money for the border wall. now, republicans are looking for democrats to reciprocate. is president trump ready to negotiate? >> he actually is. keep in mind, he's willing to do whatever it takes to secure the border. >> reporter: the federal government reopens today temporarily for three weeks, with $5.7 billion for a border wall still on the table. >> we are building the wall right now, a portion of it. we have to go further. >> reporter: despite house speaker nancy pelosi refusing to pay for the wall, democrats say they have always been for securing the border. >> i don't support any wall funding but i do support border security. >> we have supported as you know enhanced fencing, and i think that's something that's reasonable that should be on the table. >> reporter: keeping the government funded and open for the rest of the year could come down to this, what does border security look like? >> it's going to be a combination of physical barriers, technology, more border patrol agents, more

immigration judges, more sensors. it's got to be an all of the above approach. >> reporter: with president trump's job approval upside down in the latest nbc/"wall street journal" poll, the white house says he does not want to declare a national emergency. using pentagon funds to build a wall, but that's still possible. >> i think it would be a terrible idea. i hope he doesn't do it. i don't think it's leverage either. >> reporter: leverage and negotiations front and center as national parks reopen and 800,000 federal employees head back to work today. they're coming back looking for a big check to the back pay the white house promised about i the end of this week. >> now they're think being three weeks ahead from now, tracie. we'll be following that, thank you. new this morning, a san francisco man is dead following an avalanche in southwest montana. 35-year-old benjamin hirsch mcshane was in back country skiing friday when it happened. this is the last photo he

actually posted on instagram, when he was skiing on another trip in aspen, looks like with a friend. hirsch mcshane was in a group of four when the avalanche occurred. this is where the avalanche happened. two of the men reportedly able to grab onto trees, they were not hurt. the other injured skier was taken to a nearby hospital, no word this morning on his condition. a follow-up for you, oakland police make an arrest in a disturbing hit-and-run. 14-year-old carlos prieto was riding his bike when he was hit and then dragged by a car for four blocks earlier this month. the driver eventually fled the scene. police say leah connor was behind the wheel, she is charged with several crimes. news of that arrest came as a relief for family and friends at a fund-raiser for prieto. this was yesterday. that event started with a bicycle ride along the route that he was supposed to ride the day he was hit. >> we talked about a couple

routes but route 35 is a narrow street and easiest path to get to macarthur, so it made sense they traveled this way and it was very symbolic. >> p ri eto remains in the hospital with serious injuries. remembering an iconic figure in san francisco giants history, former team owner peter macgowan has died. he was 76 years old. magowan battled prostate and liver cancer. he recently had gone into hospice care and passed away, surrounded by his family. magowan was widely known for saving the move in 1992. "the giants family, the entire bay area and the game of baseball lost a man whose passion and loyalty to his favorite team and beloved community made it possible for all of us and future generations to experience the magic of giants baseball in san francisco forever." barry bonds also tweeting

condolences saying magowan saved baseball in san francisco. magowan is credited with signing barry bonds to the giants and spear-heading the building of what is now oracle park. new for you this morning, fans of south bay radio station kliv will have to go without their favorite country station. late last night, the san jose station went silent after nearly 73 years on air. it was broadcasting country music but once a popular top 40 station with neil diamond and the beach boys paying visits to the location on story road. chief engineer mike danbridger grew up listening to the station and worked there nearly four decades but he says kliv may still have a future. >> we're working with the city to take over kliv, and bring it back to a news station, and we are working with san jose state that would run it. >> krty, which broadcasts out of the same station, will move to a new location, and continue to play country music. the hotel is expected to be

built at the old site. 5:06, happening now, the winter blast that is taking aim at the midwest, this is a live look in chicago, where it is quite a beautiful picture, but boy, are they experiencing cold temperatures. 50 below, marking in fact the coldest day so far that they're having of the season. today public schools in minneapolis are also closed because of the deep freeze. new video from chicago now, whiteouts, blizzard-like conditions putting the country's third largest city at a standstill. if you have a flight or connection out of o'hare or midway, boy, double check because your flight could be likely canceled. look at all that snow to shovel. >> with zero visibility, you can't fly a plane or travel. it's really hard for people dealing with these bitterly cold temperatures across the country. here is a look at high temperatures for this afternoon. while we are going to see some 60s here in the bay area, we're

starting out at 44 degrees in fairfield and 46 in livermore. it's 49 in san jose, and 51 in palo alto, as well as oakland, so a nice start to the day, as our temperatures get even milder for the afternoon. it won't be as clear and sunny as it was yesterday, but we are still going to enjoy some very nice temperatures into the afternoon. i'll be tracking that for you headed over to mike, tracking folks getting to work. >> getting to work and also some folks finishing up their work, looking at the commute, it's looking great. nice green sensors at the limit. 237 we're starting to see recovery as folks are clearing up their work. the evening crew, overnight road crew at 237 had a couple lanes blocked for roadwork and they're clearing right now. we should see folks get back on to traffic, back up to the limit just in time for the morning commute. no delays getting toward the bay bridge, just a tiny bit of slowing everyall frslow

good monday morning. we're coming up on 5:12. it's a mostly clear start across the bay area. we'll start to see more clouds moving in, the rain stays way. let's head to south san jose to santa teresa with temperatures at 49 at 7:00. at 9:00, we're at 52 and then at noon 63 degrees. our temperatures continue to go up a few more degrees from there. we're looking at a nice day. we'll talk about what else is in the forecast, and when the rain returns, that's coming up in less than five minutes. look at all the headlights coming toward us. no problem. this is just your commute coming in out of livermore and in toward the dublin interchange. we'll talk about this build as well as what other build we see coming up. and very good morning and very happy monday to you. a lot to get to. the dow capped a five-week winning streak on friday. drop box is buying san francisco's hello sign for

nearly a quarter billion dollars. apple reports profits tomorrow. now that will be among three very important things to watch this week. apple, american and chinese negotiators meet to talk about trade and the fed starts a two-day meeting tomorrow. so busy week. we're not expecting great things out of apple. remember the company's already warned the street, that is, it's prepared investors for bad news tomorrow. apple is having a particularly tough time selling iphones in china, and here in america, people are holding on to their phones a lot longer. tax season starts today, and with it a whole bunch of uncertainty. this is going to be the first time we see the new tax law in effect. now, the trump administration calls it a tax cut, and it may very well be for average americans. the problem is, we here in california will no longer be able to deduct what we pay in california state tax from what

we pay in federal tax. it's money you never saw, after all. you never got to spend it. it wasn't income. are you going to owe more on your taxes? are you not going to get a refund? will that refund be smaller? all these questions mean that people are not spending the money that they often would spend, because they just don't know. >> they need to wait and see. >> yes. hey, let's book that ticket to mexico. we'll pay with it with the tax refund. maybe we're not getting a tax refund. we'll put it off. you may very well get a tax refund but all of a sudden you're seeing this behavior, you're seeing it as well, people saying we're going to hold off. >> we're going to hold off for a little bit. we talked to nerd wallet, they found the same thing. the irs begins accepting tax returns today. taxpayers still don't really understand the changes. half of americans were aware a new tax bill was signed into law in 2017, and 48% of taxpayers don't understand how the law affects their tax bracket. also notable, despite employers beginning to withhold less in

up there is a spare the air alert in effect action and that means that our air quality may be a little bit worse than we've seen recently. do your part by catching public transit, biking to work, doing whatever we can to help improve our air quality, also no wood burning today. it's going to be the most unhealthy in the north bay. so as we start out with our temperatures in the mid-40s in napa it's 46 degrees. it's 53 in san francisco, and it's 49 in san jose. san martin checking in at 46 degrees. so as you head out for antioch and going out the door in antioch, we are going to see those temperatures right at about 47 degrees for the next few hours. and then by noon, we're at 60 degrees, but we want to advise you to catch public transit so if you're making your way to the fruitvale b.a.r.t. station, some low 50s. you need a light to maybe a little bit heavier jacket for some if you stay cold, if you get cold easily. we're going to see temperatures reaching into the low 60s today. our humidity will be fairly low

today. so i think overall it's going to be a good hair day. keeping it smooth as you start out and getting ready for the day. our temperatures, though, head up to about 63 degrees in san francisco. some upper 60s and even 70 degrees in santa cruz today. so a nice day to spend some time along the beach, but it won't be as clear and sunny. more clouds are moving in, as this disturbance develops and it's not going to bring us any rain for the most part. we'll see that holding off until wednesday, so with another disturbance moving in, it will bring us some scattered showers on wednesday. thursday is dry, and then by the weekend, we'll see some more rounds of rain moving in. so here is your seven-day forecast, inland valleys reaching the upper 60s, and then dry for today, tomorrow, but then wednesday the rain moves back in. thursday is dry, and then a pretty soggy weekend headed our way. heading over to mike, you are checking out the roads. how is it looking out there? >> an early build, kari. we have the metering lights that were marked on at 5:11 this

morning, just after the last report. so we do have this early build and the backup for almost all these lanes. one of those cash lanes isn't even open yet so no one is occupying the lane where they see the red "x" there. a smooth flow of traffic just past the toll plaza, a report of a minor kra shall thcrash that the shoulder. that was not the reason why they turned the metering lights on early. the traffic flowing into the area seems fine. we'll continue to track that. that will be a surprise for folks who typically leave the house and get there between 5:00 and 5:30. the metering lights usually turn around about 5:20, 5:25. the rest of the bay shows a smooth flow of traffic. one crash in castro valley off of 580. ail he double check to make sure it's not affecting your on or off-ramps. meanwhile, looking through fremont an easy drive, a steady predictable volume as you pass by the truck scales and no delay for the south bay. your speeds on the northbound commutes look great for 101, 280

of vaping. now the american academy of pediatrics wants to make it harder for minors to get ecigarettes. the group is calling for the fda to immediately regulate ecigarettes and ban the sale of them to people under the age of 21. they also want to end all internet sales of ecigarettes and ban flavor products that appeal to younger people. about 20% of high school and 5% of middle school students use ecigarettes last year. for women hoping to start a family, fertility is certainly always on their minds. one company is taking a modern approach in their marketing. the company offers mobile pop-ups and offers services like yoga and spa to connect with the younger crowd, as millenial women. >> we're hoping to start a conversation with women, and that conversation starts with, hey, let's talk about your fertility. let's talk about what is a biological clock. when does it really start ticking? >> so important to know. the "today" show will have much more on the company ahead at

7:00 a.m. this comes as new data from the cdc shows fertility rates are relatively low from coast to coast. women in only two states, south dakota and utah, are having enough children to sustain existing population levels. 5:23. a new study finds a link between handgun ownership by families and rising death rates in young children. researchers looked at firearm trends in the u.s. over the past several decades. they found handgun ownership among families rose by 7% and three-quarters of gun owners families also have handguns. experts say this may explain why gun deaths among kids under 5 have almost doubled in the past ten years. okay, right now we want to talk about hollywood, a big night for the hit movie "black panther." >> the film won best ensemble cast at the s.a.g. awards. it gave the movie momentum headed into the oscars, nominated for best picture. big night for nbc.

oakland. there will be a vote later today by the school board to decide if they want to close the school any time soon. this could be the first of two dozen school closures. it is part of a bigger plan by the school district as it deals with budget issues. officials saying there are too many schools in regards to how many students the district has. i spoke with a teacher as well as a parent about their feelings headed into tonight's special meeting regarding the closure, possible closure of the school. both of them did tell me the district informed them about the closures via a robo call around the holidays. >> every morning you wake up, i get to work at 7:00, classes start at 8:45 and i'm having to think how can i be mindful of my students' emotional being and teach them academic because i have to keep pushing them forward. >> ever since december 18, i go to sleep so late just thinking. i wake at 2:00/3:00 in

the morning thinking what am i going to do? what is my kid going to do? >> reporter: now they tell me there's nearly 200 students at this school, and if the school does close, they'll be relocated to nearby middle schools. of course, all of this happening as teachers in the district could be striking as early as next month. we'll get more details on a potential school closure at roots international academy during that special meeting at 6:00 p.m. we're live here in oakland, pete suratos for "today in the bay." >> we'll continue to follow. thanks so much, pete. it is 5:32 right now. in a few hours we're expected to get a better idea of the devastation caused by last year's wildfires. the state's insurance commissioner plans to explain the latest amount of losses insurance plans to cover. so far the department says it has helped 5,000 survivors. the camp fire in butte county last fall, the deadliest in state history, 18,000 structures burned. across the state last november, nearly 100 people killed in wildfires. breaking news into our

newsroom, a deadly tornado ripping through the cuban capital of havana overnight. at least three people are dead, 172 injured. these are brand new photos of the aftermath. you can see several homes and buildings in the background destroyed. just look at that there. the coastal area is flooded after a powerful cyclone. we'll continue to follow the story, bring you updates as soon as we get them. new for you this morning, investigators are working to learn more about a sexual assault. this is near the stand ford campus. the victim saying a man restrained then touched her repeatedly against her will. investigators say this happened early thursday morning near the dorms in arguello park. some anti-abortion demonstrators say they are outraged after an encounter at a san francisco art gallery. "today in the bay's" bob redell joins us live to explain what happened. bob? >> reporter: laura, a group of students from sacramento state were in san francisco this past saturday for the march for life, when this happened.

>> okay, just an fyi we're getting kicked out because we're pro life. >> good, yes, yes, i am pro life. i am pro choice. you are pro death. >> god bless you. have a good one, ma'am. >> reporter: they say around 9:15 saturday night they entered the dennis ray fine art gallery on beach street, the students say a woman working at a store approached them, asked them if they are part of the anti-abortion walk, when they said yes, the students claimed she told them to leave. we spoke to the students who say they can't believe what happened. >> i felt like it was very like 1950s, like getting kicked out of a restaurant, because of your race, in this case it was because of our political views. >> reporter: we spoke to workers at the art gallery. they declined to speak on camera but said they were trying to close the store when the students walked in.

coverage as she continues to campaign. 5:35 right now. volunteers in marin county taking a survey of the number of homeless people. the group started just about half an hour ago. the survey is to collect data for the county supervisors. it also allows the county to receive more than $4 million from the u.s. department of housing and urban development. the money will support public housing in marin county. new video to show you this morning, the chaos on the hudson river in new york, rising waters and ice jams sent several boats breaking free, just floating away on friday. state police were forced to close several bridges between the morning rush hour as the boats were drifting south. one cruise ship stopped when it got jammed under a railroad bridge. all of the other vessels that drifted down river were secured later friday morning. can you imagine that water, mike, with all that ice? >> i could not. i could imagine it but i

wouldn't be accurate. that's horrible compared to what i've dealt with, the water wasn't warming unqui ining up q for the shower. if you get out later, i think you're okay for most of the bay, just hold to that speed limit. we do have one issue, a disabled vehicle out of the altamont, just as you get over toward grant line road but anywhere through livermore and continuing west in toward dublin, a little bit of slowing right there. that's the castro valley y, up to northbound 238 and you're back at speed onto the nimitz. a smooth flow of traffic throughout the south bay and getting over toward the east bay, no problems on the approach toward the bay bridge, just a little build for the east shore freeway and the metering lights are on and no delays right here through silicon valley, san jose 101. >> smooth sailing. at least for the moment. >> and here we are coming off of a great weekend, looking toward next weekend. >> did you all get outside over the weekend? >> it was gorgeous. >> this weekend, i don't think you'll be able to get outside too much. we'll have more rain moving in. >> we'll always have last

weekend. >> oh, those memories. look at the seven-day forecast, it does show rain off and on throughout the weekend, so those temperatures will also be coming down. we'll be in the low 60s. san francisco also looking at some cooler temperatures off and on rain, and maybe even some breezy winds. so we are going to turn from dry to wet and for the sierra, it's going to be snowy. we're going to see several rounds of snow moving in, from friday, all the way through sunday, and these are the high temperatures that will barely make it above freezing. if you're going to russian river valley, it's also going to be raining. i think by friday, we're going to see the most widespread rain, but there will be some breaks in between, maybe a few opportunities to get outside. here is a look at half moon bay with some gusty winds and rain on friday, turning to more of a scattered shower for saturday and sunday, with those highs in the upper 50s, and if you're going to l.a., they're also going to see some rain moving in there. by sunday, as you're coming back to the bay area, it will be

arrested in mexico. he fled the country after being convicted of groping eight of his female patients. he is now back in the u.s. electric scooters are popping up in cities all across the bay area, and the state, and more hospital visits are popping up as a result. >> many rides end in a trip to the hospital, a new study finds. about 250 people in los angeles went to the emergency room because of scooter accidents over a year. 40% of those visits were for head injuries, so be careful. 5:44 right now. the government goes back to work today, just like a regular monday. >> scott mcgrew, no paychecks yet. >> no paychecks. mick mulvaney the director of office and management and better and interim chief of staff says back pay should be in the hands of government workers by the end of the week. this after the longest shutdown in american history. it ended when president trump agreed to reopen the government

temporarily just until february 15th while a bipartisan group negotiates over immigration and the wall. democrats have been quite vocal about not giving the president his wall. in an interview over the weekend with the "wall street journal," president trump said he thought there was less than a 50/50 chance or a 50/50 chance, equal amounts, right, that the group would come up with a solution. if it doesn't, he has three choices. can he do nothing, he and the republicans can close the government back down again or he can declare an emergency and take money from the defense budget. the race for 2020 got a whole lot more interesting over the weekend. california's kamala harris had her first major rally. she'll hold a town hall tonight on cnn. we've been keeping a list of declared candidates and we added harris last week. we are we have to drop richard ojeda off the list, he was the first democrat to declare his candidacy and now the first to quit, and there's howard schultz, the former ceo of

starbucks is thinking of running as an independent. he made that statement last night on "60 minutes." >> we're living at a most fragile time, not only the fact that this president is not qualified to be the president, but the fact that both parties are consistently not doing what's necessary on behalf of the american people. >> now only schultz knows what schultz is thinking, right? independents don't win races. what they do is mess up races. if you have donald trump and a yet to be named democrat and schultz, some of the democrats may split off to support schultz and then trump wins. just as they split off to support ralph nader, that election wouldn't have been close if nader it stayed out and ross perot pulled voters away from george h.w. bush. a recent stoud . people with high tax states like california with incomes above 100,000 but below 500,000

him. >> a long time. not in our neck of the woods, coming off a great weekend. >> yes, and i think that will be something we'll have to savor, because this weekend coming up will be kind of rainy off and on. air quality remains an issue for especially the north bay. moderate air quality for the rest of the bay area. no wood burning and if you can catch, catch public transit for air quality. the dublin b.a.r.t. station, we'll be at 45 degrees to start out the day, a little bit on the cool side. there will be some clouds moving by and the sun will peek out every now and then. then we'll get a little bit more sun into the afternoon as our temperatures warm up into the low 60s, and then for the south bay, as you're getting up and out the door for school this morning in campbell, it's going to be 49 degrees, walking to school, 52 at 9:00, and then as the kids are headed out for lunch, maybe enjoying lunch

outside it will be 63 degrees. overall a nice day, mostly clear skies now. you need a jacket for the start of the day and the rest of the day, maybe some light long sleeves and pants will keep you comfortable as our temperatures heat up quite a bit, for some of our microclimates we could be reaching near 70 degrees, but most of us staying in the 60s, some mid-60s for oakland today, 65. and we could see the clouds moving in on the satellite imagery, weak disturbance moving in, an area of low pressure that makes the air rise. we're going to see that moving in and then a stronger system moving in on wednesday, but it doesn't look like a significant storm. at this point t looks like a quick round of rain moving in on wednesday. thursday is dry, and then some off and on rain throughout the weekend, starting on friday, that may continue into next week. so we are going to see our temperatur temperatures cooling off as well. 69 tomorrow as we get a mix of sun and clouds. showers return on wednesday, and then on thursday looking very

nice, but that's a little break before the wet weather moves in. and we're going to see the rain off and on for san francisco, with highs for friday into sunday in the upper 50s. mike, it's been a fairly smooth commute so far. >> doesn't look like a storm the rain kari is talking about. it should be smooth. you know what to expect in the mornings and your evening commute as well. right now we expect, this the smooth build overall. reports of some sort of debris just off of that dublin interchange. i'm going to check to make sure that's not presenting a problem for folks getting onto or off of the freeway. 580, 680 on schedule there. the bay bridge toll plaza shows your backup and a little build for highway 4 out of pittsburg and bay point, contra costa county of course. we'll give you some looks, we'll pick the bay bridge first because we had an early start to the metering lights here turned on at 5:11, about ten minutes earlier than we typically see. we also had one cash lane closed, that has opened and all the lanes are moving a little better so i think they sped up the metering lights.

there was a crash concern but everything's cleared there. meanwhile, over here walnut creek, coming through contra costa county, southbound 680, splitting off here with highway 24, right before you get to the interchange, and there's the b.a.r.t. station, all of these systems are moving well. the roadways as well as the b.a.r.t. system, and no delays reported for any of the transit lines, including the ferries, this is the san francisco bay ferry and cal train, just a reminder they restored full service into and out of san francisco. weekends we've had the electrification work going. palo alto shows an easy drive along the peninsula. it's early for this commute. things are fine across the bridges. back to you. >> thanks, mike happening now, a united nations human rights expert is in turkey investigating the killing of saudi journalist jamal ckhashoggi. he wrote credital about the saudi crowned prince was killed inside the consulate in istanbul in october. turkish officials called for an internal investigation and have
