weekend weather wise, and we are going to continue that for today, just a few more clouds in the mix so as we start out once again, we have a spare the air alert in effect. the air quality will be most unhealthy in the north bay, and you should limit your time out there especially if you have breathing problems. if you're headed out around concord, nice cool start, 48 degrees, a mix of sun and clouds. look at that, those temperatures in the mid-60s by 1:00 today. it's going to be very comfortable. we'll talk about what else is going on and mike, you're tracking a problem through the tri valley. >> i am, right behind me, folks, this is the dublin interchange or the approach for west 580 and look how slow impact it is getting here westbound past the auto center here and approaching endardi. a disabled vehicle in the middle lanes. i did see flashing lights toward the interchange. right there you see it focusing up from el charo toward 680. 680 builds with folks coming out

of contra costa county through san ramon and continuing toward sunol and fremont. all of these folks out of the altamont will build up here, more traffic 84 toward holmes and stanley. we'll watch to see how long it takes for the crew to clear the disabled vehicle. the rest of the bay shows a smooth flow of traffic, no major problems, including toward the bay bridge, we're holding at basically the maze and the berkeley curve for the slow drive toward the metering lights which are on. back to you. >> thank you, mike. our top story federal workers return to work today and getting paid for t which hasn't happened in weeks. here at home, usgs workers are back monitoring earthquakes. >> and live to san jose international airport. tsa workers also get preyed for their work. deadline, february 15th to fund the government or we could look at another shutdown. the president says he gave in to democrats. he refunded the government, reopened the government without getting the wall money. now republicans say it's time for democrats to step up and compromise. is president trump ready to negotiate? >> he actually is. keep in mind, he's willing to do whatever it takes to secure the border. >> reporter: the federal government reopens today temporarily for three weeks, with $5.7 billion for a border wall still on the table. >> we are building the wall right now, a portion of it. we have to go further. >> reporter: despite house speaker nancy pelosi refusing to pay for the wall, democrats say they have always been for securing the border. >> i don't support any wall funding but i do support border security. >> we have supported as you know enhanced fencing, and i think that's something that's reasonable that should be on the table. >> reporter: keeping the government funded and open for the rest of the year could come

down to this, what does border security look like? >> it's going to be a combination of physical barriers, technology, more border patrol agents, more immigration judges, more sensors. it's got to be an all of the above approach. >> reporter: with president trump's job approval upside down in the latest nbc/"wall street journal" poll, the white house says he does not want to declare a national emergency. using pentagon funds to build a wall, but that's still possible. >> i think it would be a terrible idea. i hope he doesn't do it. i don't think it's leverage either. >> reporter: leverage and negotiations front and center as national parks reopen and 800,000 federal employees head back to work today. they're headed back to work looking for a big paycheck, all that back pay that the white house promised would be in their accounts paid at the end of this week. laura, marcus? >> all right, thanks, tracie. >> big day ahead for them. thank you.

with the end of the shutdown, nature lovers are finally getting full access to their favorite national parks. this morning, the port reyes national seashore resumed normal operations there. the visitors center now open again. there is one area still off limits, drake's beach has been taken over by elephant seals and their newborn pups. yosemite national park is getting back to normal as well. the visitors center museum and several campgrounds opened back up today and ranger-led programs resumed today as well as the entrance stations will all be staffed as usual. a san francisco man is dead following an avalanche in southwest montana. 35-year-old benjamin hirsch mcshane was in back country skiing friday when it happened. this is the last photo he actually posted on instagram, when he was skiing on another trip in aspen. hirsch mcshane was in a group of four when the avalanche occurred. this is where the avalanche happened. two of the men reportedly able to grab onto trees, they were not hurt. the other injured skier was

taken to a nearby hospital, no word on his condition. 6:04 right now. a follow-up, oakland police make an arrest in a disturbing hit-and-run. 14-year-old carlos prieto was riding his bike when he was hit by a car and dragged for four blocks earlier this month. the driver eventually fled the scene. police say leah connor was behind the wheel, she is charged with several crimes. news of that arrest came as a relief to family and friends at a fund-raiser for prieto yesterday. that event started with a bicycle ride along the route that he was supposed to ride the day he was hit. >> we talked about a couple routes but route 35 is a narrow street and easiest path to get to macarthur, so it made sense they traveled this way and it was very symbolic. >> the boy remains in the hospital with serious injuries. remembering an iconic figure in san francisco, the san francisco giants there former team owner peter magowan has died.

this morning the tributes are pouring in. he was 76 years old. magowan had reportedly been ill for several years, battling prostate and liver cancer. he recently had gone into hospice care and passed away, surrounded by his family. magowan was widely known for saving the giants from moving to st. petersburg, florida, in 1992. the current president and ceo of the giants, quoting here, "the giants family, the entire bay area and the game of baseball lost a man whose passion and loyalty to his favorite team and beloved community made it possible for all of us and future generations to experience the magic of giants baseball in san francisco forever." barry bonds also tweeting condolences saying magowan saved baseball in san francisco. magowan is credited with signing barry bonds to the giants and spear-heading the building of what is now oracle park. >> nice man. 6:06 right now. this morning, fans of south bay radio station kliv will have to go without their favorite country station. late last night, the san jose

station went silent after nearly 73 years on air. it was broadcasting country music, but if you've been in the bay area for a while you'll know it was a popular top 40 station with neil diamond and the beach boys paying visits to the location on story road. chief engineer mike danberger said he grew up listening to the station and worked there for nearly four decades. but he cease kliv may still have a future. >> we're working with the city to take over kliv, and bring it back to a news station, and we are working with san jose state that would run it. >> krty, which broadcasts out of the same station, will move to a new location, and continue to play country music. a hotel is actually expected to be built at that old site. big bay area history music there. happening now, boy, a winter blast that is taking aim at the midwest, record-breaking in minneapolis this this

morning. get this, it will feel like 50 below, marking in fact the coldest day of the season. today public schools in minneapolis are also closed because of the deep freeze. new video from chicago now, whiteouts, blizzard-like conditions putting the country's third largest city at a standstill. if you have a flight or connection out of o'hare or midway, you better double check, because it likely could be canceled. how bitterly cold arctic air is moving through parts of the midwest you can see in the upper plains. here is that front that's moving through, and it's going to continue to drop those temperatures or even talking about a chance of snow in mississippi. so we'll be watching out for that. as we get a look at our temperatures this morning, some mid-40s starting out, and in santa rosa, it is 45 degrees. 53 in oakland, and it's 52 now in palo alto. as you get the kids up and ready for school this morning, it will start out cool in concord. some upper 40s, and then we'll warm up to 64 overall, it's

going to be a really nice day, as that sun breaks out later on this afternoon. and mike, you're checking out something happening at one spot. >> that's right, we have one trouble spot, of course we have the bay bridge toll plaza, not the problem, but it is a backup, of course, that's predictable. the trouble spot is over here west 580 approaching the dublin interchange. a quick look south bay, peninsula, just fine. we also have some slowing of course through hayward and union city for 880 south, and also here for the tri valley, but this problem in the tri valley, the live look from our dublin camera shows you westbound, starts to slow down just after you pass by tassahara, building toward hopyard. an update, chp says one vehicle involved in this crash over on the right shoulder. the others in the center divide. folks on all lanes are able to see somes is spe aspect of the which is distrukting toward the dublin interchange. just over a half line from grant line road, a second disabled vehicle moving to the shoulder, all the way to the dublin sxwer

right now as we approach 6:13, it's a clear start, as you get up and get ready to head out the door. it's a milder morning. we've seen some upper 40s and low 50s and as we go throughout the day, san jose starts out at 51 degrees. we will see some more clouds moving in, but the sun breaks out for the afternoon as we head into the mid-60s. we'll get a look at the rest of the week's forecast coming up in about five minutes. >> i continue to see the build over here for westbound 580, the headlights coming out of the altamont approaching the crash near the dublin interchange. here is the commute building up el charo to tassahara. i'll give you the latest update coming up. . good morning and happy monday to you. the dow capped off a five-week

winning streak friday. drop box is buying san francisco's hello sign for nearly a quarter billion dollars. apple reports profits tomorrow. now that will be among three very important things to watch this week. apple, american and chinese negotiators meet to talk about trade and the fed starts a two-day meeting tomorrow. we're not expecting great things out of apple. remember the company's already warned the street, that is, it's prepared investors for bad news tomorrow. apple is having a particularly tough time selling iphones in china, and here in america, people are holding on to their phones for a longer period of time. tax season starts today, and with it a whole bunch of uncertainty. this is going to be the first time we see the new tax law in effect. now, the trump administration calls it a tax cut, and it may very well be for average americans. the problem is we don't know a lot. we don't know what's going to happen. you can't deduct all of your

california state from what you pay in federal tax. it's money you never saw, after all. you never got to spend it. it wasn't income. starting this season, you cannot deduct it all. there are a lot of people who didn't realize there is new tax law, which is a little personally frustrating to me. >> because we broadcast it all the time and you need to take personal responsibility as well. >> absolutely, i'm sure all of our viewers do. the problem is, this tax cut came in your paycheck, so you got slightly more money every week or every two weeks. you may not have noticed it, and we don't know what your return is going to look like. get it done soon. >> not for everybody, too. they may have noticed a change. >> all depends. >> exactly. thanks, scott. now to a story that you'll only see right here on nbc bay area. apple announcing that it launched its first ever program dedicated to helping women entrepreneurs develop apps. the free two-week camp started last night, 11 companies run by women were selected to participate. we spoke to a los altos woman

who designed an app to make life easier for divorced parents. >> i feel like i literally won a lottery. because developing apps even when they are super personally meaningful as my app is to me, is hard work so getting advice and mentorship from an tell self is just literally a dream come true. >> i'd like to know how her app works. >> i want to know what it does. >> the next two weeks the women will receive coding help from apple engineers and intense sessions on design, technology and marketing. many are hoping the experience will also help them get financial backing. >> so if you've ever thought there ought to be an app for that, it's a good avenue. >> yes, it really is. if you're a woman, thinking of an app, this might be your platform. >> we're thinking of a lot of things. >> yes, we are. i'm thinking about the weather, a nice start to the week but we will see some changes headed into the weekend and we'll talk about that. as you step out right now we have a milder morning with low 50s for many of our microclimates. this is a live look at fremont,

looking at 880, and it's all clear. we don't have any issues with fog. we will start to see some clouds moving in. by 8:00 we're at 49 degrees so you do still need a jacket, heading out, and then as we go throughout the day, you'll be taking that off as our temperatures head into the mid-60s. it's going to be great out there, and then making your way out the door to diridon station, low 50s for the morning. we will see an increase in cloud cover by late morning, but then by early afternoon, we're seeing the sun coming out again. as you get ready this morning, getting ready to head out the door, humidity will be dropping, even though right now to 85%, it will stay fairly low for today so overall a good hair day. and a very nice weather day as well as our high in oakland reaches up to 65 degrees. we'll see a high of 66 in santa rosa, and 64 in palo alto. san jose reaches up to 67 degrees. we will see more clouds moving in. this is with a system that's developing farther out there in

the pacific, and will be pushing some clouds our way, but the rain holds off until wednesday, as we see another area of low pressure, you can see the swirl of the wind contours right there, and then as we go into the end of the week, it shows more of an onshore wind flow, and also the rain coming down that will be off and on. so we are going to see some rounds of rain throughout the weekend, after getting such a nice weekend this past one. we are going to see some rain moving in. and it looks like we'll have breaks in between. today and tomorrow is our breaks from the rain and wednesday we see it returning. thursday, we will get another short break from those showers, and then it's just going to be off and on throughout the weekend into early next week as well. san francisco will also have some cooler temperatures moving in, upper 50s starting on friday. heading over to mike, you've been tracking what's happening out there on the roads. >> still focused on the tri valley because of the crash which now has the lanes clear,

but one car on either side, one on the shoulder, one on the center divide is causing the distraction and the build over here. we look at the rest of the bay and everything looks pretty predictable. the been been toll plaza metering lights are on, the build just started for the south bay. we are looking at dublin westbound 580, you see all the lights coming out of the altamont, past el charo toward tassahara. no major problems but things are more bunched up than you'd like to see. reason being, the animated version of the maps instead of the live shot, things bunch up because of a crash there and debris, and a little farther back, closer to toward tassahar, we didn't see any plains blocked but saw folks bunching up, some folks getting on to city streets, the boulevard getting more packed and other folks getting on just past that, that's the transition point. that's why this is a bad time and bad place for that crash. again lanes are clear but still slowing as a result. the rest of the tri valley moves smoothy. crash south 880 toward 92 and

head out the door this morning. >> as you step out, mostly temperatures have been in the 50s, so not a bad start to the day, and we'll start to see some more clouds moving in. i've got that same shot in san jose, as we head over toward campbell with our highs today going well above normal, reaching into the mid-60s, and the sun breaks out today, but you do want to limit your time out there. this is a look at our diridon station forecast, with some low 50s this morning, but 66 degrees by 1:00 today. we'll talk about what's ahead for the weekend coming up and mike, now you're tracking a crash. >> that's right, a second crash, that's two, two for the tri valley over here, where we see the build. these two, they're out of the lanes over there at hayward near the san mateo bridge. i still track those. over here this one west 580 also out of lanes but a distraction west 580 at doherty. some folks taking 84 as an option. they're right at ruby hill, reports of another crash which

may be in lanes for another cull the minutes. slowing around ruby hill as folks head to 680 and the merge, 84 and 680 at the merge moves smoothly. the rest of the tri valley looks good coming out of contra costa county, 680 no problem. the dublin interchange is fine except for the crash on the shoulder. the walnut creek interchange builds and so does the bay bridge toll plaza. but the metering lights and the backup pretty standard for this time, 6:31. back to you. >> thanks so much, mike. happening today, a big vote expected in the east bay to determine the future of a middle school. pete suratos joins us live at roots international academy in oakland. some big concerns for parents and teachers and the kids there. >> reporter: good morning to you, laura. a lot of uncertainty regarding the future of roots international academy here in east oakland. the school board will make a decision during a special meeting tonight whether or not to close the doors of the school. now this could be the first of close to two dozen school closures throughout all of oakland unified school district.

the school closure is a part of a bigger plan by the school district, as it deals with budget issues, saying that there are too many schools in regards to how many students are in the district. i did get a chance to speak with a teacher here at the middle school, as well as a parent about their feelings headed into tonight's special meeting. both of them say the district actually informed them about the closures via robo call during the holidays. >> every morning you wake up at like i get to work at 7:00, classes start at 8:45 and i'm having to think like how can i be mindful of my students' emotional being and teach them academics because i have to keep pushing them forward. >> i go to sleep waking what am i going to do? what is my kid going to do? >> reporter: nearly 200 students are at the school, and they will be relocated to nearby middle schools if the school closes its doors, all of this happening as teachers in the district could be planning a strike as early as

next month. we're going to get a final decision on the school closure during that special meeting at 6:00 p.m. we're live here in oakland, pete suratos for "today in the bay." >> keep following that one. thank you, pete. right now, we are following breaking news for you. a deadly tornado ripping through the cuban capital of havana overnight. at least three people are dead and 172 injured. these are brand new photos of that aftermath. you can see people standing around where some of the buildings have been destroyed. coastal areas are also flooded after the powerful cyclone. of course we will continue to follow the story and bring you updates as soon as we get them. in a few hours, we are expected to get a better idea of the devastation caused by last year's wildfires. the state's insurance commissioner plans to explain the latest amount of losses that insurance plans to cover. so far, the government says it's helped 5,000 survivors. the camp fire in butte county last fall is the deadliest in state history. 18,000 structures burned across the state last november, nearly

100 people were killed in wildfires. this morning, investigators are working to learn more about a sexual assault near stanford campus. the victim saying a man restrained then touched her repeatedly against her will. investigators say this happened early thursday morning near the dorms in arguello park. some anti-abortion demonstrate ors say they are outraged after an encounter at a san francisco art gallery. >> "today in the bay's" bob redell joins us live to explain what happened here. bob? >> reporter: this happened this past saturday, a group of students from sacramento state, they were in san francisco for the march for life when this happened. >> okay, just an fyi, we're getting kicked out because we're pro life. >> good, yep. yep. i am pro life. i am pro choice. you are pro death. >> okay, god bless you. have a good one, ma'am. >> they say that around 9:15 saturday night they entered the

dennis fine arts gallery on beach street. a woman working at the store approached them, asking if they were part of the anti-abortion walk, when they said yes, the students claimed she told them to leave. we spoke to the students who say they can't believe what happened. >> i felt like it was very like 1950s getting kicked out of a restaurant because of your race, but in this case it was because of our political views. >> reporter: we spoke to workers at the art gallery. they declined to speak on camera but said they were trying to close the store when the students walked in. the workers added that the students would not leave and that the woman in the video felt threatened. the students maintained they were respectful and did nothing wrong. reporting live, bob redell, "today in the bay." >> all right, thank you, bob. 6:35 for you right now. presidential candidate kamala harris kicks off day two of her presidential run. the california senator plans to participate in a cnn town hall tonight. this comes after her official launch in oakland yesterday.

the altamont pass slows down continuing all the way to just about doherty, the dublin interchange. the crash is over on the shoulder, and the center divide, a distraction on both sides of the freeway, just the build as folks come out of the altamont pass. 84 near ruby hill another crash moved to the shoulder, should be clear in the last couple of seconds. i'll double check if chp gives any warnings i'll pass them along to you. that's it for this portion. over here then, castro valley coming down in toward hayward, southbound 880 has seen a series of crashes, one at "a" street and one closer to 92 and one on 92, all moved quickly to the shoulder as well, about you that build in the last half hour has really seen little trouble spots adding to the distractions. the peninsula and the south bay do move pretty smoothly but i'm worried about this crash north 280 around saratoga just came from from chp, sounds like a couple of lanes are blocked. i'll give you an update. >> northbound? >> northbound 280 at saratoga, the commute way. >> coming off a great weekend.

>> looking ahead to the next one, will not be. >> it will not. hopefully you had a chance to get outside last weekend or can enjoy the next couple of days before showers return to the bay area. this weekend looks like the rain will be off and on. we're looking at cooler temperatures, upper 50s for san francisco and at times some of that rain coming down. if you're planning to go to the sierra, it's going to be rough getting there and back. we are going to see rounds of snow coming through, and looking at kirkwood in the forecast, it's going to only make it up to about 34 degrees for the high. so everything will stay frozen solid, that comes down. and then we're looking at russian river valley at times some rain, especially on friday. there will be a few peeks of sunshine here and there, but i think overall, the overall trend will be for periods of rain and for half moon bay, if you're thinking of making it a beach weekend, you may want to think again, because it's only going to be 57 degrees on saturday,

chp just updated us. the bay bridge toll plaza same location, standard problem, the metering lights are on. >> thank you very much, kari and mike. 6:42 right now. tragedy for san francisco state student killed in a hit-and-run in southern california. 21-year-old angelina pineta was in a cross walk in rodondo year saturday night. classes resume at san francisco state. police say the driver was in a black audi suv which now has damage to the front windshield and hood. her family hopes that driver will come forward. >> her life was tragically taken in a way angelina did not deserve. >> police are asking anyone with information to call them. you heard about the dangers of vaping, now the american academy of pediatrics wants to make it harder for minors to get ecigarettes. that group calling for the fda to immediately regulate ecigarettes, that banned the sale to people under 21 as well.

they also want to end all internet sales of ecigarettes and ban flavored products that appeal to young people. the recent survey shows about 20% of high school and 5% of middle school students use ecigarettes last year alone. electric scooters are popping up in cities across the bay area, and the state, and more hospital visits are also popping up as a result. a new study showing that many rides end with a trip to the hospital. ucla researchers say about 250 people in los angeles went to the emergency room because of scooter accidents over a year. 40% of those visits were for head injuries. new this morning, a fugitive chiropractor from sonoma county is behind bars. he was arrested by u.s. marshals last thursday in playa del carmen, mexico. investigators say he fled the country nearly two years ago after being convicted of groping eight of his female patients. marshals say a tipster emailed

outside in san francisco this morning, standing in front of the closet, how to get dressed today. you do still need a nice warm jacket for the start of the day, with these cool temperatures but short sleeves and pants will keep you comfortable for the rest of the afternoon, as we head into the upper 60s for many of our microclimates. it's going to be up to 64 in napa and 65 in oakland. 67 will be the high today in san jose. once again, you'll notice more clouds moving in. we are not going to see any wet weather, but still looking at that chance increasing as we go throughout the week, as an area of low pressure starts to move in. you can see the swirl of our wind contours there, showing that we will have a pretty good push of some onshore winds, and some rain moving in. by friday, another system moves in, and this one will bring in some more widespread rain that will linger into much of the weekend, as we get several rounds of rain moving in. so the first round that moves in on wednesday, brings in a potential of about a half of an inch for many of our microclimates, and then much

more rain by the end of the week, so i'll be watching that for you, especially as we get closer to the weekend. we're going to keep our upper 60s for the next few days. by tomorrow, it looks really nice, but then by wednesday, some of the showers start to move in. thursday's dry and then off and on rain throughout the weekend. mike, now you're tracking a crash in the south bay. >> that's right, san jose we're looking at an art project i made here for you, cars coming underneath that winchester overcrossing. it's just past winchester northbound 280, we told you at saratoga, it's just shy of saratoga as well. that's where a crash blocks your left two lanes. folks are bunching up just after they come out of downtown and head toward the 17/880 interchange. very popular right now. you see 87 coming into downtown, 85 and 101 showing the build over the last ten minutes as well. so san jose pushing north is fine except for 280, where it's really jamming up toward saratoga, north of saratoga you are fine headed toward cupertino, santa clara and the

like. we've had crashes for 84 near ruby hill and 880 south down through hayward they're all on the shoulder but enough distraction to slow folks down a little bit more and that's what's going upon for the tri valley and portions of the east bay, like hayward. east shore freeway, that's moving nicely, slower overall, from hercules toward the berkeley curve and a couple of spots with debris, 680 for example just off 242, but it looks like lanes are clear there. 880 here, officially lanes are clear, but then they're filled with all the cars northbound with the tail lights past the coliseum and southbound again down in toward the slowing for hayward, so the commute is on, laura. back to you. >> sure is, thank you very much, mike. 6:51, happening now, a united nations human rights expert is in turkey right now investigating the killing of saudi journalist jamal khashoggi. he wrote critically about the saudi crowned prince was killed inside the saudi consulate inis stand bull in october. turkish officials called for an international investigation and have complained of a lack of

"today in the bay." >> federal worker its retu eers. they're getting paid for it, which hasn't happened in weeks. here at home usgs workers monitoring earthquakes. another spot, san jose international airport. live look there, tsa worker also also finally get paid for their work from the government. the "today" show live in washington with the latest on the shutdown fight. and a live look at the big board right now. the dow is down 300 points there, more than 300 there. this is after a nice closing on friday, but a lot of the investors worried about earnings from caterpillar. we'll continue to monitor this story as it continues to unfold there. and happening later today, a big vote expected to take place to determine the future of a middle school in the east bay. here is a live look outside of roots academy, this is international academy there in oakland. it could be the first of more than two dozen school closings in oakland. a special meeting is set to take place this evening to decide its future. the school closure is part of a

bigger plan by the oakland unified school district to deal with the budget issues. the school district says there are too many classrooms and not enough students. >> 6:55. a follow-up, oakland police making an arrest in a disturbing hit-and-run. 14-year-old carlos prieto was riding his bike where he was hit by a car and dragged four blocks earlier this month. the driver eventually fled the scene. police say leah connor was behind the wheel. she's now charged with several crimes. news of at rest came as a relief to family and friends at a fund-raiser for prieto yesterday. the event started with a bicycle ride along the route prieto was supposed to ride the day he was hit. >> we talked about a couple routes but specifically this route 35th is very narrow street and it's the easiest path to get to macarthur, so it made sense that they traveled this way and it was very symbolic. >> the 14-year-old remains in the hospital with serious injuries. new for you this morning, a san francisco man is dead following an avalanche in southwest montana.

35-year-old benjamin hirsch mcshane was back country skiing friday afternoon when this happened. this is the last photo he posted on instagram. it was when he was skiing on another trip in aspen. hirsch mcshane was in a group of four when that avalanche occurred. here is a look at where that avalanche happened. two of the men were reportedly able to grab onto trees. they were not hurt. the other injured skier was taken to a nearby hospital. no word on his condition. also new this morning, dropbox is buying san francisco's hello sign for nearly a quarter billion dollars, using hello sign, people can apply their signatures to digital documents and ask for signatures from others. that move to buy the company puts dropbox in competition with adobe and docusign. this morning fans of kliv will have to go on with other favorite country station. the station went silent after nearly 73 years on the air. now it was broadcasting country music, but if you're here from the bay area, you'll know it was
