a full refund. so he called us. we looked into how one family could wind up with 96 airline tickets. we asked why no one flagged the repetitive reservations, and well we of course took action to get ray his money back. we'll show you what happened tonight at 11:00. if you have a consumer complaint, let us know,
